An investigation into what influences action competence-oriented teaching and learning processes in a school environmental clubJames, Alison January 2010 (has links)
This interpretive case study sought to determine what influenced action competence-oriented teaching and learning processes in a high school environmental club. The goals were to describe a year of activities, within the TALON environmental club at Hudson Park High School in East London, South Africa and to identify how pedagogical, contextual and relational factors influenced action competence processes amongst club members. I explored how action competence theory and praxis have helped in other school education settings with the aim of establishing better environmental practices. The IVAC model of pedagogy (Jensen & Schnack, 1997) was used as a framework to operationalise action competence processes within the TALON Club. This entailed carefully examining investigative, visioning, action and change processes unfolding through the four themes of the club: plants, animal welfare, waste issues and our community outreach programme at Bongulethu High School. Using questionnaires, interviews, observation and a journal as the main methods of data collection I was able to make five analytical statements that related to the influence of pedagogy, the influence of context and the influence of relational dynamics within the TALON Club. The pedagogical processes were affected by the TALON members wanting to avoid any activities that were ‘too much like school’. However this served to compromise the action and visioning phases within the club, resulting in superficial and poorly-informed action-taking. The influence of context served to both enable and constrain action competence processes. The club and school structures therefore shaped the form that fledgling actions took as the TALON members participated in the meetings and outings and fulfilling the traditional expectations of the school community. Relational dynamics and a desire for fun took precedence over the action competence processes. Although the Club members were motivated by a sense of moral responsibility they were unable to articulate this concept into the club activities. In addition there were the power gradients between the educators and members to consider as determinants of the extent of participatory, democratic interactions. This complex interplay of factors influenced the action competence processes in the club. Recommendations were made on how best to work with the concepts of participation and democracy towards improving the reflexivity and knowledge base of both the educators and learners. In this way action competence processes will be better supported within the club in future.

Towards an information security framework for government to government transactions : a perspective from East AfricaWangwe, Carina Kabajunga 15 May 2013 (has links)
The need for a regional framework for information security in e-Government for the East African Community (EAC) has become more urgent with the signing in 2009 of the EAC Common Market Protocol. This protocol will entail more electronic interactions amongst government agencies in the EAC partner states which are Burundi, Kenya, Rwanda, Tanzania, and Uganda.
Government to Government (G2G) transactions are the backbone of e-Government transactions. If a government wants to provide comprehensive services that are easy to use by citizens, employees or businesses, it needs to be able to combine information or services that are provided by different government agencies or departments. Furthermore, the governments must ensure that the services provided are secure so that citizens trust that an electronic transaction is as good as or better than a manual one. Thus governments in the EAC must address information security in ways that take into consideration that these governments have limited resources and skills to use for e-Government initiatives.
The novel contribution of this study is an information security framework dubbed the TOG framework, comprising of technical, operational, governance, process and maturity models to address information security requirements for G2G transactions in the EAC. The framework makes reference to standards that can be adopted by the EAC while taking into consideration contextual factors which are resource, legislative and cultural constraints. The process model uses what is termed a ‘Plug and Play’ approach which provides the resource poor countries with a means of addressing information security that can be implemented as and when resources allow but eventually leading to a comprehensive framework. Thus government agencies can start implementation based on the operational and technical guidelines while waiting for governance structures to be put in place, or can specifically address governance requirements where they already exist. Conversely, governments using the same framework can take into consideration existing technologies and operations while putting governance structures in place.
As a proof of concept, the proposed framework is applied to a case study of a G2G transaction in Tanzania. The framework is evaluated against critical success factors. / Computing / D. Phil. (Computer Science)

