Macroeconomics without laws : methodological and theoretical aspects

This study develops an economic methodology in which,behavioural laws (in the sense of necessary connections between cause and effect) play no essential role. Hayek and Menger are important sources of inspiration. Economic behaviour is explained by way of tendencies rather than laws and insight into economic phenomena is gained by laying bare their "action structure" in which behavioural explanation and behavioural laws play no role. This methodology is applied to the explanation of macroeconomic coordination. The appropriate equilibrium conditions are developed and the relevant tendencies away from or towards equilibrium are identified. The institutions responsible for these tendencies are identified and anarysed. In the light of these findings, pre-Keynesian macroeconomics, the macroeoconomics of Walrasian theory, as well as Keynes's General Theory itself are critically assessed. / Economics and Management Sciences / D. A Translation Study of Silentium! by Wolf Haas

abstract: Wolfgang Haas is an award-winning Austrian author known primarily for his entertaining and quirky detective novels which follow the misadventures of Simon Brenner, an Austrian private investigator. These novels are notable for their subtle and not-so-subtle critiques of contemporary Austrian society and culture, their sometimes grisly content, and their unique and colloquial use of the Austrian variety of the German language. Haas has received numerous literary awards in the German-speaking world and attributes his success to the unique way he tells his stories, rather than the stories themselves. Of the seven Brenner novels that have been published thus far, only one is available in English translation, and he remains virtually unknown in the English-speaking world. This thesis includes a brief biography of Haas and an overview of his career, an analysis of his unique writing style and the problems they pose for a translator, and an English translation of the first two chapters of the novel Silentium! O objetivo desta dissertação é investigar as contribuições à teoria de processo de mercado feitas pelos principais economistas da Escola Austríaca desde o seu ressurgimento na década de setenta do século XX. Inicialmente situam-se os problemas tratados pela teoria de processo, apresentando-se as contribuições anteriores realizadas por Hayek nas décadas de trinta e quarenta, em especial o que ficou conhecido como o "problema do conhecimento" deste autor. A partir disso, estudam-se as contribuições das duas figuras principais do ressurgimento da escola, Ludwig Lachmann e Israel Kirzner. A investigação privilegia o estudo das implicações do subjetivismo para a teoria do processo de mercado do primeiro e a teoria da atividade empresarial do segundo. Segue-se com o debate ocorrido na década de oitenta que confronta as idéias desses dois autores a respeito da existência de uma tendência ao equilíbrio de mercado. Conclui-se com alguns desenvolvimentos mais recentes da teoria. A obra dos autores, o debate entre eles e as contribuições posteriores são analisadas sob o ponto de vista da epistemologia evolucionária de Popper. / The purpose of this dissertation is to investigate the contributions to the theory of market process made by the most important economists of the Austrian School since its revival in the seventies. We initially pose the problems the theory of market process deal with, showing the early contributions to that theory made by Hayek in the 30´s and 40´s, specially what was known latter as his "knowledge problem" After this, we study the contributions of the two leading figures of the revival, Ludwig Lachmann and Israel Kirzner. The investigation focus on the former’s study of the implications of subjectivism to market process theory and the latter's theory of entrepreneurship. After that, we deal with the debate that happened in the 80´s, confronting the views of the two authors concerning the existence of a tendency toward market equilibrium. We conclude with some more recent developments of the theory. The work of the authors, the debate among them and the latter contributions are discussed under the view of Popper's evolutionary epistemology.

This thesis compares the tax legislation of business corporations and their members in Czech and Austrian law. The aim of the thesis is to describe different taxation systems of business corporations in the Czech Republic and in Austria, and to compare certain aspects of their taxation regimes, and to draw conclusions and de lege ferenda recommendations from performed comparison. The initial part of this thesis briefly describes business-related aspects of Czech and Austrian business companies, because these aspects form the basis and are a prerequisite for understanding of their taxation. The merits of this thesis begins with a description and an analysis of the elements of corporate income tax in the Czech Republic, followed by a more detailed analysis of selected non-tax deductible expenses. The following part relates to a particular taxation regime of Czech business companies and to the determination of the corporate income tax of Czech resident taxpayers. This part is divided into income taxation of capital companies and their members and shareholders and into income taxation of partnerships and their members. Practical knowledge is also mentioned. The aim of the thesis is to compare liberal approach in science disciplines of international affairs and economy. The thesis is divided into four chapters. In the first chapter is characterized historical background and sources of liberal thinking. Next two chapters focus on liberalism presented by international affairs science and by austrian school of economics. The fourth chapter contains the comparison of these two approaches. The aim is to find logical relationship, common characteristics and differences. Conclusion summarizes gathered knowledge and evaluate final results in comparison with selected aims.

