Análisis del periódico mexicano "La Jornada". Un modelo de comunicación alternativa en la era de la globalización

Por eso, es urgente desarrollar una reflexión sobre cómo los ciudadanos pueden exigir a los grandes medios de comunicación más ética, verdad, respeto a una deontología que permita a los periodistas actuar en función de su conciencia, una descripción en torno a ¿Cómo se ubica un medio o un proyecto comunicativo en este ámbito? ¿Cómo sabremos a qué objetivo obedece? Desarrollamos el estudio de La Jornada, una opción que se traduce en ahondar en el origen del diario, objetivos y fines del rotativo, propiedad de este medio, estructura del periódico y formas de gestión, características del mismo, condiciones laborales de sus trabajadores, líneas de financiación, rutinas de trabajo, protagonistas de la información y relación con los movimientos sociales, distribución, venta y tirada, características del sitio web y tipo de lectores, hábitos de lectura y consumo del medio e impactos. / Mass media and neoliberal globalization are closely linked. It is thus urgent to reflect on the means available to the citizens to demand greater ethics and truth from the Mass media, through a code of deontology enabling journalists to act according to their conscience and also through a description based on the following questions:How does a media, or a communication project, situate itself in that context? How will we know which objectives it pursues? We built up that study around La Jornada, focusing on the origin, means and objectives of the newspaper, its ownership, structure, management and characteristics. We also studied its employees’ working conditions, its credit lines, working routines and relation with social movements as well as its distribution, sales and circulation figures, not to forget its website traffic, readers’ profile, reading habits, and its impact.

Governmentality, pedagogy and membership categorization : a case of enrolling the citizen in sustainable regional planning

Over the past twenty years, the idea that planning and development practices should be ‘sustainable’ has become a key tenet of discourses characterising the field of planning and development. As part of the agenda to balance and integrate economic, environmental and social interests, democratic participatory governance arrangements are frequently purported to be necessary to achieve ‘sustainable development’ at both local and global levels. Despite the theoretical disjuncture between ideas of democratic civic participation, on the one hand, and civic participation as a means to achieve pre-determined sustainability goals on the other, notions of civic participation for sustainability have become integral features of sustainable development discourses. Underpinned by a conceptual and methodological intent to perform an epistemological ‘break’ with notions of civic participation for sustainability, this thesis explicates how citizens are enrolled in the sustainable development agenda in the discourse of policy. More specifically, it examines how assumptions about civic participation in sustainable development policy discourses operate, and unpacks some discursive strategies through which policy language ‘enrols’ citizens in the same set of assumptions around their normative requirement for participation in sustainable development. Focussing in on a case study sustainable development policy document – a draft regional plan representing a case of ‘enrolling the citizen in sustainability’ - it employs three sociological perspectives/methods that progressively highlight some of the ways that the policy language enjoins citizens as active participants in ‘sustainable’ regional planning. As a thesis-by-publication, the application of each perspective/method is reported in the form of an article prepared for publication in an academic journal. In a departure from common-sense understandings of civic participation for sustainability, the first article examines the governmentality of sustainable development policy. Specifically, this article explores how civic community – particularly community rights and responsibilities – are deployed in the policy discourse as techniques of government that shape and regulate the conduct of subjects. In this respect, rather than seeing civic community as a specific ‘thing’ and participation as corresponding to particular types of ‘activities’, this paper demonstrates how notions of civic participation are constructed and mobilised in the language of sustainable development policy in ways that facilitate government ‘at a distance’. The second article begs another kind of question of the policy – one concerned more specifically with how the everyday practices of subjects become aligned with the principles of sustainable development. This paper, therefore, investigates the role of pedagogy in establishing governance relations in which citizens are called to participate as part of the problematic of sustainability. The analysis suggests that viewing the case study policy in terms of relationships of informal pedagogy provided insights into the positioning of the citizen as an ‘acquirer’ of sustainability principles. In this instance, the pedagogic values of the text provide for low levels of discretion in how citizens could position themselves in the moral order of the discourse. This results in a strong injunction for citizens to subscribe to sustainability principles in a participatory spirit coupled with the requirement for citizens to delegate to the experts to carry out these principles. The third article represents a further breakdown of the ways in which citizens become enrolled in ‘sustainable’ regional planning within the language of the case study policy. Applying an ethnomethodological perspective, specifically Membership Categorization Analysis, this article examines the way ‘the citizen’ and ‘civic values and obligations’ are produced in the interactional context of the text. This study shows how the generation of a substantive moral order that ties the citizen to sustainable values and obligations with respect to the region, is underpinned by a normative morality associated with the production of orderliness in ‘text-in-interaction’. As such, it demonstrates how the production and positioning of ‘the citizen’ in relation to the institutional authors of the policy, and the region more generally, are practical accomplishments that orient the reader to identify him/herself as a ‘citizen’ and embrace the ‘civic values and obligations’ to which he/she is bound. Together, the different conceptual and methodological approaches applied in the thesis provide a more holistic picture of the different ways in which citizens are discursively enrolled in the sustainability agenda. At the substantive level, each analysis reveals a different dimension of how the active citizen is mobilised as a responsible agent for sustainable development. In this respect, civic participation for sustainability is actualised and reproduced through the realms of language, not necessarily through applied occasions of civic participation in the ‘taken-for-granted’ sense. Furthermore, at the conceptual and methodological level, the thesis makes a significant contribution to sociological inquiry into relationships of governance. Rather than residing within the boundaries of a specific sociological perspective, it shows how different approaches that would traditionally be applied in a mutually exclusive manner, can complement each other to advance understanding of how governance discourses operate. In this respect, it provides a rigorous conceptual and methodological platform for further investigations into how citizens become enrolled in programmes of government.

