Tarptautinių veikėjų įtaka Pietų Amerikos politinės sistemos kaitai: Argentinos ir Brazilijos atvejų palyginimas / The influence of international actors to political system transformation processes in the South America: a comparative study of Argentina and Brazil

Politinės sistemos transformacijos procesai vyksta ir šiandieniniame pasaulyje. Tai iliustruoja neseniai įvykusios Spalvotosios/ Gelėtosios revoliucijos postkomunistinėse šalyse. Autoritarinė politinė sistema jų metu yra keičiama į demokratinę sistemą. Politinės sistemos kaita rodo, jog tų šalių visuomenė nėra patenkinta esama valdžia, kuri dažnai būna korumpuota ir represyvi. Panašios politinės transformacijos 8- 9- me dešimtmečiuose įvyko ir Pietų Amerikoje. Jų metu autoritariniai kariniai režimai žlugo ir vietoj jų iškilo demokratiniai režimai, tačiau jie nėra stabilūs ir patikimi kaip Europos demokratijos. Pietų Amerikos šalių demokratijoms grasina vidinės problemos tokios kaip skurdas, nestabili šalių ekonominė padėtis, vis labiau didėjanti socialinė atskirtis, nusikalstamumas, valdžios korupcija ir nepatikimumas, mažas teisingumo užtikrinimas ir pan. Šiame darbe plačiau nagrinėjama Argentinos ir Brazilijos- dviejų didžiausių Pietų Amerikos šalių- politinės sistemos kaita bei tarptautinių veikėjų įtaka tų sistemų kaitai. Abi šalys iki 9- ojo dešimtmečio vidurio buvo valdomos karinių chuntų. Jų valdymo laikotarpiu šalyse nebuvo stabilumo, vienus karinius prezidentus keisdavo kiti. Pačių karininkų tarpe nuolatos vyraudavo įvairūs nesutarimai. Nuolatinė valdžių kaita lėmė ir nestabilią šalių politinę sistemą, kėlė užsienio valstybių nepasitikėjimą Argentina ir Brazilija. [toliau žr. visą tekstą] / The transformation process of political system occures in today’s world, too. It can be illustrated by the Color or Flower Revolutions in post-communist states. During those revolutions the authoritarian political system is changed into democratic political system. The alternation of political system shows that society is not contented with present government which is realized as corrupt and repressive. Such political transformations occured in the South America in 1970s- 1980s. During this transformations the political system of the South American countries was changed into democratic ones. But those democratic systems are not very stable and credible in nowadays like democracys in the Europe because the South American countries have many internal problems like big poverty, unstable economical situation, criminality, government corruption and etc. In this work is analysed Argentina’s and Brazil’s political systems transformations and influence of international actors in transformation process. Till 1980s both countries were ruled by military juntas. The rule of military governments were not stable because there were disagreements inside military juntas how to rule the countries. The permanent alternation of governments was the main reason for unstable political system and for distrust of foreign countries in Argentina and Brazil. The following essay addresses Alexandr Volko's adaption and appropriation of L. Frank Baum's "The Wizard of Oz". Exceedingly popular throughthout the Easern bloc, Volkov's novels have endeared a magical setting and cast of characters to readers who rarely knew of their American origins. I discuss the Wizard's 'travels' throught the Iron Curtain as an incidence of cultural exchange at once motivated by and subverting Cold War cultural politics. I suggest that it is not so much the changes to which Baum's narrative universe has been subjected on its way from West to East that makes this case study remarkable but the ways in wich the two Wizards have been interpreted to fit contestable notions of 'American' and 'Soviet' culture.

