Im Rahmen einer Public Private Partnership mit Schweitzer Fachinformationen hat die Sächsische Landesbibliothek – Staats- und Universitätsbibliothek Dresden im Jahr 2009 ein Erwerbungsmodell entwickelt, das den umfassenden Einsatz von Approval Plänen mit dem automatisierten Einspiel von Erwerbungsdaten in das Verbund- und Lokalsystem verknüpft.
Der Beitrag erläutert das Modell im Kontext mit grundsätzlichen Überlegungen zum Approval Plan als Erwerbungsinstrument und zur Entwicklung des bibliothekarischen Berufsbildes und beschreibt den beim Roll out erreichten Sachstand. / In 2009 the Saxon State and Dresden University Library developed a new acquisition scheme within the scope of a public-private partnership with Schweitzer Fachinformationen. The new pattern combines an extensive application of approval plans with an automated import of acquisition data into the local library system and the regional library network.

Research report, presented to the SBL, Unisa, Midrand / In the midst of a global recession, this study explored whether the act of obtaining
motor vehicle finance has become more onerous since the implementation of the
National Credit Act, 2005, (NCA), and to determine which variables are contributing to
the phenomenon of declining motor finance figures. A quantitative research
methodology was applied whereby a portion of the analysis was based on historical
motor finance application data attained from a medium sized motor finance institution.
Another portion considered survey data obtained from 152 South African consumers
and 42 Credit Analysts collected by way of self administered questionnaires. Various
statistical tools, including Independent Sample t-Tests and Pearson product-moment
correlation tests were applied to the data. The results of the study indicate that the act of
obtaining motor finance has indeed become more complex since the inception of the
NCA. Of the variables tested, motor vehicle retail prices and general living costs were
identified as the main impediments limiting the amount of motor finance granted in the
South African motor finance sector.

本文之目的在探討我國立法院預算審議制度實務運作現況以及改革方向。以立法院審議九十二年度中央政府總預算案程序為經,相關審議法律規範為緯,分析探討預算審議制度、過程及結果。首先經由預算審議制度之理論及相關文獻進行探討,接著分析我國預算審議制度及實際運作情形,並以主要民主國家美國、日本及英國預算審議制度作探討與比較,最後依據對學者與專家深度訪談意見之彙總分析,提出檢討及強化立法院預算審議制度之建議。結果發現現行立法院預算審議制度之缺失:□委員會未建立資深專業制;□黨團協商存有組成門檻過低,無法反映各政黨在院會的代表性、延擱總預算案審議之時程、黨團協商紀錄只有結論而無過程致立法原意難以查考、黨團協商代表未貫徹利益迴避原則、黨團協商結論凌駕委員會之決定,致損害委員會之預算專業審查功能;□立法委員質詢偏離預算審查議題;□審查預算案未掌握審查重點及審查方式;□全院各委員會聯席會議審議預算功能不彰;□預算委員會委員游走各委員會參與預算審查之表決,影響專業預算審查;□預算審查之專業幕僚單位,有待強化;□預算書編製不夠詳實,預算資訊不夠公開與透明化,影響預算審議效率;□未能如期完成總預算案審議,影響預算執行進度。爰針對缺失提供下列建議:強化委員會專業預算審查機制,以強化其專業性及權威性;立法院預算審議要掌握預算重點;取消全院各委員會聯席會,以增加委員會審查時間;黨團協商機制之改進;強化專業的預算審查幕僚機構;預算編製內容應清晰詳實,預算資訊要公開透明;公開真實政府債務資訊,積極面對並處理。 / This paper is to study the current budget approval system and its possible reform in the Legislative Yuan, ROC. The budget approval system, process and outcomes were analyzed based on the 2003 Government Budgetary and related regulations.The assessments and enhancement suggestions to the budget approval system in the Legislative Yuan of ROC were based on the in depth study of public budgeting theories and literatures on the ROC’s current budget approval system and practice , on the comparative analysis of the budget approval systems of USA , Japan and the United Kingdom and interview with the scholars and budget professions.
Some shortcomings of the budget approval system in the Legislative Yuan of ROC were found out. First , the committees don’t build up the seniority professional system. Secondly , the negotiation among different parties has some defects : the low threshold of the negotiation results in unequal representatives of different parties ; the slow process of the negotiation delays the budget approval timetable ; it’s hard to trace the purposes of legislation since it only includes conclusions with no records of discussion process ; the negotiation representatives do not avoid the interests conflicts ; and the conclusion of the negotiation can exceed the decisions made by the committees , damaging the professional function of the committee’s budget approval. Thirdly , the interpellations of the legislators are not related to the issues of the budget approval. Fourthly , the legislators do not dominate the main points and the methods of the budget approval. Fifthly , the function of the Joint Session of All Committees doesn’t perform well. Sixthly , the legislators of the Budget and Final Accounts Committee engage in the budget approval votes of other committees , and it will influence the professional image of the legislators. Seventhly , the professional staff department of the budget approval need to be expanded and enhanced. Eighthly , the budget approval process can be more effective if the budget books are more detailed and the related information is more public. Finally , the delay of the budget approval timetable will impact the execution gradation of the budget.
Possible suggestions to overcome the shortcomings are presented as follows : The professional mechanism and the authority of the committees’ budget approval need to be strengthened. The Legislative Yuan should be able to catch up the key points of the budget in the process of the budget approval. The Joint Session of All Committees should be cancelled so that the committees can have enough time to proceed the budget approval. The mechanism of the negotiation among different parties should be improved. The staff department of the professional budget approval should be expanded and its function should be enhanced. The contents of the budget books should be clear and detailed and the information of the budget should be public. Finally , the government should proclaim the real information of the government debts and handle it more aggressively.

