Abstract In order to make the limited manpower of judges concentrated on the core trialaffairs for the decrease or avoidance of the delay of cases, Judicial Yuan positivelypromote the Judicial Process Management System. Judicial process management isoriginally a system developed for the decrease of cases under delayed trial. Its centralthinking is that the judge will not start to intervene the trial until the case is close to thestage suitable for bringing to trial. The preparation work before that is to be positivelyhandled by a small number of judges and sufficient auxiliary manpower led by them. Asa result, the limited manpower of judges is able to concentrate their time and energy on oyer and judgment. Hence, the cases can be rapidly under trial, alleviating the caseburden of judges. This system has changed the traditional case separation model.Therefore, as from May 1, 2007 and June 1, 2007, Kaohsiung District Court and TaoyuanDistrict Court respectively started adopting this system to conduct trial handling of civilcases and criminal cases, with a trial period lasting for two years. In view of the localityfactor, and focusing on the Judicial Process Management System applied by Kaohsiung District Court to the handling of cases, the study just obtains materials from the localsources, and ttempts to employ the management implication to carry out this research,intending to construct a Judicial process Management System which is applicable to thecourts of Taiwan. Attempting to start the research from the angle of management, this paper adoptsthe research methods of literature analysis method, in-depth interview method and synthetic induction method, and combines them with multiple case analysis method to investigate and analyze the related problems. In the past, the judicial circle enormously stressed the cultivation of legal personnel and expertise, but obviously neglected the judicial administrative management. Along with the acceleration of reform steps, it is required to import administrative management system to the judicial circle. Focusing on the current predicaments of judicial administrative management in Taiwan, including the obstruction coming from the internal personnel and the restriction of external ordinance system, the study makes the related analyses, and expects to have an insight into the problems through the improvement way of the use of the readjusted human resources. The study pays concerns for, expands and increases the functions of legal supporting staff, and establishes the handling process of the judicial cases of Taiwan and the standard process of the time limit. Apart from absorbing the experience of the international advanced countries, the study cautiously and seriously considers the judicial culture itself in Taiwan, as well as the merits and demerits found in the cultivation restrictions of legal personnel. These two aspects are mutually integrated, hoping to bring greater progress to the judicial management policy of Taiwan, and turn it to be more complete. The construction of an efficient judicial institution has to be added with appropriate manpower and equipments. As observed from the experience of trial implementation of Judicial Process Management System, if it is hoped to pursue a rapid handling of cases, all the cases entering the court have to be strictly controlled, and promptly arranged to enter the trial procedures. The judges will not start to intervene the handling of cases until it is close to the stage suitable for bringing a case to trial. The study employs the concept of corporate operation management to promote Judicial Process Management System. The cases are to be handled by means of layering of team and division of labor. Let the human resources of the court perform the most effective distribution and use. In this way, the problems of serious accumulation of cases and poor efficiency of the trial of cases in different courts of Taiwan can be readily solved. In addition, to meet the concrete and objective conditions of the various courts of different grades in Taiwan, Judicial Process Management System has to be redesigned to meet the judicial process and methods of the local courts. Before the appearance of more positive and effective method, Judicial Process Management System can play a significant role in the process of judicial reform.

Gestão pedagógica administrativa em cursos profissionalizantes em Enfermagem / Administrative pedagogic management in nursing technical courses

