British humanitarian NGOs and the disaster relief industry, 1942-1985

This thesis is a history of humanitarian non-governmental organisations (NGOs) in Britain, between 1942 and 1985. Specifically, it is focused upon the group of leading agencies linked to the Disasters Emergency Committee (DEC), an umbrella body for joint emergency fundraising established in the 1960s. The thesis explores the role of these NGOs in building up an expansive and technocratic disaster relief industry in Britain, in which they were embedded as instruments for the delivery of humanitarian aid. This was problematic, as many principal aid agencies also wished to move away from short-term disaster relief, to focus upon political advocacy connected to international development instead. It is argued that, despite this increasing political focus, humanitarian NGOs were consistently brought back to emergency relief by the power of television, the lack of public support for development, and the interventions of the British government. Aid agencies also actively contributed to this process, as they used apolitical disaster relief to generate public support and drive institutional growth in a crowded marketplace. This analysis complicates linear narratives of a transition from emergency relief to development aid in post-war British humanitarianism, instead presenting the period as characterised by competing and contradictory trajectories. This challenges conceptions of NGOs as bottom-up agents of civil society, by highlighting their competitive tendencies and complex interconnections with the mass media and the state. The rise of NGO humanitarianism also sheds light on broader trends in contemporary British history, such as changing patterns of political engagement, the character of modern activism, and the legacies of empire in the post-imperial period.

The role of Athens and the invisible factors that formulated the outcome of the Cyprus crisis in 1974

The thesis investigates the role of the Greek junta in the Cyprus Crisis of 1974 and analyses the invisible and complex components, including the foreign factors, which determined its outcome. Initially it examines the backstage of the intra-Greek collision between Brigadier-General Ioannides in Athens and Archbishop Makarios in Nicosia, as well as the subversive planning, including the possibility of US implication, and the military operations of the Greek coup that dethroned the Cypriot president on 15 July. It analyses the critical preinvasion days (15-19 July), which offered a clear operational forewarning over Turkish strategic intentions, and the Athenian strategic miscalculations, for the timely mobilization of the Greek-Cypriot forces, against the imminent invasion on 20 July. Then it focuses on the analysis of the offensive and defensive operations during the two phases of the Turkish invasion, and examines the difficulties encountered by the Turkish forces as well as the causes that pre-determined the Greek-Cypriot defensive failure. The thesis concludes with the implicating responsibility of foreign powers, which silently acquiesced to the deterioration of a crisis that ended with the military partition of the island Republic: the surprising Soviet silence, the fluctuating behaviour of Whitehall, and the ambiguous role of Washington which, under the dominance of Kissinger, played a critical role in encouraging, rather than deterring, Turkish strategic objectives.

British attitudes towards the Soviet Union, 1951-1956

The thesis is concerned with the British perception of Soviet foreign policy between 1951 and 1956. In particular it examines the understanding that British diplomats, politicians and civil servants had of the process of change which the death of Stalin stimulated in the Kremlin's relations with the outside world. The core of the study centres around 1955, as this was the pivotal point for the British. With the ascendancy of Khruschev there was perceived not only a new emphasis in Moscow on the necessity of avoiding global war between East and West, but also a new interest in economic competition. By 1956 Whitehall had concluded that there were a number of factors informing the Soviet re-evaluation of foreign policy. Among which were: the stabilisation of the Western alliance culminating with West German rearmament in 1955; the cost of defence expenditure both in armaments and in supporting the satellite regimes and China; the development of American and Soviet thermonuclear potentials. The latter was thought by the British to be the most profound in its implications on the Soviet approach to the future of international relations. The Soviet leadership certainly appeared eager to be friendly and particularly to communicate an awareness of the grotesque futility of a war employing the latest weaponry. To this end they agreed to the Geneva Summit of 1955. Anthony Eden and Harold Macmillan were convinced by this meeting that, in Macmillan's words, "there ain't gonna be no war". For a few brief, golden months, it seemed in London as if the Cold War might even be negotiated into history. However, by the end of 1955 it was apparent to the British that Geneva did not mean the Kremlin had given up aspirations to global supremacy, rather that the means to this end were now to be different.

A watershed decade in British industrial relations, 1965 to 1974? : the Donovan Commission Report, 'In Place of Strife', and the Industrial Relations Act of 1971

