It was adopted a qualitative method, divided into two parts, the first phase of the research was exploratory, as it sought to understand the social mechanisms of functioning of raising funds from the Federal Law of Incentive to Sports. In the second phase, the research was descriptive, as it sought to understand how the social capital elements influence the institutional performance of the Federal Sports Incentive Law. The results presented in the first phase a new configuration in funding mechanisms and relationships within the Federal Law for Encouragement of Sport in the second phase relations were explored and within seven selected items, there was a variation of the importance of the law. In conclusion we found a great relationship on some items and not so well in others, most of the government relations was quoted in a negative way and being the center of dissatisfactions for who regulates the law. Some suggestions have been made to improve institutional performance and thus enforce the law to get more financial resources for the implementation of sports projects. / O objetivo do estudo é Identificar quais são os elementos do capital social que influenciam no desempenho institucional da Lei Federal de Incentivo ao Esporte, devido ao baixo nível de captação de recursos para os projetos esportivos a da lei, essas relações entre os agentes ( governo, proponente, apoiadores, captadores e especialistas em projetos). Foi adotado o método qualitativo, sendo dividido em duas parte, a primeira fase da pesquisa foi exploratória, já que se buscou entender os mecanismos sociais de funcionamento da captação de recursos a partir da Lei Federal de Incentivo ao Esporte. Na segunda fase, a pesquisa foi descritiva, já que se buscou compreender como os elementos de capital social influenciam no desempenho institucional da Lei Federal de Incentivo ao Esporte. Os resultados apresentaram na primeira fase uma nova configuração dos mecanismos de captação e relacionamentos dentro da Lei Federal de Incentivo ao Esporte, na segunda fase as relações foram exploradas e dentro dos sete itens selecionados houve uma variação da importância em relação à lei. Na conclusão foi encontrada uma grande relação em alguns itens e nem tanto assim em outros, na maioria das relações o governo foi citado de forma negativa e sendo o centro das insatisfações por ser quem regulamenta a lei. Algumas sugestões foram apresentadas para que o desempenho institucional melhore e assim se faça cumprir a lei que consiga mais seus recursos financeiros para a execução dos projetos esportivos.

A renovação da outorga que permite reverter as águas das bacias dos rios Piracicaba, Capivari e Jundiaí (PCJ) para abastecer a Região Metropolitana de São Paulo através do Sistema Cantareira constituiu um importante momento de decisão sobre a gestão dos recursos hídricos. Diante disso e do processo de descentralização na gestão das águas, possibilitando a ação de diversos atores, com a instituição do Sistema Integrado de Gerenciamento de Recursos Hídricos em São Paulo (SIGRH), existe a necessidade de conciliação de interesses, de cooperação entre os atores e de negociação de conflitos. Este trabalho pretendeu analisar como a existência de um histórico de cooperação entre os membros dos Comitês das Bacias PCJ contribuiu para o fortalecimento da sua capacidade de negociação no processo de renovação da outorga do Sistema Cantareira. Para tanto, a pesquisa contou com a aplicação de um questionário fechado junto aos membros dos Comitês PCJ, que permitiu observar a existência de cooperação entre eles e de outros elementos que constituem o conceito de capital social. Percebeu-se que os Comitês PCJ possuem uma estrutura de organização que possibilita um desempenho satisfatório na tomada de decisões, na mobilização de recursos, na facilidade de comunicação e na solução de conflitos. Verificou-se que entre os seus membros existem relações consistentes de cooperação, confiança, solidariedade e reciprocidade, através das quais foram construídos arranjos institucionais nesses Comitês para resolver problemas relacionados à gestão dos recursos hídricos, como foi o caso da renovação da outorga do Sistema Cantareira. Com a nova outorga, a operação do Sistema passou a ser descentralizada e transparente. Todo esse processo contribuiu para que o capital social existente entre os atores envolvidos na gestão das águas se desenvolvesse e fortalecesse os seus laços. Também contribuiu para o amadurecimento técnico e político dos Comitês PCJ, para sua capacidade de negociar o recurso comum e para a institucionalização do SIGRH na busca pela gestão compartilhada das águas. / The renovation of the water permit that makes possible the reversion of water from the Piracicaba, Capivari and Jundiaí (PCJ) river basin to supply the Sao Paulo Metropolitan Region, through Cantareira System, consisted of an important decision making moment on the water management. With regard to that and to the decentralization process on water management, that enables the participation of several actors with the Integrated Water Management (IWM) in Sao Paulo, the conciliation of interests, cooperation among actors and conflict negotiation have become necessary. This research aimed to analyze how the existence of cooperation among the members of the PCJ River basin Committee contributed to strengthen their negotiation capacity during the process of renovation of the Cantareira System water permit. A questionnaire, applied to the members, enabled the observation of cooperation and other elements that constitute the concept of social capital among them. It was possible to observe that the PCJ Committee has an organization structure that enables a satisfactory performance on the decision making process, resource mobilization, communication and conflict resolution. It was also observed that among them there are consistent cooperation, trust, solidarity and reciprocity relations, through which institutional arrangements were built to solve problems related to the water management. With the new water permit, the System operation has become more decentralized and transparent. All the process contributed to develop and strengthen the existent social capital and ties among the actors. It also contributed to the technical and political maturity of PCJ Committee, to its capacity of negotiating the common resource and to the institutionalization of IWM in the search for an integrated water management.