Introdução: A gestão escolar está intrinsecamente relacionada à área educativa, e requer que o gestor dirija os trabalhos desenvolvidos pelos professores de forma a garantir melhores resultados possíveis em prol da formação dos alunos, visando à qualidade do processo ensino aprendizagem. Este estudo apresenta a relação entre o pedagógico e o administrativo da gestão escolar focada no gestor de escola profissionalizante em enfermagem. Objetivos: descrever como os gestores de escolas de ensino profissionalizante em enfermagem compreendem o papel do gestor e conhecer como se processa o trabalho da gestão pedagógica administrativa destes gestores. Método: realizado um estudo exploratório, descritivo de caráter qualitativo. Foram realizadas oito entrevistas com gestores escolares de escolas privadas e públicas. Utilizada a análise de conteúdo preconizada por Bardin. Após a análise surgiram quatro categorias: 1. Função Administrativa do Gestor; 2. Função Pedagógica do Gestor; 3. Formação Pedagógica e Administrativa do Gestor; 4. Cotidiano do Trabalho do Gestor. Resultados: os depoimentos mostraram como ocorre a relação entre o pedagógico e o administrativo na escola e como se processa a gestão. Conclusão: A Função Administrativa do Gestor está alicerçada por questões pedagógicas e políticas que devem prover recursos para a implementação e avaliação do Projeto Político Pedagógico. Na Gestão Pedagógica os gestores apresentaram algumas variáveis em suas funções, sinalizando que alguns profissionais assumem responsabilidades por múltiplas atividades e outros não. A formação pedagógica e administrativa do gestor traz como realidade o ser gestor ainda em construção. No cotidiano, os gestores devem estar atentos à organização do trabalho, principalmente o trabalho pedagógico que deve ser de responsabilidade de todos os profissionais envolvidos com o ensino. / Introduction: Schools management is intrinsically related to the educational area, and requires the manager to conduct work developed by teachers in a way to guarantee the best results possible toward students formation, keeping in mind learning process quality. This study presents the relation between pedagogy and administration in schools management focused in the technical nursing course manager. Objectives: Describe how technical school managers understand the managing role and to know how the administrative pedagogical management work processes. Method: Through an exploratory, descriptive and qualitative study, eight interviews with school managers were realized, both in private and public sectors, using content data analysis preconized by Bardin. After analysis four categories were considered: 1. Managers Administrative Function; 2. Managers Pedagogical Function; 3. Managers Pedagogical Formation; 4. Managers Daily Work. Results: Briefing showed how the relationship between pedagogy and administration works in school and how management is processed. Conclusion: Managers Administrative Function is grounded in pedagogical and political questions which must provide resources to the implementation and evaluation of the Pedagogical Political Project. In Pedagogical Management, managers present some variables in their functions, signalizing that some professionals assume responsibility of various activities while others dont. The pedagogical and administrative formation of the manager reveals it is own constructive aspect. On daily life, managers must be aware to work organization, mainly pedagogical work, which must be responsibility of all professionals involved in teaching.

Organizational Role Stress : A Case Study in the Swedish Public Sector

Work-related stress among employees in Sweden is reported to increase, women areexperiencing higher levels of stress than their male colleagues. Organizational Role Stress is a denomination for all stress related to an individuals role in an organizationand the annual cost for Organizational Role Stress in the European Union exceeds € 20 billion. Managers in Lycksele municipality emphasized a troublesome working situation where time is not enough to balance administrative responsibilities and operative leadership. Hence, the aim to investigate: “How does Organizational Role Stress affect the balance between administrative responsibilities and operative leadership among managers in Lycksele municipality?” Four key words were deduced from the research question: Organizational Role Stress, Administrative Management, Public Sector Leadership and Public Sector, which guided the search for existing theories to help substantiate and answer the research question. The study introduced the Organizational Role Stress Framework developed by Udai Pareek into a Swedish pubic organization with the aim to measure the impact of Organizational Role Stress. The Organizational Role Stress Framework contributed to a quantitative study amongmanagers in Lycksele municipality to measure the impact of Organizational Role Stress. The sample population consisted of 60 managers who were given an equal opportunityto participate in the study. In total, 49 out of 60 managers participated in the study, which corresponds to a satisfying response rate of 82 %. The main conclusion of the study is that Organizational Role Stress has a negativeimpact on managers’ ability to balance administrative responsibilities and operativeleadership. The Organizational Role Stress Framework can explain 50 % of the variancein managers’ problems with balancing the responsibilities in their roles. Furthermore, the findings also imply that two stressors from the Organizational Role Stress Framework namely: Inter-Role Distance and Role Overload are a better model to describe the problem among managers. These two stressors as a model can explain 52% of the variance among managers ability to balance administrative responsibilities andoperative leadership.

Diagnóstico da aplicação de critérios para o alcance de produtividade e celeridade na distribuição de atribuições dentro das serventias judiciais: o estudo do caso da comarca de Dianópolis-TO

