Stavby provizorních mostních souprav v krizových situacích / Buildings makeshift bridge kits in crisis situations

Currently it has become recognized that to successfully manage the crisis situation it is necessary to ensure the basic transport, particularly transport infrastructure impassable. One of the many problem areas while ensuring operation in transport is critical to ensure the functionality of artificial structures, and thus become very important just bridges that we in most cases considered by the throat on the roads. Bridges must be kept sufficiently passable,and failing this, just need to take action in the form of construction of a temporary replacement bridge. The general aim of my thesis was to analyze the usefulness of temporary bridge construction kits in crisis situations. The theoretical part describes issues related legislation with crisis management, basic concepts related to crisis management, bridge set MS, heavy bridge set TMS and the use of the Czech Army in crisis situations. Crisis management was essential after the floods in 1997 and 2002 given special attention. It was gradually ascertained that five years after the floods in Moravia in 1997, the Army increasingly lack a global perspective on the overall topic of crisis management. The focus is on bridge set MS. This is a releasable steel bridge construction, which was initially designed for the military sector to the possibility of fast implementation of temporary bypass obstacles. Another topic of interest is becoming difficult bridge kit. Heavy bridge system is normalized steel folding bridge for only one lane of the lower deck, which is designed to build bridges with one or more fields of bridges and overpasses for the construction of the railway. The use of the Czech Army is further defined as a task of the integrated rescue system in the area of internal security, where the individual components of the Integrated Rescue System and other bodies involved in internal security and civil protection must be able to respond professionally and in cooperation with other stakeholders to intervene effectively in an emergency or crisis caused by terrorist attacks, natural and environmental disasters, industrial accidents, and other dangers that threaten the lives, health, property, the environment, internal security and public order in the Czech Republic. The Czech army is used for temporary organized deployment of military units and military installations with the necessary military equipment and under the control of the appropriate commander. Military assistance becomes necessary when the designated administrative authorities, local authorities or a fire protection can no longer ensure the rescue work on their own. The use of the army for rescue operations can be done at the request of regional governors, mayors and mayors of municipalities or the Ministry of the Interior through the Operational and Information Centre Fire and Rescue through the permanent operations center of the Army of the Czech Republic. In the practical part I am focused on gathering the available general and internal information,reports and documentation on the use of temporary bridge kits in crisis situations and analysis of documents,regulations and methodologies relating to the construction of temporary bridge kits in crisis situations. Practical application of new trends and technologies, based on experience with engineer bridge company Czech Army. Processing and evaluation of the results was done in MS Word and MS Excel.

In the diploma work, we familiarised the reader with the basic theoretical starting points concerning emergency medical services and preparedness for emergencies. First of all, in this part, we elaborated a basic overview of the organisational structure of the emergency medical services of the Ústecký kraj region, and of its subdivisions. Next, we outlined the educational system of the paramedical staff of the emergency medical services of the Ústecký kraj region, focused on the area of crisis management. The crisis management competence of paramedical staff involved in emergency medical services was the subject of a separate sub-chapter. We linked these chapters with the issue of the formation of the department of disaster medicine. Here, we defined the tasks and aims of disaster medicine. To create a better understanding of the issue, a part of the chapter consists of the basic terminology used in disaster medicine. The main aim of the diploma work is the analysis of the knowledge of the paramedical staff of the emergency medical services of the Ústecký kraj region in terms of preparedness for emergencies. The sub-objectives of the thesis are the analysis of the knowledge of the medical rescue workers of the emergency medical services of the Ústecký kraj region in terms of preparedness for emergencies, and the analysis of general nurses' knowledge of, and qualifications in, the specialist anaesthesiological-resuscitative care of the emergency medical services of the Ústecký kraj region in terms of preparedness for emergencies. The methodology of the work lay in the quantitative analysis of statistical data that we gathered from questionnaires that were filled in by randomly selected respondents among the paramedical staff of the emergency medical services of the Ústecký kraj region. We prepared the content of the questionnaire in the context of the issues studied. The respondents chose from a number of pre-defined answers to a total of 20 questions. The data obtained underwent statistical analysis with the use of statistical research methods, scaling, measurement in descriptive statistics, elementary statistical processing, non-parametric testing, estimation theory, and parametric testing. From the results of the practical part of the diploma work, it is evident that the knowledge of the medical rescue workers of the emergency medical services in terms of the preparedness for emergencies of the Ústecký kraj region is close to the normal frequency distribution N (mi and sigma). Also the general nurses' knowledge of, and qualification in, the specialist anaesthesiological-resuscitative care of the emergency medical services of the Ústecký kraj region, in terms of preparedness for emergencies, is close to the normal frequency distribution N (mi and sigma).