Should I Bridge or Should I Bond? Social Capital Strategies and Contingencies / Capital social : Stratégies et éventualités

La thèse se compose de trois essais, abordant chacun la dichotomie entre la liaison et l'adhérence à partir d'un angle théorique différent. Dans le premier essai, je pose la question Comment Lier et Comment Adhérer et je propose un nouveau cadre théorique pour analyser le capital social, qui déconstruit sa principale fonction au-delà de la liaison ou de l'adhérence dans sa substance comme les relations sociales par rapport à la position dans la structure du réseau. Compte tenu de ces deux dimensions de l'analyse des réseaux sociaux, je propose quatre sources distinctes du capital social qui ont une valeur prédictive différente pour les réalisations individuelles - le réseau de liaison, les relations de liaison, le réseau d'adhérence et les relations d'adhérence - et j'examine leur valeur à la performance individuelle. La question du plomb dans le deuxième essai de ma thèse est Quand faut-il lier et Quand faut-il adhérer? Rejoignant la recherche sur la valeur éventuelle du capital social, je cherche comment l'organisation et les facteurs liés à l'emploi modèrent la relation entre chaque source de capital social à la performance et théorisent sur les stratégies que les individus devraient poursuivre afin d'obtenir de meilleures performances. Dans le troisième essai, je pose la question Sur Quelle Source devrais-je me fonder ? J'examine la puissance individuelle de chaque source de capital social et de la complémentarité entre les quatre d'entre eux. Je démontre que, bien que toutes les sources de capital social doivent avoir un impact positif sur la performance, certains d'entre eux pourraient supprimer le déploiement des autres formes. / My dissertation expands the line of inquiry of the contingent value of social capital to individual performance by raising three novel questions. In the first essay of my dissertation I focus on “How to bridge and how to bond” and propose a new theoretical framework for analyzing social capital, which deconstructs its major function beyond bridging or bonding into its substance as social relations versus position in network structure. Considering these two dimensions of social network analysis I propose four distinct sources of social capital that have different predictive value for individual achievements: bridging network, bridging relations, bonding network and bonding relations. The lead question in the second chapter of my dissertation is “When to bridge and when to bond”. Joining the research on the contingent value of social capital, I look at organization and individual level factors to predict the value of each social capital source to performance and theorize about the strategies individuals should pursue in order to achieve better performance. In the third essay I ask “Should one start with bridging or with bonding?” Building on the categorization proposed in the first chapter I investigate the most successful social capital path to on-the-job performance.

La structuration de l'essor du marché financier de l'Afrique de l'Ouest : enjeu d'une mutation / Structuring of the financial market boom in West Africa : issue of a mutation

