Automatic Creation of Researcher’s Competence Profiles Based on Semantic Integration of Heterogeneous Data sources

The research journals and publications are great source of knowledge produced by the virtue of hard work done by researchers. Several digital libraries have been maintaining the records of such research publications in order for general people and other researchers to find and study the previous work done in the research field they are interested in. In order to make the search criteria effective and easier, all of these digital libraries keep a record/database to store the meta-data of the publications. These meta-data records are generally well design to keep the vital records of the publications/articles, which has the potential to give information about the researcher, their research activities, and hence the competence profile. This thesis work is a study and search of method for building the competence profile of researchers’ base on the records of their publications in the well-known digital libraries. The publications of researchers publish in different publication houses, so, in order to make a complete profile, the data from several of these heterogeneous digital libraries sources have to be integrated semantically. Several of the semantic technologies were studied in order to investigate the challenges of integration of the heterogeneous sources and modeling the researchers’ competence profile .An approach of on-demand profile creation was chosen where user of system could enter some basic name detail of the researcher whose profile is to be created. In this thesis work, Design Science Research methodology was used as the method for research work and to complement this research method with a working artifact, scrum- an agile software development methodology was used to develop a competence profile system as proof of concept.

Title: The Competency Profile of the Golf Coach Objectives: The main aim of this thesis is to create the competency profile of an ideal golf coach with focus on adult recreational players. It was based on the identification of the most important competencies from two perspectives, namely coaches and their clients. Methods: The thesis combines qualitative and quantitative methods. According to the expert literature studies, previous researches and interviews with the professional golf coaches was created a list of four competency groups needed for quality work of golf coach. Coaches and players evaluated the importance of individual competencies by eletronic questioning. For clarity, the individual competencies are divided into four groups, specifically to character traits and features, abilitites and skills, education and knowledge, other professional attributes. Results: In the thesis is created the competency profile of the ideal golf coach focusing on adult recreational players, which includes 20 competencies from all competency groups: character traits and features, abilities and skills, education and knowledge, other professional attributes. O referencial teórico aborda os conceitos de administração e gestão escolar, aspectos históricos da administração escolar, gestão democrática, perfil e competências do gestor escolar, educação profissional e gestão escolar no Ceará. A pesquisa foi organizada sob a ótica de LÜCK (2007) que considera a gestão educacional como fato que vem ocorrendo no contexto das organizações e do sistema de ensino, como parte de um esforço fundamental para a mobilização, organização e articulação do desempenho humano e promoção da interação coletiva. A metodologia utilizada foi a pesquisa documental e bibliográfica, seguida da pesquisa exploratória de caráter descritivo, tipo survey, através da aplicação de questionário aos gestores para coleta de dados do perfil sociodemográfico e das dimensões da gestão escolar e suas competências. A população foi constituída por 65 gestores das 104 EEEPs, que foram implantadas no período de 2008 a 2014. A análise de conteúdo centrou-se, inicialmente, no perfil sociodemográfico que reúne um conjunto de informações sobre o gênero, idade, estado civil, número de filhos, tempo no cargo, formação acadêmica e cursos de gestão, forma de seleção e jornada de trabalho. Seguido das dimensões da gestão escolar e suas competências, com base em LÜCK (2009), que define os padrões de competência para as funções de diretor escolar. Os resultados obtidos revelaram que os gestores das EEEPs tem formação adequada para atender as demandas da escola, apresentando lacunas formativas fundamentais para seu desempenho, estando devidamente apto para o exercício de sua função. Recomenda-se a realização da pesquisa com os gestores das escolas de ensino médio da rede pública estadual e com gestores de escolas públicas municipais do Estado do Ceará. / This dissertation analyzes the profile of managerial skills of managers of State Schools of Professional Education in State Ceará ( EEEP). The theoretical framework addresses the concepts of school administration and management, historical aspects of school administration, democratic management, the school manager's profile, her skills, professional education and school management in Ceará. The research was organized under the optical LÜCK (2007) which considers the educational management as a fact what is happening in the context of organizations and of the education system, like part of a fundamental effort to mobilization, organization and articulation of the human performance and promotion of collective interaction. The methodology used was the documentary and bibliographic research followed by exploratory study of descriptive character, survey type, by applying questionnaire to managers for data collection of sociodemographic profile and dimensions of school management and their skills. The population was composed by 65 managers of 104 EEEPs, which they were implemented during the period from 2008 to 2014. The content analysis initially focused on sociodemographic profile, which gathers a range of information on gender, age, marital status, number of children, time in office, academic degree and management courses, selection way and of working hours. Followed by the dimensions of school management and their skills, based on LÜCK (2009). Which defines the competences standards for the functions of school principal. The results showed that The school manager of the EEEPs have adequate formation to meet the demands of school, presenting training gaps for school performance. The research is recommended to managers high school of state public schools and managers of municipal public schools from the State of Ceará.

