The apartheid city and its labouring class : African workers and the independent trade union movement in Durban 1959-1985

This thesis examines the emergence and development of the African working class in Durban between 1959 and 1985. It begins with an analysis of Durban's economy, which significantly changed .the lives of Africans. It shows how, during an era of economic boom, of intensive state repres•ion and unparalleled social engineering, the state intervened in the shaping of the African community and created the oppressive setting of the African working class, which was to pose the greatest challenge to the established order. The forced removals of the underclasses to the newly established apartheid townships during the late 1950s and early 1960s had a profound influence on the social and political history of this working class. Once African trade unions had been crippled and formal oppositional politics crushed, South African industrial relations enjoyed relative "peace" which was disturbed by the covert forms of worker resistance. In the 1970s the economic position of Durban's African working class was rather tenuous, as earnings had remained static since the 1960s despite the booming economy. Because of this, urban workers felt social and economic pressures from both apartheid and capitalism and responded in a way that shocked both employers and the government. In January 1973 Durban was rocked by strikes, which broke the silence of the 1960s when the South African Congress of Trade Unions declined and the African National Congress and Pan-African Congress were banned. The outbreak of the 1973 Durban strikes marked a new beginning in the labour history and industrial relations of Durban and South Africa in general. A new blend of African independent trade unions emerged with their distinctive style of organisation. They focused on factory-based issues which reaped benefits for the workers in the long-run and managed to sustain pressure from both the state and employers. During this period, however, the African working class paid a high price, enduring miserable conditions, earning wages below the poverty line, experiencing a breakdown in family structure, and living with crime and violence, police repression and the criminalisation of much social and economic life. By 1985, these unions had established themselves so firmly that the state regarded them as a serious challenge. Indeed, the making of Durban's African working class was no easy task and its history shows suffering, change, mobility and accomplishment. / History / D. Litt. et Phil. (History)

Pupil identity formation with special reference to the black adolescent

The research was undertaken to determine the way in which the Black adolescent forms a pupil identity. Special attention was focussed on the various relationships formed by th~ Black adolescent within and outside the school environment. Literature indicates that pupil-identity is one of a variety of identities formed. Once a positive pupil-identity is established, the adolescent is in a position to actualise himself adequately. The empirical research was undertaken by administering a questionnaire to 555 Black secondary school pupils. The questionnaire comprised four categories namely, the adolescent's relationship with the self, parents, peer-group and the school. It was found that each of the four categories showed a significant positive correlation with pupil-identity formation. The development of a strategic model for long-term sustainability of black economic empowerment in South Africa