Thesis (MBA)--Stellenbosch University, 2005. / ENGLISH ABSTRACT: The three East African countries of Kenya, Tanzania and Uganda have a long
history of economic co-operation, which at one time amounted close to political
integration. Their present co-operation arrangement is known as the East African
Community (the new East African Community), but is one that remains
susceptible to failure if conscious and purposeful steps are not timely adopted to
facilitate their integration. A number of reasons have been attributed to the failure
and eventual demise of the old East African Community. These reasons include,
the unequal distribution of gains and costs amongst the partner states,
perceptions and impressions on reaching conclusions about the distribution of
those gains and costs, the heavy internal and external debt burdens that the
three countries experienced in different degrees, differing political ideologies
amongst the political leaderships of the three countries, unwillingness to cede
government authority to the Community, and the absence of sufficient
possibilities for cost reduction shifts in the industrial sector amongst the three
countries. The above meant that there was little chance for potential economies
of scale.
While the recognition of the value of past experiences forms an important aspect
of a future strategy for the Community, prevailing and anticipated circumstances
are more relevant. This study project seeks to establish the chances for the
success or failure of the new East African Community by means of an analysis of
the historical passage of East African co-operation, in particular the former official
arrangement of 1967-1977 and scrutiny of the system underlying the present
arrangement. The differences and similarities of the two systems are then
extrapolated and the likely effects that those differences and similarities will
impart upon the new East African Community are investigated. Finally, the ways and means identified as a possible easing of the shortcomings are advanced as
recommendations.
One outstanding development in the existence of the new East African
Community so far has been the pursuance to establish an East African
Federation in the shortest possible timeframe. In the new East African
Community's formative treaty the objective of achieving a political federation is
declared to be the ultimate objective. It would appear that the concept of
"shortest possible time" was partly interpreted by those mandated to explore the
possibilities as relating to the timeframe during which the existing political
leadership would still be functioning. The study has, however, concluded that the
fast tracking of the political federation is one of the possible serious threats to the
sustainability and longevity of the new East African Community. Likewise,
membership of other regional integration arrangements by the partner states of
the Community - without a concrete formally agreed common mechanism to deal
with the ensuing conflicts of interest - is considered to be a weakness. The study
recommends a number of preconditions necessary for the smooth transition to a
political federation that would not compromise the positive prospects of the
Community. / AFRIKAANSE OPSOMMING: Die drie Oos-Afrikalande Kenia, Tanzanië en Uganda het 'n lang geskiedenis van
ekonomiese samewerking wat op 'n stadium feitlik op politieke integrasie
neergekom het. Hulle huidige integrasiereëling staan as die Oos-
Afrikagemeenskap (die Gemeenskap) bekend, maar dit bly vatbaar vir mislukking
indien bewuste en doelgerigte stappe nie betyds gedoen word om hulle
integrasie te bevorder nie. 'n Aantal redes is aangevoer vir die mislukking en
uiteindelike verval van die ou Oos-Afrikagemeenskap. Hierdie redes sluit onder
andere in die oneweredige verspreiding van winste en kostes tussen die
vennootskapslande, persepsies en indrukke oor besluite rakende die verdeling
van genoemde winste en kostes, die kwaai binne- en buitelandse skuldlaste wat
die drie lande in wisselende mate ervaar het, verskillende politieke ideologieë
tussen die politieke leierskappe van die drie lande, 'n onwilligheid om
regeringsgesag na die Gemeenskap oor te dra en die afwesigheid van
genoegsame moontlikhede vir kosteverminderingstappe in d ie nywerheidsektor
tussen die drie lande. Die bovermelde het beteken dat daar min geleentheid vir
potensiële groot ekonomieë was.
Alhoewel die erkenning van die waarde van ervarings uit die verlede 'n
belangrike aspek van 'n toekomstige strategie vir die Gemeenskap uitmaak, is
heersende en verwagte omstandighede meer relevant. Hierdie studieprojek poog
om by wyse van 'n analise van die historiese verloop van samewerking in Oos-
Afrika en in die besonder van die vorige amptelike reëling tussen 1967 tot 1977
en 'n ondersoek van die stelsel wat die huidige reëling onderlê, vas te stel wat
die kanse is op die sukses of mislukking van die nuwe Oos-Afrikagemeenskap.
Die verskille en ooreenkomste tussen die twee stelsels word dan geëkstrapoleer en die verwagte gevolge wat daardie verskille en ooreenkomste op die nuwe
Oos-Afrikagemeenskap gaan uitoefen, word ondersoek. Laastens word die
middele wat geïdentifiseer is as 'n moontlike verligting van die tekortkominge, as
aanbevelings voorgehou.
Een van die opvallende ontwikkelings in die nuwe Oos-Afrikagemeenskap is die
nastrewing van die doel om 'n Oos-Afrikafederasie binne die kortste moontlike
tyd tot stand te bring. In die Gemeenskap se stigtingsooreenkoms is
gekonstateer dat die uiteindelike doelwit die bereiking van 'n politieke federasie
is. Dit wil voorkom asof die konsep "die kortste moontlike tyd" gedeeltelik só
geïnterpreteer is dat dit na die tydsraamwerk verwys waartydens die huidige
politieke leierskap steeds die leisels sou hou. Die studie het egter tot die
gevolgtrekking gekom dat die vinnige pas vir die totstandkoming van die politieke
federasie een van die moontlike ernstige bedreigings vir die volhoubaarheid en
langdurige voortbestaan van die nuwe Oos-Afrikagemeenskap is. Op soortgelyke
wyse word lidstate van die Gemeenskap se lidmaatskap van ander
streeksreëlings - sonder die bestaan van 'n konkrete formeelooreengekome
gesamentlike meganisme om aandag te skenk aan voortspruitende
belangekonflikte - as 'n swakheid beskou. Die studie beveel 'n aantal
voorwaardes aan wat noodsaaklik is vir die gladde oorgang na 'n politieke
federasie wat nie die positiewe vooruitsigte van die Gemeenskap in die gedrang
sal bring nie.