Com o objetivo de conferir efetividade ao princípio da razoável duração do processo, previsto pelo texto Constitucional de 1988, os Tribunais de Justiça do País e o Conselho Nacional de Justiça têm traçado estratégias, lançado metas e alterado o modo operacional e gerencial do sistema administrativo judicial. Na atualidade um instrumento eficaz na promoção da celeridade da prestação jurisdicional é processo eletrônico, instituído pela Lei 11.419 de 2006, que tem demonstrado êxito, vez que funciona de forma ininterrupta e de qualquer lugar do mundo por meio do acesso à internet, encurtando as barreiras impostas pelas distâncias territoriais, melhorando o acesso à justiça e reduzindo o tempo de tramitação dos processos. O Poder Judiciário Tocantinense encontra totalmente digitalizado, por meio do sistema e-Proc e conta com uma série de iniciativas visando uma prestação jurisdicional célere e efetiva, contudo ainda registra alto índice na taxa de congestionamento. Nesse cenário, e com o objetivo de encontrar alternativas para o melhor atendimento da celeridade e eficiência da prestação jurisdicional no âmbito Estadual, a presente pesquisa pautou-se no estudo do caso da Comarca de Dianópolis-TO, por meio do diagnóstico dos critérios de distribuição de atribuições dentro das serventias judiciais e da viabilidade da adoção de um plano de gestão da qualidade das unidades judiciais, como método para sistematizar os atos judiciais, equalizando a força e o volume de trabalho, no sentido de produzir uma prestação jurisdicional mais tempestiva e útil. A metodologia utilizada para consecução da pesquisa foi o método dedutivo, a partir da análise sociológica interna sobre a produtividade e celeridade relativa a dois períodos correcionais, ou seja, de maio de 2015 a maio de 2017, aliada à análise de literatura, levantamento e organização de dados estatísticos obtidos junto ao Tribunal de Justiça e Corregedoria Geral de Justiça do Estado do Tocantins, cuja análise sinalizou para a necessidade de um planejamento quanto à operacionalização dos serviços realizados junto às unidades judiciais locais, a fim de que os objetivos e metas concebidos no planejamento estratégico do TJTO, concernente a celeridade e utilidade da prestação jurisdicional, sejam alcançadas. / With the objective of giving effect to the principle of reasonable length of provided for in the 1988 Constitutional text, the country's Courts of Justice and the National Justice Council have drawn up strategies, set targets and changed the operational and managerial mode of the judicial administrative system. Nowadays, an effective instrument in promoting the speed of judicial provision is an electronic process, instituted by Law 11.419 of 2006, which has proved successful, since it operates uninterruptedly and from anywhere in the world through internet access, shortening the barriers imposed by territorial distances, improving access to justice and reducing the processing time of processes. The Tocantinense Judiciary Branch is fully digitized through the E-proc system and has a series of initiatives aimed at a speedy and effective judicial provision, yet it still has a high rate of congestion. In this scenario, and with the objective of finding alternatives for the best attendance of the speed and efficiency of the jurisdictional provision in the State scope, the present research will carry out the study of the case of the District of Dianópolis - TO, by means of the analysis of the criteria of distribution of attributions within the judicial services and the feasibility of adopting a quality management plan for judicial units, as a method to systematize judicial acts, equalizing force and workload, in order to produce a more timely and useful judicial service. The methodology used to achieve the research was the deductive method, based on the internal sociological analysis, on the productivity and celerity relative to two correctional periods, that is, from May of 2015 to May of 2017, combined with the compilation of literature, collection and organization of statistical data obtained from the Court of Justice and the General Department of Justice of the State of Tocantins, whose analysis, signaled the need for a plan for the operationalization of services performed with local judicial units, so that the objectives and goals conceived in the strategic planning of the TJTO regarding the speed and usefulness of the judicial service are achieved.