Thesis (MBA)--Stellenbosch University, 2005. / ENGLISH ABSTRACT: The Broad-based Black Economic Empowerment (BBBEE) Act, Act 53 of 2003, has made it essential that businesses with more than fifty employees become black empowered in the shortest possible time frame (2-3 years) which is both practically possible and economically feasible. The aim with government's introduction of BBBEE is to address inequalities resulting from the systematic exclusion of the majority of South Africans from meaningful participation in the economy. With the introduction of the BBBEE Code of Good Practice, compliance with the requirements as set out by the government was further defined. A balanced scorecard has been introduced by the Department of Trade and Industry that assists companies to measure their level of integration. Compliance to the legislation has become a necessity for businesses in South Africa to be competitive and to grow. The balanced scorecard and the ever mounting pressure to be competitive have resulted in black economic empowerment (BEE) transactions being more focussed on equity deals than on truly empowerment. A hypothesis is that these types of transactions would not be sustainable due to the nature of the relationships and seeming lack of strategic processes. With the current balanced scorecard, there is also no provision made for the measurement of sustainability. To be competitive remains the key to any business' strategic objectives. This would therefore imply that the BEE transactions should hold a competitive advantage for the business and promote the objective of black economic empowerment as a socioeconomic process, ultimately contributing to the economic transformation of South Africa. It is within this context that the study explored the application of growth strategies and the modelling of these strategies to BEE. An exploratory and mainly descriptive research study was conducted to determine whether a model for sustainable empowerment could be developed using the strategic growth strategies as the framework. Each strategy, namely diversification, mergers and acquisition and strategic alliances was evaluated in terms of its contribution to the competitive advantage of a company. Using the principles from a strategic growth perspective it is believed that a number of concerns for small and medium size businesses in South Africa could be addressed. These include amongst others, growing more competitively through diversification into the core business, selecting partnerships/alliances that match the strategy of the company, avoiding fronting through the establishment of strategic alliances based on the improvement of efficiency and effectiveness, transferring skills and knowledge through diversification, strengthening existing business domain through an alliance that enhances the core strengths of a company. The recommendation to apply a more strategic model to BEE also resulted in the recommendation of a more comprehensive tool to measure the effectiveness and the sustainability of the growth strategy. A recommendation is made to apply the balanced scorecard and to integrate the strategic objectives of the company with the BEE objectives defined by government. The result is a model that reflects the sustainable competitive advantage of a business aligned with its vision and mission. Both the competitive advantage and sustainability are therefore addressed through the model application that would, in all likelihood, also prove to have a direct effect on the financial outcome of the business in the future. BEE, in its legislative form, is unique to South Africa and is a strategic tool to contribute to the economic transformation of South Africa. In a country that is in the process of creating a new middle class, this model could have a distinct impact on other developing countries in the world and further research on the application of a sustainable BEE model to create economic prosperity in the developing society could prove to be of significant value. / AFRIKAANSE OPSOMMING: Ingevolge die Algemene Swart Ekonomiese Bemagtigings (BBBEE) Wetgewing, Wet 53 van 2003, is dit vir sake-ondernemings met meer as vyftig werknemers noodsaaklik om swart bemagtiging in die kortste moontlike tydsbestek (2 - 3 jaar) in werking te stel; 'n tydsduur wat beide prakties haalbaar en ekonomies uitvoerbaar is. Die meerderheid Suid- Afrikaners is van enige betekenisvolle deelname in die ekonomie stelselmatig uitgesluit en die regering se oogmerk met die implementering van die BBBEE is om dié ongelykheid uit die weg te ruim. Met die invoering van die gedragskode is die vlak van inskiklikheid meer breedvoerig gedefinieer. Ter wille van mededingendheid en groei het dit vir sake-ondernemings noodsaaklik geword om hierdie betrokke wetgewing te ondersteun. Die ewewigtige meetinstrument en die voortdurende druk om 'n hoër vlak van mededingendheid het tot gevolg dat daar meer gekonsentreer word op gewone aandeletransaksies as op ware bemagtiging. 'n Hipotese is dat hierdie tipe transaksies nie volhoudbaar sal wees nie weens die aard van die verhoudings en skynbare gebrek aan strategiese prosesse. Die aanbeveling om 'n meer betekenisvolle model vir BEE toe te pas het gelei tot 'n aanbeveling vir 'n meer toepaslike instrument om die doelmatigheid en standhoudenheid van die groeistrategie te meet. Ook word aanbeveel dat die ewewigtige meetinstrument toegepas word en die strategiese doelwitte van die maatskappy te integreer met die BEE doelwitte, soos deur die regering gedefinieer. Die uitkoms is 'n model wat die volhoubare mededingende voordeel van 'n sake-onderneming, gerig op sy visie en missie, weerspieël. Beide die mededingende voordeel en volhoubaarheid word dus aangespreek deur die toepassing van die model, wat in alle waarskynlikheid ook sal bewys dat dit 'n direkte invloed op die toekomstige finansiële uitkoms van die sake-onderneming sal uitoefen. BEE, in sy wetgewende formaat, is eie aan Suid-Afrika en is 'n strategiese instrument wat bydra tot die ekonomiese transformasie van Suid-Afrika. In 'n land wat in die proses is van die skepping van 'n nuwe middelklas, kan hierdie model 'n besliste uitwerking hê op ander ontwikkelende lande in die wêreld. The role of industries in providing basic life-skills education to unskilled black employees in the Empangeni/Richards Bay industrial areas