Quality assessment for register-based statistics - Results for the Austrian census 2011

In 2011, Statistics Austria carried out its first register-based census. Advantages of using administrative data for statistical purposes are, among others, a reduced burden for respondents and lower cost for the National Statistical Institutes (NSI). However, new challenges, like need for a new approach to the quality assessment of this kind of data arise. Therefore, Statistics Austria developed a comprehensive standardized framework to evaluate data quality for register-based statistics. In this paper, we present the basic concept of this quality framework and provide detailed results from the quality evaluation of the Austrian census of 2011. More specifically, we derive a quality measure for each census attribute from four complementary hyperdimensions. The first three of these hyperdimensions address the documentation of data, the usability of records and an external data validation. The fourth hyperdimension focuses on the quality of data imputations. The proposed framework combines these different quality-related information sources for each attribute to form an overall quality indicator. This procedure allows to track changes in quality during data processing and to compare the quality of different census generations.

The entrepreneur according to the Austrian school

This thesis explores the concept of entrepreneurship. It aims at answering the question: does the Austrian view provide a comprehensive framework for the analysis of entrepreneurship? For this purpose the problem is separated into three main objectives: to trace its development, to describe its foundations and to explain its principal features. In order to achieve these objectives, the study is divided into six chapters. Chapter 1 outlines the historical origins of the Austrian School. Chapter 2 describes the uniqueness of the individual as the foundation of Austrian economic theory. Chapter 3 explains how individuals act in a society. Chapter 4 covers the idea of the market as a process. Chapter 5 analyzes the role of the entrepreneur. Finally chapter 6 presents some case studies from the IT industry. The thesis examines the process of privatization in Austria in the 1990s and its relation to the change of consociationalism. The privatization of the Austrian economy was not only a big economic, but political event of the modern Austrian history. The public sector of economy which included seven dozens of manufacturing firms and two large state banks, became an important part of the consociational political culture which aim on achieving of social consensus. The thesis presents the historical, economic and political development of the Austrian public economy and conditions of decision-making of two big political parties as representatives of two main social-political camps, SPÖ and ÖVP, in the privatization issue. Moreover, there is presented in detail the process of financial rehabilitation and privatization during the governing of the "big coalition" of the Austrian social democratic party and the Austrian people's party (1986-1999). In the final part of the thesis is judged whether (and how) contributed the privatization of the state economy to the change of the political culture of consociationalism from the point of view: a) electoral dominance SPÖ and ÖVP, b) social partnership, c) position Austria in the international political and economic relations.

The extraordinary political success achieved by the Austrian Freedom Party (FPÖ) under the leadership of Jörg Haider during the 1990s is widely known as the ¿Haider Phenomenon¿ in academic literature. This thesis is a cultural-historical investigation into the roots of Haider¿s political breakthrough in Austrian politics during the 1990s. My aim has been to try to understand this political phenomenon in the context of Austrian cultural and historical forces and set out the political developments that enabled Haider (almost) to achieve the Austrian Chancellorship in 2000. There is already a considerable amount of scholarship available on this subject ¿ particularly in German. This thesis aims to enrich this scholarship by uncovering some previously neglected cultural-historical aspects relating to the rise of Haider. During my research, I found a rich vein of sources pointing to the centrality of Kultur in any understanding of political-historical developments in 20th century Austria. This is certainly the case in regards to Haider¿s FPÖ, which actually initiated a Kulturkampf as part of their populist political strategy in the 1990s. This study will also add to the body of work about the growth of right wing populism throughout Europe in the last twenty years. More importantly however, my thesis highlights the importance of focusing on local and country-specific aspects of such a political phenomenon in order to explain the causes of its success. Otherwise, there is a danger of superficial or generalized conclusions being made that distract from a deeper comprehension of events.
