The main issue of this diploma thesis are causes of subsidy border areas abeam European Union and its effects on the border area. It is supposed this grants bring on increase of socioeconomic level and integration with neighbouring state. Kritical approaches some authors to this premise were motivated me to research the system of subsidy boreder areas and practical verification on the example Euroregion Praděd/Pradziad. The idea of subsidy border areas is sure true, but oneness of every euroregion call for individual approach to aplication of the subsidy. Euroregion Praděd/Pradziad dispose of particular specifics too. This specifics are in this diploma thesis analysed. Often they are feeld like a barrier of development, but in Euroregion Praděd/Pradziad are some people, who feel this specifics like an opportunity of development.

The thesis deals with the operational programs of cross-border cooperation in the Czech -- German border, Czech Republic -- Saxony operational program and Czech Republic -- Bavaria operational program. The theoretical part is generally described the issue of cross-border cooperation and are characterized and compared the Czech -- German operational programs in terms of their grant-making territory, published documents, the implementation structure, including the priority axes and areas of support in the current programming period 2007 -- 2013. The practical part is focused on projects approved by both the operational programs, both at present and in the previous programming 2004-2006. The last part is an analysis of views on practical cross-border cooperation on a sample of applicants for Czech-German operational programs.

Work will focus on the comparison of the relations within the Czech-Polish and Czech-Austrian borders. Research of the views on individual operational programs is based on a questionnaire survey among representatives of the Euroregion, members of the Euroregions and existing applicants in the operational programs of cross-border cooperation. The work includes a summary of projects submitted in the new programming period 2007 - 2013. In addition to comparing the views of individual actors in cooperative work, it focuses on the general comparison of the Czech-Austrian and Czech-Polish border cooperation. The theme is the history of cooperation between border regions in Western Europe and its enlargement, promotion of the cross-border structures by the European Union, the beginnings of cooperation in the Czech Republic and a brief history of borderlands. Given that the work deals with the comparison in terms of Euroregions, part is also paid to individual euroregions in the Czech Republic.

Thesis in its theoretical part deals with cross-border cooperation and analyzes a new legal instrument at EU level - European Grouping of Territorial Cooperation (EGTC). The work describes the instrument, including the establishment of a legal basis. It also deals with the potential use of the EGTC, which focuses on the permanent structure for cross-border cooperation, ie. Euroregions and make a summary of the EGTC already developed within the European Union. The practical part focuses on a description of the Euroregion Neisse, who ordered the creation of a legal entity as one of the main objectives and is currently in the process of preparing the establishment of an EGTC. This section is in addition to the characteristics of the Euroregion analysis of individual steps in the creation, use specific options on the EGTC and the comparison with existing legal entities within the EU. The aim of the thesis is to analyze the EGTC and determine whether it has the potential for the development of the Euroregion Neisse.

Finland and Estonia, the two peripheral states of the European Union’s north-eastern corner have steadily converged since the fall of the Soviet Union, both bilaterally and in a multilateral European context. The co-operation is significant and covers multiple sectors of society. Now the two countries have set out on a project to join their two capitals by building a fixed link under the Gulf of Finland forming the symbolic twin-capital of Talsinki. This case-study sets out to analyse what motivations there are in creation of the twin-capital, and what relevance does the fixed link have on the regionalization process.The qualitative analysis of policy and spatial-economic documentation triangulated with media sources shows that the incentives are mainly economic, and the process is mainly driven by state- and regional level politicians motivated by regional development. The study also indicates that the rising influence of China and other global actors has an effect on the regional politics of peripheral Europe.