Didaktické zpracování tématu: Občanská a politická participace / Didactic analysis of the topic of civic and political participation

The diploma thesis deals with the concept of civic and political participation in elementary and secondary school. Introductory part of the thesis defines terms of civic and political participation, there are also findings about civic attitudes of young Czechs based on international comparative researches. The focus of the thesis is to analyze the representation of the theme of participation at different levels of the Czech education system and to compare the concept of the theme in curriculum documents of selected states. This is followed by an analysis of the approach to the topic of participation by authors of approved Czech textbooks. The analyzes show that the theme of participation is insufficiently embedded in the Czech national curriculum and these deficiencies are reflected in the approach to the topic in school educational programs and textbooks. In the light of these findings, a didactic analysis of the topic of participation is carried out. The diploma thesis sets down the theoretical minimum for a given topic. The last part presents proposals of didactic procedures in teaching focused on topics of civic and political participation. Additionally, the thesis recommends projects of non-profit institutions and other initiatives that focus on selected aspects of the topic of participation.

A participação cívica encontra-se presente em legislações de saúde, nos movimentos pela prevenção e promoção da saúde e nas conferências e conselhos de saúde. Este estudo busca contribuir com a discussão da existência de associação entre saúde e capital social. Foram verificadas associações entre taxa de mortalidade por causas externas – agressão e lesões autoprovocada – e participação ativa na vida associativa dos indivíduos, manifestações de interesse na organização da sociedade civil e atividade dos conselhos gestores municipais, em municípios com mais de 100.000 habitantes. Aplicou-se o método de regressão múltipla assimétrica no modelo skew-normal. Utilizaram-se como variáveis de controle: Coeficiente de GINI, renda per capita dos municípios, IFDM e o PIB. Os resultados mostram existência de associação entre as taxas de mortalidade e variáveis que captam aspectos do capital social. Mortalidade por agressão e mortalidade por lesões autoprovocadas apresentaram perfis diferentes de associação com variáveis relacionadas ao capital social. / The relationship between social capital and health has been studied for a long time. Civic participation is present in the laws of health, health promotion movements and other councils and conferences about health. This study intends to contribute to the discussion of the existence of an association between health and social capital. Associations were found between mortality from external causes - aggression and self-harm injuries - and active participation in associational life of citizens, expressions of interest in civil society organization and activity of the municipal councils in cities with more than 100,000 habitants. Method was applied in multiple regression assymmetric skew-normal model. Thus, some control variables were used: Gini coefficient, per capita income of the cities, municipal development Firjan index (IFDM) and the Gross National Product (PIB). The results show an association between mortality rates and variables that capture aspects of social capital. Mortality from aggression and self-harm mortality showed different patterns of association with variables related to social capital.