Thesis (MPhil)--Stellenbosch University, 2001. / ENGLISH ABSTRACT: Historically, the majority of South Africans were denied access to free, compulsory and general education (National Multi-Plan, 1997:1). This means that many citizens did not have access to that educational foundation necessary for further learning, quality employment opportunities or even full and active social and political participation. Various arguments throughout this study imply that the South African education system presented unequal educational opportunities for most of its people. In this case, Black Education failed to produce people with the necessary skills for our economy. To compensate these people, the opportunities for education should be created everywhere in schools, sports clubs, NGOs and more importantly, in workplaces because education is the key for survival. Due to the need for economic growth and the need for skilled workers, large numbers of adults should be provided with extensive adult education. In other words, industries should become educational centres where employees could be equipped with numeracy and literacy programmes which would improve production and basic life-skills necessary to meet the demands of the economy at large. The study sought to find out "what role the two industries play in providing basic life-skills education to unskilled Black employees in the Empangeni/Richards Bay industrial areas". This was an empirical survey involving the target population of unskilled Black employees and facilitators of the adult education programmes of the lllovo Sugar Milling and Spoornet industries. In this study two different types of questionnaires were designed and used to ascertain the respondents' disposition towards adult education programmes. In each industry one questionnaire was administered to the unskilled Black employees and another to the facilitators of adult education progarmnes. The research sample comprised of seven unskilled Black employees from lllovo, twentyfive unskilled Black employees from Spoomet, two facilitators from Illovo and another two facilitators from Spoornet industries. The data collected from the sample attempted to answer the following research questions: ./ What basic day-to- day life-skills are needed by unskilled Black employees in the industries? ./ How effective are these programmes to unskilled Black employees in the industries? ./ How accessible are these programmes to unskilled Black employees? These questions necessitated a literature study and an empirical survey as research tools. It has emerged from the study that adult education is seen as an agent for social change and instrument for social development. The study seeks to assess the extent to which these programmes: .:. Fulfil the day-to-day basic needs of unskilled Black employees, in for example, financial management or identifying and using sources of informatiom like directories and maps . •:. Fulfil the literacy and numeracy needs of unskilled Black employees, in for example, appending signatures, reading newspapers and bank forms . •:. Cultivate good habits in the workplace such as punctuality, time management, safety precautions and proper procedures. The findings reveal that adult education programmes in industries were valuable and useful to employees as they were able to transfer the skills acquired from the programme to the real world situation. These life-skills included counting money, writing names and letters, appending signatures, reading newspapers and safety precautions signs, understanding road signs and making telephone calls. The researcher concludes with a number of recommendations including the following: ~ Each industry should establish a building named a 'college' or 'centre' within its premises where adult education programmes will be presented. ~ Each industry should have its own policy documents regarding the provision of worker life-skills education. ~ All workers have a right to paid education and training leave. This means that skilled, semi-skilled and unskilled workers should be entitled to four or six weeks of paid leave per year for further education throughout their working life. / AFRIKAANSE OPSOMMING: As gevolg van die historiese en politieke ontwikkeling in Suid-Afrika is die meerderheid van die bevolking toegang tot vrye, verpligte en algemene onderwys ontsê (National Multi- Plan, 1997: 1). Dit het tot gevolg gehad dat die meerderheid van die bevolking dus ook nie toegang gehad het tot verdere onderwys en gevolglik ook nie tot goeie werksgeleenthede en dus deelname aan die maatskaplike en politieke lewe ontneem is. In hierdie navorsing word minderwaardige