'Race' and Realism - Vision, Textuality, and Charles Chesnutt’s The Marrow of Tradition

In this article, I read Charles Chesnutt’s The Marrow of Tradition (1901) against the background of realism to unravel the novel’s distinct critique of racial discourse. I argue that realism’s characteristic technique of appealing to the visible to establish the reality and realness of its fictions enables the novel to trace a similar operation in the discourse of race. My focus rests on the novel’s treatment of two pairs of characters that challenge the visual confidence of both realism and race, pairs that exemplify what Samira Kawash has called 'interracial twins:' sets of characters whose parties 'actually,' ostensibly belong to different 'races,' yet whom the text presents as strikingly similar in their appearance. Demokratija ir ekonomikos augimas: tarptautinė dimensija / Democracy and economic growth: the international dimension

Darbe pateikiamas teorinis modelis, kuris leidžia nagrinėti demokratijos ir ekonomikos augimo ryšį, remiantis tarptautine dimensija. Jeigu politinio režimo tipas turi įtakos šalies tarptautiniams ekonominiams santykiams, jis turi įtakos ir ekonomikos augimui. Tokia situacija susiklosto, kai tarptautiniai veikėjai siekia ginti demokratiją konkrečioje šalyje, taikydami ekonomines sankcijas demokratijos normų pažeidimo atveju. Tam reikia, kad egzistuotų trys sąlygos. Pirma, tarptautiniai veikėjai turi siekti ginti demokratiją šalyje. Antra, demokratijos gynimo nauda turi būti didesnė negu tokio veiksmo kaštai. Trečia, demokratijos gynimas turi būti įgyvendinamas ekonominėmis užsienio politikos priemonėmis. Be to, darbe pateikiami veiksniai, nuo kurių priklauso neigiama sankcijų įtaka ekonomikai. Tai šalies „adresato“ ekonomikos atvirumas, tarpusavio ekonominė priklausomybė su sankcijas „siunčiančiomis“ šalimis, galimybės diversifikuoti tarptautinius ekonominius ryšius, šalies ekonomikos struktūra. Be to, sankcijų poveikis ekonomikai priklauso nuo jų taikymo trukmės. Tarptautinės aplinkos pokyčių, įvykusių Lotynų Amerikoje po Šaltojo karo, analizė atskleidžia, kaip tarptautinė dimensija gali paveikti demokratijos ir ekonomikos augimo ryšį. Šaltojo karo metu demokratijos regione neturėjo ekonominio pranašumo, žvelgiant iš tarptautinės perspektyvos. [toliau žr. visą tekstą] / The paper suggests a conceptual framework for analyzing the relationship between democracy and economic growth based on the international dimension. In essence, democracy positively effects economic growth in a given country when international actors seek to promote democracy in that country by punishing violations of democratic norms with economic sanctions. The paper specifies conditions under which violation of democratic norms gets punished with economic sanctions. First, foreign actors must have an interest in defending democracy in a given country. Second, the costs of defending democracy must not outweigh its benefits. Finally, economic sanctions must be employed as a tool for the defense of democracy. Furthermore, factors that affect the negative impact of economic sanctions on economic growth in the ‘target’ country are specified in the paper. They are as follows: economic openness of the ‘target’ country, extent of economic interdependence with sanctioning countries, as well as the structure of the economy and opportunities to diversify economic relations with other foreign actors. Besides, the impact of sanctions on growth depends on the duration of their application. Further, the paper illustrates the logic of the conceptual framework with the empirical example of Latin America. This Diploma thesis consists of two basic parts. In the first section includes research on specialist geographical literature, nonfiction literature, travel and didactic literature and geography textbooks for the upper primary school. The second section of the thesis comprises of my own teaching manual which focuses on the regional geography of North America, specifically the United States of America. Based on his own traveling experience the author presents the pupils the geographic curriculum of the upper primary school through the medium of a travel story. The teaching manual was created in Microsoft Publisher 2010. The travel book is complemented by extended definitions of terms, tables, colour schemes and a number of personal photographs which were taken during journeys around the USA.

From the beginning of the 21st century an increased attention has been paid to the achievements of so called "emerging powers" in the world economy and global politics. Given the initial disadvantageous position of developing countries in the international power constellation, new regional actors are forced to apply different leadership strategies than their predecessors. This paper examines the role of Brazil in Latin American integration processes with the aim to identify Brazilian foreign policy strategies used for promotion of its regional leadership and global recognition. Neoclassical causal chain of variables will be applied in order to identify main interest of Brazil in region formation and to determine the key domestic and foreign incentives motivating Brazil to pursue active regional integration. The concept of consensual hegemony will be applied in order to explain systemic outcome of Brazilian regional strategy.
