Metodes van werwing, keuring en opleiding van pleegouers vir die doeltreffende versorging van sorgbehoewende kinders

Thesis (MSocialWork)--Stellenbosch University, 2014. / ENGLISH ABSTRACT: According to the South African Constitution, every child has the right to parental care, family care or an approriate form of alternative care. In 2005 in South Africa over 3.4 million orphans did not have access to this right. This was as a result of a shortage of alternative care options. The motivation for this study emerged because foster care is the first placement option for family-based care in South Africa. However there is still a gap in South African literature on the recruitment of foster parents, especially the recruitment of non-relative foster parents and foster parents for cluster foster care homes. Without the knowledge of how to recruit and train foster parents effectively, many children in need of care would stay void of their constitutional rights in this regard. To explore the methods of recruitment, selection and training of foster parents, a combination of quantitative and qualitative research approaches were utilised. Together with that approach an exploratory design, was used. This was done to explore the research topic in literature and examine the views of social workers on the recruitment, selection and training of foster parents. In the literature study the nature and structure of foster care was examined in the context of the South African legislation, followed by an outline of the criteria of children in need of care according to the Children's Act (38/2005). The different phases of the foster care process were discussed according to the tasks and responsibilities of the social worker during this process. Then the different methods of recruitment, selection and training of foster parents were discussed individually on the basis of national and international literature. The exploratory research design was used for the purpose of the empirical study to investigate and analyse the views of social workers regarding the recruitment, selection and training of foster parents. Finally conclusions and recommendations were made based on the findings of the empirical study in order to recommend ways for social workers to be more effective in recruitment, selection and training of foster parents for the large number of children in need of alternative care. / AFRIKAANSE OPSOMMING: Elke kind in Suid-Afrika het die reg volgens die Grondwet (1996:1255) tot ouerlike sorg, familiesorg, of andersins tot gepaste alternatiewe sorg. In 2005 het 3.4 miljoen weeskinders in Suid-Afrika nie toegang gehad tot hierdie reg nie, as gevolg van `n tekort aan alternatiewe sorg opsies. Die motivering vir hierdie studie is omdat pleegsorg die eerste plasingsopsie as gesinsgebaseerde-sorg in Suid-Afrika is terwyl daar ʼn leemte in Suid-Afrikaanse literatuur bestaan oor die werwing van pleegouers, spesifiek die werwing van nie-familie lede as pleegouers en pleegouers vir groep pleegsorg skemas. Indien nie genoeg pleegouers gewerf en opgelei word as versorgers van sorgbehoewende kinders nie, word die reg van ouerlike sorg steeds van vele sorgebehoewende kinders weerhou. Om metodes van werwing, keuring en opleiding van pleegouers te ondersoek is ʼn kombinasie van kwantitatiewe en kwalitatiewe navorsingsbenaderings gebruik, tesame met `n verkennende ontwerp om eers die navorsingskwessie in die literatuur te verken en dan te ondersoek wat die sienings van maatskaplike werkers is oor die werwing, keuring en opleiding van pleegouers. Eerstens word die aard en struktuur van pleegsorg in die konteks van die Suid-Afrikaanse wetgewing ondersoek, gepaardgaande met `n definieering van die kriteria van sorgbehoewendendheid van kinders volgens die Kinderwet (38/2005). Die verskillende fases van die pleegsorg proses is volgens die take en verantwoordelikhede van die maatskaplike werker bespreek. Tweedens is die verskillende metodes van werwing, keuring en opleiding van pleegouers afsonderlik bespreek aan die hand van nasionale en internasionale literatuur. Die verkennende navorsingsontwerp is vir die doel van die empiriese studie gebruik om die sienings van maatskaplike werkers oor die werwing, keuring en opleiding van pleegouers te ondersoek en te ontleed. Laastens word daar gevolgtrekkings en aanbevelings geformuleer wat gebaseer is op die bevindinge van die studie ten einde maatskaplike werkers te lei om meer effektief pleegouers te werf, keur en op te lei vir die groot aantal sorgbehoewende kinders wat volgens die Grondwet(1996:1255) die reg het op ouerlike sorg.

