La expresión simbólica en las xilografías de Santos Chávez

Magíster en artes con mención en teoría e historia del arte / La presente investigación busca establecer los modos, repertorios iconográficos y los medios expresivos del grabado de Santos Chávez, que daban unidad a un modo particular de expresión artística, conciliando los requerimientos propios del artista de vanguardia y las referencias étnicas en un concepto de arte que lo devuelve a su antigua función mítica. Santos Chávez Alister Carinao fue un artista plástico chileno de origen mapuche que nació en 1934, en una pequeña aldea llamada Canihual de la comuna de Tirúa, provincia de Arauco, y falleció el año 2001, en Reñaca, Viña del Mar. Su principal técnica de expresión artística fue el grabado en madera, sus xilografías se encuentran en diferentes museos en muchos países alrededor del mundo. En diversas oportunidades, Santos Chávez reconoció que era fundamental para él transmitir el sentir de su pueblo mapuche: “Intento dejar grabada en todas partes la presencia del pueblo araucano para que no se olvide su cultura, su existencia, su realidad y sus esperanzas”.

Les reconfigurations du syndicalisme dans le Venezuela d’Hugo Chávez : une réincorporation ambiguë ?

Cette thèse étudie la reconstitution du lien entre l’État et le mouvement syndical au Venezuela entre 1999 et 2015. Paradoxalement, la radicalisation rhétorique de Chávez est concomitante à des pratiques plus conservatrices, on analyse la contention d’une situation révolutionnaire devenue thermidorienne. Le mouvement syndical, acteur marginalisé au cours de la période, apparaît comme un prisme pour appréhender ces transformations. Souvent utilisé pour caractériser le gouvernement Chávez, le populisme, même affranchi de ses deux principaux écueils, un « dénigrement des masses » et un flou définitionnel, même conscrit à l’aire latino-américaine, nous paraît trop imprécis. Cette étude de cas permet une actualisation du concept d’incorporation de David et Ruth Berins Collier à l’époque post-néolibérale dont le Venezuela s’inscrit dans la variante privilégiant la mobilisation au contrôle. Le champ syndical, dont l’organisation est contrôlée par l’adoption d’une nouvelle loi du travail, est marqué par un haut niveau de politisation. Nous montrons les spécificités de la seconde vague d’incorporation : constituée sur une base territoriale plus que corporatiste, avec le secteur informel plutôt que la paysannerie comme classe populaire non inscrite dans des rapports de production salariés. L’étude des trajectoires des membres des comités exécutifs des trois centrales successivement majoritaires et de quelques récits biographiques permet de mieux comprendre le renouvellement puis l’institutionnalisation des directions syndicales. Nous achevons ce travail en nous intéressant au Bolívar, région du sud-est du pays, reflet des tensions entre le chavisme et le mouvement ouvrier. / This thesis addresses the reconstitution of the connection between the State and the trade union movement in Venezuela between 1999 and 2015. Paradoxically, Chávez rhetorical radicalization is concurrent with more conservative practices; one can observe the contention of a revolutionary situation that has become a “Thermidorian situation”. The trade union movement, marginalized actor during this period, emerges as a prism to grasp these transformations. Frequently used to define Chávez administration, populism, even freed from its two main pitfalls, “denigration of the masses” and fuzzy decision-making, and even contained within Latin-American area, seems too much imprecise. This case study provides an update of the concept of incorporation developed by David and Ruth Berins Collier in post-neoliberal times in which Venezuela would be part of the version favouring mobilization over control. A high level of pollicisation characterizes the trade union field, which organization is controlled by the adoption of a new labour law. We show the specificities of the second incorporation wave: formed on a territorial rather than corporatist basis, with the informal sector rather than with than the peasantry as its popular class outside employee relations of production. Studying the trajectories of the executive committee members of the three consecutively ruling central labour bodies on the one hand, and some biographical narratives on the other hand, allows to better understand first the renewal and second the institutionalisation of the trade-union leaderships. We conclude this analysis with addressing the southeast region of Bolívar, which highlights and reflects the tensions between chavism and the workers movement.

