Un dispositif en sol nu comprenant trois parcelles (90 m²) et six cases lysimétriques (4 m²) instrumentées a permis d’étudier l’influence d’apports répétés d’une boue de station d’épuration (BOUE) et de la même boue compostée avec des déchets verts (DVB) sur (i) les modifications des propriétés physico-chimiques et hydriques du sol ; (ii) le transport des ions bromures ; (iii) la dynamique de minéralisation du carbone et de l’azote organiques dans le sol. Finalement, le calage des paramètres hydrodynamiques et de décomposition de la matière organique dans le sol, propres à chaque horizon des profils de sols instrumentés, a permis une description satisfaisante de la dynamique hydrique et du transport des ions bromures et nitrates observés expérimentalement. Ces résultats aideront à l’adaptation de scénarios agronomiques sur le long terme pour répondre plus efficacement aux problématiques liées aux nouvelles exigences de recyclage des déchets et de protection de l’environnement. / An instrumented experimental bare soil site including three plots (90 m²) and six lysimeters (4 m²) has enabled to study the influence of repeated sewage sludge (SS) applications, as well as the same sewage sludge composted with green waste (SGW), on (i) the soil physicochemical and hydric properties ; (ii) the transport of bromide ions ; (iii) the organic carbon and nitrogen mineralization dynamics in soil. Finally, fitting the governing hydraulic parameters and the organic matter decomposition parameters in each soil horizon allowed a satisfying description of the experimentally observed water and bromide and nitrate ions transport in soil. These results will help conceive long-term agronomical scenarios aimed at providing more efficient answers to the new requirements of environmental protection and waste recycling policies.

[pt] A pesquisa consubstanciada nesta dissertação pretendeu analisar a compatibilidade das recentes normas regentes do processo orçamentário com a natureza da representação política. Inicialmente, procurou-se estabelecer possíveis marcos distintivos característicos de uma democracia representativa a partir de referencial teórico de autores estudiosos do fenômeno democrático e da representação política. Demarcados os conceitos, resgataram-se os princípios mais relevantes e o grau de participação dos poderes na elaboração do orçamento público. Em seguida, foram investigados os efeitos decorrentes da participação unipessoal de deputados e senadores na alocação de despesas orçamentárias, em especial se a prática seria compatível com as normas constitucionais originárias e com os princípios da democracia representativa. O estudo indica a presença de disfunções resultantes do atual quadro de utilização de emendas parlamentares, sobretudo a ocorrência de intervenção indevida do Poder Legislativo sobre a esfera de competências do Poder Executivo; desarticulação do planejamento e execução de políticas públicas; sujeição de recursos públicos a desvios e enfraquecimento dos nexos de responsabilização política. / [en] The research is directed to analyze the compatibility of recent norms of the budgetary process with the nature of political representation. Initially, an attempt was made to establish possible distinctive markers characteristic of a representative democracy based on a theoretical framework provided by scholars of the democratic phenomenon and political representation. Once the concepts were delineated, the most relevant principles and the extent of the Republic powers participation in public budget formulation were revisited. Subsequently, the effects stemming from the individual participation of congressmen and senators in the allocation of budgetary expenses were investigated, particularly whether this practice would align with the original constitutional norms and the principles of representative democracy. The study indicates the presence of dysfunctions resulting from the current utilization of parliamentary amendments, notably the occurrence of undue interference by the Legislative branch in the sphere of Executive competences; disruption of the planning and execution of public policies; exposure of public resources to misappropriation; and weakening of political accountability.

