Alkoholkonsumtion är särskilt skadligt för unga alkoholkonsumenter och det finns ett tydligt samband mellan alkoholkonsumtion och våldsbrottslighet. Den svenska alkoholpolitiken avser därför att skydda ungdomar från alkohol, bland annat genom en åldersgräns för att serveras alkohol på restaurang. Denna studie syftar till att kartlägga serveringsbenägenheten av alkohol till unga i Skåne, och urskilja om några faktorer vid köptillfället är av särskild betydelse för att serveras alkohol. Datainsamlingen har genomförts av ungdomar som försökt beställa alkohol på restauranger utan att uppvisa legitimation för serveringspersonalen. Ansvarsfull alkoholservering är en etablerad arbetsmetod som används i Sverige som bygger på samverkan mellan framförallt kommun, polis och krögare. Arbetet med Ansvarsfull alkoholservering syftar till att minska våld och andra alkoholrelaterade skador samt att motverka servering av alkohol till märkbart berusade och minderåriga personer på restauranger. I Skåne uppger en majoritet av kommunerna att de (i varierande grad) arbetar utifrån metoden. Resultatet visar att serveringsbenägenheten av alkohol till unga i Skåne är hög. I 92 procent av köpförsöken serverades alkohol till ungdomarna. Beställarens kön tycks vara av viss betydelse för alkoholserveringen, då samtliga av de köpförsök som nekades genomfördes av kvinnliga ungdomar. Undersökningen visar också att samtliga av de köpförsök som genomfördes på restauranger som hade entrépersonal lyckades, vilket tyder på att kontrolleringsansvaret av gästens ålder tycks förskjutas från serveringspersonalen som har det juridiska ansvaret till entrépersonalen, trots att entrépersonalen inte har något formellt kontrollansvar. Att serveringsbenägenheten av alkohol till unga vuxna i Skåne är hög trots att nästan samtliga kommuner anger att de arbetar med ansvarsfull alkoholservering är bekymmersamt och indikerar behovet av att utvärdera hur kommunernas arbete med ansvarsfull alkoholservering i Skåne bedrivs. / Alcohol consumption is particular harmful for young alcohol consumers, and there is clear evidence for a relationship between alcohol consumption and violence. Therefore, the Swedish alcohol policy aims to protect youths from alcohol, through among other things, an age-limit to be served alcohol at a restaurant. This thesis aims to study the propensity to serve young adults in Skåne county alcohol at restaurants and distinguish if any variables within the purchase- attempt are of certain importance for being served alcohol or not. The data collection has been done by young adults who has been trying to buy alcohol without showing identification to the waiting staff. Responsible beverage service (RBS) is an established method used in Sweden based on cooperation between municipality, police and restaurant managers. The RBS aims to reduce violence and other alcohol related problems and counteract alcohol-serving to apparent drunk and under-aged people at restaurants. Most of the municipalities in Skåne state that they (at least to a certain degree) works with RBS. The results show a high serving-propensity of alcohol to young adults in Skåne. The youths got served alcohol in 92 percent of the purchase-attempts. The gender of the buyer seems to be of some significance for the outcome since all of the refused alcohol- servings were made towards female buyers. Furthermore, the study illustrates that all of the purchase-attempts made where entrance-staff attended was “successful”. This interprets that the control responsibility, which by law is the serving-staffs obligation, seems to be renounced to the entrance-staff although they have no formal responsibility. The fact that the serving propensity of alcohol to young adults without controlling identification in Skåne is high, despite almost all of the municipalities last years have stated they work with RBS is distressing and indicates the need for a process-evaluation of the RBS work in the municipalities in Skåne county.