School governing bodies and their duty of staff appointments

Thesis (MEd)--University of Stellenbosch, 2002. / ENGLISH ABSTRACT: Since the introduction of the SA Schools Act in 1996 and institution of school governing bodies (SGBs), the Education Department began to experience serious problems regarding school governance. The incidents that happened in schools brought into question the legal role and authority of SGBs in the administrative actions they perform. This study aimed specifically at investigating the problems that arise in relation the appointment of teachers. Since SGBs play an important facilitating role in the process of staff appointments, their way of handling this duty was at the heart of the study. The research made use of literature studies, policy documents from the education department, viz. the SA Schools Act, Educators Employment Act, Education Labour Relations Council documents, and questionnaires and interviews with members of school governing bodies at a selection of local schools in the Western Cape Province. The findings led to the conclusion that most SGBs in the disadvantaged communities find it difficult to appoint new educators. Clearly SGBs are regarded as legitimate structures that should govern learning institutions and it is evident that one of their duties is to employ new educators, in line with the legal procedures stipulated in the various provincial education departments' policies. Perhaps the most important finding is that parents in the disadvantaged communities are illiterate. This is a significant problem because most of their duties require them to read documents from the education department so that they may know exactly how to perform their functions and responsibilities. Some of the problems encountered, however, are also caused by the ignorance and reluctance of parents to offer their services without being remunerated. These conclusions resulted in the formulation of specific recommendations for improving the role and implementation of SGBs. The recommendations are made for improving the role of SGBs as a whole as well as for specific capacity building relating to the needs of each stakeholder group. The overall emphasis of the study is thus on the recommendation for more effective training of SGBs. / AFRIKAANSE OPSOMMING: Sedert die instelling van die SA Skolewet in 1996 en totstandkoming van skoolbeheerliggame, het die Onderwysdepartement ernstige probleme ten opsigte van skoolbeheer begin ervaar. Die insidente wat in skole plaasgevind het, het vrae laat ontstaan rakende die wettige rol en gesag van die beheerliggaam in die administratiewe handelinge wat hulle uitvoer. Die doel van die studie was om probleme rondom die aanstelling van opvoeders te ondersoek. Die sentrale fokus van die studie was op beheerliggame as fasiliterende liggame. Vir die doeleinde van die studie is daar gebruik gemaak van: literatuurstudie, beleidsdokumente van die Onderwysdepartement (die S A Skolewet, die Opvoedersdienswet en dokumentasie van die Raad vir Arbeidsverhoudinge in die Onderwys [RAVO]), sowel as vraeslyste en onderhoude met lede van die beheerliggame byenkele plaaslike skole in die Wes-Kaap. In die bevindinge is daar tot die gevolgtrekking gekom dat die meeste beheerliggame in die benadeelde gemeenskappe dit moeilik vind om nuwe opvoeders aan te stel. Beheerliggame is die wettige strukture wat opvoedkundige instansies moet beheer en een van hul pligte is om nuwe opvoeders aan te stel in ooreenstemming met die wetlike voorskrifte, soos vervat m die verskillende beleidsdokumente van die Onderwysdepartement. Die belangrikste bevinding is dalk dat ouers in die benadeelde gemeenskappe meestalongeletterd is. Dit skep probleme, aangesien daar van hulle verwag word om die dokumentasie van die Onderwysdepartement te lees, te verstaan en daarvolgens op te tree. Verdere probleme word veroorsaak deur 'n mate van onkunde asook deur die onwilligheid van ouers om sonder vergoeding hul dienste aan te bied. In die lig van hierdie gevolgtrekkings, is spesifieke aanbevelings gemaak ten einde die rol van beheerliggame te versterk, sowel as om die suksesvolle implementering van hierdie strukture, in terme van kapasiteitsbou en aandeelhouerbemagtiging meer doeltreffend te laat funksioneer. Die besondere klem van die aanbevelings is 'n indringende versoek vir die ontwikkeling van sinvolle, doeltreffende opleiding van persone wat in skoolbeheerliggame dien.