An Examination of Two Sextets of Carlos Chávez, Toccata for Percussion Instruments and Tambuco for Six Percussion Players

This lecture-recital deals with the two percussion sextets of Carlos Chavez. Each of the compositions is analyzed by examining compositional characteristics and performance problems. The selection, substitution, and construction of the necessary instruments for performance are explored. Suggestions for stage set-up are also included. The percussion ensemble has become an integral part of most high school and university percussion programs. Much of the literature composed for this medium has not become part of the standard literature. Chlvez's Toccata has obtained its place in the literature—it is one of the most often performed percussion works in the world. Although Tambuco has not yet attained the same status as Toccata, it is, nevertheless, an important contribution to the literature. An attempt is also made to identify the significance of these works by examining some of the early influences on Chavez's compositional style both from his native Mexico, and from other composers writing for percussion ensembles.

Patterns of electoral support in Hugo Chávez’s Venezuela

Recent surveys have found that Afro-Venezuelans vote disproportionately for Hugo Chávez as President. This paper seeks to explain why Chávez has received significant support from non-white voters. I argue that this support is not only due to his mixed racial background, but more importantly due to the tangible benefits from the Chávez regime in the form of policies directed specifically at redressing racial discrimination and class inequalities. These policies include legislation against racial discrimination, educational reform, the mass enfranchisement of Afro-Venezuelan voters, and the recruitment of Afro-Venezuelan political leaders within the Chávez administration. / text

O objetivo desta pesquisa é demonstrar de que forma Chávez se valeu de um elemento tradicional e recorrente na esfera política local (o mito bolivariano), se diferenciando, no entanto, ao defender que Bolívar seria detentor de ideais revolucionários e populares, e que, portanto, poderia ser usado como suporte teórico de um processo de ruptura na sociedade venezuelana (marcado pela opressão de uma minoria sobre a maior parte da população), enquanto a grande maioria dos governos o utilizou através de um viés agregador. Esse uso de Bolívar, inserido como mentor de um governo que se propunha como revolucionário, será demonstrado através da análise de discursos em que Chávez faz menção a tais características do Libertador e defende a pertinência dos ideais bolivarianos no atual contexto da Venezuela. Nesse ensejo, serão abordados o cenário histórico-político que marca a Venezuela pré-Chávez, as origens do culto a Bolívar e sua incorporação à esfera política venezuelana, assim como os diferentes usos do mito bolivariano pelos líderes políticos locais. Tal abordagem culminará na análise a respeito da construção do Bolívar chavista, suas estratégias de uso e a tentativa de se criar uma imagem mítica em torno do ex-presidente com base em tais referências.

La experiencia arbitral en la expropiación de los terrenos aledaños al Aeropuerto Internacional Jorge Chávez

El presente artículo tiene por objeto realizar la descripción y análisis de lo que ha sido la experiencia arbitral en materia de expropiación respecto de los terrenos aledaños al Aeropuerto internacional Jorge Chávez. A lo largo del texto, el autor realiza un análisis de los antecedentes legislativos, dando cuenta de los inicios de la competencia arbitral en la presente materia expropiatoria. Asimismo, desarrolla la relevancia de la labor arbitral en la determinación del valor objetivo del bien expropiado; realizando además, un breve recuento procesal de los usuales puntos controvertidos en las pretensiones demandadas a lo largo del procedimiento expropiatorio. Así, el autor concluye remarcando el éxito de la práctica arbitral al haber realizado cabalmente la transferencia de los terrenos a favor del estado y el pago de la indemnización a los sujetos expropiados. The article´s aim is making a description and analysis about the arbitration experience in the expropriation of the land adjoining the International Airport Jorge Chavez. Throughout the text, the author makes an analysis of the legislative history, starting in the principles of the arbitral jurisdiction in expropriation matter. Also, he develops the relevance of the arbitration work in the determination of the objective value of the expropriated property. In addition, he performs a brief procedural recount of the usual controversial points in the parties’ claims during the expropriation procedure. thus, the author concludes highlighting the success of arbitral practice in the completion of full transfer of lands in favor of the state and the payment of compensation to expropriated subjects.