In the theoretical section of my master thesis I focused especially on the role of the health services within the crisis management. In particular chapters I tried to write down a simple and comprehensive summary of the role of the healthcare within the integrated rescue system, I dealt with the function of the Ministry of Health, the hierarchy of the healthcare in solving the emergencies, the valid law and the crisis preparedness in the healthcare. In one part of my master thesis I also mentioned the importance of testing the professional and practical readiness of particular units of the integrated rescue system by emergency exercises and the characterization of their individual types. Of course I could not omit the crisis planning and a brief description of some chosen types of plans that are used during emergencies.The goal of my thesis was to map the preparedness of the South-Bohemian Region inpatient healthcare facilities for possible emergencies in the respective facility or out of it and the medical staff´s awareness of possible risks and of possible solving the emergencies in the respective facility.In the practical section of my master thesis I used the methods of quantitative research. The technique of this research is based on the questionnaire survey with bounded, half-bounded and open questions. The questionnaire designated for medical staff consists of 23 questions. The first three questions are focused on the characterization of the respondents; the remaining twenty questions are to find out the stock of knowledge related to the crisis preparedness. The respondent gets one point for each correct answer to a knowledge question. This part of the questionnaire is composed as a multiple-choice test and one can get 43 points at most. The questions were created using the crisis plans that are valid in the České Budějovice Hospital. After our mutual agreement I took over the questionnaire designated for healthcare facilities from Mgr. Jolana Němečková, who analysed the crisis preparedness of the South-Moravian Region healthcare facilities in her master thesis. I did not change the method of questionnaire analysis either to enable a subsequent benchmarking of the results in the South-Moravian Region and the South-Bohemian Region. The questionnaire consists of 28 questions. One can get one point for a dichotomous question and two points for a closed-ended question. The highest possible score was 22 points. The results of the questionnaire survey for medical staff show that the preparedness of the České Budějovice Hospital´s medical staff is at a very good level. The average score was 37 out of 43 points and that complies with the classification 2. When analysing the relation of the preparedness with the highest achieved education level and the preparedness with the length of the practice, the positive correlation was confirmed. That means that the higher achieved education and the longer practice, the more was the knowledge of the respective area. The results of the questionnaire survey for the inpatient healthcare facilities management are not so positive. The average score was 12.3 and that complies almost with the classification 4, which means a bad preparedness. In comparison with the South-Moravian Region healthcare facilities, the preparedness in the South-Bohemian Region is one level worse. For the purposes of my master thesis I set four hypotheses that were proved or falsified during a follow-up statistical assessment. Hypotheses No. 1 and No. 2 cannot be accepted. Hypotheses No. 3 and No. 4 were accepted.

The goal of this work is to specify the relation between crisis management and company control and to suggest possible application in implementing of crisis management principles into company control. The research was performed in the period 2003 {--} 2005. Crises of companies are significant and generally unexpected situations which threaten the goal of the company or its existence temporarily or permanently. The impact of such situation can significantly harm the company, its employees, products or services and public reputation. The crises are induced by the pressure of inner or outer events which make the management do urgent decisions. This can be downfall of the market, legislative restrictions, fall of the exchange rate (in foreign currency), unsuccessful innovation, new competitive product etc. The company which was analyzed offers more possibilities for application of crisis management. In the thesis we mention the relation of company control {--} director general and crisis management in certain division ``subordinate{\crqq} to director general. In the thesis we examined certain model situations when the crisis of a company can happen. The main reasons for crisis situations are loss of trade outlet, loss of consumers, competition, unfulfillment of production and overflow of production. Unreasonable overflow of manufacturing capacity results in unfulfillment of promised dates, deterioration in quality, and the outcome can be loss of the customer. All these situations can affect the company so it is important to be ready for them. The main recommendation for managing a company lie in consistent performance of economic and financial analyses and their inspection and evaluation. This will help the management of the company to identify beginning of a crisis. If the crisis situation occurs in a company, the management and owners of the company should consider if they involve crisis management in governing the company or if they want to solve the problems with current management. Although it is not apparent, current management is actually crisis management. Partial changes and suggestions are the following: looking for new trades, reinforcement in marketing and commercial section, permanent preparedness for crisis situations and preparedness of crisis plan, avoiding to be dependant on one customer and regular checking of trade and operative plans.

This diploma thesis ``Determining the number of citizens that will be evacuated in the case of a serious, extraordinary event or a crisis situation{\crq}q aims to assess the level of awareness of the residents of the South Bohemia Region about evacuation and those risks in their surroundings, especially to detect just how many people (families) would chose to spontaneous evacuate themselves in the event of an extraordinary event or crisis situation and how many residents would do so with the provision of transport. This information has been obtained by means of questionnaires. In the description of the current situation, there is an overview of the laws and the establishment of the basic concepts related to evacuation. The practical part deals with the evaluation of questionnaires that were distributed to the residents of the South Bohemia Region, and there is also a summary of this information within a comprehensive overview, including the division of the point of view between men and women, and the assessment of these results within the District of South Bohemia Region. Preventative educational work among the population will contribute to the appropriate behaviour during these extraordinary events, which will assist the authorities in providing for the successful accomplishment of this evacuation. These good practices will reduce the health risks of people and will also prevent material and financial loss.