Validity of the California Psychological Inventory for Police Selection

The study examined the validity of using the California Psychological Inventory (CPI) as a tool for police selection. The mean CPI profile of 211 police applicants was first compared to that of the CPI norms. Five performance criterion measures--retention on the job, academy grades, supervisory ratings, commendations, and reprimands of police officers--were studied to investigate their relationships with the CPI scales. The results indicated that there were significant mean differences on all the CPI scales between police applicants and CPI norms. The scale of Flexibility significantly differentiated the criterion groups of retention on the job. The CPI was useful in predicting academy performance; however, it did not correlate well with job performance as measured by supervisory ratings, commendations, and reprimands.

The Validity of the MMPI in the Selection of Police Officers

This study examined the validity of the Minnesota Multiphasic Personality Inventory (MMPI) as a predictor for police officer selection. The MMPI profiles of 212 police officer applicants selected to enter the training academy were compared to the standardized MMPI norms. Significant differences between the police officers and the normative population were found on all but two scales. When the average profile of officers still on the police force was compared with the average profile of terminated officers, two scales were significantly different. Significant correlations were obtained between four MMPI scales and the academy score criterion and two scales each for the commendation and supervisory rating criteria. A prediction equation was developed for academy score using multiple regression analysis.

Predictive Validity of the Retail Employment Inventory for the Selection of Over-the-Road Truck Drivers

An independent pilot study suggested that the Retail Employment Inventory (REI) might be predictive of subjectively and objectively measured Over the Road (OTR) truck driver performance. The present validation study consisted of three parts. First, an examination of the relationship between REI scores and 11 objective, performance criteria revealed weak and non-significant correlations. Second, a comparison of subjective ratings and REI scores failed to replicate the findings of the pilot study. And third, to confirm that the task components of the OTR job were correctly identified in the pilot study, a second job analysis was performed. Possible reasons for the failure of the REI to predict OTR performance and directions for future research are discussed.

Este estudo se propõe a compreender a singularidade das experimentações tentadas em torno dos saberes “psi” em dispositivos interacionais midiatizados que findam por deslocar os referentes da consulta, de modo a transformá-la. Tais transformações são observadas em três dispositivos interacionais “psi” com ampla circulação social, a saber: a coluna “Vida Íntima”, de autoria de Alberto Goldin; o site Ajudaemocional.com, de Olga Tessari; e as enunciações produzidas por Ildo Rosa da Fonseca e Anahy D’amico no Programa “Casos de Família”. Os observáveis foram cartografados e tensionados em suas lógicas particulares, de modo a alcançarmos as regularidades e as singularidades emergentes em cada um. A análise desenvolvida como um estudo de casos múltiplos nos conduziu a perceber significativos aspectos dos processos sociais condensados nos dispositivos, bem como permitiu inferências acerca de modos como esses dispositivos podem fazer avançar os campos de saberes envolvidos em sua produção. / THE TRANSFORMED APPOINTMENT: Experiments of interactive “psy” devices in mediatized society Mediatization in an accelerated process in contemporary society changes the functioning of enunciations and ways to interact in a complex way, which will happen widely in the space of mediatized devices. Such devices work as a place of agency to several knowledge systems and social practices, as well as “psy” knowledge systems and practices that, when displaced to their ambience, will produce meaningful incidences that pass on the episteme that produces the idea of appointment. The present study aims to understand the singularity of experiments tried around “psy” knowledge systems in interactive mediatized devices that end up displacing the referents of an appointment and transforming it. Such transformations are observed in three interactive “psy” devices with broad social circulation: the newspaper column “Vida Íntima”, signed by Alberto Goldin; the website Ajudaemocional.com, owned by Olga Tessari; and the enunciations produced by Ildo Rosa da Fonseca and Anahy D’amico at the TV Show “Casos de Família”. The observable were mapped and tensioned in their private logics so that we could reach the regularities and singularities emerging in each one. The analysis developed as a multiple-case study has taken us to realize meaningful aspects of social processes condensed in the devices, as well as to allow inferences about the ways in which such devices can advance the field of knowledge systems involved in their production.