onderwysgeleenthede wat aan die meeste swart mense gegee is uitgewys. Dit het tot gevolg gehad dat swart onderwys nie die opgeleide menslike hulpbronne kon lewer wat die ekonomie nodig gehad het nie. Ekonomiese groei is afhanklik van opgeleide menslike hulpbronne en om dit moontlik te maak behoort onderwysgeleenthede in groot getalle vir volwassenes geskep te word. Daarom behoort skoolfasiliteite, sportklubs, nie-regeringsorganisasies en die werkplek benut te word om onderwys aan die ongeletterde volwassene te gee. Dit impliseer dat nywerhede geleenthede vir geletterdheids- en syfervaardigheidsprogramme vir hulle werkers behoort te skep sodat hulle toegerus kan word met basiese lewensvaardighede en sodoende hulle lewenskwaliteit en produktiwiteit verhoog kan word. Met die navorsing is gepoog om vas te stel watter rol nywerhede in die Empangeni- /Richardsbaai-gebied speel in die verskaffing van onderwys in basiese lewensvaardighede aan hulle ongeskoolde swart werkers. Twee verskillende vraelyste en onderhoude is gebruik om data in te samel by 'n steekproef van die ongeskoolde swart werkers en die fasiliteerders van onderwysprogramme aan volwassenes by Illovo Suikermeule en Spoornet. Daar is gepoog om die respondente se houdings ten opsigte van onderwysprogramme aan volwassenes in dié twee nywerhede vas te stel. Die navorsinsteekproef het sewe ongeskoolde swart werkers en twee fasiliteerders van Illovo Suikermeule en vyf-en-twintig ongeskoolde swart werkers en twee fasiliteerders van Spoornet ingesluit. Met behulp van die ingesamelde data van die steekproef is gepoog om die volgende vrae te beantwoord: - Watter basiese lewensvaardighede benodig die ongeskoolde swart werkers in hierdie twee nywerhede? - Watter onderwysprogramme vir volwassenes is deur die twee nywerhede daargestelom in die onderwysbehoeftes in basiese lewensvaardighede van die ongeskoolde swart werkers te voorsien? Hoe toeganklik is hierdie programme vir die ongeskoolde swart werkers? Hoe effektief is die programme vir ongeskoolde swart werkers in die twee nywerhede? Om die vrae te probeer beantwoord was dit noodsaaklik om 'n literatuurstudie te doen, 'n vraelysopname te onderneem en onderhoude te voer. Die doelstellings met die navorsing was om te bepaal in watter mate die onderwysprogramme vir volwassenes in die twee nywerhede: voorsien in die daaglikse behoeftes van ongeskoolde swart werkers byvoorbeeld om hulle finansies te bestuur en om inligtingsbronne soos gidse en kaarte te identifiseer en te gebruik; voorsien in die geletterdheids - en syfervaardigheidsbehoeftes van ongeskoolde swart werkers soos die gebruik van 'n handtekening, die lees van koerante en die invul van bankvorms; lei tot 'n bewuswording en 'n besef van die belangrikheid van onderwys aan ongeskoolde swart werkers; ongeskoolde swart werkers voorberei om akademiese ondersteuning, soos byvoorbeeld hulpverlening met skoolwerk, aan hulle kinders te voorsien; 'n bewuswording skep van die maatskaplike, politieke, kulturele en ekonomiese verband waarin ongeskoolde swart werkers hulle bevind. Dit sluit die verskaffing van onderwys in basiese lewensvaardighede met betrekking tot vigs, gesinsbeplanning en kiesersopvoeding in; en die aankweek van goeie gewoontes in die werksituasie soos stiptelikheid. tydsbestuur, die toepassing van veiligheidsmaatreëls in die gebruik van korrekte procedures tot gevolg het. Die bevindinge van die navorsing dui daarop dat onderwysprogramme aan volwassenes in die nywerhede waardevol en nuttig vir die ongeskoolde swart werkers is aangesien dit hulle in staat stelom die vaardighede wat hulle aangeleer het na die werklike alledaagse lewenssituasie oor te dra. Hierdie vaardighede sluit onder andere in die tel van geld, die skryf van hulle name en briewe, die gebruik van 'n handtekening vir die ondertekening van dokumente, die lees van koerante en kennisgewings i.v.m. veiligheidsmaatreëls, die verstaan van padtekens en die maak van telefoonoproepe. Dit blyk ook uit die navorsing dat onderwysprogramme aan volwassenes as 'n werktuig van maatskaplike ontwikkeling beskou word. Die aanbevelings wat op grond van die bevindinge van die navorsing gemaak word, sluit onder andere die volgende in: Nywerhede wat groot getalle ongeskoolde swart werkers in diens het, behoort 'n beleid ten opsigte van onderwysprogramme in basiese lewensvaardighede aan werkers te hê. Elke nywerheid behoort fisiese fasiliteite vir die aanbieding van onderwysprogramme aan volwassenes op die perseel te hê. Hierdie fisiese fasiliteit kan 'n "kollege" of ,,s»entrum genoem wor d. Alle werkers behoort die reg te hê op vier tot ses weke betaalde onderwys-en opleidingsverlof per jaar.

