Creative industries policy in Taiwan : the effects of neoliberal reformTsai, Hui-Ju January 2018 (has links)
Since 2002 Taiwan has transformed its cultural policy, following the lead of the UK's creative industry discourse in particular and neoliberal policy regimes in general. This thesis investigates the processes through which neoliberal thinking shaped changing cultural policy and the impact this has had on cultural workers and practices in Taiwan s cultural landscape. I examined policy making documents and interviewed a range of involved actors, including government officials and cultural workers to learn more about the policy process and its impact. The research argues that the creative economy has heavily influenced the development of cultural policy discourse and generally failed to promote the public interest in Taiwan. The results of neoliberalisation have been embodied in several salient characteristics such as the privatisation of public space, marketisation of public subsidy and investment, commercialisation of higher education, and flexibilisation of cultural labour market. I argue that cultural policy needs to be reshaped to represent the public interests and diversity of our cultural landscape.

Previous issue date: 2015-03-25 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / The objective of the research was to analyze the Festival of Culture and Gastronomy of Tiradentes, in the state of Minas Gerais, Brazil, and correlate it to the National Gastronomy Festival of Santarém, Portugal, and the Conventual Sweets Festival of Alcobaça, also in Portugal; and also insert it in the context of the debate on creative industries, with emphasis on cuisine - here conceived in their economic, cultural and creative dimensions. The work is the result of a scholarship at the University of Coimbra, in Portugal, sponsored by CAPES (Higher Education & Personnel Training Coordination), to account for the relations between the Portuguese cuisine and the gastronomic production of Brazil; for this, the above festivals on Portuguese gastronomy were analyzed. The adopted methodological procedures were constituted of a secondary research carried out through bibliographic survey, and an exploratory-qualitative primary research, involving collection of information and an analysis of the field under study, together with an ethnographic observation through the application of twenty-two interviews with residents and owners of restaurants and hotels, in the town of Tiradentes, plus the information collected in interviews and festivals of Santarém and Alcobaça, Portugal; a case study of qualitative fragment was also part, in which the social unit and the social event were both investigated, with their respective demonstrations and agents. Pierre Bourdieu and Michel de Certeau were fundamental authors for the understanding of gastronomy and the arts of cooking. The Portuguese influence and its representation in the gastronomic culture of Brazil are very present in the dialogue with authors like Gilberto Freyre, Câmara Cascudo, Ricardo Miranda, Claudia Maria Lima e Ivonne Hamilton. To elaborate on "creative industries" all the research conducted by the United Nations Conference on Trade and Development (UNCTAD) and the Federation of Industries of the State of Rio de Janeiro (FIRJAN) for the classification of creative segments, with emphasis on gastronomy and the role of the creative and cultural economy in the socioeconomic development of cities, were of basic importance; as well as the report with recommendations by the United Nations Organization (UNO) / O objetivo da pesquisa foi analisar o Festival de Cultura e Gastronomia de Tiradentes/Minas Gerais/Brasil e correlacioná-lo ao Festival Nacional de Gastronomia de Santarém/Portugal e ao Festival de Doçaria Conventual de Alcobaça/Portugal; e inseri-lo no contexto do debate sobre indústrias criativas, com ênfase para a gastronomia aqui concebidas em suas dimensões econômica, cultural e criativa. Dynamic complexity occurs in every social structure. Film industry, as a type of creative industries, constitutes a dynamic environment where uncertainty is at high levels. This complexity of the environment renders the more traditional operations research models somewhat ineffective, and thus, requires a dynamic analysis. In this study, a model showing the dynamics of film exhibition is given. The interactions within and between the theatrical and the DVD sales channels are implemented by the model. Later on, the possible effects of piracy to the model are discussed, using the inferences obtained by the created model. The model is examined with scenario and sensitivity analysis. All the modeling studies are done with a commercial dynamic systems modeling software. The model also can be extended for the whole film industry, or for some other creative industries like the publishing industry.