Ces deux dernières décennies ont été marquées par une montée spectaculaire des marchés boursiers des pays en développement. Cette augmentation de l’activité boursière a favorisé, selon certains auteurs, l’amélioration des performances économiques de quelques pays dits émergents. Cependant, les pays africains peinent encore à bénéficier des avantages liés à l’activité boursière, compte tenu de l’étroitesse,de la faible liquidité et de l’inefficience de leurs marchés boursiers. Les marchés boursiers de ces pays accusent un retard manifeste par rapport aux pays en développement des autres continents. Cette thèse examine les facteurs qui expliquent le niveau de développement des marchés boursiers des pays en développement en général, et des pays africains en particulier à partir d’un échantillon de 106 pays. L’analyse empirique est articulée autour des tests statistiques et économétriques. Les résultats montrent que le capital social mesuré par la confiance influence considérablement le développement des marchés boursiers dans les pays en développement. Cette confiance, puisqu’elle est très faible en Afrique, explique le retard des marchés boursiers africains par rapport aux marchés des pays en développement des autres continents. Par ailleurs, la faiblesse de la confiance en Afrique est due à l’hétérogénéité des populations caractérisées par une forte fragmentation ethnique, linguistique et religieuse. Les résultats montrent également que le développement des nouvelles technologies de l’information et de la communication influence positivement le développement des marchés boursiers à travers la réduction des coûts des transactions. Enfin, le développement des marchés boursiers africains est également compromis par leur ouverture précoce au reste du monde. En effet, l’ouverture financière affecte négativement l’activité boursière dans ces pays. Pour favoriser l’essor des bourses africaines, il est donc nécessaire de prendre un certain nombre de mesures. Il s’agit d’améliorer l’environnement institutionnel de manière à mieux protéger les propriétaires de capitaux afin de réduire l’effet de la faiblesse de la confiance ; de mettre en œuvre une politique qui favorise le brassage socioculturel entre les populations ; d’œuvrer pour augmenter le nombre d’entreprises cotées sur les marchés boursiers à travers l’ouverture au privé du capital des sociétés étatiques par le biais de la bourse ainsi que des mesures incitatives vis-à-vis des entreprises privées et enfin de promouvoir le développement des Nouvelles Technologies de l’Information et de la Communication. / The last two decades have seen a dramatic rise in stock markets in developing countries. This increase in marketactivity promoted, according to some authors, the improved economic performance of some so-called emergingcountries. However, African countries are still struggling to enjoy the benefits of market activity, given thenarrow, low liquidity and inefficiency of their stock markets. The stock markets of these countries clearlylagging behind compared to developing countries on other continents. This thesis examines the factors thatexplain the level of development of stock markets in developing countries in general and African countries inparticular from a sample of 106 countries. The empirical analysis is based around the statistical and econometrictests. The results show that social capital measured by the confidence greatly influences the development ofstock markets in developing countries. This confidence, since it is very low in Africa, explains the delay ofAfrican stock markets compared to markets in developing countries of other continents. Moreover, the lowconfidence in Africa is due to the heterogeneity of populations which are characterized by high ethnic, linguisticand religious fragmentation. The results also show that the development of new technologies of information andcommunication positively influences the development of stock markets by reducing transaction costs. Finally,the development of African stock markets is also compromised by their early opening to the world. Indeed,financial openness negatively affects market activity in these countries. To encourage the growth of Africanstock exchanges, it is necessary to take a number of measures. This is to improve the institutional environmentin order to better protect the owners of capital, this will reduce the effect of low confidence; to implement apolicy that promotes the socio-cultural mixing between populations; to work to increase the number of listedcompanies on the stock market through the opening to the private, the capital of state owned companies throughthe stock market and incentives vis- à-vis the private sector , and to promote development of New Technologiesof Information and Communication .

[pt] O presente trabalho tem por objetivo compreender as representações sociais das mulheres denominadas periguetes. Articulando o debate sobre gênero, mídia e sujeitos desviantes, pretende-se refletir sobre o papel das periguetes na cultura contemporânea. Além disso, discutem-se questões relacionadas aos estudos sobre o corpo, aqui tomado como capital social. As mulheres periguetes são analisadas por suas características e representações, o que nos leva à reflexão sobre um possível modelo típico ideal de beleza feminino. Seja por suas atitudes, postura, gestual ou vestimenta, tais mulheres são ao mesmo tempo reconhecidas, mas também discriminadas. A metodologia adotada consistiu em revisão bibliográfica, contando com o aporte teórico de autores das Ciências Sociais, como Erving Goffman, Howard Becker, Mary Douglas, Mirian Goldenberg e Simone de Beauvoir, entre outros. Além disso, foi realizada uma análise das representações sociais das periguetes presentes na mídia, através de duas personagens de telenovelas, e também na dinâmica das interações sociais presentes no discurso do senso comum, através de Entrevistas em Profundidade. Para tanto, foram ouvidos 24 jovens, homens e mulheres, de 20 a 29 anos, moradores da Baixada Fluminense e Zona Sul do Rio de Janeiro. / [en] The present work aims at understanding the social representations of women so-called periguetes. Managing debates on gender, media and deviant individuals, this study seeks to reflect about the role of periguetes within contemporary culture. Furthermore, questions related to body studies, herein taken as social capital, are also discussed. The periguete women are analysed based on their features and representations, which leads us to reflect over an ideal typical model of feminine beauty. Be it based on attitudes, behaviour, gestures or clothing, such women are at once recognised, but also discriminated against. The methodology chosen consisted of literature review in light of theoretical studies from Social Science authors as Erving Goffman, Howard Becker, Mary Douglas, Mirian Goldenberg and Simone Beauvoir, among others. Besides, it was conducted an analysis of periguetes social representations pictured in the media through soap operas characters, and also an analysis on the dynamic of social interactions within common sense speech, through Depth Interviews . To do so, it was heard 24 young adults, male and female, aged 20-29 years-old, residents of Baixada Fluminense and Rio de Janeiro s South Zone.