Riglyne vir effektiewe klaskamerbestuur in "Township"-skole

M.Ed. / The central theme of this study is the development of guidelines to create more effective classroom management in "township" schools. In the research the focus is based on the factors which influence classroom management and what the learning facilitators would do for the improvement thereof. The investigator's involvement with classroom management and the run-up to this research will be enunciated in the following two paragraphs. The researcher is employed in the Department of Educational Management and Educational Studies of the Faculty of Health and Social Sciences at the Technikon Northern Gauteng. The Faculty of Health and Social Sciences has at task the training of learning facilitators that are principally accommodated in "township" schools after completion of their studies. With effect from 1996 a four year B.Tech (Education) degree course with Educational Management as a major subject is implemented at.the above-mentioned Faculty. Classroom management is a component in the instructional programmes of Educational Management and of which the researcher is co-responsible for the instructional presentation thereof. Indicators that are symptomatic of the undesired discipline in the schools have been observed during teaching practice. The indicators are among others a lack of punctuality and a high percentage of daily absenteeism. On the ground of the preceding discussion and prompted by regular reporting on the unacceptable functioning of some schools, as well as the poor annual school-leaving results, the aim of this study is to: -qualitatively determine what the present standing of classroom management in "township" schools is; and -lay down guidelines to establish effective classroom management in "township" schools. The findings of this study indicates that: various and diverse factors contribute to unproductive classroom management; classroom management is not separate (independent) actions, but is intertwined with the interests and needs of the school, parents, learners and a dynamic society. On the ground of the research results the investigator is of the opinion that short, as well as long-term solutions should be put into operation in making classroom management more productive.

The impact and related costs of implementing changes in the Broad-Based Black Economic Empowerment (BBBEE) codes of good practice on companies listed on the Johannesburg Stock Exchange (JSE)