Psychometric Development of the Adaptive Leadership Competency Profile

This study documented the psychometric development of the Adaptive Leadership Competency Profile (ALCP). The ALCP was derived from a qualitative database from the National Science Foundation project (NSF 9422368) and the academic body of literature. Test items were operationalized, and subject matter experts validated 11 macro-leadership competencies and 65 items. Rasch rating scale measurement models were applied to answer the following questions: (a) How well do the respective items of the ALCP fit the Rasch rating scale measurement model for the 11 scales of the ACLP? (b) How well do the person's abilities fit the Rasch rating scale measurement model, using the 11 scales of the ALCP? (c) What are the item separation and reliability coefficients for the 11 ALCP scales? (d) What are the person separation and reliability coefficients for the 11 ALCP scales? This study also sought to discern whether the ALCP could predict leader effectiveness as measured by the likelihood ratio index and frequency of correct predictions indices. The WINSTEPS and LIMDEP programs were used to obtain Rasch calibrations and probit estimates, respectively. The ALCP profiles the frequency and intensity of leadership behavior. Composite measures were calculated and used to predict leadership effectiveness. Results from this study validated 10 competencies and 55 items.

Daar is gebruik gemaak van 'n opnamemetode en die opleidingsprestasie van kandidaatbestuursdienstepraktisyns is vergelyk met die resultate wat kandiddate behaal het in hulle evaluering tydens die gestruktureerde onderhoud. Korrelasies is bereken tussen die tellings behaal vir elke dimensie wat die onderhoud evalueer en die tellings onderskeidelik behaal vir elke opleidingsmodule voltooi tydens die 1 0-weke-bestuurs-dienstesertifikaatkursus wat aangebied word deur die Technikon Pretoria. Die resultate behaal in die ondersoek dui op lae, nie-beduidende korrelasies tussen die gestruktureerde onderhoud as keuringsinstrument en die kandidaatbestuursdienstepraktisyns se prestasie tydens opleiding. Die resultate dui dus daarop dat die Targeted Selection Interview wat die Suid-Afrikaanse Polisiediens toepas, nie opleidingsprestasie voldoende voorspel nie. / The aim of this study is to investigate the validity of the structured interview, in the form of the Targeted Selection Interview technique to predict training success of management services practitioners in the South African Police Service. A survey method has been used to obtain the data regarding the training success of candidates and the evaluation results of the structured interview. The correlation was calculated between scores obtained for every dimension measured by the interview and the scores for every training module compl~ted on the 1 0-week management services certificate course, presented by the Technikon Pretoria. The results obtained indicates low, insignificant correlations between the structured interview as selection instrument and the training results of candidate Management Services practitioners. O perfil de competências do trabalhador de nível técnico no campo das vigilâncias / The skills profile of the worker in the field of technical surveillance