field of schooling. Some of these developments - school based management,
OBE curriculum developments and the devolution of control to the school level
have brought with it many significant policy changes.
Many educational leaders are struggling to keep abreast with these
transformational changes that are confronting them with regard to leadership and
management of education, and educational structures within the school.
Therefore, visionary leadership is an essential ingredient in understanding the
democratic changes and restructuring taking place at present. Many principals at
schools are struggling with the changes, while possibly not fully understanding
the political, social and economic dynamics of these changes.
This assignment seeks to establish the need for visionary leadership in order to
meet the challenges and constraints educational leaders face in their attempts to
effect transformation in South Africa. I strongly identify with the democratic
principles used to overcome the challenges and constraints to redress education
in South African schools.
Interviews were conducted and data was constructed with principals of six
different schools in the East London area. The educational leaders interviewed,
ranged from primary to high school principals giving a vast expanse of expertise
as leaders within a specific school community.
This assignment is based on the assumption that there is scope for educational
leaders to bring about greater change and transformation in schools. There are
many ways to visualise an effective school landscape based on a combination of
personal, organisational and professional strategies. This assignment can be
considered a contribution in this regard.

gebied van skole. Baie van hierdie verwikkelinge, onder andere, skoolgebaseerde
bestuur, kurrikulumontwikkeling en die oordrag van gesag op
skoolvlak het baie nuwe, aanpasbare opvoedkundige beleide en veranderings
verwesenlik.
Baie opvoedkundige leiers worstelom aan te pas by hierdie veranderinge.
Hierdie veranderinge vereis dat leiers en bestuurders in die onderwysomgewing
en strukture binne skoolverband om meer responsief op te tree.
Visionêre leierskap is 'n belangrike vereiste om die demokratiese veranderinge
en herstrukturering van skole te bevorder. Baie skoolhoofde worstel met hierdie
veranderinge, omdat hulle nie heeltemal besef wat van die politieke, sosiale en
ekonomiese uitdagings wat verandering bied, verwag word nie.
Hierdie taak poog om die noodsaaklikheid vir visionêre leierskap en die vereistes
en beperkinge wat onderwysleiers konfronteer in hulle benadering om
transformasie in Suid-Afrikaanse skole te bewerkstellig, te ondersoek.
Onderhoude was onderneem en data was gekonstrueer met skoolhoofde van
ses verskillende skole in die Oos-London-omgewing. Die onderhoude met die
onderwysleiers het plaasgevind by primêre- sowel as hoërskole. 'n Omvattende
uitbreiding van wysheid en vaardigheid as leiers binne 'n spesifike skool
omgewing was geopenbaar.
Hierdie taak is gebaseer op die aaname dat daar ruimte is vir onderwysleiers om
beter transformasie in skole aan te bring. Daar is baie maniere om visuele,
effektiewe skole se terrein, gebaseer op 'n kombinasie van persoonlike,
organisitoriese en professionele strategieë, te verwesenlik. Hierdie taak kan
beskou word as 'n definitiewe bydrae in hierdie verband.

This report is the result of a literature study and questionnaire which gave insight on the role of officials in the rehabilitation process. Correctional Services has adopted a new approach, where offenders need to change their negative behaviour and be rehabilitated. Corrections have a societal responsibility towards the community to guide the offender on his rehabilitation path. This study was conducted to give a better understanding of rehabilitation to offenders The purpose of this research is to determine if the Department of Correctional Services delivers on its legal and social responsibility towards the rehabilitation of offenders. In this study the researcher gathered information on the department policies, training of officials, the programmes currently available in Correctional Services, and also the involvement of the community in this process. Corrections cannot work alone, and needs the help of the community and leaders in the community to assist it in this process. Correctional Services faces many challenges in order to succeed in the rehabilitation of offenders. Currently there is a shortage of officials in the Department of Correctional Services, and the Department cannot, therefore, fully succeed in its rehabilitative role. Another aspect is that rehabilitation programmes are voluntary, and offenders can decide if they want to become involved or not.

