Our Concrete: A New City Hall for Gottsunda, Uppsala / Vår Betong: Ett nytt stadshus för Gottsunda, UppsalaHolmberg, Petronella January 2019 (has links)
Gottsunda is a suburb to Uppsala where the settlement first and formost consits of multi-dwelling units built as a part of the Million Programme, surrounden by forest and with a large mall in the middle of it. Today the area is classified as ”an especially liable area” with high levels of unemployment and criminality. Still, there is a pride of the hiphop culture which has become huge in this suburb. The artists often sing about concrete, for example ”Sing a Song for Our Concrete”. All of this, is what my concept is based upon: how to use the pride, with concrete as the tool, to focus on the strengths of the community. This in turn makes possible an improvement in the area. In this project, there is an endeavor to use concrete as creatively and with as much variation as possible. The outside of the house is made rational and rectangular. The inside, in turn, is made more sculpturally with an organically formed atrium at the center. You can view the entire building as a meeting between the rational and the organic, just like you can view Gottsunda as the meeting between the Million Programme and the surrounding forest. / Gottsunda är en förort till Uppsala där bebyggelsen framförallt består av lamellhus uppförda som en del av miljonprogrammet, omgivna av skog och med ett stort köpcentrum beläget i mitten. Stadshuset kommer ligga i centrum där det har möjlighet att framträda som en symbol för orten. Idag är området klassat som ”särskilt utsatt område” med höga nivåer av arbetslöshet och kriminalitet. Trots detta finns en utbredd stolthet uttryckt i en hiphop-kultur som blivit gigantisk i orten. Artisterna sjunger ofta om betong, exempelvis ”Sjung en sång för din betong”. Detta har legat som grund till konceptet för projektet: hur man kan använda sig av stoltheten, med betongen som gestaltningsverktyg, för att lägga fokus på styrka och i sin tur möjliggöra en positiv förändring i området. I projektet finns en strävan att använda betongen så variationsrikt och kreativt som möjligt. Utsidan av huset görs rationell och staplande för att prata samma språk som Gottsundas bebyggelse, och insidan görs mer skulptural med sitt centrum i ett organiskt format atrium. Man kan se byggnaden som ett möte mellan rationellt och organiskt, precis som att Gottsunda kan ses som ett möte mellan miljonprogramsbebyggelse och skog.

Strängnäs City Hall is a place for the people of Strängnäs to come together. The building is separated into two parts, one part for the people working in the building and one part for the public. The part for the workers consists of a traditional brick building with views overlooking the harbor. The public part has a glass facade, inviting people into the building. Inside the visitor moves through a café into the exhibition hall, up a ramp to the chambers, and further up to the restaurant with the rooftop terrace. The ramp connects the public part to the private part of the building on each level, both physically and visually, bringing the politicians and the residents of Strängnäs together. / Strängnäs stadshall är en plats där folket i Strängnäs kommer samman för att mötas. Byggnaden består av två delar, en för de som arbetar i stadshallen, och en för besökare. Delen för dem som arbetar i stadshallen består av en traditionell tegelbyggnad, med god utsikt över hamnen. Den allmänna delen har en glasfasad som ska bjuda in folket i byggnaden. Besökaren rör sig genom caféet till utställningshallen, och därifrån uppåt med en ramp till plenisalen och vidare upp till restaurangen med takterass. Denna rampen kopplar den publika delen med den privata, både fysiskt och visuellt, och för på så sätt samman politikerna med invånarna av Strängnäs.

The aim was to create a new city quarter, from this area with all the facilities ,which are necesaryly. The purpose of my master theses was to create a design of a city hall, which would be situated. The most attractive place, which have interesting and memorable position on the top of the hill. Here is a possibility to create a new centre, of city district which is a very inconsistent today. This place is also well reachable by public transport. The building is created by glass parterre and desk covered by metal mesh. The metal mesh is making a shading as well.