The Donovan Report (1965-1968) is often seen as one of the great failures in the overall attempt to deal with the thorny problem of the contentious nature of industrial relations in post-war Britain. This thesis re-examines that report and subsequent governmental responses, using numerous sources, many of which have barely been used by previous authors, in order to establish where it all went wrong. Such an examination is important to inform future governments on some of the problems of trying to legislate on industrial relations matters. This thesis addresses the central question addressed by the Report – the validity of employing legislation to deal with the problems within industrial relations, asking what contribution had legislation made to the ordering of industrial relations in the past, and what lessons future governments could take from that? Why did both the Labour Governments under Harold Wilson and the Conservative Government under Edward Heath choose to go beyond Donovan in their attempts to alter the role of the state in industrial relations Finally, could the Industrial Relations Act 1971, had it survived, have been to the benefit of trade unions in time? This thesis suggests that legislation had an important role to play in the ordering of industrial relations, and that collective bargaining alone, although effective in many areas, was unable to address issues which had wider implications, such as those relating to health and safety or the reconciliation of differences due to the laws’ interference with trade unions’ rights to defend their members and their own collective rights. Both the Labour and Conservative Governments chose to go beyond the measures proposed by Donovan because economic and political necessity demanded a greater measure of control over strike action. However, the inquiry had undoubtedly focused the debate on whether or not legislation could ever be the most appropriate tool for controlling industrial relations, and therefore acted as a catalyst for the reforms that followed. The Industrial Relations Act 1971 failed to bring about the hoped-for industrial peace. Its repeal in 1974, however, did nothing to prevent further rises in strikes after 1974. Piecemeal legislation in the 1980s and 1990s did bring about a greater level of industrial peace, but this suggests that it was not legislation per se that was the wrong strategy for controlling industrial relations, but rather the method and pace of implementation. Other means of maintaining industrial peace were experimented with and could have been successful if the political will had been there and the unions and employers had engaged more fully,but the seeds had been sown for legislative control and it was impossible to hold back the tide of restrictive legislation which followed these early forays into the concept of law as a means of controlling industrial relations. The Donovan Report did indeed represent the thin end of the legal wedge and opened the floodgates to the many enactments designed to control and emasculate the trade union movement which the Conservative governments of the 1980s and early 1990s were able to introduce. The collective failures of the Donovan Report, In Place of Strife and the Industrial Relations Act to bring about industrial peace were, however, only indicative that legislation was not the most appropriate means of achieving this goal at this particular point in time. Alternative attempts to reduce strikes and engage trade unions in closer working relationships with employers and their associations, and with the government, did meet with some success in the 1970s and may be usefully attempted again in the future. This will, however, depend on whether government is able to keep an open mind on the utility, or perhaps futility, of legislative controls such as those attempted in the years between 1965 and 1975.

British anti-communist propaganda and cooperation with the United States, 1945-1951

This thesis will argue that from early in the Cold War Britain developed a propaganda apparatus designed to fight the Cold War on an ideological front, and that in the period from 1945 to 1951 the role of propaganda grew from being an adjunct to foreign policy to become an integral part of British Cold War strategy. Britain was the first country to formulate a coordinated response to communist propaganda. In January 1948, the Government launched a new propaganda policy designed to 'oppose the inroads of Communism, by taking the offensive against it. ' The development of this anti-communist propaganda policy will be the main focus of this thesis. It will also be shown that from the earliest stages in the development of Britain's response to communist propaganda, the degree to which such activities could be coordinated with United States Government was a primary consideration. It will be shown that cooperation and eventually coordination of propaganda activities with the United States Government became a defining feature of Britain's anticommunist propaganda policy. This was particularly the case following the launch of the American 'Campaign of Truth' in 1950. Faced with a formidable and highly organised communist propaganda machine officials in both Britain and America came to realise the value of a unified response. As both nations developed their own policies for offensive anti-communist propaganda, cooperation became an increasingly important element, as Britain and America sought to 'shoot at the same target from different angles. ' The thesis is comprised of an introduction and conclusion and four chapters covering: the origins of British and American anticommunist propaganda policies, 1945-1947; launching Britain's new propaganda policy, 1948; building a concerted counter-offensive, cooperation with other powers, 1948-1950; 'Close and continuous liaison. ' British and American cooperation, 1950-1951.

The unbridling of virtue : neoconservatism between the Cold War and the Iraq War

During the years between the Cold War and the Iraq War, neoconservatism underwent an important shift from a position sympathetic to realist thought to a position much closer to a particularly conservative form of liberal internationalism. This change has largely been ignored in the literature, and when discussed, simply attributed to new, more radical neoconservative actors replacing a more cautious cadre. This thesis utilises a ‘history of ideas’ approach to examine the evolution of neoconservative thought from an emphasis on stability and normality to one of ambitious transformation abroad and wide-ranging democracy promotion. It argues that this modification can be attributed to several material and ideational drivers. In material terms, the end of the Cold War and the ensuing decline of bipolarity in the international system in combination with the 9/11 terrorist attacks of 2001 were pivotal events in neoconservatism’s evolution. The former removed the primary constraint on the use of American power overseas, while the latter demonstrated, as far as neoconservatives were concerned, the cost to the US of inaction and restraint abroad. Ideationally, the advent of Francis Fukuyama’s ‘End of History’ thesis, an embrace of liberal democratic peace theory, and a religious ‘turn’ in neoconservative thought, all contributed to the development of a neoconservative foreign policy much more sympathetic to ideas of democracy promotion and humanitarian intervention.

