Educating Adolescents in the Context of Section 504 Policy: a Comparative Study of Two Middle Schools

Section 504 "prohibits discrimination against persons with disabilities by school districts receiving federal financial assistance" (First & Curcio, 1993, p.33). In public schools, eligible students receive an Individualized Accommodation Plan (IAP), guaranteeing a free appropriate public education (FAPE) and equitable access to educational opportunities (Bateman, 1996). Interest in Section 504 has grown among school personnel, especially in the use of this mandate for students with attention deficit hyperactivity disorder (ADHD). Additionally, the number of students with IAPs has increased nationally, in Virginia, and in the school district studied (Elementary and Secondary Schools Compliance Reports, 1994 & 1997). It has been hypothesized that these increases are attributable to ADHD. Therefore, the purpose of this study was to explore who these adolescents are and how they are served under Section 504 policy in two middle schools in southeastern Virginia. A comparative case study design was used to explore Section 504 policy implementation through within and cross-case comparisons of data from documents and interviews with administrators and teachers about the number and content of IAPs, and decision-making pertaining to the Section 504 process. Grounded theory was used to generate propositions relative to how demographic profiles and IAP content are affected by the implementation process. Results identified relevant themes and factors as awareness of procedures, time, costs, and school profiles. The findings of this study are intended to raise stakeholder awareness about Section 504 decision-making practices and their influence on services for students, and to inform Section 504 staff developers of training needs. / Ed. Design of Early Ordinaries and Taverns in Montgomery County, Virginia from 1773 to 1823

The Wilderness Road, starting in Big Lick (Roanoke today) was a primary route over the Allegheny mountains for travelers migrating to the Kentucky frontier. Ordinaries and taverns (referred to as public houses) were known to offer food and lodgings to travelers in the state capital city of Richmond, but little is known about what, if any, accommodations were available to these settlers headed westward through southwest Virginia. With the first stops along the Wilderness Road being in Montgomery County, this study sought to determine if public houses existed in this county between the years 1773-1823, and if so, where were they located and who operated them. Further, what was the typical design or plan of public houses and how would they have been furnished. What comparisons could be made between public houses in Richmond and on in southwest Virginia. County court records, including wills, appraisals, licensing records, and court order books revealed that public houses not only existed, but also there were often as many as 5 or 6 operating at one. A license had to be purchased each year from the court and names of proprietors were recorded. These listings also helped to identify structures standing today that once served as a public house. On site observations along with WPA (Work Projects Administration) reports and the Virginia Department of Historic Resources surveys documentation of historic houses in the county offered notable similarities in design and plan among five former houses selected for this study. Wills and appraisals provided some clues about furnishings. The result of this study adds an important chapter to the story of public houses in early Virginia history. / Master of Science

This thesis explores the inner workings of a consumer-driven niche market that has rapidly developed to the point of maturity. The Bed and Breakfast industry, a micro-industry of the hospitality industry, has become a popular lodging phenomenon and entrepreneurial lifestyle. The purpose of this study is to determine if it is possible to succeed in operating a Bed and Breakfast business. The Bed and Breakfast industry is examined, and research findings are discussed. Financial prosperity is difficult, given the huge fixed costs, small number of rooms and corresponding limits on generation of revenue. Operation size, competition from larger hotels and ambiguity in guest expectations are just a few of the factors that make profitability in the Bed and Breakfast industry very difficult. However, changing guest lifestyles, socioeconomic conditions and increased Internet use provide opportunity for the Bed and Breakfast product. Feasibility of turning profit is explored, and predictions for success in the future of Bed and Breakfast industry are presented.

Marketing Strategies for Bed and Breakfast Operations

The purpose of the study was to determine (a) types of marketing strategies, (b) perceived success of marketing strategies, (c) importance of marketing strategies, (d) amenities offered to consumers, and (e) negatives (problems) in marketing strategies by bed and breakfast owners/operators. A questionnaire to assess areas of concern covered in the research questions was developed. The questionnaire contained closed- and open-ended questions, with nominal, interval, and ratio levels of measurement. The sampling frame included the 1,140 bed and breakfast owners/operators listed in the Texas Hotel Occupancy Tax Accounts Report, first quarter, 1998, as interpreted for this study. A sample of 775 of this population was randomly chosen, using a random numbers table. A response rate of 36% was obtained.

Investigating the Effects of a Read-aloud Alteration on the Third-grade Reading Criterion-referenced Competency Test (CRCT) for Students with Disabilities

The purpose of this study was to examine the effects of a controversial test administration alteration, the read-aloud alteration, in which text (passages and questions) is read aloud to the student on a reading comprehension test. For students whose disabilities impair their skill in decoding text and reading fluently, accessing text to demonstrate their comprehension can be significantly impeded. Using a quasi-experimental design, this study examined whether the comprehension scores for students with disabilities with certain characteristics improved with the read-aloud alteration. Participants were fourth-grade Georgia public school students (N=664) enrolled during the 2005-2006 school year, with and without disabilities, who were administered the third-grade Reading Criterion-Referenced Competency Test under either the read-aloud or standard administration condition. A 20-question survey was completed for each special education student who participated by the educator most familiar with the student’s educational program. Several moderator variables, such as reading achievement as measured by an external criterion (the reading comprehension subtest of the Iowa Test of Basic Skills), the degree of the student’s disability, as rated by the teacher, and individualized educational program features such as the presence of a decoding objective and time spent in the general education classroom, were investigated. These moderator variables were hypothesized to help better identify students with disabilities who might need and benefit from the read-aloud alteration. Students given the read-aloud alteration achieved higher raw score gains on the posttest than those assessed under the standard condition regardless of their disability status (students with or without disabilities). No interactions were identified between the moderator variables studied and test condition, with the exception of testing condition (standard / read loud) and reading skill (below average, average, or above average). Regardless of disability status, students who were provided the read-aloud alteration and were classified as having below average reading skills on the norm-reference ITBS had higher gain scores than their peers.