Tendo em vista a crescente demanda da região metropolitana de São Paulo por transporte público rápido e eficaz, os investimentos em novas linhas e estações de metrô são crescentes, bem como a necessidade de aceleração do projeto e construção de tal infraestrutura. Nesse contexto insere-se a implantação do processo BIM - \"Building Information Modeling\" ou \"Modelagem da Informação da Construção\" pela Companhia do Metropolitano de São Paulo em seus projetos de estações e vias. O Metrô atua produzindo projetos internamente e, principalmente, contratando projetos externos que necessitam de análise para aprovação. Com o desenvolvimento dos projetos básicos civis em BIM, houve alterações no trabalho diário, a análise visual se beneficiou do modelo 3D, representando agora o projeto inteiro e não apenas seções deste. Isto possibilitou antecipar decisões que antes eram tomadas no executivo, atuando assim em um momento com maior capacidade de alterações de projeto. Um dos usos importantes do BIM no processo de análise de projeto é a Verificação de Regras. O uso de verificação automatizada permite que o analista possa focar apenas na lista de não conformidades, ganhando tempo para dedicar-se mais a resolução destas. E, por parte do projetista, é possível verificar antecipadamente o cumprimento de diretrizes, e já providenciar soluções aos problemas apontados. A presente pesquisa visou apoiar o processo de implantação deste uso de BIM, pela proposta de fluxo para implantação da verificação automatizada, identificação dos padrões de regras existentes e desenvolvimento de uma classificação de regras com foco na automatização de sua verificação. Os padrões propostos foram usados na análise de documento de Instruções de Projeto Básico de Arquitetura e na tradução de suas regras para aplicação em software para este fim com a intenção de fechar o ciclo da verificação. / In view of the increasing demand of São Paulo metropolitan area for fast and efficient public transport, the investment in new lines and subway stations are growing, as well as the need for accelerating the design and the construction of such infrastructure. In this context is the deployment of BIM - \"Building Information Modeling\" by Companhia do Metropolitano de São Paulo - Metrô on its stations and rails. Metrô operates the production of projects internally, and particularly contracts external projects that require analysis for approval. With the development of their basic civil projects in BIM, there have been changes in daily work, the visual analysis has been benefited from the 3D model, representing now the entire project and not only its sections. This has made possible to anticipate decisions that used to be taken in the shop drawings phase, thereby acting at a time with greater ability to apply changes in projects. One of the important BIM usages in the project\'s review process is the code checking. This allows the analyst to focus on the list of nonconformities only, gaining time to make further effort on their resolution. And, on the part of the designer, it is possible to verify the compliance of the guidelines in advance, and provide solutions to the problems already presented. The present research aimed to support the implementation process of using this BIM use, based on the flow proposal for the deployment of automated verification, the identification of patterns of existing rules and the developing of classification rules focusing on automating its checking. The proposed standards were used when analyzing documents of the architecture basic design instructions and in the translation of their rules for software application for this purpose with the intention to close the checking cycle.

