At the core of this study there lays a paradigm that existing explanation of regionalism and inter-regionalism process neglect the essential, and arguably the most advanced level of it – the cognitive level of regionalism. The theoretical contribution of this study is the concept of “cognitive”/ conscious regionalism”. This dissertation argues that without that element, regional and inter-regional cooperation cannot be advanced and they remain shallow processes. This study argues that the gap between Asia and Europe is a cognitive one, rather than physical. The Asia-Europe Meeting (ASEM) has been facing severe criticism because of the low effectiveness of its governance. This dissertation explains the reason behind the limits of ASEM in looking into the deeper levels that determine the inter-regional cooperation: level of cognition of the actors involved. The research not only explains the limits but also identifies the contributions of the ASEM as a bridge between the regions and their peoples’. Creating the venue for interaction contributes to the realization and awakening of the perception of what is “Asia” and what is “Europe” in Asia-Europe Meeting. Incorporating cultural and intellectual agenda of cooperation and including the civil society into the process not only creates the mutual understanding and acquisition of exchanged knowledge but also to pluralization of actors involved in the inter-regional process. Both in terms of actors and of cultural factors of cooperation, the Association of Southeast Asian Nations (ASEAN) plays the pivotal role in the ASEM process. The process of sustainable interaction shows institutional learning happening between ASEAN and ASEM that proves the idea of acquisition cognition through interaction also between institutions. This dissertation’s theoretical contribution is offering the concept of ‘cognitive regionalism’. Cognitive regionalism is explained and analyzed through ideas of awakening, acquisition and affiliation. The analysis is done on four levels of inter-regional, sub-regional, member government and civil society. The aspects included in these levels are: regional identity formation, institutional representation, member government’s commitment to ASEM process and civil society inclusiveness in “bottom-up” inter-regionalism. The empirical contribution of this research is in the richness of extensive interviews with various stakeholders including Track 1, 1½, 2 and 3 representatives from both across Asia and Europe. Methodology is a combination of interpretative, policy-tracing of official documents, official press releases and an essential participatory observation and field work. The originality of this study is twofold: (1) the comprehensive explanation of the role of culture, and norms in the inter-regional cooperation focusing on the third pillar of ASEM particularly and (2) taking the ASEAN’s perspective in analysis.

Inter-regionalism of nation-states: Asia-Europe Meeting (ASEM) as a case-study

Writing a thesis is like writing a story book, this book is a story of the 17-year-old Asia-Europe Meeting (ASEM). It serves as a case-study of inter-regionalism, one of the newest cooperative mechanism in today’s international arena. Among a variety of cooperative frameworks, namely, multilateral global governance, effective multilateralism, regionalism, regionalisation, inter-regionalism is much less explored. This research determines how the rise of inter-regionalism influences the actors in the international arena and vice-versa. The key actors in inter-regionalism and their interaction are explored. Existing studies in the field of inter-regionalism in general and on the ASEM process in particular have been theory-led. There is a significant deficit of empirically-driven research in the field. In order to comprehensively understand inter-regionalism and the ASEM process, this research incorporates a substantial empirical focus. An unprecedented array of primary data is used. A variety of quantitative and qualitative data collection and analysis methods are employed to generate this unique and comprehensive empirical analysis of ASEM. Ultimately, this thesis demonstrates the persistent state-centrism and lack of actorness of regions and regional organisations as independent actors in the ASEM process. Nation-state remains the primary actor in inter-regionalism; yet, they turn to bilateralism when more concrete cooperation or affairs have to be handled. The proliferation of sideline meetings, although as by-product, becomes one of ASEM’s key added-value to international relations. The empirical analysis also finds that inter-regional fora like ASEM offer participants regular information and views updates and promote socialisation among government officials in the official track and among the involved individual from civil society in the unofficial track.

Role ASEM v euroasijských vztazích / The Role of ASEM in Eurasian Relations

The main objective of our doctoral thesis is to evaluate the role of the Asia-Europe Meeting (ASEM) and its political, economic and socio-cultural pillars as a political process in interregional (multilevel) governance in Eurasian relations. We have conducted a unique case study that is based on a holistic qualitative interpretation by means of a postpositivist perspective and discourse analysis. Given the transitional and multidimensional nature of interregionalism as a political process, we are applying the (neo)realist balancing with elements of (neo)liberal multilateralism and social constructivism as the basic theoretical approach. Based on this structure, we have come to the conclusion that (1) ASEM as an interregional policy framework is too flexible (in terms of its scope and agenda-setting) and too inclusive (in terms of its enlargement). (2) Given the inability of ASEM to actively respond to various challenges and to implement properly its policies through its currently available instruments, this Eurasian interregional process cannot be regarded as a fully-fledged contribution the global (multilevel) governance. (3) Therefore interregionalism as part of the ASEM process will not lead to a creation of an "Eurasian Century", despite the undeniable need to identify corresponding supranational political regimes that will efficiently promote a balance of power between Europe, Asia and America. (4) Interregionalism as a political approach cannot be demoted to a loose and informal interaction of nation states or regions only because the current challenges in international relations require an organized and results-oriented framework for cooperation. (5) Additionally, the existing bilateral relations between individual countries in Asia and Europe will continue to be the key and most efficient form of solving various issues and challenges between the states.