An assessment of industrial development zones in growing SMMEs: the East London industrial development zone caseTinta, Akhona Nelisa January 2017 (has links)
The small, medium and micro enterprises sector in South Africa is critical in addressing poverty, job creation and social instability inherited by the democratic government. The transformation of the economy has seen various pieces of legislation being enacted in order to promote a favourable environment for the growth of the SMME sector. As such, instruments such as the Industrial Development Zones were put in place to facilitate investment, create jobs and promote exports with one of the main objectives to grow the SMME sector. In this study, the case of the East London Industrial Development Zone (ELIDZ) in supporting the growth of the SMME sector in economic growth and addressing socio-economic challenges was analysed. The exploratory qualitative research methodology was used in the study. Structured questionnaires and a semi-structured interview guide were used to collect data from the 49 identified participants and an Executive Management representative from the ELIDZ in order to present the data obtained precisely. The study recommends that an integrated model of SMME growth by the private and public sector be developed in ensuring that there are clear expectations on the determinants of growth for the sector. In addition, the Buffalo City Metropolitan Municipality must have in place a consolidated database of SMMEs in order for the private and public institutions to elect the SMMEs which can be participants in their SMME development programmes.

M.Ed. / Many mothers enter the labour force because of the need for workers and the financial position of the family which is worsening in these highly inflationary times. Although this might solve some financial problems in the family, it creates other problems, for instance child care. The question now arises as to how the adolescent daughter will form her own identity if her mother follows a career. It is clear that the working mother has no easy task. Besides her career, she also has her children, her husband and a household to take care of. Furthermore, she has the task of helping her adolescent daughter with the formation of her own identity. Two variables have been identified: * the relationship between mother and daughter * the identity formation of the adolescent daughter. An English and Afrikaans questionnaire was compiled based on these variables. The questionnaire was answered by 1086 girls and boys (Afrikaans, English and other language groups) between the ages of 12 and 18. Mothers were grouped into three categories, namely full time, part time and non - working mothers. The most important findings of this study are the following: * Working mothers develop a relatively better relationship with their adolescent children in comparison with non - working mothers. * The relationship between mother and daughter develops relatively better than that of mother and son. * Younger adolescent daughters develop a relatively better relationship with their mothers than older adolescent daughters. * Afrikaans speaking adolescent daughters develop a relatively better relationship with their mothers than adolescent daughters of other language groups. Guidance to working mothers of other language groups seems to be necessary. * The formation of the identity of adolescent children of working mothers develops relatively better than those of non working mothers. The averages of all the girls are quite high, which indicate that the mother - child relationship and the identity formation of the adolescent daughter develops well, irrespective of the mother's career.

Submitted in Fulfillment of the Requirements for the Degree of Master of Management Sciences: Human Resources Management, Durban University of Technology, Durban, South Africa, 2017. / The purpose of this study was to investigate the impact of job satisfaction on organizational effectiveness at Buffalo City College in the Eastern Cape. When job satisfaction levels are low, the organizations efforts to attain organizational effectiveness may be compromised. For any organisation to be effective, it should have satisfied and committed workers. The levels of employee performance may be increased by job satisfaction in an organisation including the further education and training sector. The individual commitment of employees in the workplace may be stimulated by job satisfaction. This means that the satisfaction of employees is necessary for the development of any establishment.
A quantitative methodological style was used for the collection of data in this study. The target population consisted of 100 lecturers at Buffalo City College. The personal method of administering the questionnaire was used and a 75% response rate was obtained. The Statistical Program for Social Sciences (SPSS) version 24.0 was used for statistical examination. Significant findings emerged from the empirical analysis and results. Some respondents experienced job satisfaction while others experienced dissatisfaction with growth opportunities, pay, working conditions and recognition.
The recommendations highlighted that top management should consider improving the working conditions of employees and opening up opportunities for individual advancement of the workers. Further, it was recommended that top management of Buffalo City College should pay a fair salary to the lecturers and involve them in decision making particularly on those things that have a direct impact on them. The study concludes by providing directions for future research. / M