THE EFFECT OF STATES OF EMERGENCY ON GUBERNATORIAL APPROVAL RATINGSSteinbeiss, Meghan 01 January 2019 (has links)
To what extent do unexpected, apolitical events affect governors’ popularity? Individuals’ attitudes towards government are often random, and executives at both the state-level and national-level are held accountable for events that they have little control over. In this study, I seek to understand how these unplanned events affect support for elected officials. Specifically, I examine the effect of the declaration of a State of Emergency on gubernatorial approval. I use an ordinary least squares (OLS) model and data from FEMA as well as the United States Officials Job Approval Ratings dataset to answer such questions. The results indicate that not only do natural and manmade disasters NOT have a negative effect on governors’ popularity, there is actually no correlation between the two variables at all. Instead, I find that relative to one another, major disaster declarations have a stronger negative effect on a governor’s approval ratings than emergency declarations. Though surprising, I suggest that these disasters simply do not affect enough individuals for a long enough time to have an impact on gubernatorial popularity.

Social Workers' Perceptions of Resource Family ApprovalChavez, Hannah 01 June 2019 (has links)
Resource Family Approval (RFA) is a policy that was recently enacted in California. The process seeks to merge existing policies on the regulations of families who wish to care for children involved in the foster care system. The purpose of this study was to understand the perceptions of resource family approval social workers and the implementation of RFA. Ten participants were chosen from the resource family approval unit from a county child welfare agency. The study was a qualitative design with in person interviews.
Common themes emerged in responses to social worker's thoughts about RFA, social worker's ideas for preparing other workers, families and the agency, and advice to new workers in RFA. The study found that participants had mixed responses regarding their own thoughts about RFA. The majority of the participants in the study felt that RFA was good in theory but not in execution. The study also revealed that RFA workers needed to be open-minded and focus on communicating with all parties involved in RFA. One of the recommendations is for policy makers to assess the effectiveness of the policy before enacting changes and give the policy time to work itself out before trying to change things so often. Another recommendation is that it is critical to offer ongoing trainings to both the workers and the families for RFA to be implemented and run smoothly and effectively within the community.

Climate, weather, and political behaviorCohen, Alexander H. 01 July 2011 (has links)
This dissertation explores the extent to which weather and climate systematically affect political behavior. The idea that weather (and other elements of the natural world) exercise a fundamental influence on politics has long been a theme in classical and modern political thought. As political science moved from pure description to a more social-scientific form of analysis, scholars became less interested in understanding the impact of climate. If mentioned at all, weather typically is referred to as one of the various elements making up the "error term" in our statistical analyses. Recent work in the natural and social sciences, however, has suggested there are systematic and important links between weather, climate, and behavior. This work (which I review) not only inspires a return to a traditional focus of political analysis, but more importantly provides a number of hypotheses to guide our analysis of politics. Inclement weather increases the costs of moving from place to place. Sunlight enhances while extreme temperature depresses mood. Finally, hot weather is associated with enhanced aggression.
These correlates of climate have implications for a variety of subfields across political science, including comparative politics and international relations. This dissertation concentrates primarily, however, on American politics, particularly from a behavioral perspective. To see if weather has a significant effect on politics, then, I explore behavior in four settings that have been especially important in mainstream studies: Presidential approval; social capital; Election Day voting; and finally elite participation (in the form of abstention on roll call voting). In terms of the first, if (as Zaller argues) a response to a telephone survey indeed entails a summing up of `considerations' regarding an issue rather than expression of a `true' attitude, then it is likely sunlight should stimulate positive responses to questions because it encourages the release of serotonin, which makes people more positive in general. Controlled logistic regression of sunlight on Presidential approval reveals that, in spring, sunlight boosts approval. The next chapter explores how hot climates and rain may reduce levels of social capital. This is because heat boosts levels of aggression, which should diminish helping behavior, and because rain makes it more difficult to volunteer and associate with other people. Analysis of state-level social capital data and city-level volunteer data provides some evidence that these propositions are correct. The third empirical chapter focuses upon voting on Election Day. While it finds that rain does have a depressive effect upon voting rates among the poor due to raising the costs associated with voting, there is little evidence that vote choice is affected by the weather. The final empirical chapter examines how weather conditions may affect voting rates among members of the United States House of Representatives, which seems possible because, like regular citizens during Election Day, House members pay costs when visiting the Capital to vote, and unpleasant weather could comprise a real if minor cost. OLS regression at the vote-level and logistic regression at the legislator level reveals that in the winter and spring, sunlight boosts voting, while summer humidity depresses voting and heat in winter has a positive effect. While these conclusions are interesting in themselves and meaningfully contribute to contemporary academic discussions, they further suggest some things about how we thing about political science. In particular, analyses of political topics could often be enhanced by reflectively considering the contents of the error term, as this exercise can offer new and useful perspective on current scholarship. Further, this dissertation also suggests that political science (and research in general) could benefit from taking a more comprehensive view of the environmental context of human behavior.
