We live in the time when humanity is often threatened by exceptional affairs, which affect health or lives all of us. To stop or overcome dangerous impacts of these exceptional affairs in society logistic system is built, which eliminated these impacts. This thesis is focused just on this system which is prepared to solve exceptional affairs its devices and resources. In the Czech Republic it is secured solution of the affairs by public administration, which provides basic logistic support. The Fire Rescue Brigade of the Czech Republic is a basic link of a logistic chain. Last years the population of the Czech Republic could make sure about need of logistic support either during devastating floods or tragic accidents. The knowledge of procedures and practical skills of an activity of precautions of protection of population is one of the basic conditions its successful realization while an exceptional affair occurs. The aim of the thesis was to find out and to evaluate the state of a logistic support in a section of protection of the population in public administration with a focus on municipalities with extended activities on a base of crisis management department staff and inhabitants given municipalities. The whole research was aimed so, that after accomplishment of research with the aid of conducted interviews with public administration staff was obtained information about logistic support of particular towns. The view of knowledge and awareness of inhabitants of particular towns was gained by analysis of data obtained by questionnaire survey. Simultaneously this information reflects a general view of a real state of awareness of these inhabitants from the side of council halls. The municipalities with extended activity Týn nad Vltavou, Písek and Tábor include lots of other municipalities. If the thesis should dedicated all of them in a detail, the work would be very comprehensive. That is why it is focused with only particular towns. The methodology of work consisted of collecting theoretical information obtained especially from professional literature, websites and valid laws. In order to find out logistic support and state of awareness of inhabitants conducted interviews (included 21 questions) with crisis management department staff were accomplished. Afterwards the questionnaire, which focused on this issue, was handed over chosen inhabitants.

Abstrakt The diploma thesis is focused on the issue of securing serviceability of decontamination sites using the forces and the means available after cancellation of rescue battalions, and on the current position of the Fire Rescue Service. The objective of the thesis was to draw attention to the problem arising from insufficient securing of decontamination after cancellation of the rescue battalions intended for this activity. The output of the analysis of the present state and the state before cancellation of the rescue batallions is the finding that the solution currently used to secure decontamination is less effective. Therefore I have proposed a more effective solution based on maintaining rescue battalions together with the Fire Rescue Service. The raised hypotheses were confirmed through the concise charts that addressed the capabilities of the rescue units and the communication between individual brigades and departments will be verified in the planned exercise ZÓNA 2010 that will take place from 22 to 23 September 2010. In my thesis I made use of the available literature, findings from my bachelor thesis and from exercises ZÓNA 2007 and ZÓNA 2008, observations of experts, and terrain reconnaissance leading to proposing a suitable decontamination site. The thesis includes a proposal of a decontamination site in Hluboká nad Vltavou {--} Zámostí. I believe that there would be justification for submission of this proposal to the competent bodies. I regard my thesis as a good material for assessing the current state of this issue, proposing various solutions, and returning to greater care of citizens, as it used to be in previous year.

The topic of this thesis is evaluation of management of local voluntary fire brigade units of category JPO II and JPO III in the district of Jindřichův Hradec and suggestions to its amendment. The contents of the thesis is permanent organizational, technical and professional competence which is the essential prerequisite for their setting to rescue and liquidation jobs at emergency events and in critical situations. The goal of the thesis was to judge the management further to the professional training by description of the way of achieving professional competence and realizing professional preparation of local fire brigade members, and to try to find out possible imperfection or unbalanced state between requirements and factual situations. The technique of questionnaires and auricular discussions were used to explore if professional training is carried out regularly and with proper coverage and quality set for the category of fire brigade units of JPO II and JPO III. Through the achieved results of the research the level of management of local voluntary fire brigade units of the category JPO II and JPO III in the district of Jindřichův Hradec has been ascertained. The results of the questionnaire research have shown that the organizational, technical and professional competence is below standard. This allegation can illustrated by the combination of replies in the questionnaires. The research sample was formed by 16 local units of voluntary firemen with 229 active members. In order to improve the situation some procedures have been suggested to eliminate the imperfection. Primarily it is necessary to focus to thorough following the laws, regulations and rulings which are concered with the given points at issue, including checking of their fulfilment. If it is impossible to achieve improvement of duality of organizational, technical and professional competence then it is advisable to talk about the way how to change the relevant legislation followed by optimization of the required prerequisite for ensuring the units preparedness. The members of the local voluntary fire brigade units are required to achieve too high level of knowledge and preparation in comparision with the time assigned to management at present. The set of organizational, technical and professional training as a whole is not complied by any local voluntary fire brigade unit belonging to category II and III of fire protection unit.

