Tem como problema geral a compreensão sobre quais são os fatores que influenciam a defesa dos interesses de minorias. Para isso, perpassa, primeiramente, as teorias liberais do governo representativo e as críticas das teóricas feministas e de representação de grupo no que diz respeito ao debate sobre como os interesses e demandas da sociedade estariam presentes nas esferas legislativas. Em segundo lugar, a dissertação apresenta pesquisa empírica de um estudo de caso da ALMG. Foram utilizados dados estatísticos, os quais possuem como fontes os sites do TSE e da ALMG com o objetivo de se identificar o perfil dos parlamentares eleitos para as 11ª e 17ª legislaturas. Com esse dado espera-se entender se o perfil importa para a responsividade. Ademais, a pesquisa apresenta levantamento e análise da produção legislativa no período escolhido, a partir de um recorte temático das proposições, nos quais foram selecionados projetos ligados à representação de minorias, no período de 1987 a 1990 e de 2011 a 2014. Por fim, foram realizadas entrevistas com dez deputados, as quais se mostraram fundamentais para se analisar os fatores que levaram a atuação em defesa de projetos direcionados para as minorias. O volume desta representação na ALMG foi considerado pouco, 11,39% do total de projetos elaborados e percebe-se que existe uma atuação para minorias, mas para grupos que não são minoritários quantitativamente, e sim para questões de relativo consenso social. / This research focuses on the responsiveness of the deputies of two legislatures of the Assembleia Legislativa de Minas Gerais in relation to those represented, with regard to the promotion of the interests of minority groups. It has as a general problem the understanding of what are the factors that influence the defense of the interests of minorities. To this end, it runs first the liberal theories of representative government and the criticisms of feminist theorists and group representation as to the debate about how the interests and demands of society would be present in the legislative spheres. Second, the dissertation presents empirical research from a case study of the ALMG. Statistical data were used, which have as sources the TSE and ALMG sites in order to identify the profile of elected representatives for the 11th and 17th legislatures, with this data it is expected to understand if the profile matters for responsiveness. In addition, the research presents a survey and analysis of the legislative production in the chosen period, based on a thematic clipping of propositions, in which projects related to the representation of minorities were selected in the period from 1987 to 1990 and from 2011 to 2014. Finally, interviews were conducted with ten deputies, who were fundamental for analyzing the factors that led to the action in defense of projects directed to minorities. The volume of this representation in the ALMG is considered little, 11.39% of the total of projects elaborated and it is noticed that there is an action for minorities, but for groups that aren’t quantitatively minority, but for questions of relative social consensus.

Esta Dissertação de Mestrado pretende a partir de uma análise sobre a representatividade quantitativa e qualitativa dos mandatos das deputadas estaduais negras brasileiras, pensar as relações entre poder, gênero e raça em uma sociedade patriarcal. Para tanto, utilizaremos como amostra quatro mandatos de deputadas negras das Assembleias Legislativas dos estados da Bahia e São Paulo, durante o período de 2011 a 2014. O objetivo desta Dissertação é primeiro demonstrar que o cenário da democracia parlamentar brasileira mantém traços similares de gênero e raça que não coincidem com a real diversidade étnica/racial e de gênero que compõe a sociedade brasileira e em segundo, constatar que os mandatos das deputadas estaduais negras influenciam e resultam na implementação de mais políticas transversais que buscam a promoção da igualdade racial e de gênero e de combate ao racismo e ao sexismo / This Master\'s Dissertation intends to reflect upon the relationship between power, gender and race in a patriarchal society from an analysis of the quantitative and qualitative representativeness of the terms of the black female deputies from Brazilian states. To this end, we will use as a sample four terms of black female deputies of the Legislative Assemblies of the states of Bahia and São Paulo during the period from 2011 to 2014. The purpose of this dissertation is to first demonstrate that the setting of the Brazilian parliamentary democracy holds traits of gender race that are similar but that do not match the real ethnic/racial and gender diversity that makes up the Brazilian society, and secondly, to verify that the mandates of black female state deputies influence and result in the implementation of more crosscutting policies that seek to promote racial and gender equality and to fight racism and sexism

Paralelo a isso, analisou-se a existência ou não de diferenças em função da diversidade regional das parlamentares brasileiras. Desse modo, adotou-se como hipótese que as parlamentares eleitas em 2010 possuemcaracterísticas em comum em termos sócio-econômicos e apresentam carreiras políticas similares, fato que foi confirmado na pesquisa. Neste sentido, a presença destas representantes, devido ao acúmulo de capital político, impulsionou a carreira consolidada das parlamentares. A análise dos dados da pesquisa ocorreu através do estudo das trajetórias das deputadas, observando seus perfis através de informações extraídas das páginas eletrônicas das Assembleias Legislativas, Tribunal Superior Eleitoral, Blogs das deputadas estaduais, bem como a análise descritiva e comparativa das parlamentares. Por fim, diante das análises realizadas cabe apontar algumas questões para serem apreciadas com pesquisas futuras, relacionadas às carreiras políticas femininas. Essas se situam, principalmente, no fato de existir um número pequeno de mulheres eleitas aos Parlamentos Regionais (poder supranacional). Isso configura um aspecto de significativa influência para a homogeneidade nas carreias políticas apresentadas neste trabalho. Ou, como indica a bibliografia sobre a carreira política, a homogeneidade nas carreiras políticas está voltada ao fato dessas parlamentares, mesmo sendo mulheres, pertencerem a uma elite política. / This study sought to investigate the presence and women's political career in the state of Brazil elected in the 2010 legislative elections, in order to identify factors that are crucial to building their political careers, from the contact networks that favor the entry and the permanence of women in the political field. Parallel to this, we analyzed the existence of differences depending on the regional diversity of Brazilian parliamentarians. Thus, we adopted as hypothesis the notion that specific characteristics of women who are in electoral politics have a similar political career between state legislators, a fact that was confirmed in the survey. In this sense, the presence of these representatives due to the accumulation of political capital, boosted consolidated parliamentary career. The analysis of the survey data occurred by analyzing the trajectories of MPs, watching their profiles through information extracted from the electronic pages of the Legislative Assemblies, the Superior Electoral Court, Blogs of state deputies, as well as descriptive and comparative analysis of parliamentarians. Finally, on the analyzes it is to point out some issues for consideration in future research related to women's political careers. These are located mainly in the fact that there is a small number of women elected to regional parliaments (supranational power). This sets up an aspect of significant influence to the homogeneity in political carreias presented in this paper. Or, as indicated by the literature on the political career, the homogeneity in political careers is facing the fact that these parliamentarians, even as women belonging to a political elite.