The struggle for power in education : the nation-state versus the supranational in the evolution of European Union education policy, 1945-1976

European integration is a curious concept. There is stark disparity between some areas of policy that seemingly glide through the integration process, while others lag behind and despite decades of attempts, never reach the status of a fully-fledged area of European Union competence. Once such area is education. Through integration theories, political scientists have sought to explain how policies develop and are implemented at European level. This interdisciplinary study borrows the opposing theories of neofunctionalism and intergovernmentalism with the aim of identifying the influence of the supranational and the strength of the state in the evolution of a European Union education policy. It seeks to pinpoint how education can be placed within the construction of Europe and the process of early European integration to determine the feasibility of these integration theories in explaining the journey of education policy in the European context. Historical methodology is adopted, based on archival research at the Historical Archives of the European Union, using documentary analysis to trace the history of activities and initiatives relating to education between 1945-1976. Collective biography methodology is adopted to give space to the role of states in driving the scope, direction and extent of integration based on domestic interests, while a case study implements methodological triangulation to stress-test the case of education. The study proposes that education is a complex case that does not slot neatly into a theory of integration. Education is multifaceted, a cultural – while at the same time – economic component: it is woven into the fabric of nation-states, it contributes to increasing global competitiveness, it diversifies across borders, and its development is attached to temporality and context. Despite suggestions that the state is diminishing in power, education serves as an example to demonstrate that the state is very much alive and at the centre of certain areas of policy development at European level.

The roots of remembrance : tracing the memory practices of the children of Far East prisoners of war

This thesis is about the children of former Far East prisoners of war (FEPOWs): their memories of childhood, how they fashioned those memories in adulthood, and the relationship between the two. The FEPOW experience reverberated through postwar family life, and continued to shape the lives of participants across the intervening decades. Although a great deal is now known about the hardships suffered by the men, captivity had a deep and enduring impact on their children, but their history is rarely heard, and poorly understood. In Roots of Remembrance I investigate the lives of these children through in-depth interviews, using a psychosocial approach to both interviews and analysis. By tracing intergenerational transmission through the life course, I show that the memory practices of the children of Far East POWs had psychosocial roots in the captivity experiences of their fathers. For some, childhood was coloured by overt physical or psychological trauma; for others, what passed as a ‘normal’ upbringing led later to a pressing desire to discover more about their fathers’ wartime histories. My research demonstrates the need for a more nuanced and holistic approach to understanding intergenerational trauma transmission within this particular group. I argue that participants made creative use of memory practices across the course of their lives to revisit, review and reconstruct their relationships with their fathers, in order to reach an accommodation with their childhood memories. Findings include the value of attachment theory in understanding the associations between childhood experience and later memory practices, the role of the body and other implicit means of transmitting trauma, and the need for a greater awareness of the impact of cumulative and complex trauma within these families. Finally, I conclude that the psychosocial methodology enabled me to access areas of subjectivity and intersubjectivity that might otherwise have remained in the shadows.

Deindustrialisation and industrial communities : the Lanarkshire coalfields c.1947-1983

This thesis examines deindustrialisation, the declining contribution of industrial activities to economic output and employment, in Lanarkshire, Scotland’s largest coalfield between the early nineteenth and mid-twentieth century. It focuses on contraction between the National Coal Board’s (NCB) vesting in 1947 and the closure of Lanarkshire’s last colliery, Cardowan, in 1983. Deindustrialisation was not the natural outcome of either market forces or geological exhaustion. Colliery closures and falling coal employment were the result of policy-makers’ decisions. The thesis consists of four thematic chapters: political economy, moral economy, class and community, and generation and gender. The analysis is based on archival sources including Scottish Office reports and correspondence relating to regional policy, and NCB records. These are supported by National Union of Mineworkers Scottish Area and STUC meeting minutes, and oral history testimonies from over 30 men and women with Lanarkshire coalfield backgrounds, as well as two focus groups. The first two chapters analyse the process of deindustrialisation, with the first offering a top-down perspective and the second a bottom-up viewpoint. In chapter one deindustrialisation is analysed through changes in political economy. Shifts in labour market structure are examined through the development of regional policy and its administration by the Scottish Office. The analysis centres upon a policy network of Scottish business elites and civil servants who shaped a vision of modernisation via industrial diversification through attracting inward investment. In chapter two the perspective shifts to community and workforce. It analyses responses to coalfield contraction through a moral economy of customary rights to colliery employment. A detailed investigation of Lanarkshire colliery closures between the 1940s and 1980s emphasises the protracted nature of deindustrialisation. Chapters three and four consider the social and cultural structures which shaped the moral economy but were heavily altered by deindustrialisation. Chapter three focuses on the dense networks that linked occupation, community, and class consciousness. Increasing coalfield centralisation and remote control of pits from NCB headquarters in London, and mounting hostility to coal closures, contributed to an accentuated sense of Scottish-ness. Chapter four illuminates gender and generational dimensions. The differing experiences of cohorts of men who faced either early retirement, redundancy or transfer to alternative sectors, or those who never attained anticipated industrial employment due to final closures, are analysed in terms of constructions of masculinity and the endurance of cultural as well as material losses. This is counterpoised to women who gained industrial work in assembly plants and the perceived gradual attainment of an improved economic and social position whilst continuing to navigate structures of patriarchy.