No. of bitstreams: 0 Previous issue date: 2009 / Diante da necessidade de implementação do processo de descentralização das vigilâncias, muitos trabalhadores de nível médio vêm sendo transferidos do nível estadual para o municipal, assim como outros vêm sendo contratados pelos municípios para atuarem na estruturação desses serviços. Muitos, sem terem tido acesso à formação específica para atuação na área. Diante da política de desenvolvimento dos trabalhadores do SUS surge a necessidade estratégica de promover a sua educação profissional. A Escola Técnica de Saúde Profª Valéria Hora, responsável pela educação profissional dos trabalhadores de nível médio do SUS, em Alagoas, não tem experiência anterior em formação profissional no campo das vigilâncias. Tal fato motivou esse estudo, que teve como objetivo: delinear o perfil de competências dos trabalhadores de nível técnico do campo das vigilâncias, a partir do conhecimento e análise do processo de trabalho. O estudo foi aplicado em seis municípios selecionados por sorteio, onde se buscou conhecer e interpretar a sua realidade, com o foco nas seguintes categorias de análise: Quem são esses trabalhadores, o que fazem e quais suas dificuldades e necessidades. Foram ouvidos os gestores municipais de saúde em relação às suas percepções e expectativas sobre a prática desses trabalhadores. Observou-se que 85 por cento da força de trabalho que integra o campo das vigilâncias no universo estudado é de pessoal de nível médio, sendo que 100 por cento não tem formação específica. Vêm sendo capacitados através de treinamentos para determinados fazeres, evidenciando uma preparação para atuar em um mero recorte da realidade. Analisando-se os documentos oficiais,observou-se que de forma geral as atribuições definidas para eles, vêm sendo de certa forma realizadas. Muitas das vezes sem compreensão da realidade como um todo, sem conhecimento do resultado das suas atividades, que vêm sendo realizadas enquanto tarefas prescritas por coordenadores, configurando que são tratados de fato como meros executores de prescrições técnicas, de normatizações, legislações e de controle e erradicação de doenças, como se supunha ao iniciar esse estudo. A partir da interpretação desses resultados, onde estiveram envolvidos: o ensino, os gestores e os trabalhadores, foi possível delinear um perfil de competências para os trabalhadores de nível técnico que integram as equipes das vigilâncias, levando-se em consideração as experiências concretas dos sujeitos, seus saberes formais já adquiridos, os saberes informais advindos da sua inserção na sociedade, da sua cultura, assim como dos saberes acumulados nas atividades de trabalho. Espera-se, que após submetido à validação pelos trabalhadores e profissionais da área, esse estudo venha a contribuir com o planejamento curricular da formação técnica para o campo das vigilâncias e consequentemente com a reorganização das práticas desses trabalhadores nos seus municípios. / In order to face with the implementation the surveillance’s decentralization, many midlevel workers are being moved from the state level to municipal level and others have been hired by municipalities to act in the structuring of those services. Many of them have had no access to general or specific education in the area. From the SUS’ workers political development Law comes the strategic needs to promote vocational education to these workers. However, the Technical School of Health Prof. Valéria Hora, which is responsible fr the education of professional-level workers of SUS in the state of Alagoas, has no previous experience in training in the field of surveillance. This fact has motivated this study, which has the objective to: outline the skills profile of workers in the technical field of surveillance, based on knowledge and analysis of their work process. It is an exploratory study of qualitative nature, applied in six cities selected by draw, where sought to know and interpret the reality of these workers with a focus in the following categories of analysis: a) Who are these workers; b) What they do and what are their difficulties and their needs. Were heard also the local health managers, regarding to their perceptions and expectations about the practice of these workers. It was observed that 85% of the workforce that integrates the field of surveillance in the universe studied is mid-level staff, and 100% have no specific training. They have been empowered through training to specific issues, showing a preparation of the worker to work only in a mere detachment from reality. By analyzing the official documents, it was observed that in general the tasks set for these workers, have been carried out. Often without understanding of reality as a whole, without knowing the results of their activities and tasks performed as required by their coordinators, setting that in fact they are treated as mere executors of the technical requirements, normalizations, laws and control and eradication of diseases, as was supposed at the beginning of the study. From the interpretation of these results, which were involved the education, managers and workers, it was possible to outline a profile of competencies for the technical-level workers that are part of the surveillance teams, considering the specific experiences of individuals, their formal knowledge already acquired, the informal knowledge resulting from their integration into society, their culture, as well as the accumulated knowledge in work activities. It is expected that this study contribute to the planning of technical training curriculum for the field of surveillance and consequently with the reorganization of its practices at the municipalities.
