Tais transformações também podem ser analisadas no âmbito da segurança no hemisfério americano. A busca pela paz e pela segurança no continente é formalizada através da Organização dos Estados Americanos, fundada em 1948. Na década de 90, com a criação da Comissão de Segurança Hemisférica, o tema adquire maior espaço nas discussões. Desde então, pode-se afirmar, busca-se um consenso entre os membros da Organização sobre a Segurança Hemisférica. As mudanças no cenário internacional são somente um dos fatores que dificultam a construção e a eficiência em torno desse objetivo comum. Preceitos presentes na era bipolar continuam prevalecendo nas relações entre os Estados, tais como a proeminência dos interesses nacionais e a busca pelo poder. Outro fator decisivo nessa análise é a presença de um ator com poder preponderante na região. Esse trabalho almeja fornecer uma breve reflexão sobre as dificuldades de estabelecer um consenso sobre a Segurança Hemisférica, enfatizando os dilemas entre os ideais promulgados pela OEA e os interesses nacionais de seus membros / Abstract: With the end of the Cold War, it has been noticed several changes in the international security perception and its theoretical formulations. Such changes can also be analyzed in the scope of security in the American hemisphere. The search for peace and security in the continent was formalized through the Organization of American States, founded in 1948. With the creation of the Committee on Hemispheric Security in the 1990th, the subject has been more broadly discussed. Since then, the members of the Organization of American States have searched a common sense in Hemispheric Security. Transformations in the international scenario are only one of the factors that make it difficult to achieve a common objective in an efficient way. Premises from the bipolar era still prevail in the relations among states, such as the prominence of national interest and the search for power. Another decisive point in this analysis is the presence of a preponderant power in the region. The People's Republic of China's Latin American Policy from Mao to Deng

The evolution of the People's Republic of China's Latin American policy from Mao to Deng consists of four stages: (1) communist internationalism, (2) revolutionary policy, (3) government contacts and peaceful co-existence, and (4) independent and open policy. Besides explaining the meaning of each policy and its execution, this study identifies the key elements--domestic and external--which characterize the policy evolution, and compares those elements in an explication of why Sino-Latin American relations under Deng's regime appear more active than those of Mao's regime. The policies of Mao and Deng differ in the greater emphasis of Deng on the content of government contacts and his greater concern with economic relations, in contrast to the political motivation of Mao.
