O presente trabalho tem como objetivo principal analisar a morfogênese do ciberespaço fluminense a partir da investigação do processo de constituição da RedeRio de Computadores, rede acadêmica de cooperação científica, mantida pelo governo do estado do Rio de Janeiro. A escolha de uma rede acadêmica como objeto de estudo resulta do esforço em entender como as modernas tecnologias informacionais contribuem nos processos espaciais. Nesse sentido, nos foi possível constatar, em primeiro lugar, o papel decisivo da RedeRio na constituição do ciberespaço fluminense e brasileiro, visto que a rede regional fluminense foi um dos pilares de estruturação da Rede Nacional de Pesquisa (RNP). Em segundo lugar, verificamos que, ao longo de 14 anos, a rede manteve seu perfil de rede acadêmica, evidenciando a força de seu processo de constituição, voltando-se, mais recentemente, ao desenvolvimento de aplicativos compatíveis com transmissão em alta velocidade, como educação a distância e telemedicina. Por fim, observamos que a RedeRio de Computadores reforça a centralidade das áreas mais dinâmicas e importantes do município não promovendo, face a sua condição de rede informacional de educação, a superação dos históricos índices de exclusão. / The present work has as main objective to analyze the morphogenesis of the Rio de Janeiro state cyberspace from the inquiry of the process of constitution of RedeRio of Computers, academic network of scientific cooperation, kept by the Rio de Janeiro state government. The choice of an academic network as a study object results of the effort in understanding as the modern informational technologies contributes in the space processes. In this direction, in them it was possible to evidence, in first place, the decisive role of the RedeRio in the constitution process of the Rio de Janeiro state and Brazilian cyberspace, since the Rio de Janeiro state regional network was one of the pillars of structuring the National Network of Research (RNP). In according to place, we verify that, throughout 14 years, the network kept its profile of academic network, evidencing the force of its process of constitution, turning itself, more recently, to the development of applicatory compatible with transmission in high speed, as e-learning and telemedicine. Finally, we observe that, in contradiction to the waited one, the RedeRio of Computers strengthens the centrally of the important areas most dynamic and of the city not promoting, face its condition of informational network of education, the overcoming of the historical index of exclusion.

The share of peer-to-peer (P2P) protocol in the total network traffic grows dayby- day in the Turkish Academic Network (UlakNet) similar to the other networks in the world. This growth is mostly because of the popularity of the shared content and the great enhancement in the P2P protocol since it first came out with Napster. The shared files are generally both large and copyrighted. Motivated by the problems of UlakNet with the P2P traffic, we propose a novel method for P2P traffic detection in the network backbone in this thesis. Observing the similarity between detecting traffic that belongs to a specific protocol and detecting an intrusion in a computer system, we adopt an Intrusion Detection System (IDS) technique to detect P2P traffic. Our method is a passive detection procedure that uses traffic flows gathered from border routers. Hence, it is scalable and does not have the problems of other approaches that rely on packet payload data or transport layer ports.

Analisar o processamento da política impôs a necessidade de classificar as mudanças que porventura tenham ocorrido no período, assim como de identificar os papeis desempenhados por determinado grupo de acadêmicos e por suas ideias. Na maioria das vezes, as mudanças ocorridas foram incrementais. Em 2004, no entanto, foi identificada transformação estrutural e procedimental, que levaram à valorização de alguns aspectos formativos na formulação e na implementação da política. Nesse caso, ainda persistiram acentuados alguns aspectos herdados da década anterior, em torno dos quais ainda se mobiliza o debate na academia. Ressalte-se, no entanto, que a produção e o empreendimento dos acadêmicos foram determinantes externas relevantes para a acentuação da dialética no subsistema e para a geração de nova síntese para a política de acreditação, levando-a para mais perto da consolidação dos objetivos defendidos pela academia. Essas análises foram referenciadas na obra de Baumgartner e Jones (2009), que trata da teoria do equilíbrio pontuado, e na obra de Haas (2016), que trata do envolvimento das comunidades epistêmicas com a política pública. / The object of study of this thesis is the national accreditation policy for graduation and the process that defined it between 2000 and 2014. Analyzing the processing of the policy imposed the need to classify the changes that may have occurred in the period, as well as to identify the roles played by a particular group of academics and their ideas. Most of the time, the changes that occurred were incremental. In 2004, however, a structural and procedural transformation was identified, which led to appreciation of some formative aspects in the formulation and implementation of the policy. In this case, some aspects inherited from the previous decade still persisted, around which the debate in the academy still mobilizes. It should be emphasized, however, that the production and entrepreneurship of the academics were external determinants relevant for the accentuation of the dialectic in the subsystem and for the generation of a new synthesis for the accreditation policy, approaching to the consolidation of the objectives defended by the academy. These analyzes were referenced in the work of Baumgartner and Jones (2009), which deals with the theory of punctuated equilibrium, and in the work of Haas (2016), which deals with the involvement of epistemic communities with public policy.

Orientador: Maria Rita Marques de Oliveira / Resumo: Objetivo: Avaliar o processo de articulação da Rede de Soberania e Segurança Alimentar e Nutricional da UNASUL integrando ensino, pesquisa e extensão com o propósito de garantia do Direito Humano a Alimentação. Método: Este estudo envolveu dados coletados em 20 instituições brasileiras e 24 projetos de Ensino, pesquisa e Extensão. Os participantes do estudo foram os pesquisadores do Brasil e dos países da América Latina envolvidos nos projetos de pesquisa da chamada publica Chamada MCTI/Ação Transversal–LEI/CNPq Nº 82/2013 - Segurança Alimentar e Nutricional no Âmbito da UNASUL e ÁFRICA, lançado pelo Ministério da Ciência, Tecnologia e Inovação e o Conselho Nacional de Desenvolvimento Científico e Tecnológico no ano 2013 e desenvolvido entre 2014 e 2016, os quais fazem parte da Rede SSAN-UNASUL, induzida como estratégia de execução do Programa. Para a coleta de dados foram utilizados os relatórios do MCTI e de arquivos da UNESP referentes à atuação dos Núcleos ou grupos de pesquisa brasileiros contemplados no edital. Resultados: A análise da rede mostrou uma crescente densidade de organizações nas quais muitos países se uniram de forma incremental, o que significa que os novos membros acharam fácil se conectar à rede.