Breaking down barriers: Euroregional cooporation of the Czech Republic

Cooperation between people of different nations has existed throughout Europe for centuries on an informal basis as borders have shifted and power has found its way into different hands. During the European integration process of the 1950s, this cooperation was formalized with the creation of the Euroregions, or cross-border regions. These regions were formed to promote common interests and cooperation to counteract barriers and benefit the people residing in the area. The Czech Republic is currently a member of 13 different Euroregions either exclusively or with multiple neighboring countries: Poland (7), Austria (3), Germany (4), and Slovakia (2). Of these 13 regions, four - Silva Nortica (Czech-Austrian, 2002), Bílé-Biele Karpaty (Czech-Slovak, 2000), Silesia (Czech-Polish, 1998), and Egrensis (Czech-German, 1993) - have been chosen to further evaluate how the creation of Euroregions has facilitated regional development. This thesis aims to analyze the level of regional development in the programming periods before and after the accession of the Czech Republic to the European Union in these four Euroregions through the application of the theory of learning regions. Submitted diploma thesis is dedicated to cross-border cooperation and the Small Project's Fund in the area of Euroregion Neisse-Nisa-Nysa. The first aim is the analysis of projects from the SPF for the programming period since 2007 to 2013. The second aim of this thesis is to approve that Euroregion Neisse-Nisa-Nysa (czech section) is convenient platform for the cross-border cooperation. First, analysis of SPF confirmed that ERN (only czech section) is a significant player. Second, Czech-Polish border revealed the highest number of realized projects and also the highest financial resources used. Concerning the role of ERN in cross-border cooperation it was confirmed that the ERN is convenient platform for cross-border cooperation and also a responsible administrator of the SPF. In the theoretical section this thesis deals with the border phenomenon, the cross-border cooperation and the euroregions in general. This thesis focuses on cross-border cooperation. To set the reader into context, its history and position within European Union is mentioned here. However, the main focus is set onto the cross-border cooperation in the Czech Republic, Czech-Slovak borderland is further analyzed in detail. Using socio-economic analysis of regions of Zlín and Trenčín, particular euroregion, White Carpathian Mountains, is studied, whether socio-economical level is raised on both sides of the border as a result of this cross-border cooperation. SWOT analysis, which can point out possible directions of development of this region, is also part of this thesis. Questionnaire method is used in the conclusion of the thesis. This method has to reveal, whether this region was created on historical background, or whether it was formed more or less artificially in order to get funds.

L’objet de ce travail de recherche sur la perspective transfrontalière de l’emploi dans l’Eurorégion Aquitaine-Euskadi, est d’engager une réflexion à partir de la comparaison des ordres juridiques espagnol et français, sur les voies et les moyens juridiques susceptibles de permettre une certaine forme d’intégration des politiques de l’emploi à l’échelle eurorégionale, en dépassant deux séries d’obstacles : ceux inhérents à la coexistence de deux systèmes juridiques nationaux au sein d’un espace unique de type eurorégional, mais également ceux liés à la libre circulation des travailleurs, à la fois individus et citoyens. La démonstration de cette thèse s’opère en deux phases : une première phase descriptive et analytique suivie d’une seconde phase de modélisation. En premier lieu il s’agit d’exposer que les politiques nationales de l’emploi qui s’appliquent dans les zones frontalières qui forment l’Eurorégion Aquitaine-Euskadi, se caractérisent toutes deux, par une hégémonie étatique et une ambiguïté territoriale (Première partie).En second lieu, il est proposé d’envisager une évolution des politiques de l’emploi vers une « défronterisation » grâce à la mise en oeuvre du processus d’intégration (Deuxième partie). / This research about the cross-border perspective of employment in the Euroregion Aquitaine- Euskadi, based on a comparison between the spanish and french legal systems, aims to analyze the ways and legal tools towards a certain form of integration of employment policies at euroregional scale. It supposes to get through two kinds of difficulties: those related to the coexistence of two national legal systems within a single euroregional space and those related to the freedom of movements of workers, as individuals and citizens. The first step of the research is a descriptive and analitical one; the second step proposes a form of modelisation. First, the thesis aims at describing the national employment policies wich are implemented in cross-border areas such as the Euroregion Aquitaine-Euskadi. Both of them are characterized by a State hegemony and by a complex organization of competences of local authorities. Second, it suggests an evolution of employment policies towards the neutralisation of the border effect thanks to the implementation of integration processes through experimental legal rules.