Career management in the creative and cultural industries : an exploratory study of individual practices and strategiesMillar, Fiona Alison January 2016 (has links)
This study presents insights on career management in the creative and cultural industries in Scotland with detailed exploration into practices and strategies employed by cultural workers. Following a phenomenological approach, the study has used subjective data of individual career experiences and interpreted them into objective patterns of career management. Using qualitative research interviews and thematic analysis, the doctoral study explored the career management experiences of thirty six cultural workers and identified particular strategies adopted in the self-management of precarious and unpredictable careers. Employment in the creative and cultural industries is with precarious which constitutes a specific environment for career management and career progression. Not enough is known about the ways in which cultural workers manage their careers in these circumstances. The aim of this study was to understand the realities of contemporary career management in the creative and cultural industries and to identify particular practices and strategies in which creative careers might be managed. Beyond the scholars in this field, this research is of interest to cultural workers, policy makers in the creative and cultural industries more broadly and higher education institutions preparing graduates for work in the creative and cultural industries. The empirical evidence gathered can better inform cultural workers of effective career management strategies and propose policy interventions that would facilitate effective career management and career management education. Key findings focus on the use of online / social media within creative careers and how such activity takes place; the development of a new harmony between art and economic logics and the application of development based career strategies in creative careers, with cultural workers being more managerial than they even recognise themselves. The findings from this study offers confirmation to what is already known about careers in the creative and cultural industries, greater depth and detail to what is already known and extend understanding about the relationship disconnect between individual career Career Management in the Creative and Cultural Industries Abstract management strategies and the policies designed to support cultural workers – policies which focus on growth and development of the industry but not those individuals who make up the industry. Exploration of the phenomenon of career management in the creative and cultural industries requires further research, which could include: alternative methodologies to elicit perceptions based on the findings from this study, deeper exploration into both the difference in career management within the creative and cultural industries and the emerging relationship between art and economic logic.

Créativité, attractivité et développement économique des territoires européens / Creativity, residential attractiveness and economic development in European regionsBarois, Brice 29 November 2019 (has links)
Cette thèse propose une analyse comparative de la richesse, de la créativité, de la connectivité et de l’attractivité résidentielle des territoires. Dans un premier chapitre, la hiérarchie des richesses régionales dans l’Union Européenne sur la période 2000-2015 est analysée, en se focalisant sur la dynamique de la distribution des PIB par habitant des 276 régions européennes identifiées au niveau NUTS 2. À l’aide de modèles économétriques, ce chapitre montre que les mécanismes structurels européens ne conduisent pas à un processus de convergence des PIB par habitant. Les mécanismes de rattrapage se sont avérés inefficaces et on assiste à une polarisation de performances qu’on caractérise comme l’Europe à deux vitesses. Le second chapitre, sur la période 2006-2013, étudie l’impact direct et indirect des industries créatives et culturelles et de la connectivité sur la richesse des régions européennes. Il montre que lorsque l’on tient compte des effets d’autocorrélation spatiale, l’impact de ces industries sur la richesse des régions européennes est plus contrasté et peut, dans certains cas, creuser les disparités. Le troisième chapitre se concentre sur les migrations résidentielles en France métropolitaine. En analysant les migrations résidentielles entre les zones d’emploi françaises, il constate que les jeunes (15-29 ans) migrent davantage que le reste de la population. Plus l’individu est diplômé, célibataire et locataire, plus il a de chance de migrer. Dans un même temps, les caractéristiques des territoires de localisation influent sur les décisions de migration des individus. Les jeunes préfèrent emménager dans des territoires connectés, où l’emploi créatif est présent et le taux de chômage est faible. / This thesis delivers a comparative analysis on the wealth, the creativity, the connectivity and the residential attractiveness of the European territories. In a first chapter, the hierarchy of regional wealth in the European Union over the period 2000-2015 is analyzed, focusing on the dynamics of the distribution of GDP per capita of the 276 European regions identified at the NUTS 2 level. Using econometric models, it shows that the European structural mechanisms don’t lead to a process of convergence of GDP per capita. The catch-up mechanisms have proved ineffective and we are witnessing a polarization of performances that we characterize as the two-speed Europe ... The second chapter, for the period 2006-2013, studies the direct and indirect impact of the creative and cultural industries on the wealth of European regions. It shows that when spatial autocorrelation effects are considered, the impacts of these industries on the wealth of European regions are more contrasted and may, in some cases, widen disparities. The third chapter focuses on residential migration in metropolitan France. By analyzing residential migration between the French employment areas, this work shows that young people (aged 15-29) migrate more than the rest of the population. The more an individual is a graduate, single and renter, the more likely he is to migrate. At the same time, the characteristics of location territories influence the migration decisions of individuals. Young people prefer to move to connected territories, where creative employment is present and where unemployment rate is low.