O objeto desta dissertação é o discurso político do presidente venezuelano Hugo Chávez, no que tange à constante referência à vida e obra de Simón Bolívar. Chávez, um dos fundadores, nos anos de 1980, do Movimento Revolucionário Bolivariano-200, é eleito presidente da República em 1998 apresentando Bolívar como a fonte de seu projeto político. Um ano depois, é aprovada, via referendo, uma nova Constituição para o país, elaborada por uma Assembleia Nacional Constituinte prometida por Chávez durante a campanha. A nova Constituição muda o nome do país para República Bolivariana da Venezuela e declara, em seu artigo primeiro, que a Venezuela fundamenta seus valores e objetivos na obra de Simón Bolívar. Esta dissertação se debruça sobre os discursos de Hugo Chávez pronunciados no ano de 1999, primeiro ano seu na presidência e também ano da elaboração e promulgação da Constituição, para investigar as relações entre um projeto político de fins do século XX e o projeto intentado por Bolívar na Revolução de Independência. O que faz Bolívar, herói do século XIX, ser aceito como o fundamento de um projeto elaborado 200 anos após a Emancipação? Qual a relação que a sociedade venezuelana constrói com o passado? Como e por que esse bolivarianismo de fins do século XX se projeta para outros países da América Latina? Para responder a essas perguntas recorremos primeiro ao pensamento do próprio Bolívar, analisado a partir do contexto em que foi formulado: as guerras pela emancipação e a busca pela consolidação de novas estruturas políticas na América independente. Para Bolívar, a resposta que enfeixa todas as demais questões que então se colocaram foi unir as repúblicas independentes, projeto intentado com o Congresso do Panamá, em 1826. Sem consequências práticas na época, essa ideia de unidade continental tornou-se presente no pensamento político latino-americano. Como nossa pesquisa pretende demonstrar, Hugo Chávez é mais um dentre os muitos que recorreram a Bolívar para explicar os problemas do presente e embasar um projeto político. Chávez, one of the founders of the Bolivarian Revolutionary Movement in the 1980s, was elected President of the Republic in 1998 pointing out Bolívar as the source of his political project. One year later a new Constitution, elaborated by a National Constituent Assembly promised by Chávez during his campaign, is approved by referendum for the country. The new Constitution changes the countrys name to Bolivarian Republic of Venezuela and declares, in its first article that Venezuela fundaments its values and objectives in Simón Bolívars work. The present dissertation analyses Hugo Chávezs speeches pronounced in 1999, his first year as President which is also the year in which the Constitution was elaborated and promulgated, in order to investigate the relationship between a political project conceived in the end of the 20th century and the project intended by Bolívar in the Independence Revolution. What makes Bolívar, a 19th century hero, be accepted as basis for a project which was elaborated 200 years after the Emancipation? What kind of relationship does the Venezuelan society build with the past? How and why this end of the 20th century Bolivarianism projects itself towards other Latin American countries? In order to answer the former questions we have evoked first Bolívars own thought, analyzing it in the context it was first formulated: the emancipation wars and the search for the new political structures consolidation in the independent Latin America. For Bolívar, the answer to all of the questions asked then was to unite the independent republics, a project intended by the Panamas Congress in 1826. Though it produced no further consequences at that time, the idea of continental unity became present in the Latin American political thought. As our research intends to demonstrate, Hugo Chávez is one among many that have resorted to Bolívar in order to explain present problems and base their political projects. Therefore, we have concluded that there is a Bolívar and a Bolivarian thought described by Chávez, as there are other Bolívars that may lead to different and even to opposite views. We present Chávez oppositions view, as well as his supporters, demonstrating the problems complexity. Last but not least, the dissertation questions how and why the past revolution may be present in politics and in peoples imaginary. The concept of cult to Bolívar, formulated by Germán Carrera Damas and the work of Leopoldo Zea have oriented the hypothesis formulation for the proposed questions.