This thesis is focused on the possible influence of citizens on the development of education in the Blovicko and Přešticko regions through action planning. Citizens in the area can participate in the Local Action Plan for the Development of Education, which is implemented by the Local Action Group Aktivios and participate in processes focused on improving the quality of education. The starting points of the work are theoretical concepts of civic participation and social capital, in the context of which the project Local Action Plan for the Development of Education is presented. In the research part of the thesis are presented data from interviews, there are discussed questions how the involved citizens perceive the possibilities of civic participation, what they want to influence by their involvement and how are social ties and networks important for their work in the project. At the end are presented answers to the research questions and the theory with respect to the research results.

This thesis deals with the topic of low civic and political participation of children and youth in the Czech Republic. Participatory democracy theory and theory of civil society are used as starting values. The work deals mainly with organized civic and political participation of children and youth. It is shown, based on several international studies, that in comparison with other states the civic and political participation of Czech children and youth is of the significantly lower level. Area of youth participation falls within the national policy on youth and therefore this work describes basic public-policy documents that are related to the topic of participation of children and youth. In the frame of this work, analysis of the actors involved in the czech youth policy-making, was done. Possible ways of civic and political participation of children and young people, such as children and youth associations, school parliaments, political parties, academic senates, etc, are discussed as well The work identified the main causes of low civic and political participation of children and youth and also proposed specific measures which can help to increase the level of civic and political participation of children and youth in the Czech Republic.

The civic participation is an active approach of the citizen who has possibility of using more or less formalized tools to influence public affairs. This diploma thesis "Citizens participation in the town life on a case study in Mnichovice" will deal with civic participation in a small town close to Prague - Mnichovice. The level of participation will be analyzed by the OECD (information, consultation, active participation) town hall uses, what factors influence participation rates, what motivates people to engage in participation and what discourages vice versa and which particular forms of cooperation with citizens are effective for local public administration. The theoretical part of this diploma thesis deals with the historical development of civil participation in decision making processes, analyzes legislation of the Czech Republic to describe the theoretical participation and engagement in different types of participation in the various approaches and finally explores options of participation in a small town with 3200 residents, which is located in the suburbia of Prague, 30 km south-east from the center of the capitol city. Civic participation and apathy in South African Local Government : a case of Mankweng Township in Polokwane Local Municipality

Thesis (MPA.) -- University of Limpopo, 2022 / The purpose of local government is to promote the realisation of human rights, socio-economic development, and cultural, civil, and political rights to improve communities (Ojochenemi, 2016). Residents are known to be dissatisfied with the poor quality services provided by the local government, which has resulted in unending protests and apathetic citizens. The research focused on the nature of civic participation and the causes of civic apathy in Mankweng Township, as well as the mechanisms that can be implemented to increase civic participation in Mankweng Township and how citizens‟ awareness can be raised. The study discovered that there is high levels of civic apathy in Mankweng Township, which hinders the operation of the municipality, whether it is the service delivery process or the municipality's responsiveness to the citizen's needs, based on the literature, distributed questionnaires, and conducted interviews. Civic apathy also leads to poor governance, which leads to distrust between the government and the citizens. Recommendations were made to help Mankweng Township overcome the challenges of civic apathy; one of these recommendations included encouraging township participation.