Spånga är en liten förort till Stockholm med totalt 20 000 invånare. Till största del är spånga ett kluster av olika villaområden som tillsammans knyts samman av ett mindre centrum vars plan växt fram från Spånga station. Spånga centrum har en lummig småstadskaraktär. Bebyggelsen är en brokig konstellation av typologier som sträcker sig från tidig 1900-tals klassicism till 70-tals modernism och postmoderna byggnadsverk. Tillsamman skapar bebyggelsen en osammanhängande stadsväv med en mängd odefinierade tomrum som allt för ofta utnyttjas som parkeringsplatser. Jag anser att Spånga är som ett embryo till ett ordentligt stadscentrum. Idag en aning brokigt och uppdelat men med potential att bli en centralpunkt i Stockholms området. Min ambition med detta projekt är att göra att tillägg i Spånga som stärker centrumets signifikans och utgör en grund för fortsatt stadsutveckling. / Spånga is a small suburb of Stockholm with a total of 20,000 inhabitants. For the most part, Spånga is a cluster of different residential areas that are linked together by a smaller center whose plan has grown from Spånga station. Spånga center has a calm small town character. The settlement is a diverse constellation of typologies ranging from early 1900s classicism to 70s modernism and postmodern buildings. Together, the settlement creates an incoherent urban fabric with a variety of undefined voids that are all too often used as parking spaces.I believe that Spånga is like an embryo for a proper city center. Today a bit diverse and divided, but with the potential to become a central point in the Stockholm area. My ambition with this project is to make additions in Spånga that strengthen the center's significance and provide a basis for continued urban development.

Este trabalho tem como objetivo aplicar conceitos do lean office em procedimentos administrativos do setor público. Essa proposta tem como base à aplicação de conceitos que foram criados para serem utilizados na manufatura, como a produção enxuta ou o lean manufacturing. Realizou-se um levantamento bibliográfico sobre administração púbica, dado o contexto da pesquisa, e após sobre os conceitos da produção enxuta, que foi desdobrado nos conceitos do escritório enxuto, conceito esse conhecido também como lean office. O método da pesquisa utilizado foi à pesquisa-ação, cujo desenvolvimento deu-se na Secretaria Municipal da Fazenda da Prefeitura Municipal de São Carlos, estado de São Paulo. Coletou-se dados, com o objetivo de elaborar o mapeamento dos procedimentos e compor os elementos necessários sobre o seu funcionamento. Nesta etapa foram utilizados a observação direta, reuniões com um grupo de funcionários e análise dos documentos existentes. Ao final, obteve-se, primeiro, uma contribuição teórica, pois os conceitos do lean office foram aplicados em uma organização pública, ambiente este que difere do ambiente onde rotineiramente os conceitos lean são aplicados (manufatura), e segundo, os procedimentos administrativos do setor público propostos apresentaram melhorias em sua estrutura e desempenho. Parte das propostas sugeridas foram implantadas, como foi o caso do procedimento de atendimento fiscal a população, onde as etapas foram reduzidas de 5 para 1 e a agregação de valor no procedimento aumentou de 4,5% para 33,3%. Esses resultados foram derivados da redução de etapas de trabalho desnecessárias, da redução de tempos de processamento e eliminação de atividades que não agregavam valor. Dessa forma, concluiu-se que é possível aplicar os conceitos do lean office no setor administrativo público estudado, considerando em sua aplicação as adaptações pertinentes à organização. / This study apply lean office concepts in administrative procedures within the public sector. The concept of lean manufacturing, originally devised for production management, served as a basis for the analysis. A bibliographical survey on public administration was initially conducted, followed by a survey on lean manufacturing and its derivative concept of lean office. The action research method was adopted, and the work was developed at the city Secretary of Finance, in the city of Sao Carlos, Brazil. At the initial stages, the research focused on gathering data to allow for a comprehensive mapping of functions and procedures within the department. This phase included direct observation, meetings with the staff and the analysis of existing documentation. The work developed into both theoretical and practical contributions, as the lean management concepts were progressively adapted to the reality of the public administration environment, which differs significantly from the production environments to which these concepts were originally directed. Modifications suggested by the study were implemented, leading to relevant improvements in the structure and performance of administrative procedures. The customer service on fiscal matters, for instance, showed a 5 to 1 reduction on service steps and an increase from 4.5% to 33.3% in added value. Such improvements resulted from the cutback in unnecessary tasks, the reduction of processing times and the elimination of activities that did not add value to the services. The results revealed that the lean office concepts can be a valid approach in the administrative optimization of the public sector organization studied, provided that the proper adaptations are taken into account.
