Day Zero: the role of social movements in the face Cape Town's water crisis

In 2017 and 2018, the city of Cape Town, in South Africa, suffered one of the most severe water crises ever seen, becoming the first big city to face a realistic scenario of a "Day Zero", the day in which the dams reach a water storage level unable to provide water services to other than critical services. In the wake of this emergency, several organisations and movements started to organise themselves to mitigate the effects of the drought and find a solution. The measures undertaken by the local government, which included punitive tariffs for the citizens, caused a big discontent among the population, who protested in the streets to demand a proper solution. Amid the protesters, the social movements rose to demand from the authorities democratic and reasonable management of the water in the city, putting pressure by protesting, creating petitions, mobilising people and spreading facts about the crisis and what they believed were the true problems behind it.   This qualitative research included a field study in the city of Cape Town and uses abductive research for the analysis of data. The study is exploratory, as it intends to understand and explore what happened during the crisis and the role of social movements to create a narrative. Five interviews were conducted between two different target groups: social movement actors and authorities.   This thesis focuses on the role that social movements played and their dynamics in the outcome of the actions taken by the authorities to address the water crisis in Cape Town. Using social movement theory and alliances theory, this explores what actors were involved, what actions and activities the social movements conducted, and what was the outcome of the role they played. This is done in order to create a narrative of the facts that occurred during the crisis until the Day Zero was officially called off by the local authorities, the moment in which the organisations stopped their engagement due to whether the loss of the momentum, the collapse of the alliances or the accomplishment of their minimum demands.   The study concludes that there were two moments that determined the role of social movements during the water crisis: first, with the emergence of the crisis, the movements gathered and played a communicator role, delivering information and sharing facts; secondly, after the measures taken by the authorities were announced, the movements played an instigator role as an opposition to the local government, putting pressure mainly in the streets. We conclude that the outcome delivered by the authorities, the so-called Water Strategy, was an important step but did not respond to the demands of the movement sufficiently, as it was not conducted in a participatory way, although it included some of the demands of the movement. It is not possible to conclude that the role played by the social movements was key to determine the outcome of the crisis, but they contributed to put pressure and make visible the demands for a more democratic water management.

Courting Disaster: An Analysis of Federal Government Twitter Usage during Hurricane Sandy Resulting in a Suggested Model for Future Disaster Response

abstract: ABSTRACT This dissertation examined how seven federal agencies utilized Twitter during a major natural disaster, Hurricane Sandy. Data collected included tweets between October 26-31, 2012 via TweetTracker, as well as federal social media policy doctrines and elite interviews, to discern patterns in the guidance provided to federal public information officers (PIOs). While scholarly research cites successful local and state government efforts utilizing social media to improve response efforts in a two-way communications interaction, no substantive research addresses social media’s role in crisis response capabilities at the federal level. This study contributes to the literature in three ways: it focuses solely on the use of social media by federal agencies in a crisis setting; it illuminates policy directives that often hamper federal crisis communication response efforts; and it suggests a proposed model that channels the flow of social media content for PIOs. This is especially important to the safety of the nation moving forward, since crises have increased. Additionally, Twitter was adopted only recently as an official communications tool in 2013. Prior to 2013, social media was applied informally and inconsistently. The findings of this study reveal a reliance upon a one-way, passive communication approach in social media federal policy directives, as well as vague guidelines in existing crisis communications models. Both dimensions are counter to risk management and crisis communication research, which embrace two-way interactivity with audiences and specific messaging that bolsters community engagement, which are vital to the role of the PIO. The social construction and operational significance of fair values : a case study of a financial services organisation

The focus of this doctoral research is on developing an enhanced understanding of the nature and operational significance of fair values by studying the organisational systems and processes through which such values are produced. The external reporting of fair values in corporate financial statements has created significant controversy and debate, particularly during the global financial crisis with various accusations and competing defences as to whether or not such a form of accounting caused or exacerbated the crisis. Fair value accounting has been debated mainly from a relevance and reliability perspective, with much attention paid to the relative usefulness of fair value accounting to investors and claims and counter claims relating to the reliability and subjectivity of fair values compared to historical costing approaches. Investigation into implementation issues affecting reliability, however, has been little studied. While an emerging strand of the literature has pointed to the importance of recognising fair value accounting’s social constructed nature, relatively few research papers have examined the construction of fair values and the ways in which such values are shaped by social and organisational contextual influences. This research contributes to such an emerging literature through a detailed case study of the construction of fair values in an international financial services organisation. The primary focus of analysis is the work of the organisation’s central governing body in this area, namely its Fair Value Committee (FVC). The work of the FVC provides a rich empirical base from which to examine the key factors and perspectives influencing the organisation’s approach to fair values. In particular, through a detailed analysis of its formal minutes and supporting interviews with senior members of the FVC and other key organisational actors, the research documents and reflects on the nature and direction of change that the organisation experienced during the global financial crisis with respect to the operation of its fair value system. The main research findings in relation to the nature of the fair value system are: Firstly, the operation of an organisational fair value accounting system emerges not as a demonstrative example of objective, arm’s length pricing but as a social, relational process influenced by the organisational context. Secondly, in studying the way in which fair values are made sense of or constructed to be market consistent, patterns of sensemaking generally invoke a rational and prudent view of the market, which stimulates questioning as to whether fair value accounting is inherently pro-cyclical and exacerbates swings in the financial market. Thirdly, ‘fair value’ pricing should not be seen as being without a semblance of order and routine. Fourthly, the observed growing dependency of fair value accounting on valuation experts provides confirmation of the weakening jurisdictional authority of auditors and their monitoring role in overseeing fair value accounting. Finally, the research reveals clear evidence of the constitutive effects of fair value accounting on the organisation’s investment policy and permitted investments. As such, the acceptance of specialist models to construct fair values should not only be seen as being reflective of the particular organisational context but also serving in part to permit (and encourage) investments in esoteric financial instruments - a constitutive impact on the organisation's investment strategy and risk profile. The study encourages a greater empirical analysis of the operational construction, development and utilisation of fair values so as to advance knowledge and move the debate beyond polemical debates on the status of fair value accounting.