A Research Report submitted in partial fulfilment of the requirements for the degree Master of Commerce in Accounting in the Faculty of Commerce, Law and Management at The University of the Witwatersrand September 2016 / Black Economic Empowerment (BEE) or Broad-Based Black Economic Empowerment (BBBEE) is an important means by which the South African government aims to address the social injustices of the past as well as eliminating inequalities between white capital and the black majority (Fauconnier and Mathur-Helm, 2008). The Department of Trade and Industry (DTI) has been tasked with overall responsibility for instituting and monitoring the laws that govern BEE. Since the introduction of the Broad-Based Black Economic Empowerment Act no. 53 of 2003 (Ferreira and Villiers, 2011) and the codes of good practice of 2007, a number of amendments were made in response to deficiencies identified, the most material being the Amended Codes of Good Practice of 2013, which were effective from 1 May 2015. This research paper sought to investigate the impact and cost implications of the 2013 amendments to the BBBEE Codes of Good Practice (new codes) on companies within the industrial goods and services sector of the Johannesburg Stock Exchange (JSE). This was done relative to the 2007 BEE Codes of Good Practice (old codes). The main purpose of the study was to explore the impact and related costs of implementing the changes in the BBBEE codes on a sample of JSE listed companies obtained from the Empowerdex Top 100 2015 survey. The sample selected was those companies in the industrial goods and services sector. The methodology used was an exploratory study using semi-structured, in-depth interviews with the executives responsible for BBBEE or transformation, as it sometimes called, in each company. While an interview questionnaire was used, the questions asked were fairly open-ended which allowed the subject to be explored fully in each setting. This enabled the researcher to also understand the practicalities of implementing the BBBEE codes within each company and each industry. The results of the study indicated that most companies found it difficult to maintain their BBBEE ratings, with indicative ratings showing a likely overall average drop of three levels. In addition, further discounting in the rating may result from not meeting the sub-minimum levels of the three priority elements. These elements are; ownership, skills development as well as enterprise and supplier development (ESD). Overall, in terms of the impact and challenges in implementing the new codes, companies found that the new codes were onerous, complex in some instances, vague in others, with a potential for misinterpretation and possible manipulation. ESD was found to be the most challenging of the new elements to implement and likely to have the most impact on companies, whereas skills development, which has been doubled from 3% to 6% of the payroll leviable amount, had the biggest impact in terms of cost as assessed on the new codes. Notwithstanding the perceived challenges, companies acknowledged that BBBEE was not only a moral imperative (Fauconnier and Mathur-Helm, 2008), but also a business imperative (Arya and Bassi, 2009) and a licence to trade in South Africa. The study had four main limitations. Firstly, that companies investigated were selected from the Empowerdex Top 100 most empowered companies 2015 survey, completed in May 2015. Within those, only the ones in the industrial and services sector were included in the study. Secondly, that all companies interviewed, regardless of sector, responded to the questions with respect to the generic scorecard, as no sector charters were enacted at the date of writing the research report. Thirdly, the ability to secure the appropriate number of interviews was key, which may affect the quality of the responses and conclusions reached. Finally, because the new codes were implemented on 1 May 2015, which is less than a year from the date of this research report, there is a limitation that limited information is available on the new codes. The effective implementation date of the new codes, means that very little research is likely to have been conducted on the new codes; or the likely impact they could have on companies; or the critical changes between the old codes (2007) and new codes (2013). The researcher hopes this study will enable greater understanding of the codes and assist listed and other companies in strategic decision-making (Horwitz and Jain, 2011) and implementation of transformation initiatives. Furthermore, issues raised as contentious, confusing or due for improvement can be further researched and possibly used by policy-makers as input to future changes in the codes. Further research can also be conducted three to five years from now when the amended codes have been in place for a period that allows implementation by companies. This can either be conducted using a case study that tracks the BBBEE strategies, initiatives and ratings over that period within one company. Alternatively, the researcher can select any one of the five elements and investigate how it has been implemented in different companies over a specific period. / MT2017

Identifying risk in small and medium enterprises: the case of black-owned SMEs In South Africa

In fulfilment of the requirements for the Master of Management in Finance and Investment at the Faculty of Commerce, Law and Management at the University of Witwatersrand Graduate School of Business, 2016 / The increasing number of BB-BEE policies and strategies aimed at supporting SMEs in South Africa is evidence that Black-owned SMEs are important for development of the country. Between 2007 and 2010, the number of SMEs grew by almost 60%, contributing approximately 61% of the country's GDP. In spite of the widespread financial support put in place by government agencies to support them, findings reported that SMEs in South Africa score a relatively high failure rate. Moreover, little is known about the causes of these high failure rates. This thesis aimed at filling the gap in the literature by identifying the risks that South African Black-owned SMEs face. In doing so, Black-owned SME owners/managers were interviewed across various industry sectors. This revealed that although these owners/managers were well educated and skilled, they did not believe that their staff were trained enough. The findings revealed financial risks were still the most prominent risks these SMEs face, which seemingly gave rise to other risk factors such as the lack of access to technological improvements or skilled labour, and their inability to set up or run effective marketing strategic plans. The gap between the supply of and the demand for financial support for Black-owned SMEs could be attributed to a number of factors, including red tape, bureaucracy, corruption, politics and an unstable economy. A number of implications followed from this. For the financial support to reach its target effectively, independent and transparent micro-finance institutions have to be in place. This needs to be coupled with the establishment of a platform for Blackowned SMEs that could be used to market Black-owned SME products and services. Another solution could be the design of SME-aligned skills transfer incubation programmes. Applying the results from this research, one should be careful to consider its limitations because of the small sample size and selection criteria, which imply that these results cannot be generalised beyond the scope of this study. / XL2018