Historic bed and breakfasts : common characteristics and successful aspects

The purpose of this thesis is to assess the characteristics and aspects that make B&Bs, particularly historic B&Bs, successful. This thesis also briefly demonstrates how historic B&Bs can contribute to communities and to the field of historic preservation through public awareness and adaptive reuse projects. Background information on the B&B industry is presented. Sources for the research include B&B owners, professionals in the B&B industry and historic preservation fields, written sources, and studies conducted on B&B owners and their businesses. Six B&Bs and their owners were selected as case studies in Indiana. Four of these six B&Bs were included in a previous Ball State thesis, The Role of Bed and Breakfasts in Heritage Tourism, prepared by Terri Ash in 1996.Additionally, three case studies in Georgia were chosen to increase diversity in the types of B&Bs evaluated. A profile of each B&B is presented; it includes information on the history of the B&B, why the owners decided to open up the B&B, the type of rehabilitation work that was needed, and how, if applicable, the B&B has changed over the last ten years. All of the information gathered from primary and secondary sources is combined to form conclusions regarding the primary aspects and common characteristics that contribute to a successful B&B. Primary conclusions drawn from this study include how the location, the number of rooms, the amenities, and the hospitality of the owners contribute to a successful B&B. Additionally, conclusions are drawn that compare the likelihood of success between historic B&Bs to non-historic B&Bs, and the benefits of locating a B&B in a historic building. / Department of Architecture

This study was conducted to determine what regulations are, and should be, involved in opening and operating a bed and breakfast in the State of Texas. Specifically, this study examined bed and breakfast regulations in Texas to identify the existence of, or need for, standards related to various legislation (including, but not limited to, zoning ordinances, building and fire codes, and insurance requirements). Bed and breakfast owners/operators in Texas made up the random sample that produced 106 usable survey responses. Regulations are in place at the state, county, and city levels of government. Bed and breakfast owners/operators were most concerned about insurance related matters, and various aspects of effective promotion and advertising.

This study was conducted to investigate the impact of restaurant facilities, belonging to a B&B and leased to a professional restaurateur, upon the revenue of the B&B. This study assessed the physical demands placed on the B&B operator by an on-premises restaurant. Lack of sufficient data precluded proving the premise that an on-premises restaurant leased to a restaurateur would increase the income of the B&B without placing undue physical demands on the B&B operator. However, many contributing factors support the importance of a B&B having an on-premises restaurant that is leased to a professional restaurateur.

Teachers' Ability to Identify Anxiety in the Classroom and Generate Related Interventions

The negative impact of test anxiety has been well documented in the literature with empirical studies demonstrating the existence of a negative relationship between test anxiety and academic performance (Schwarzer, 1990; Seipp, 1991). In 1967, test anxiety was determined to be a problem for 10% of school aged children (Klondas). A decade later, studies suggested this rate was closer to 25 or 30% (Nottelmann & Hill, 1977). In a study of a Pittsburgh area school district, Beidel (1991) found clinically significant Test Anxiety Scale for Children (TASC) scores in 34% of students in a suburban school district that is predominantly white and has a middle to upper socioeconomic status, and 36% of students in an urban district comprised of mixed racial and socioeconomic groups. This data suggests that the prevalence of test anxiety has increased over time. Teachers are in a unique position to assist students in managing their anxiety through research based intervention and behavioral techniques. The results of this research will determine how much information is beneficial to the teacher in order for them to provide the best services for students who present with test anxiety. Teacher Variations When Administering Math Graphics Items to Students With Visual Impairments

This exploratory study investigated the techniques used by teachers of the visually impaired when administering math questions with graphics to students with blindness or low vision. The researcher observed and videotaped 10 pairs of students with visual impairments and their teachers while the students were taking a test that consisted of 12 graphic math items and found a wide variance existed between teachers in the administering of mathematical test items with graphics to their students. The most prevalent teacher behaviors observed were teacher initiation and graph detail description. For the majority of the teacher initiated responses, teachers gave information on a specific detail of the math graphic. Students predominantly asked for clarification regarding the math graphic itself or clarification of the math problem itself. Teachers used a variety of factors in determining if and when students required assistance during testing for large print or tactile graphics. No statistical significance was found between braille and large print groups with regard to teacher variation, student variation, and scores on test items, No relationship was found between correct answers on the test and teacher variation scores but a strong, positive correlation existed for total test time and teacher variation scores. In addition, there was no statistical significance, between the six math graph types used in this study. Hand movements of braille students were also observed, 90% of students using either both hands or mostly both hands when exploring the tactile graphic math problem. A horizontal movement was the primary direction students used when examining the tactile graphic. Recommendations were made regarding future research with large print and tactile graphics