A mudança demográfica da população brasileira nos leva a pensar sobre os serviços existentes que não são suficientes para dar suporte para esta nova demanda. O ramo de hotelaria voltado ao cuidado de idosos, denominado de residenciais geriátricos, vem se mostrando promissor e crescente. Entre os fatores elenca-se: o número crescente de idosos, a redução do tamanho das famílias e a alteração no modo de vida do brasileiro. Essa constatação nos remete a pensar no aumento significativo da demanda por esse perfil de serviços nos próximos anos. Dessa maneira, este estudo visa a implantar a gestão administrativa e de enfermagem em um residencial geriátrico da grande Porto Alegre através de um estudo de intervenção. As atividades de intervenção realizadas resultaram na construção e na definição da missão e da visão do negócio e na identificação do perfil do cliente a ser atendido pelo residencial. O diagnóstico situacional baseado no modelo IDEALS de Facione possibilitou o mapeamento de todos os recursos físicos e humanos do residencial; este estudo possibilitou a construção do instrumento de avaliação geriátrica, buscando as melhores práticas de avaliação clínica. A elaboração dos Procedimentos Operacionais Padrão administrativos e de enfermagem conforme Colenghi foram criados de acordo com as necessidades mapeadas inicialmente no residencial geriátrico. A realização do mapeamento de todos os recursos físicos e humanos, através do diagnóstico situacional, possibilitou o conhecimento da realidade institucional e foi de extrema importância para a implantação de estratégias e programas capazes de auxiliar na organização e elaboração de propostas de melhorias nas condições de trabalho e na construção e consolidação de um instrumento de gestão. Com o intuito de propor soluções e melhorias para os problemas elencados, o presente trabalho possibilitou um direcionamento gerencial não apenas administrativo, mas de enfermagem para o residencial geriátrico, tornando-o diferenciado e competitivo enquanto empresa prestadora de serviços. / The elderly make up a segment of the world's growing population. The demographic shift of the population leads us to think about the existing services are not sufficient to provide support for this new demand. The hotel industry returned to the care of the elderly, called residential geriatric, has proved promising and growing. The associated factors: the growing number of elderly, reducing the size of families and the change in the lifestyle of the Brazilian. This observation leads us to think of the significant increase in demand for this listing services in the coming years. Thus, this study aims to deploy the administrative and nursing management in a geriatric residential Greater Porto Alegre through an intervention study. Intervention activities conducted resulted in the construction and definition of the mission and vision of the business and the identification of the client profile to be serviced by residential. The situation analysis based on the IDEALS of Facione model enabled the mapping of all physical and human resources of residential, this study allowed for the construction of the instrument of geriatric assessment seeking best practices for clinical assessment. The development of standard operating procedures and administrative nursing as Colenghi were created as needed initially mapped in geriatric residential. The completion of the mapping of all physical and human resources through situation analysis, made possible knowledge of the institutional and it was extremely important for the implementation of strategies and programs that assist in the organization and preparation of proposals for improvements in working conditions and the construction and consolidation of a management tool. In order to propose solutions and improvements for the problems listed, the present study allowed a managerial direction not only administrative, but for geriatric nursing home making it as competitive and differentiated services company.

A população do estudo foi composta por gestores das Unidades Organizacionais da UFPE: Reitoria; Pró-Reitorias; Órgãos Suplementares; Centros Acadêmicos (Recife, Caruaru e Vitória); e pelos diretores e coordenadores da PROGEPE, sendo a amostra composta por 34 respondentes. A orientação teórico-conceitual que deu suporte ao problema de pesquisa foi a teoria constitucional, inovação gerencial e o modelo conceitual de excelência em gestão pública (MEGP). Os dados da pesquisa foram coletados por meio de um questionário com 55 perguntas, sendo 53 fechadas e extraídas do MEGP analisadas em escala do tipo likert de cinco pontos e 2 perguntas abertas para a identificação das práticas de gestão inovadora na visão dos respondentes. O estudo possui natureza quantitativa. Os dados foram processados no solfware SPSS e a análise dos resultados se deu por meio da estatística descritiva. Os achados da pesquisa revelam que a política de capacitação e qualificação profissional da PROGEPE é a principal prática de gerencial percebida pelos participantes da pesquisa e que “sistema de gerencial de informações”, “gestão por competências”, “reuniões sistematizadas” e “padronização dos processos” são as ações que necessitam serem desenvolvidas/melhoradas para uma maior aproximação aos preceitos do Modelo de excelência em Gestão Pública (MEGP). / This thesis was to analyze the administrative management practices PROGEPE in view of UFPE managers in light of the Model of Excellence in Public Management - MEGP. The study population consisted of managers of organizational units of UFPE: Rectory; ProRectors; Supplementary bodies; Academic centers (Recife, Caruaru and Victoria); and the directors and coordinators of PROGEPE, and the sample of 34 respondents. The theoretical and conceptual guidance that supported the research problem was the constitutional theory, management innovation and the conceptual model of excellence in public management (MEGP). The survey data were collected through a questionnaire with 55 questions, 53 closed and extracted from MEGP analyzed in the Likert scale of five points and two open questions for the identification of innovative management practices in the view of respondents. The study has a quantitative nature. Data were processed in SPSS solfware and analysis of the results was made through descriptive statistics. The survey findings reveal that the training policy and qualification of PROGEPE is the main practice of management perceived by research participants and that "management system of information", "management skills", "systematized meetings" and "standardization processes "are the actions that need to be developed / improved for closer to the precepts of the Model of excellence in Public Management(MEGP).

