Organismos nacionais e internacionais têm reconhecido a necessidade de se estabelecer meios que possam resguardá-los de situações consideradas perigosas, ao mesmo tempo em que os direitos já reconhecidos sejam cada vez mais preservados. Procurando alcançar esse objetivo, governos, autoridades e sociedade em geral, têm empenhado esforços para que a criança seja cada vez mais protegida. Historicamente, porém, percebemos que em outros períodos, como o medieval, a percepção da infância e de suas peculiaridades ainda não se apresentava de maneira clara para os integrantes daquelas sociedades. As crianças sofriam, juntamente com os adultos, as consequências de viver em uma sociedade com pouco ou quase nenhum controle de pulsões e emoções. Norbert Elias nos mostra que aos poucos a sociedade passa a exercer um maior controle sobre o indivíduo, fazendo-lhe exigências em relação aos comportamentos. Ao mesmo tempo em que isso acontece, o indivíduo modifica a sociedade e assim, numa relação recíproca um traz alterações ao outro sem que se consiga saber quem deu início ao processo. Faz parte da teoria dos processos de civilização de Norbert Elias a compreensão da importância do Estado e sua monopolização da força física e da tributação no controle dos indivíduos e de suas pulsões. Desse modo, o objetivo dessa pesquisa é compreender a importância do papel do Estado para proteção e o resguardo dos direitos da criança e do adolescente no Brasil. National and international organisms have been recognizing the need to establish means to protect them of situations considered dangerous, at the same time in that the rights already recognized are preserved more and more. Trying to reach that aims at, governments, authorities and society in general, have been pawning efforts so that the child is protected more and more. Historically, however, we noticed that in other periods, as the medieval, the perception of the childhood and of their peculiarities, still didn't come in a clear way for the members of those societies. The children suffered, together with the adults, the consequences of living in a society with little or almost any instincts and emotions control. Norbert Elias tell us that little by little the society starts to exercise a larger control on the individual, making her demands in relation to the behaviors. At the same time in that happens, the individual modifies the society and like this, in a reciprocal relationship one brings alterations to the other without it is gotten to know who led off the process. Makes part of the theory of the civilizing process of Norbert Elias the understanding of the importance of the State and his monopolizacion of the physical force and of the taxation in the individuals' control and of their instincts. The objective of that research is to understand the importance of the paper of the State for protection of the child's and tenn's rights in Brazil. Como procedimentos metodológicos, na coleta de dados utilizou-se de formulários cedidos pelo Programa de Assistência Social da Pró-Reitoria de Administração da Unesp e entrevistas semi-estruturadas com 11 supervisoras dos CCIs, reconstruindo a trajetória do atendimento à criança no espaço da Universidade Pública. A criação da creche na Unesp ocorreu em resposta às reivindicações dos seus servidores, consolidada na perspectiva do benefício social. Atualmente constata-se a necessidade de redefinição dos seus objetivos e funções, de acordo com o ordenamento legal das últimas décadas do século XX, reconhecendo a criança como sujeito de direitos e a creche como direito da criança à educação. A pesquisa permitiu concluir que muitos desafios se fazem presentes na implantação de uma política universitária destinadas aos CCIs, legitimando a educação infantil no cenário da Universidade Estadual Paulista. / This Master's degree dissertation analyzer the 14 Centers of Children Sociability (CCIs) implanted, gradually, at the Universidade Estadual Paulista Júlio de Mesquita Filho, since 1984. As methodological procedures, forms given by the Social Assistence Program of Pro-Rectory of Administration of Unesp and semi-structured interviews with 11 supervisors of the CCIs have been used in the collection of data, rebuilding the trajectory of the assistance to the child in the space of Public University. The creation of crèche at Unesp occurred as an answers to revindications of it staff, consolidated on the perspective of the social benefit. Nowadays, it's verified the necessity of redefinition about its objectives and functions, according to a legal progress of the last decades of the 20th century, recognizing the children as an individual and the crèche as the children's right to education. The research allowed to conclude that several challenges are present in the implantation of a university policy for the CCIs, legalizing the children's education in the scenery of the Universidade Estadual Paulista.