Effects of macadamia husk compost on physicochemical soil properties, growth and yield of Chinese cabbage (Brassica rapa L. Chinesis) on sandy soil

MSCAGR (Plant Production) / Department of Plant Production / Poor soil fertility caused by inadequate supply of nutrients on soil is one of the major constraints limiting crop production especially in the Vhembe District Municipality, Limpopo, South Africa. Therefore, management practices such as application of organic manure to minimize soil infertility is considered as good practice for smallholder farmers. This study aimed at evaluating the effect of macadamia husk compost on selected soil properties as well as the growth and yield of Chinese cabbage on sandy loam soil. A field experiment was carried out during 2018 and 2019 winter season at the Agricultural Research Council (ARC) research farm in Levubu. The experiment was laid out in a randomized complete block design (RCBD) with 4 treatments (control (zero)), inorganic fertilizer (100:60:60 NPK Kg ha-1) and compost at 15t ha-1 & 30t ha-1 replicated 3 times. Soil was analyzed before planting and after harvesting to determine the influence of applied compost on selected physical properties (soil bulk density and water holding capacity) and chemical properties (soil pH, soil organic matter, soil organic C, EC, total N, P, K, Ca, Mg, Na, Al, Zn and Mn). Number of leaves, fresh mass, dry mass and leaf area was collected at three harvests interval (28, 46 and 74 days after transplanting). After each harvest period, leaves were analysed for nutrient content (N, P, K, Ca, Mg, Zn, Cu, Mn and B). During the final harvest crops were uprooted and root biomass (fresh mass, dry mass and root length) were recorded. Analysis of variance (ANOVA) were conducted on all data using Genstat package 18th addition. Differences between treatment means were separated using the least significant differences (LSD) procedure and correlations analysis was determined using Pearson’s simple correlation coefficient. Macadamia husk compost application had a significant effect on soil bulk density and water holding capacity. Addition of macadamia husk compost significantly increased soil pH, OC, N, C: N K, P, Mg, Ca, Na, Al, Zn, Ca and Mn. In contrast, addition of macadamia husk compost had no effect on soil EC. Yield components (number of leaves, fresh mass, dry mass), root biomass, root length and leaf area increased with application of macadamia husk compost. Yield components, root biomass, root length and leaf area were significantly affected (p<0.01) by harvesting time. Yield components in the second cropping season was greater than yield components in the first season. Macadamia husk compost application showed no significant effect on leaf nutrient content of Chinese cabbage. However, leaf nutrient content was affected by harvesting time. It is evident from the results of this study that macadamia husk compost affects soil fertility and plant production. The results suggest that macadamia husk compost has a potential to be used as a reliable fertilizer by famers especially smallholder farmers who struggle to buy inorganic fertilizer because they are expensive. Since this study was conducted over two seasons and compost effect tend to be long term, further research is needed on application of macadamia husk compost on soil properties and yield of other crops over wide range of soils. / NRF

UN, AU and SADC approaches to unconstitutional changes of government : the case of Madagascar

The United Nations (UN), the African Union (AU) and various regional economic communities (RECs) have all sought to address this challenge, in what may be described as a trilateral linkage between the international, regional and sub-regional organisations. The unconstitutional change of government in Madagascar in 2009 led to the involvement of the UN, AU and the Southern African Development Community (SADC). Although these organisations all responded to the case of Madagascar, it cannot be assumed that they all share a common understanding of and approach to unconstitutional changes of government. This study builds upon a constructivist approach to norm development, with a particular focus upon the norm life cycle. The thesis seeks to assess if a normative approach to dealing with unconstitutional changes of government has developed within the UN, AU and SADC respectively, and if so, how? Furthermore, how have these organisations responded to such a case, with a specific focus on Madagascar? Building upon these findings, the thesis aims to assess if and how a norm condemning unconstitutional changes of government has emerged, spread and become internalised within the UN, AU and SADC. The study illustrates that the norm condemning unconstitutional changes of government is particularly salient within the AU. Furthermore, and unlike many other peace and security norms, the norm condemning unconstitutional changes of government seems to have emerged from the level of the AU and impacts upwards on the UN as well as downwards on SADC. These findings imply that the AU will have a prominent role in informing the approach and response to such cases on the African continent in the future. Furthermore, the normative frameworks of the UN and SADC may be developed largely as a result of and on the basis of the principles and policies of the AU. / AFRIKAANSE OPSOMMING: Die herlewing van ongrondwetlike regeringsverandering in Afrika word nie net as 'n bedreiging vir die demokratiseringsprosesse beskou nie, maar ook vir vrede, veiligheid en stabiliteit op die kontinent. Die Verenigde Nasies (VN), die Afrika-Unie (AU) en verskeie streeks-ekonomiese gemeenskappe (REC's) het gepoog om hierdie uitdaging, wat beskryf kan word as ‘n driehoekskakeling tussen die internasionale, streeks- en substreek-organisasies, aan te spreek. Die ongrondwetlike regeringsverandering in Madagaskar in 2009 het gelei tot die betrokkenheid van die VN, AU en die Suider-Afrikaanse Ontwikkelings gemeenskap (SAOG). Alhoewel hierdie organisasies op die Madagaskar-saak gereageer het, kan daar nie aanvaar word dat hulle ‘n gemeenskaplike begrip van en benadering tot die ongrondwetlike verandering van regering deel nie. Effet d'apport de matières organiques sur le contrôle biologique des nématodes parasites du bananier en Guadeloupe / Effects of organic material inputs on the biological control of banana parasitic nematodes in Guadeloupe (F.W.I.)