El presente informe tiene el propósito de analizar los criterios establecidos por el Tribunal Registral en la Resolución No. 617-2020-SUNARP-TR-L, en el cual se pronuncia, entre otros, respecto al procedimiento de inscripción de acuerdos de reducción de capital sin cumplir con el procedimiento establecido en el artículo 218 de la Ley General de Sociedades, así como el caso de la inscripción de acuerdos de aumento de capital frente a la exclusión de socios no asistentes a la junta respectiva. Asimismo, se analizará el tema de la exclusión de socios en una Sociedad Comercial de Responsabilidad Limitada, la cual, si bien no forma parte del análisis de la resolución materia del presente informe, sí fue un punto fundamental en la calificación del título que generó dicha resolución por parte del registrador público. Para ello, se analizarán las normas societarias y registrales relativas a la exclusión de socios, el procedimiento de reducción del capital social, y el procedimiento de aumento de capital social, utilizando los métodos de interpretación jurídica de dichas normas a efectos de poder responder, principalmente, a si es posible ejecutar un acuerdo de reducción de capital antes de vencido el plazo referido en el artículo 218 de la Ley General de Sociedades. / The purpose of this report is to analyze the criteria established by the Registry Court in Resolution No. 617-2020-SUNARP-TR-L, in which it pronounces, among others, on the procedure for the registration of capital reduction agreements without complying with the procedure established in Article 218 of the General Companies Law, as well as the case of the registration of capital increase agreements in the face of the exclusion of partners not attending the respective meeting. Likewise, the issue of the exclusion of partners in a Limited Liability Company will be analyzed, which, although it is not part of the analysis of the resolution that is the subject of this report, it was a fundamental point in the qualification of the title that generated such resolution by the public registrar. For this matter, the corporate and registry rules related to the exclusion of partners, the procedure for the reduction of the capital stock, and the procedure for the increase of the capital stock will be analyzed, using the methods of legal interpretation of such rules in order to be able to answer, mainly, if it is possible to execute a capital reduction agreement before the expiration of the term referred to in article 218 of the General Corporations Law.

El presente estudio es una investigación aplicada que busca analizar la experiencia de Sierra Productiva en La Libertad realiza entre los años 2013-2014. La particularidad del proyecto Sierra Productiva es la implementación tecnológica en la producción agropecuaria que va de la mano con el fortalecimiento comunitario y otros procesos de empoderamiento que han ido transformando los espacios de las diversas comunidades donde se ha realizado. En este sentido, se emplean los conceptos de capital social comunitario y cogobernanza centrada en personas para identificar factores clave que potencien los alcances logrados que dan sostenibilidad al proyecto en los caseríos de Carnachique, Villa María y Mullamanday. Para ello, se identifica la manera en que se relaciona el capital social comunitario y los espacios de co-gobernanza, se analiza el rol de las personas como agentes de cambio dentro de la perspectiva de desarrollo del proyecto, y se analiza la experiencia y los alcances logrados a través de la propuesta de generación de valor del proyecto. Se aplicaron entrevistas y dinámicas participativas de construcción colectiva a los actores clave identificados de la experiencia del proyecto. Asimismo, se realiza un registro anecdótico de la observación participante en cada salida a campo. La finalidad de emplear una metodología cualitativa era de recopilar información para conocer los procesos, aprendizajes, percepciones, actitudes y dinámicas del proyecto desde las personas que se relacionaron con la experiencia. Finalmente, se encuentra evidencia que sugiere que la estructura social de las comunidades se transforma. Hay un aumento en la capacidad de agencia de las personas que participan del proyecto, se vinculan más a espacios públicos y políticos locales, hay mayor disposición a la asociatividad, y las personas asumen un rol de agentes de cambio. Se revaloriza el trabajo a la tierra e identidad rural asimilando a la tecnología, la generación de valor y la obtención del bienestar como paradigmas del desarrollo. Por otra parte, se discute la sostenibilidad del proyecto Sierra Productiva desde la experiencia en La Libertad analizada en la presente investigación. En tal medida, el mantenimiento y uso de las tecnologías, la filosofía de ser agente de cambio, y los beneficios económicos y de empoderamiento hacen que las personas persistan aplicando lo aprendido de manera sostenible. No obstante, existen nuevos retos para que Sierra Productiva potencie su transferibilidad, que recaen tanto en la gestión del proyecto luego del término del financiamiento o la posible transformación a otras figuras de ejecución con sería el de empresa social. / Tesis
