The Creative Economy, therefore, is inserted in this dicussion bringing these new elements to the center of the debate. The development potential of this new economy are real in Natal / RN, from, especially their link withim tourism. Thus, the intention of the work is to answer the questions: What is the weight of the creative economy in Natal? What are the issues that accelerate or hinder their development? To answer these questions we mapping the creative sectors on Natal?s economy, stressing labor and income figures, exercise already done by national and international organizations. The issues that connect the Creative Economy to education, R & D, cultural policy and tourism is also discussed. The review of the indicators related to these topics will be used to explain how they are configured as obstacle for the development of the creative economy in Natal/RN.

The choice of neighborhood is justified by the observation that changes in its urban setting have been growing in speedy way. We highlight the performance of the housing market, in partnership with the state, and the construction of condominiums and buildings closed by the housing program Minha Casa, Minha Vida. This has favored the reproduction of a new " urban reality in the neighborhood, setting an urban standard that differs from the original morphology, seen as peripheral within the urban dynamics of the city. The research is a qualitative study, through documents, interviews with stakeholders, and photographic documentation. In this perspective , we seek to understand the current phase (2000s) the production of space in the neighborhood process through the development of the housing market , as an extension of the urban development in central zone of Natal/RN, analyzing the performance of agents and their producers the "new " uses redefining the "old ". Thus, it can be seen that there is in the neighborhood, urban reality in a pluralistic constitution, from the existence of different social classes inhabiting the same space. On this way, the city is produced from the appropriation of space by different social classes, although due to the economic condition of each of them / A presente pesquisa objetiva analisar a configura??o urbana do bairro Planalto, Natal/RN, procurando desvendar os processos, os agentes e as contradi??es associadas ? produ??o do seu espa?o. A escolha do bairro justifica-se pela constata??o de que altera??es na sua configura??o urbana v?m acontecendo de forma acelerada. Destaca-se a atua??o do mercado imobili?rio, em parceria com o Estado, e a constru??o de condom?nios e edif?cios fechados, atrav?s do Programa Habitacional Minha Casa, Minha Vida. Esse fato tem favorecido a reprodu??o de uma nova realidade urbana no bairro, estabelecendo um padr?o urban?stico que se diferencia da morfologia original, tido como perif?rico dentro da din?mica urbana de Natal/RN. It presents as a thesis assumption that the nature of urban centrality is diverse in its contents, processes and forms, since it is the urban space permeated by equal diversity. It aims to explain the nature of urban centrality in Natal, considering the contents, processes and forms that constitute it, as well as the factors competing for its diversification. In order to reach the established goal, Henri Lefebvre's theory of Space Production seeks to understand the processes that have been unfolding in the urban context of Natal, from the 1980s to the present, from a dialectical perspective. It is as an aid to the reading of reality, it is based on important theoretical contributions concerning the theme of urban centrality, urban space and tertiary economy; it?s not neglecting the academic production on the subject, and on the City of Natal, from examining documents that also deal with the history of the city, official files with public agencies, databases, field research, interviews with public managers and leaders of organized civil society organizations. As a result of the investigative process, he explains that the nature of urban centrality in Natal is diverse and multicentric. Diverse, for having been revealed several dimensions of centrality, according to the nature of its contents: historical, cultural, symbolic, ideological and economic; It?s being the economic dimension of urban centrality prominent in urban space, and being permeated with the others, given that the city is a place of exchanges, in which the economic one becomes prominent, and presides over the production of the urban space. Multicentric, by the various urban centers that have been conforming since the formation of the nucleus of the historical center of Natal to the present, with the new centralities, resulting from the process of expansion of the modern tertiary in the city.