Aux Antilles, dans les plantations de bananes en monoculture mécanisée, l'un des principaux problèmes à résoudre est le contrôle des populations de nématodes phytoparasites. Dans cette thèse, les effets d'apports de différentes matières organiques (MO), brutes ou compostées, sur la régulation biologique des nématodes ont été étudiés, cet effet suppresseur ayant déjà été montré sur d'autres cultures. L'analyse de la littérature sur le sujet montre que les effets d'un apport de MO sur les populations de nématodes phytoparasites et sur leurs dégâts sont complexes et varient fortement en fonction de la nature biochimique du produit et de l'espèce de nématode. Ainsi, les matières organiques qui libèrent beaucoup d'azote minéral en se décomposant favorisent la croissance des racines, ce qui peut augmenter la ressource alimentaire des nématodes phytoparasites et/ou la tolérance des plantes à leurs attaques. La décomposition des matières apportées peut libérer des composés nématotoxiques. Enfin, l'apport de carbone peut entrainer une diversification des communautés de nématodes, une complexification des réseaux trophiques et, par la suite, favoriser la régulation biologique des nématodes phytoparasites par les espèces appartenant aux niveaux trophiques supérieurs et par la microflore. Nous avons, par une étude fine de la structure des communautés de nématodes et le suivi de la croissance des jeunes plants de bananier, cherché à évaluer l'induction de la régulation biologique des nématodes parasites du bananier dans une sole bananière par un apport de MO, au moyen de deux expérimentations en pots conduites pendant 13 semaines. Les MO testées étaient quatre MO brutes et quatre MO compostées. L'expérience sur les MO brutes a montré que trois des quatre MO (bagasse, écumes de sucrerie et déchets verts) ont entrainé une diminution des populations de nématodes parasites dans les racines du bananier, l'intensité de cette régulation dépendant de l'espèce. En revanche, le quatrième type de MO, des boues de station d'épuration, n'a pas permis de diminuer la pression parasitaire. Les différences de croissance des systèmes racinaires n'ont pas été un facteur explicatif des régulations observées et les meilleures conditions de croissance observées n'ont pas réduit les impacts des nématodes phytoparasites sur les racines. Seules les écumes de sucrerie ont entrainé un impact positif global sur la plante, en diminuant la pression parasitaire tout en augmentant sa croissance. La bagasse et les déchets verts, principalement composés de lignines et de cellulose, ont entrainé une modification significative de la structure des communautés de nématodes, avec un fort accroissement des populations de nématodes fongivores et, avec la bagasse, de nématodes carnivores. L'expérience en pot sur les MO compostées a montré que les trois composts commerciaux produits par SITA VERDE (Biogwa, Ecogwa B, Ecogwa D) et l'amendement organique commercial Vegethumus (de Phallipou-Frayssinet) avaient engendré une diminution du parasitisme et que ce contrôle dépendait de l'espèce de nématodes phytoparasites. Dans cet essai, le contrôle des nématodes parasites du bananier est apparu lié à la biomasse racinaire totale des bananiers. L'apport des composts Ecogwa D et Vegethumus a augmenté la taille des populations de nématodes microbivores, mais seul Vegethumus a accru la voie de décomposition fongique. [...] Suite et fin du résumé dans la thèse. / In French West Indies, banana crops are generally managed as an intensive mechanized monoculture, and one of main problems to solve is the control of plant-parasitic nematodes. In this study, the effects of the input of different organic materials, gross or composted, on the biological control of nematodes were investigated. The analyze of the literature showed that the effects of an organic material input on plant-parasitic nematode populations and on their damage on the plant are complex and vary highly according to the biochemical characteristics of the products and the plant-parasitic nematode species. Thus, organic materials that release great amounts of mineral nitrogen during their decomposition promote root growth, which increases the feeding resource for plant-parasitic nematodes and/or plant tolerance to their attacks. Organic material decomposition can also release nematotoxic chemical compounds. Lastly, carbon input can lead to nematode community diversification, soil food web complexification, and, as a result, favoring the biological control of plant-parasitic nematodes by top predators or microflora. We evaluated the induction of the biological control of banana parasitic nematodes by an organic input, using soil nematofauna analyses and measuring the growth of young banana plants. We thus conducted two pot experimentations during 13 weeks. The organic materials tested were four raw and four composted organic materials that were locally available. The raw organic materials trial showed that three amongst the four amendments (sugarcane bagasse, sugarcane refinery sludge and plant residues) led to a decrease of parasitic nematode populations within banana roots, the control efficiency depending on nematode species. In contrast, the fourth type of organic material, sewage sludge, did not induce the decrease of the parasitic pressure. Changes in root growth were not an explanatory factor and the better soil conditions for plant growth did not reduce the impact of plant-parasitic nematode. Only sugarcane refinery sludge engendered overall positive effect on the banana plant, decreasing parasitic pressure and enhancing plant growth. Sugarcane bagasse and plant residues, mainly composed of lignins and cellulose, led to significant changes in nematode community structure, increasing fungivorous nematode populations and, only after bagasse supply, those of carnivorous nematodes. The compost trial showedndment that the three commercial composts produced by SITA Verde (Biogwa, Ecogwa B, Ecogwa D) and the commercial organic amendment Vegethumus (Phallipou-Frayssinet) induced a decrease of plant-parasitic nematode populations and that this control depended on banana parasitic nematode species. In this trial, the control of banana parasitic nematodes was linked to overall biomass of banana root system. The input of Ecogwa D and Vegethumus composts boosted microbivorous nematode populations, but only Vegethumus favored the fungal decomposition pathway. Last and final summary in the thesis.