The study starts from the analysis of public administration in Brazil, its characteristics and the implemented reforms over the years in order to improve it and to overcome rooted patrimonial practices in the Brazilian state. After examining the offices in general, the approach rests on the at-will appointments, the reason for its existence, the discipline afforded to them under national legal system, as well as the limits prescribed by law or arising from the constitutional principles on the appointment to their future occupants. This term paper deals with the control being exercised by the Public Administration itself, the Legislative (either directly or with the aid of the Court of Auditors) or by the Judiciary in relation to the appointment act and it seeks to identify possibilities of illegality (in the broadest sense) of that act, either for an offense against law or principles. The study points out that, unlike the understanding enshrined in binding precedent n. 13 of the Supreme Court, the appointment of relatives to offices, a practice known as nepotism, does not necessarily imply in offense to constitutional principles. The conclusion reached is in the sense that, in the absence of a formal law about the requirements to be met by the future occupant of an office, only the examination of the case peculiarities allows identifying potential harm to the Federal Constitution. / O trabalho aborda os cargos públicos de provimento em comissão, em especial, os limites impostos pelo ordenamento jurídico quanto à nomeação dos seus titulares. O estudo tem início a partir da análise da Administração Pública no Brasil, suas características e as reformas implementadas ao longo dos anos com o propósito de aprimorá-la e de superar práticas de natureza patrimonialista enraizadas no Estado brasileiro. Após o exame dos cargos públicos de uma forma geral, a abordagem recai sobre os cargos comissionados, a razão de sua existência, a disciplina a eles conferida pelo ordenamento jurídico nacional, bem como os limites previstos em lei ou decorrentes dos princípios constitucionais à nomeação dos seus futuros ocupantes. O trabalho trata do controle a ser exercido pela própria Administração Pública, pelo Poder Legislativo (diretamente ou com o auxílio do Tribunal de Contas) ou pelo Poder Judiciário em relação ao ato de nomeação, e busca identificar as hipóteses de ilegalidade em sentido amplo de tal ato, seja por ofensa à lei ou a princípios jurídicos. O estudo aponta que, diferentemente do entendimento consagrado na Súmula Vinculante n. 13 do Supremo Tribunal Federal, a nomeação de parentes para cargos de provimento em comissão, prática conhecida como nepotismo, não implica, necessariamente, ofensa a princípios constitucionais. A conclusão a que se chega é no sentido de que, inexistindo lei em sentido formal a respeito dos requisitos a serem atendidos pelo futuro ocupante de um cargo comissionado, apenas o exame das peculiaridades do caso concreto permite identificar eventual ofensa à Constituição Federal.