Nesta oficina, dividida em 10 encontros, prop?s-se a produ??o de minidocument?rios ? obras audiovisuais do cinema, mas tamb?m dos cineastas amadores que se interessam em registrar em som e imagem pr?ticas sociais do/no espa?o. Metodologicamente, para a coleta e an?lise de dados, utilizou-se a abordagem qualitativa, por meio de pesquisa bibliogr?fica e documental, observa??o participante, notas de campo, di?rios de bordo, registro de fotos, ?udio, v?deo e a an?lise dos tr?s filmes criados pelos discentes: Caic?: cidade do medo; Uma ilha em Caic?; e Caic?: a cidade que clama por ?gua. A estrat?gia de ensino se revelou como um caminho poss?vel para os educandos realizarem a leitura cr?tica do ?texto? audiovisual, problematizando as representa??es locais do espa?o urbano e suas paisagens constru?das por meio de t?cnicas espec?ficas. A experi?ncia realizada envolveu os alunos em situa??es de aprendizagem possibilitando o protagonismo juvenil, a motiva??o, a criatividade, a criticidade e a constru??o do conhecimento visando pr?ticas cidad?s. Pensar em m?todos de ensino que objetivem a alfabetiza??o audiovisual na Geografia ? inovar a pr?tica docente sensibilizando o alunado sobre os modos de ouvir/olhar, pensar e viver o cotidiano urbano. / Audiovisual language suggests ways of conceive and study the geographic space. The use of this representation by the Geography teacher is recurrent, in order to "introduce" the students to the various spatial events, and particularly those occurring in the city, thus supporting their discourse during a lesson. By understanding their production, we can reflect on the audiovisual and how this representation can be used in the classroom without serving only as a contents and concepts illustration. This research aimed to understand the audiovisual language production as a methodological procedure for teaching the city in school geography. The study was based on the proposal of a project called DOCGEO, developed in a pedagogical workshop with students of the High School 2nd year at Centro Educacional Jos? Augusto Educational Center (CEJA) - state public school in the city of Caic? (Brazil). In this workshop, divided into 10 meetings, it was proposed to students produce mini-documentaries - audiovisual works of the cinema, but also amateur filmmakers who are interested in recording sound and image social practices in space. Methodologically, for the collection and analysis of data, we used the qualitative approach, through bibliographical and documentary research, participant observation, field notes, logbooks, photo registration, audio, video and analysis of the three films created by the students: Caic?: city of fear; An island in Caic? and Caic?: the city that cries for water. The teaching strategy proved to be a possible way for the students to critically read the audiovisual "text", problematizing the local representations of the urban space and its landscapes constructed through specific techniques. The experience involved the students in learning situations and enabling youth protagonism, motivation, creativity, criticality and the knowledge construction aimed at citizen practices. To think of teaching methods that aim at audiovisual literacy in Geography is to innovate the teaching practice by sensitizing the student about the ways of listening/looking, thinking and living the city everyday.

O objetivo geral do trabalho ? compreender o processo de produ??o videogr?fica sobre o lugar, no ?mbito da Geografia do Ensino Fundamental II, e os objetivos espec?ficos s?o: identificar as percep??es dos alunos acerca da realidade encontrada nos lugares de viv?ncia na escola, explicar a media??o did?tica na produ??o videogr?fica sobre o lugar a partir da percep??o/viv?ncia do aluno no espa?o escolar e da organiza??o did?tico-pedag?gica do professor, e apresentar a metodologia de media??o did?tica na produ??o videogr?fica para aplica??es posteriores. Procedeu-se com uma pesquisa explorat?ria visando analisar como se apresentam as abordagens do conceito de lugar nos livros did?ticos de Geografia para o Ensino Fundamental II. A pesquisa de campo ocorreu por meio de observa??o participante e entrevistas com os alunos da Escola Municipal Professora Jacira Medeiros de Souza Silva Lima. A produ??o videogr?fica realizada pelos alunos, com a media??o did?tica do professor, compreendeu as seguintes etapas: planejamento, no qual foi definido o percurso metodol?gico e o cronograma da produ??o videogr?fica, al?m da escolha dos alunos que fizeram parte da equipe de produ??o do v?deo; pr?-produ??o, na qual este professor pesquisador procedeu como mediador das devidas orienta??es e prepara??o dos alunos e do roteiro do v?deo dentro do tema proposto; produ??o, atrav?s da qual ocorreram as capta??es de imagens, ?udios e v?deos necess?rios ao cumprimento do roteiro; e p?s-produ??o direcionada para a edi??o do v?deo. Ao longo das fases de constru??o do produto (v?deo) desta pesquisa com os alunos, a media??o docente proporcionou novas possibilidades para as escolhas did?tico-pedag?gicas, visando o ensino do conceito de lugar; e foi essencial para aproxima??o desse conceito ?s percep??es dos alunos acerca dos lugares de suas viv?ncias na escola. Constatou-se que a aplica??o do uso da linguagem audiovisual para o Ensino de Geografia possibilita uma articula??o mais intensa entre conceitos geogr?ficos e realidade vivenciada; al?m da potencializa??o da imagina??o e da reflex?o cr?tica nos alunos, o que conduzir? a uma melhor compreens?o dos conte?dos da disciplina dispostos nos livros did?ticos. / The development of Information and Communication Technologies (ICT) has characterized society since the last two decades of the twentieth century and has influenced in several areas, among them Education. Within this context, there are several transformation scenarios that affect the teaching and learning process, with repercussions on the teacher, the student, resources and didactic materials, teaching methodology, among others. Inserted in this scenario is the Teaching of Geography, which