The aim of this Master Thesis is to introduce the term of the land use limits in context with the urban planning process and protection of environment. The first and second chapter contains of the specification and clarifications of the key terms - land use limits, urban planning process, its instruments, urban planning documentation etc. Third chapter of the Master thesis defines the function and status of the land use limits in the urban planning process. Following chapter which includes the introduction of the individual types of the land use limit including the concrete examples which we can encounter in the urban planning process and which are important for the protection of the environment. The key fifth chapter includes the analysis of the issues of the land use limits classification in the land use plans according to the previous legal regulation and according to the contemporary legal regulation. The explanation of the differences between the municipal land use plan adoption processes follows. In conclusion there is an analysis of the incorrect classification of the land use limits in the land use plans and its consequences. of the Thesis "Amendements unrelated to the subject-matter of a bill in the legislative practice of the Czech Republic" The aim of the thesis was to describe the matter of amendments unrelated to the subject- matter of a bill. The first chapter of the thesis gave an introduction into the legislative procedure in Czech Republic and presented possible ways how an unrelated amendment can become a part of a bill. The second chapter was focused on unrelated amendments themselves. Firstly, it explained their essence and gave examples. Afterwards, unrelated amendments were characterised from different points of view, e.g. who and why iniciates them, why are they problematic, and how they can be sorted. The third chapter paid attention to selected decisions of the Constitutional Court of Czech Republic. The fourth chapter presented possible ways of how to prevent legislators from adding unrelated provisions to the bills according to contemporary rules and also mentioned possible ways how legislative rules can change.
