An analysis of the role of civil society organisations in promoting good governance and development in Zimbabwe: the case of National Constitutional Assembly (NCA)

This thesis examines the role of civil society in promoting good governance and development in Zimbabwe. This is done through a case study of the National Constitutional Assembly (NCA). Specifically, the thesis looks at the role of constitutionalism as a tool in promoting good governance and development by situating the Zimbabwean struggle for constitutional reform within the context of an unprecedented socio-economic and humanitarian crisis that engulfed Zimbabwe at the beginning of 2000. One of the central questions explored in this thesis is that of the value of the concept of civil society in understanding African post-colonial situations in general and the Zimbabwean situation in particular. The thesis looks at the history of constitutionalism in order to assess if the Zimbabwean crisis could be understood within the context of a constitutional crisis. Therefore, the thesis ventures into the complex dynamics of state-civil society relations while at the same time examining the formation, structure and programmes of the NCA. This is meant to highlight how the NCA’s internal governance system, its leadership style and accountability worked as well as if it reflected good governance or not. An analysis of NCA’s relationship with donors is also presented in order to dispel or validate claims that civil society is just a front for western interests to effect regime change in Zimbabwe. Of critical importance in this study is how civil society (represented by the NCA) interacted with the government and the opposition political parties. The NCA actively participated in opposition politics coming in the open to urge its supporters to vote for the opposition and later ditched the opposition when they had disagreements but their reputation as impartial actors had been destroyed. The thesis concludes by questioning the strategies that are used by civil society in engaging with the government and that in their present structure they should not be antagonistic to the state but should work in tandem with the state for the attainment of good governance and development. Civil society organisations should be politically neutral in their pursuit of developmental goals and ought to practice what they preach by being democratic and accountable themselves. / Development Studies / M. Based on a historical context, in Brazil, three categories have been identified within the context of organized civil society working in the fields of art and culture organizations that provide cultural services, organizations that offer financial support to cultural projects and organizations that directly deal with populations and offer art and culture workshops. Working on the hypothesis of a fourth category, which would include organizations that develop actions related to the right to culture, this research examined the experience of Ação Educativa Assessoria, Pesquisa e Informação, which is an organization, stablished in 1994, whose work is guided by a human rights-based approach to art and culture. The organization focuses on artistic expressions produced in lowincome neighborhoods of the city of São Paulo, which are part of a more comprehensive movement known as cultura de periferia. This study is based on Marilena Chaui s concept of cultural citizenship, on the understanding of culture as a tool for social change and on the full right to culture: access, fruition, production and creation. Raymond Williams s concept of culture, its dimensions of popular culture and culture is ordinary. This is a challenging moment for civil society organizations with respect to their political and financial sustainability, since their reliability is being questioned and they have been facing project-funding difficulties. In view of this situation, they must reinvent themselves. And, certainly, getting connected with the cultural and artistic fields is a way of both reinventing themselves and expanding their scope of action. The increase in the number of cultural public programs has enabled this connection and has become an opportunity. These organizations have emerged from popular education and from the support to social movements; therefore, their actions are rooted in this way of thinking. In addition, when organizations deal with the human right to culture, they become spaces that foster the fight against social inequalities, as well as social transformation and a new project of society. The methodology of this research is a multidisciplinary analysis of the facts in its political, anthropologic/culture dimensions. Based on the bibliographic references and on the field research as strategies of analysis, as realization of interviews and participation on some events organized by Ação Educativa / Esta pesquisa tem como objetivo analisar a ação das organizações da sociedade civil no âmbito da cultura e das artes, identificando as formas distintas de perfis institucionais existentes. A partir de um contexto histórico no Brasil foi possível observar a existência de três eixos que constituem parâmetros para o contexto da sociedade civil organizada e vinculada à área temática da arte e cultura: as organizações que prestam serviços culturais; as que financiam projetos de cultura; e aquelas vinculadas ao atendimento às populações e que oferecem oficinas de arte e cultura. Na hipótese da existência de uma quarta vertente, que seriam as organizações que atuam pelo direito à cultura, esta pesquisa debruçou-se na experiência da Ação Educativa Assessoria, Pesquisa e Informação. Fundada em 1994, propõe-se a trabalhar cultura e arte na perspectiva dos direitos humanos, com foco nas manifestações artísticas produzidas nas regiões periféricas da cidade de São Paulo, por sujeitos inseridos numa mobilização mais ampla, conhecida por cultura de periferia . Para fundamentar a análise, partiu-se da compreensão da cultura para a transformação social e do direito à cultura na sua totalidade: acesso, fruição, produção e criação de bens culturais, utilizando, como referencial teórico, a noção de cidadania cultural apresentada por Marilena Chaui, assim como o conceito de cultura, de Raymond Williams, em suas dimensões de cultura popular, produzida e apropriada por sujeitos na vida cotidiana. O momento é complexo para a sustentabilidade financeira e política das organizações da sociedade civil, que têm sofrido ataques a sua idoneidade e dificuldade para a manutenção financeira dos seus projetos. Sendo assim, é preciso que elas se reinventem. E, a aproximação com o contexto cultural e das artes é uma forma de reinventar-se, de ampliar sua ação. O aumento dos programas públicos culturais possibilitou essa aproximação e configurou-se como uma oportunidade. Tais organizações surgiram da educação popular e do apoio aos movimentos sociais, e essa forma de pensar está enraizada em sua forma de fazer. Politics on the Net : NGO practices and experiences

<p>This study investigates how different kinds of non-governmental organisations (NGOs), operating in different national political contexts, perceive and use the Internet as a political space. The political space concept, as defined here, encompasses two dimensions of Internet use: one external, where organisations use the Internet for online activism and campaigning, and one internal, signifying organisational use of the Internet to promote engagement and interactivity with members and/or supporters. Another question raised is whether Internet use for political purposes by NGOs varies between different national political contexts. Moreover, do the organisations believe that the Internet has affected their political influence to any extent? The empirical data consist of the results of two surveys, one directed primarily to American NGOs, the other explicitly comparative, analysing NGOs in Sweden and the USA. Furthermore, content analyses of NGO websites have been conducted and additive indexes constructed. The findings of the study suggest that, overall, the Internet is most important to the studied organisations as a space for external political initiatives. There were, however, important differences in this regard, which could be related to the organisations’ national political contexts. For example, the American NGOs have oriented their websites primarily towards relatively superficial forms of member involvement, while the Swedish NGOs provided more interactive grassroots features on their websites. Regarding political influence, the Internet arguably has the potential to make the most dramatic difference by reinforcing the organisations’ offline political activities. The present results indicate that, despite the possible converging effect of the Internet on NGO political activism, national political culture exerts an inescapable influence on how the Internet is used as a political space by the studied organisations.</p>