has instigated studies in several perspectives, among them, teaching methodologies. Based on these assumptions, a research was developed on the topic videographic production as a methodology for teaching Geography, with the perception of the places of the students in the school space and the teaching of the concept of place as focus of the approach. The general objective of the work is to understand the process of videographic production on the place, in the scope of the Geography of Elementary School II, and as specific objectives: to identify the students' perceptions about the reality found in the places of existence in the school, to explain didactic mediation in the videographic production on the place from the student's perception / experience in the school space and from the didactic-pedagogical organization of the teacher and present the didactic mediation methodology in videographic production for later applications. Methodologically, a bibliographical research was carried out in works that deal with the concept of place and how it is treated in the Teaching of Geography and the videographic production as strategy or methodological resource that is added to those usually used as the textbook. An exploratory research was carried out to analyze how the approaches to the concept of place in the textbooks of Geography for Elementary School II are presented. Field research was carried out through participant observation and interviews with the students of the Municipal School Professor Jacira Medeiros de Souza Silva Lima. The videographic production carried out by the students with the didactic mediation of the teacher occurred from the following stages: planning, in which the methodological path and the schedule of videographic production were defined, as well as the choice of students who were part of the video production team; pre-production, in which this researcher professor acted as mediator of the proper orientations and preparation of the students and the script of the video within the proposed theme; production, in which the captures of images, audios and videos needed to fulfill the script and post-production, directed to the video edition, occurred. Throughout the phases of construction of the product (video) of this research with the students, the teacher mediation provided new possibilities for the didactic-pedagogical choices for teaching the concept of place; and it was essential to approximate this concept to students' perceptions about the places of their experiences in school. It was verified that the application of the audiovisual language to the Teaching of Geography allows a more intense involvement between geographic concepts and the lived reality; besides the potential of the imagination and the critical reflection in the students, which will lead to a better understanding of the contents of the discipline arranged in the textbooks.

A base te?rica est? assentada nas contribui??es de David Harvey (1980, 2005, 2011, 2013), quando discute o processo de produ??o do espa?o urbano a partir da l?gica de acumula??o do capital e da renda da terra, e nas an?lises de Ribeiro (2015), que coloca a moradia como mercadoria situada na din?mica que envolve uso e troca, mercado e consumo. Essas contribui??es est?o amparadas pelas an?lises de base dial?tica, sendo a principal forma de abordagem a pesquisa qualitativa, que se deu a partir de procedimentos metodol?gicos como: an?lise do Plano Diretor Municipal de Campina Grande e de documentos encontrados no site da Secretaria de Planejamento da cidade, observa??es de campo, an?lise de an?ncios publicit?rios dos condom?nios e dados fornecidos pelo Instituto Brasileiro de Geografia e Estat?stica (IBGE), tamb?m alguns dados encontrados em trabalhos acad?micos j? desenvolvidos. Dessa forma, esses procedimentos nos permitem aprofundar o entendimento de como os condom?nios horizontais fechados se inserem na l?gica do mercado imobili?rio na cidade, utilizando estrategicamente as vantagens de localiza??o e monop?lio para ampliar as possibilidades de neg?cio da moradia e de uso do solo urbano no contexto social e espacial de Campina Grande. / The dwelling in the city manifests itself as a theme for geographic studies, among other reasons, for marking the landscape in different ways. In this context, the closed horizontal condominiums appear as a ?new? way of living, expanding the possibilities for the accumulation of capital in the process of production of the urban space. In Campina Grande-PB, this type of housing was configured from the 2000s as one of the strategies used by the real estate market to use urban land for profit and surpluses. This study aims to analyze the configuration of the urban land production/organization of Campina Grande considering the real estate market action in the structuring of the closed horizontal condominiums. The theoretical basis is based on the contributions of David Harvey (1980, 2005, 2011, 2013) when he discusses the process of production of urban space from the logic of accumulation of capital and income of the land and the analyzes of Ribeiro (2015) that places the dwelling as a commodity situated in the dynamics that involves use and exchange, market and consumption. These contributions are supported by dialectical analyzes and the main approach to qualitative research is the methodological procedures such as: analysis of the Municipal Master Plan of Campina Grande and documents found on the website of the City Planning Department, observations field analysis, commercial advertisements analysis of condominiums and data provided by Instituto Brasileiro de Geografia e Estat?stica (IBGE), also some data found in academic papers already developed. Thus, these procedures allow us to deepen the understanding of how closed horizontal condominiums fit into the logic of the real estate market in the city, strategically using the advantages of location and monopoly to expand the business possibilities of housing and urban land use in the context social and spatial development of Campina Grande.