Dans notre recherche nous examinons les approches qui permettent de fidéliser les clients. Le marketing relationnel est sollicité, puis le rôle médiateur que joue la valeur perçue sur l’effet fidélisant dans l’approche relationnelle est étudié. Nous prenons pour champ d’étude les dirigeants d’entreprises libanaises, détenteurs de comptes bancaires. Les effets qui découlent de l’orientation relationnelle et du rôle médiateur qu’elle joue sur de ces dirigeants d’entreprises et qui peuvent influer sur leur fidélité sont pris en considération. Nous prenons aussi en compte le fait que le Liban traverse depuis des décennies des crises consécutives, ainsi que l’effet que cela laisse sur les décisions des dirigeants d’entreprises. Nous avons dégagé l’importance du rôle médiateur de la valeur perçue, les effets de la situation de crise, et l’influence des données personnelles des dirigeants d’entreprises sur la fidélisation des clients. Nous proposons dans une étape finale un modèle conceptuel intégrateur qui synthétise tous ces facteurs. Dans une ultime étape nous dégageons les résultats de l’étude et proposons une approche éventuelle pour traiter le problème de fidélisation des dirigeants d’entreprises en ce qui concerne leurs comptes bancaires dans une situation d’instabilité. / In our research we studied the different approaches leading to enhance the loyalty of the consumer. We have scrutinized the relationship marketing and the loyalty effect that can be enhanced by the mediator role of perceived value on the loyalty of the consumer. In our field of study we focused on the leaders of Lebanese enterprises, holding a bank account. We took into consideration the effects of the relationship orientation and the mediator role by which it can have an influence on the fidelity of these leaders. We also took into consideration that, for decades Lebanon has been facing different and consecutive crises, we studied the effects of such a situation upon the decision taking of the leaders of Lebanese enterprises. We showed the importance of the mediator role of the perceived value, the effects of the crises situation, and the influence of the personal data related to these leaders over their decision taking. In a final step we evaluated the results of the study and proposed a possible approach to the problem of loyalty of the enterprises’ leaders in regard of their bank accounts.

The main aim of this thesis is to analyze how the general public and registered churches are informed about the Psychosocial intervention team of the Czech Republic. In addition, the thesis focuses on the analysis of available sources of information about psychosocial intervention (aid) and crisis intervention in emergency situations. The churches were asked by using interviews with their representatives. These were mainly personal interviews, telephone communications, and e-mail correspondence. The awareness of the general public was identified by using a questionnaire. The questionnaire was based on the general information about the Psychosocial Intervention Team of the Czech Republic and emergency situations, in the second part of the questionnaire the questions were whether the respondents met with this team and in what case it was. This thesis is the first one that deals with the awareness about the Czech Psychosocial Intervention Team. It can therefore be used as a basis for further research on this topic. It has been found that the general public has some awareness of the Psychosocial Intervention Team, but it is at a very low level and only one of the 105 respondents has personally met with this team. As far as the churches are concerned, the awareness was higher, but only a few churches closely cooperate with this team. It should be noted that it would be desirable to deepen the awareness about this team by general public and to ensure better cooperation between this team and churches.

This diploma thesis on social impacts of disasters and their solutions deals with disasters that have accompanied the mankind from the very beginning, their impacts and the effective solutions of such impacts. The theoretical section, in the first chapter, introduces the concept of disaster and it describes disasters that struck the Earth in the past and endangered substantially human lives. The second chapter is devoted to disasters of the 21st century and is divided into two parts. The first part of the second chapter deals with disasters of the 21st century in the world, including the current situation in Japan and the other part introduces major disasters of the 21st century in our country. The third chapter of the theoretical section focuses on the characteristics of basic disasters that may occur in the Czech Republic. The fourth chapter informs us about the impact and consequences of extraordinary events and crisis situations in the Czech Republic and about their solutions. This chapter introduces us to the way the Czech Republic addresses social impacts of disasters, which are an important factor in determining the seriousness of disasters. The concept of social impacts of disasters includes not only the loss of life or property, but also reduced ability of self-support of people affected by disasters caused by closing down businesses and their decreased work ability. The last chapter of the theoretical section, chapter five, deals with the role and responsibilities of state authorities and local governments during extraordinary events and crisis situations. This thesis aims at specifying social impacts of disasters and to propose some solutions. The results of quantitative research using questionnaire survey showed that we can confirm working hypothesis no. one, i.e. that one of the major impacts of disasters are social impacts. The thesis also includes research conducted using the method of guided interviews thanks to which we can confirm the second working hypothesis, i.e. that dealing with the impact takes place mostly in the reconstruction period after the crisis situation. Knowledge obtained while working on this thesis may serve as a comprehensive analysis of the current state of the Czech Republic in terms of dealing with social impacts of disasters.