The Research of PRC' Participation in the Asia Pacific Multilateral Security Mechanisms

After the Cold War, international relationships changed from the Yalta System (emphasis on military alliance and arms race led by both superpowers the U.S. and the former Soviet Union) to the Malta System (emphasis on economic and security cooperation). Multilateral security cooperation mechanisms in the Asia Pacific were established one after another under the transition of the whole international circumstance. For purposes of maintaining regional stability, the PRC fully participates in the following meetings: ASEAN Regional Forum¡BThe Four Party Talks¡BAsia Europe Meeting¡BASEAN+3 Informal Summit¡BASEAN+1 Informal Summit¡BASEAN-China Dialogue Session¡BWorkshop on Managing Potential Conflicts in the South China Sea and Council for Security Cooperation in the Asia Pacific. It is a worthy issue to continuously observe whether these mechanisms can indeed shape China as a regional responsible member. On the other hand, we must question whether the PRC's participation is merely a tool that can help achieve other underlying purposes. Accordingly, this thesis will discuss two main subjects. Firstly, we will look into China¡¦s standpoints and strategies for participating in these Asia Pacific multilateral security mechanisms. Secondly, we will examine the Asia Pacific security strategies of the U.S., JAPAN, and ASEAN as well as their standpoints and strategies towards the PRC's participation in the Asia Pacific multilateral security mechanisms.

The Redefinition of Asia : Australian Foreign Policy and Contemporary Asian Regionalism

This thesis set out to ascertain the position of recent Australian Governments on the latest instalments of Asian regionalism in the context of an assessment of whether there has been a redefinition of Asia and thus a redefinition of Australia???s engagement with Asia. It will concentrate on the broad themes of politico-strategic and economic engagement. Whilst there has been extensive research and documentation on the Asian economic crisis there has been less work on the issue of a new Asian regionalism and the implications for Australia???s complex and variable engagement with the region. This is the basis for the claim to originality of this thesis, a claim supported by its focus on the practical and policy implications of Australia???s engagement, or lack of it, with regional institutions. The process of regional integration has been extremely slow, thus supporting the conclusion that there is no evidence of a major redefinition of Asia. Efforts at Asian regionalism are meeting obstacles that pose immense challenges. Asian regionalism remains nascent and poorly defined. This reflects the diversity and enormous disparities in cultures, political systems and the levels of economic development and differences over economic philosophies within East Asia. What is discernible is that the regionalism is proceeding more rapidly on financial issues than on trade, and in the security area it is conspicuously absent. This research highlights the fact that the question of Asian engagement remains a sensitive issue in Australia and continues to grow more complex. Australia???s engagement with Asia since 1996 has been variable because of the Howard Government???s broader balance of priorities between global and regional issues, and because of the changing nature of the Asian region. The perception gleaned from sources is that, for the Australian Government, regionalism initiatives are characterised by much discussion but lack substance. Consequently, this appears to have led the Government to the position that exclusion from some manifestations of regionalism is not so important. Australia is excluded from some of the regional architectures being constructed. In its efforts to seek inclusion in ASEAN + 3 and ASEM, Australia is facing the same barriers that have stood in the way of an AFTA-CER agreement. Exclusion would be important if the performance of regional groupings was not so indifferent. Exclusion from ASEAN + 3 and ASEM, however, does not equate to Australia???s exclusion from the region.

EU Actorness with and within Southeast Asia in light of Non-traditional Security Challenges

Nearly four decades of the Association of Southeast Asian Nations (ASEAN)-European Union (EU) relationship have witnessed the importance of ideas and identity alongside the economic interests in shaping the behaviour of the two sides. The study takes interest in understanding the EU’s actorness and the EU as a normative actor with and within Southeast Asia through a reflectivist lens. The thesis is an attempt to provide a new perspective on a relationship commonly assessed from an economic angle. It outlines the opportunity of non-traditional security (NTS) challenges to enhance EU actorness and normative influence in Southeast Asia. Against this backdrop, the study explores the dialogue and cooperative initiatives of two regions, which attach relatively little salience to each other. The study employs a NTS lens and draws upon the case of the Asian Financial Crisis of 1997-98, the haze in relation to forest governance, the Bali bombings of 2002 and the political conflict in Aceh. The study assumes that these NTS issues can stimulate processes of threat convergence as well as threat ‘othering’. It argues that these processes enhance European engagement in Southeast Asia and contribute to shaping regional stability in Southeast Asia. Furthermore, NTS crises present situations, where norms can become unstable, contested and substituted. This allows us to better examine the EU as a normative actor. To establish an understanding of the EU’s actorness and the EU as a normative actor, the empirical evidence will focus on the threat perceptions, motivations of action and activities of the EU and its member states. For the purpose of differentiating the EU as a normative actor, the study will also include the discussion of the normative objectives and behaviours of the EU and its member states and apply a reflectivist theoretical framework. Hypothetically, NTS crises trigger external assistance and normative influence and thus, they offer an opportunity to establish a more nuanced picture of the EU in the region. At the same time, the study acknowledges that there are a variety of constraints and variables that complicate the EU’s actorness. The thesis seeks to identify and discuss these. So far, scholarly publications have failed to apply the NTS perspective systematically. This thesis provides the first monograph-length treatment of the EU in Southeast Asia through a NTS and reflectivist lens.