According to space perspective, this subject-matter is related to many reality aspects, along with economics, politics, environment, society, culture, etc. The present work locates this topic according to space perspective while describes its spatiality, its socio-environmental implications and its relations with reality dimensions, in order to understand it as inherent to recognition of geographic space. On this, the aim of the present research was to analyze the theme of Wind Power and its development in the teaching of geography. The understanding of how this topic presents itself in the teaching of geography; the affinity between the teacher and this matter, as well as the relation between the theme and methodology and teaching resources constitute the contribution that this research can bring to the understanding of the relationships that involve these many elements of the teaching process. The applied methodology consisted of a bibliographic survey followed by analysis of the Wind Power theme found in textbooks, as well as application of questionnaire directed to geography teachers. Despite the importance of wind energy as an expanding economic activity, studies on this subject in school geography still have gaps regarding the non-verification of the spatiality and its social and environmental impacts, which are crucial to understanding the subject within the geographical perspective. The content on Wind Power in textbooks is also insufficient and needs complementation, remarkably with regard to contents that focuses on this theme from a geographical perspective, mostly teaching resources alternative to traditional ones, such as extra-textbooks, maps and games, in addition to new methodologies.

O trabalho busca assim ter acesso ? imagem de Recife e aos significados expressos por suas paisagens f?lmicas. / The urban landscape is constituted by multiple layers of meaning. Considering it as a text, allows us to access the symbolic content through which the dominant or alternative cultures reproduce their norms, values and worldviews. In this methodological approach the material landscape itself, in all its forms of expression, appears as a text that must be read and interpreted at length. Evidences of the meaning of landscapes are also found within cultural and aesthetic products in the society: in paintings, in literature, in music and in films. The latter play an important role in the structuring of contemporary geographies. Cities, in those cases, do not serve only as mere background, they have become cinematic cities as they gave meaning to cityscapes. Within this context, this study presents a discourse analysis, and an interpretative approach, of the cinematic Recife presented in the films Amarelo Manga (2003) and Febre do Rato (2012), both directed by the Brazilian filmmaker Claudio Assis. This work?s intention is, thus, to reveal the image of Recife through the understanding of its filmic landscapes. It was found that Amarelo Manga and Febre do Rato build a deleted and/or alternative Recife landscape and replicate a contestatory discourse about the city from different formats: on the one hand violence or shocking images that show the landscape degradation from social and historical potions of Recife and its peripheries in Amarelo Manga; and the other, a utopian discourse, allowing for another way to see and experience the city, and the black-and-white photograph that adds a poetic meaning to these same landscapes

Analisar as experi?ncias dos referidos projetos urbanos constitui o objeto do presente estudo, o qual surgiu do interesse em avaliar se as mudan?as operacionalizadas na gest?o p?blica brasileira, mesmo que motivado pelo megaevento em um curto per?odo de tempo, t?m realmente realizado transforma??es na gest?o de pol?ticas p?blicas que tendam a consolidar um modelo claro de a??o estatal pautado na governan?a colaborativa. A amplia??o da participa??o e controle social nas decis?es p?blicas tem gerado uma grande diversidade de resultados em projetos urbanos, assim, a quest?o que impulsionou ? investiga??o foi analisar como o processo de governan?a se apresenta em formatos diferentes a depender do projeto urbano, mesmo quando essas interven??es pertencem a uma mesma conjuntura pol?tica e econ?mica. A base te?rico-metodol?gica que d? sustenta??o ? analise tem como refer?ncia a compreens?o de governan?a apresentada por Eduardo C?sar Marques (2013) e o esquema anal?tico de governan?a colaborativa apresentado por Hugh Kellas (2010). Defende-se que as especificidades dos projetos urbanos selecionados ser?o explicadas a partir de uma an?lise interativa entre o estabelecimento e a manuten??o de um relacionamento inclusivo entre os Stakeholders numa determinada arena pol?tico-decis?ria, cujo objetivo seria a formaliza??o de consensos. Esse cen?rio est? condicionado por vari?veis apresentadas no modelo de an?lise proposto. A an?lise comparativa das duas experi?ncias demonstrou que h? semelhan?as, sobretudo, quanto ? rela??o Estado-Sociedade como elemento que enfraquece a vertente colaborativa da governan?a. Deste modo, a complexidade de atender as diversas agendas em detrimento dos impactos esperados apresenta um alto custo pol?tico de gerenciamento, tornando esse processo uma barreira para a a??o colaborativa. / This study seeks to reflect on governance, public policy and social participation, considering the decision-making arena in a context where, apparently, traditional forms of management still rein in the public sphere and State