Final part of thesis evaluates contribution of Raman spectrometry for fast indentification of unknow compounds for Fire Rescue Brigade in the Czech Republic.

This diploma work is aimed at the use of infrared spectrometry by Fire Brigade Units of the Czech Republic. A new portable instrument True Defender FT produced by Ahura was used for this purpose. It was lent by the Institute of Citizens´Protection in Lázně Bohdaneč. The goal of this work is to get acquainted with this instrument and to evaluate its ability to identify unknown substances. Experimental part was aimed at the testing of this spectrometer with the help of model sample set, containing samples from real situations solved by members of Fire Brigade Units of the Czech Republic. Possibilities of mobile infrared spectometer True Defender FT and mobile Raman spectometer First Defender are finally compared.

Within the Southern Moravia region, it analyses the statistical data of the Fire Rescue Brigade of the Czech Republic with relation to the road accident interventions, and it analyses the position of the individual units of the Fire Rescue Brigade of the Southern Moravia in the above system. The dissertation discusses relation between the forensic engineering and the Fire Rescue Brigade of Czech Republic and stresses the possibilities of cooperation.

Part of the resistance against the Nazi Germany were partisan troops operating in the Protectorate of Bohemia and Moravia. They arose in mountainous and forested areas - particullarly suitable terrain was at Moravia-Slovak border, the Moravia-Silesian Beskids and the region Wallachia. The first partisan units were formed there in the spring of 1942 but the major resitance started only after the partisan unit led by Ján Ušiak and Dajan Bajanovič Murzin crossed the border from Slovakia to Moravia and I. Czechoslovak Partisan Brigade of Jan Žižka was founded. This thesis deals wiht the activities of querilla units operating in Wallachia during World War II. It primarily focuses on the troops whitch were part of I. Czechoslovak Partisan Brigade of Jan Žižka therefore is set mainly in the final period of the war, that is 1944-1945. The aim is to analyze life in the partisan units and the problems that the partisans had to face. In selected cases, the close supporters of the guerillas will also be reflected. Most of the professional literature on the topic of the partisan movement focuses mainly on the description of fighting, diversion and sabotage actions or other significant moments in the activities of partisan groups. The evolution and development of the Australian Light Horse, 1860-1945

Despite the place that the Light Horse occupies in Australia???s military history and the national martial mythology, there has not yet been a scholarly attempt to investigate the evolution and development of Australia???s mounted branch. This thesis is the first attempt to fill this gap in our knowledge and understanding of the history of the Australian Army. In doing so it will consider the ways in which the Light Horse evolved, the place it had in defence thinking, the development of its doctrine, its organisational changes and the way in which that organisation and its men interacted with their society. This thesis firstly analyses the role and place of the mounted soldier in the British and colonial/dominion armies in the late nineteenth and early twentieth centuries before going on to examine what effects the debates about this had on the development of Australia???s mounted troops. It will find that in the nineteenth century the disparate mounted units of the Australian colonies were established mainly along the organisational model of the mounted rifleman. Influenced by social ideas about citizen soldier horsemen and a senior officer with firm views, this model continued to be used by the new Light Horse until well into the First World War. During that war it was gradually discovered that this military model had its limitations and by the end of the war much of the Light Horse had become cavalry. This discovery in turn meant that during the inter-war period cavalry continued to be part of the army. Analysed in depth also are the many organisational changes that affected the mounted branch during its existence. Some of these reflected doctrinal and tactical lessons, and others were the result of various plans by the government and military authorities to improve the army. It will be seen that regardless of these plans part-time citizen horse units continued to have many problems and they rarely came to be what the government wanted of them. That they were as strong as they were was testimony to the efforts of a dedicated and enthusiastic few.