A pesquisa pretendeu discutir a formação de gestores no âmbito da Superintendência Regional de Ensino (SRE) Metropolitana B, da Secretaria de Estado de Educação de Minas Gerais (SEE/MG), com recorte prioritário em Ibirité-MG. Diante das mudanças na configuração das atividades educacionais nas últimas décadas é necessário que o diretor escolar desempenhe múltiplas funções. Assim, as atividades da direção vão desde a gestão pedagógica, perpassando pela gestão de pessoas e englobando a gestão administrativa e financeira, de cunho mais burocrático. Neste contexto, os processos de formação de diretores tornam-se condição imprescindível para o alcance dos objetivos educacionais. Grande parte das competências requeridas do diretor de escola básica está no âmbito da gestão administrativa a qual, apesar de ser uma atividade-meio, se mal gerenciada acarreta danos ao que se considera atividade fim, a saber, à gestão pedagógica. Partindo dessas constatações, assumiu-se como suposição, inicial, que há lacunas na formação do diretor de escola no geral e, mais especificamente, daqueles alocados na rede estadual de Minas Gerais. Para tanto, foi realizada uma pesquisa de caráter qualitativo e como instrumentos a entrevista individual e questionário estruturado. A revisão teórica embasou-se, principalmente, em Lück (2000 e 2009); Sander (1993); Paro (2010); Machado (2000) e Teixeira e Malini (2016) para construir os eixos de análise. Estes discutiram a correlação das diferentes dimensões da gestão escolar; as competências requeridas ao diretor e sua formação, incluindo as implicações desta para a direção da escola. Ao final, a suposição mencionada foi confirmada, quando se constatou a inexistência de formação inicial para os diretores, o desconhecimento destes a respeito dos cursos de formação disponíveis na rede, além do reiterado sentimento de abandono demonstrando durante as entrevistas. Deste modo, os resultados da pesquisa indicaram a existência de gaps entre a formação do diretor e as competências exigidas para a gestão escolar eficaz. Diante disso, propôs-se um Plano de Ação Educacional (PAE) visando minimizar as dificuldades encontradas. A proposta principal consta da criação de um núcleo de formação e acompanhamento de diretores na SRE pesquisada, incluindo uma Formação administrativo-financeira básica, continuada e cíclica para diretores; entre outras ações. / This dissertation was developed under the Professional Masters Program in School Management and Evaluation of Public Education (PPGP) from the Center of Public Policies and Education Evaluation of the Federal University of Juiz de Fora (CAEd / UFJF). The research was intended to discuss about the training of managers in the scope of the Regional Superintendence of Education (SRE) Metropolitan B, of the State Secretariat of Education of Minas Gerais (SEE / MG), with a priority outline in Ibirité-MG. Faced with the changes in the configuration of educational activities in the last decades, it is now necessary for the school director to perform multiple functions. Thus, management activities range from pedagogical management, human resources and encompassing administrative and financial management, in a bureaucratic approach. In this context, the directors‟ formation processes become an indispensable condition for the achievement of educational objectives. A large part of the required competencies of elementary schools‟ principals is in the scope of administrative management, which, despite being an intermediate activity, if poorly managed entails damage to what is considered an end activity, namely, pedagogical management. Based on these findings, it was held as an initial assumption that there are gaps in the formation of school directors in general and, more specifically, of those allocated in the state network of Minas Gerais. For that, a qualitative research was carried out and as instruments the individual interview and structured questionnaire were applied. The theoretical overview was based mainly on Lück (2000 and 2009); Sander (1993); Paro (2010); Machado (2000) and Teixeira and Malini (2016) to construct the axes of analysis. They have discussed the correlation of the different dimensions of school management; the required competencies of the principal and his or her qualification, including its implications for the school management. In the end, the assumption above was confirmed, when initial training for the directors was inexistent. Moreover, there was a lack of knowledge about available training courses on the network, and the repeated feeling of abandonment during the interviews. In this manner, the results of the research indicated the existence of gaps between the training of principals and the competences required for effective school management. In view of this, an Educational Action Plan (PAE) was proposed to minimize the difficulties encountered. Its main proposal consists in the creation of a training center and monitoring of directors in the SRE surveyed, including a basic, continuous and cyclical administrative-financial training for directors among other actions.