performance. In order to conduct the study, the municipal projects of urban mobility and the project of the International Airport of S?o Gon?alo do Amarante, both announced as works of Brazil 2014 FIFA World Cup in Rio Grande do Norte, were chosen as objects of this research. Analyzing those urban projects experiences in the context of Brazil 2014 FIFA World Cup in Rio Grande do Norte is the subject of this study, which emerged from the interest in evaluating whether changings in Brazilian public administration, even if motivated by the mega event in a short period time, have made changes at the municipal level of government that tend to consolidate a clear model of state action based on collaborative governance. The increase of both participation and social control in public decisions have created a wide range of results in urban projects. Therefore, the question that drove the research was to analyze how the governance process is presented in different forms depending on the urban project, even when these interventions belong to the same political and economic conditions. The theoretical and methodological base that supports the analysis has as references the understanding of governance presented by Eduardo Cesar Marques (2013) and the analytical framework of collaborative governance presented by Hugh Kellas (2010). It is argued that the specificities of selected urban projects will be explained from an interactive analysis of the establishment and maintenance of an inclusive relationship between the stakeholders in a given political decision-making arena, which goal would be to achieve consensus. This scenario is conditioned by variability presented in the proposed analysis model. The comparative analysis of the two experiences showed that there are similarities especially regarding the relationship State-Society as an element that weakens the collaborative aspect of the governance. However, although both have the same political and economic context, there are also differences in terms of the progress of projects, mainly due to the scale and impact of each intervention, that because the works of urban mobility are presented in intra-urban context, while the S?o Gon?alo airport is a regional project. Thus, the complexity of meeting the various agendas at the expense of the expected impacts features a high political cost management, making this process a barrier to collaborative action.

Partindo dessa premissa, a presente pesquisa teve por objetivo central analisar o processo de tecnifica??o da agricultura no Rio Grande do Norte, no per?odo t?cnico-cient?fico-informacional, dando especial aten??o aos rebatimentos desse processo na configura??o e no uso agr?cola do territ?rio. Desenvolvemos uma revis?o bibliogr?fica sobre o uso do territ?rio e os sistemas t?cnicos agr?colas, associada ao uso de dados secund?rios, sobretudo obtidos junto aos ?rg?os oficiais, como IBGE, FIERN e EMPARN, bem como atentamos para o emprego de procedimentos metodol?gicos espec?ficos da Estat?stica para o tratamento adequado dos dados utilizados. Ademais, os procedimentos espec?ficos da pesquisa emp?rica, tais como a realiza??o de entrevistas junto aos agentes sociais envolvidos com a agricultura no estado e a utiliza??o de t?cnicas observacionais, possibilitaram a identifica??o e compreens?o da complexidade do uso agr?cola do territ?rio do Rio Grande do Norte, marcado pelas coexist?ncias de n?veis t?cnicos e temporalidades. / In recent decades, Brazilian agriculture has shown a new technical and social standard production model from the increasing incorporation of new scientific and informational contents, characteristics of the current historical moment, in agricultural technical systems, process that mean by technological improvement of agriculture. However, we must emphasize the selective character that marks this process, which occurs unevenly in space and time, by favoring certain areas of the territory, agricultural products and categories of producers. In this perspective, the position we stand here, while research problem, is that while there are in Rio Grande do Norte, empirical object of research, areas that stand having higher technical levels (in science and information) in agriculture, there is a set of natural elements of the newborn, which when combined, conditioning to make particular the realization of agricultural technification process, making the state one rarefaction area that falls in a different manner in the technical and territorial divisions of the Brazilian agricultural work. From this premise, the present research was mainly aimed to analyze the process of agricultural technification in Rio Grande do Norte, in the technical-scientific-informational period, with special attention to reverberation of this process in the configuration and the agricultural use of the territory. It was developed a literature review on the use of territory and agricultural technical systems, associated with the use of secondary data, mainly obtained from the official agencies, such as IBGE, FIERN and EMPARN, as well attention at the use of specific methodological procedures of Statistics for the appropriate treatment of the data used. In addition, specific procedures of empirical research, such as conducting interviews with social agents involved in agriculture and the use of observational techniques made it possible to identify and understand the complexity of the agricultural use of Rio Grande do Norte's territory, marked by coexistences technicians and temporalities levels.