Centralmente, argumenta-se que a ausência ou a escassa participação do Estado no compartilhamento das atividades familiares de assistência e cuidado com crianças pode gerar prejuízos a tal aproveitamento, seja por comprimir as possibilidades de engajamento produtivo das mulheres, seja por contribuir para a propagação dos riscos sociais de classe e intergeracionais que impactam negativamente as oportunidades das crianças. São analisadas as seguintes políticas de compartilhamento público das tarefas familiares de assistência aos menores de 6 anos: (i) as existentes na regulação do mundo do trabalho, basicamente, as garantias e direitos previstos na Consolidação das Leis do Trabalho (CLT) e na legislação previdenciária; (ii) os benefícios assistenciais a famílias com filhos, especificamente o Programa Bolsa Família (PBF); e (iii) o acesso a creches e pré-escolas. Examina-se o acesso da população a essas políticas, assim como o modelo de família sobre o qual repousam, implícita ou explicitamente. Nota-se que, a despeito do incremento no nível de compartilhamento público das tarefas de assistência e cuidado das crianças ocorrido principalmente a partir de 1988, a família ainda mantém-se como instituição primeira de gestão dos riscos sociais para parcela representativa da população. Ademais, o modelo de família subjacente aos serviços e benefícios analisados não os aproxima integralmente da diretriz constitucional da equidade de gênero, na medida em que mantém a vinculação entre o sexo feminino e as tarefas domésticas de cuidado. / Abstract: This research analyzes Brazilian child-care policies that facilitate work-family articulation, focusing its role on the use of the demographic window opportunity afoot in the country. Mainly, it's argued that the absence or scarce public child-care may harm the use of this opportunity, firstly, by comprising the possibilities of women productive insertion, and secondly, by contributing for the propagation of class and intergenerational risks that impact negatively on children opportunities. It's analyzed the following policies of public sharing of family assistance tasks to children under six years old: (i) the existing at the regulation of labor world, basically, the guarantees and rights present at the Labor Laws Consolidation (LLC) and at the laws of social welfare; (ii) the social benefits to family with children, specifically the Family-Grant Program (FGP); and (iii) the access to crèches and kindergarten. It's evaluated the population's access to these policies, so as the family model they are based upon, implicitly or explicitly. It's noted that, despite of the increase of the level of public sharing regarding children's assistance and care tasks, that took place principally after 1988, the family still is the main institution of management of social risks to a substantial share of population. Defendemos a idéia de que o uso da mídia foi um fator importante para a constituição de uma cultura evangélica pós-moderna brasileira, voltada para o consumo individual e para questões práticas cotidianas. O tema da família e da infância tem fomentado uma intensa circulação de bens culturais evangélicos por meio da mídia, que permite a construção de uma religiosidade transdenominacional. Consolida-se uma cultura evangélica midiática que mescla mensagens tradicionais cristãs a formatos contemporâneos disponíveis em um supermercado cultural evangélico. Focalizamos os discursos e as estratégias de produtores de mídia evangélica, a fim de analisar as representações sobre a infância cristã. Além disso, analisamos a recepção desses produtos para identificar os seus usos e sentidos no cotidiano / Abstract: The thesis proposes a cultural history of the children's evangelical media produced in Brazil between the 1950s and 2000s. We defend the idea that the use of media was an important factor for the constitution of a post-modern Brazilian evangelical culture, directed towards the individual consumption and daily issues. The theme of the family and the infancy has fomented an intense circulation of evangelical cultural goods through the media, which allows the construction of a transdenominational religiosity. One consolidates a mediatic evangelical culture that mingles traditional Christian messages with contemporary formats available in an evangelical cultural supermarket. We focus on the discourses and the strategies of evangelical media producers in order to analyse the representations on Christian childhood.