本研究在探討目前臺北市高中圖書館人員具備專業資格之情形,以及學校相關人士對高中圖書館人員任用之意見,藉此分析高中圖書館人員任用資格及職系的適切性,以提出高中圖書館人員任用及專業知能提昇上之建議。本研究對臺北市28所公立高中圖書館進行問卷調查,瞭解各校圖書館業務分組、人員專業資格與任用之現況;並透過訪談瞭解學校人員對高中圖書館專業人力配置、人員任用、學校職系規劃、職員輪調制度及專業知能提昇之看法。 研究結果顯示,高中圖書館人員之主要任務為支援教學及協助學習,甚具專業性;人力的專業性在圖書館之經營管理上具有顯著差異,而積極與熱忱的個人特質更是為圖書館人員深化服務之要素。為達成核心任務、健全教學資源中心發展,實應明訂高中圖書館之分組編制及配置圖書資訊專業人員,但法規制度的不夠周延造成目前高中圖書館仍嚴重缺乏專業人力配置,且分組受限、職務權責劃分亦造成資訊人力配置之現況難以深入支援教學資源中心之發展。在人員任用方面,學校主管認為圖書館組長及職員應比照主任,具有專業知能規範,且圖書館專門科目20學分提供了教師兼任圖書館工作者獲得專業知識及資格之重要途徑;高中學校需落實圖書資訊職系設立,且不宜參與學校一般行政人員之輪調,以期專才專用,發揮人才培育的價值。在提昇專業知能方面,繼續教育之型態未來可朝向數位課程發展,以突破人力不足及進修管道缺乏影響人員專業知能提昇之困境。 最後建議,為解決高中圖書人員任用困境,現階段紓解專業人力資源不足之可行方式如下:透過人力資源整合,集眾人之力使知識技能互補而多元;善用數位學習方式及適時搭配實體課程,提供多元圖書資訊進修管道,並鼓勵圖書館工作人員參與進修、組織學習社群,以提昇專業知能、促進專業成長。而更積極的作為是:加強與校長進行溝通,使其瞭解圖書館的功能與價值,以獲得校長對圖書館專業發展的支持;最重要的是能由法規政策進行專業資格制度、圖書資訊職系設立的落實,以獲得圖書資訊專業人力的資源;考量高中圖書館的專業發展,未來建立認證制度以作為專業能力的證明將有其必要性。 / The purpose of reserach is to discuss the librarian’s qualification of senior high school in Taipei city and the current school staff’s opinion on librarian appointment of senior high school, so as to analyize the qualification and job relevance of librarian of senior high school then to make suggestion on librarian appoinment and their professional knowledge improvement. The research implements questionnaries to libraries of twenty eight national senior high schools to realize the library grouping, staff ‘s professional qualification and the appointment of each school; meanwhile, through interviewing and investigating school staff’s opinion on human resource arrangemnt , employment, grade planning, personnel rotation system and professional knowledge improvement. The result shown librarian’s major task is to support teaching, help learning, which combines profession, the professions of human resource in the library management have significant difference and the positive and sincere individual personality is the factor that deepens the service of librarian. For achieving core task and completing the development of teaching resource center, to set up a professional personnel arrangement in the library is needed; however, the regulation is not complete which causes the insufficient professional staff arrangement in the senior high school library; moreover, the current arrangement of information human resource is not able to develop in the supporting learning resource center due to limited grouping and job responsibility division. From personnel appointment; currently, school staff think librarian director and the staff should follow the precedent of director to have professional knowledge; furthermore, the library specialized subject of 20 credits provides teachers who also work at library an important access to obtain professional knowledge and qualification; it is necessary to set up a library and information job system and which is not allowed to have job rotation so that specialized staff can elaborate their profession well and the value of human resource can be developed. In the part of enhancing professional knowledge, further education could be developed toward to digital courses so as to break through the difficulty of insufficient human resource and the access of further education. The classified results suggest, in order to resolve the problem of librarian appointment of senior high school; currently, the available method are as followings: from integration of human resource to combine the power of the general public which enables the knowledge skill to be more complementary and diversified; making the best of digital learning method and properly collocating with substantive course to provide diversified further education accesses of library and information and also to encourage librarian to participate in further study and learning group to enhance their professional knowledge and facilitate their professional growth. The more positive ways are: to strengthen the communication with the school principal to make him more understand the function and value of library then to obtain his support to develop the profession of library; the most significant is to carry out the profession system and job system of library and information so as to obtain the professional human resource of library and information; to consider the professional development of library and to set up a certification system for certificating the profession in the future would be necessary.
