The master‘s thesis focuses on the risks of transporting dangerous goods by road. The introductory part deals with related legislation of the Czech Republic is analyzed, followed by international legislation. In the European Union, the transport of dangerous goods is regulated primarily by the European agreement concerning the International carriage of dangerous goods by road (ADR). Between 2002 and 2019, master‘s thesis analyzes and describes the statistics of traffic accidents with the presence of dangerous goods. Furthermore, this master‘s thesis also analyzes the characteristics of the sources of traffic accident risks, and when activating the risk, the possible effects of traffic accidents and subsequent leakage of dangerous goods are described. In fulfilling the aims of the master‘s thesis, agreement was found in the causes of traffic accidents in statistics and in the literature in the fact that in 80% it is the fault of the human factor. Analysis of a set of 10 large accidents with the presence of dangerous goods using a modified "What, if" method identified impacts on public assets. Based on these identified impacts, measures were proposed that would be appropriate to apply in the public interest.

Os acidentes de trânsito são eventos cotidianos nas principais rodovias, ruas e avenidas do Brasil, esses são motivados pelo aumento da frota veicular, o péssimo estado de conservação das pavimentações, negligências dos condutores e pedestres no trânsito entre outros casos. Os acidentes podem causar vários danos (materiais, ambientais e na saúde do ser humano). Estes danos podem ser multiplicados se o veículo envolvido estiver transportando produto perigoso, que não é raro de ocorrer, é a segunda maior categoria envolvida em acidentes no Brasil. Uma forma de diminuir os danos é um resgate rápido. Por outro lado, tem-se uma crescente evolução tecnológica, smartphones, criando realidade virtual, com vários sensores, temperatura, movimento, localização etc. podendo ser uma ferramenta potencial para auxiliar as equipes de resgates. O presente trabalho investigou um sistema de informações geográficas para monitoramento do transporte de produtos perigosos em na rodovia BR 101, via internet móvel, o qual identifique acidente, informando as equipes de resgate, o local e o produto transportado. Com as integrações das linguagens HTML, JavaScript/jQuery e PHP com a API da Google Maps e o banco de dados Postgres/PostGIS buscou-se verificar a possibilidade de implementação do servidor de mapas WEB. O aplicativo para smartphone foi desenvolvido em linguagem Java para Android na versão KitKat, visando abranger o maior número de usuários possível. Como resultado conseguiu-se desenvolver o servidor de mapas com a interação das linguagens, com três níveis de acesso Comum, Operário e Administrador. O aplicativo utilizou o sensor de GPS para coletar a coordenada geográfica e a velocidade média do veículo, com essas informações foi desenvolvido um mecanismo de análise de ocorrência de acidente. O servidor de mapas e o aplicativo se comunicam através de uma página PHP o aplicativo manda informações para o banco de dados, que o servidor lê e interpreta a informação. Os acidentes que envolvem o transporte de produtos perigosos ocorrem, com certa frequência, em rodovias e afetam, não apenas os seus usuários, mas também as populações lindeiras e o meio ambiente, levando contaminação e poluição, muitas vezes disseminadas por ventos e em rios, com consequências catastróficas para o meio ambiente e a saúde humana. Trata-se, portanto de um problema que requer não apenas ações de caráter corretivo por ocasião dos sinistros, mas também medidas preventivas, visando à redução dos riscos e de consequências impactantes. Este trabalho tem o objetivo tornar-se um instrumento para ações preventivas, dirigido à administração pública, como contribuição na segurança do transporte de produtos perigosos, no Litoral Norte Paulista (São Sebastião e Caraguatatuba). A abordagem metodológica deste trabalho foi a pesquisa secundária em banco de dados da CETESB, mais especificamente em instrumentos provenientes do Gerenciamento de Riscos e na metodologia de Árvore de Falhas, sendo esta metodologia parte integrante dos estudos de AIA Avaliação de Impactos Ambientais, aplicados ao transporte de produtos perigosos. O resultado da pesquisa é um plano de atendimento emergencial. / Accidents involving the transportation of dangerous goods occur infrequently, on highways and affect not only their users but also the bordering populations and the environment, causing contamination and pollution, often spread by winds and rivers, with catastrophic consequences for the environment and human health. It is therefore a problem that requires not just actions of a corrective nature on the occasion of claims, but also preventive measures aimed at reducing the risks and consequences of striking. This work aims to become an instrument for preventive actions directed to government as a contribution in the safe transport of dangerous goods, on the north coast (São Sebastião and Caraguatatuba). The methodological approach of this work was secondary research in database CETESB more specifically on instruments from the Risk Management and Fault Tree Analysis methodology, this methodology is an integral part of studies of EIA - Environmental Impact Assessment, applied to transport of dangerous goods. The search result is a plan for emergency care.

Samhällets hantering av komplexa risker karaktäriseras av osäkerhet, ojämlikhet i exponering och otillräckliga resurser för att hantera riskerna. Det gör att avvägningar måste göras om vilka risker som kan accepteras och hur resurser ska allokeras för att hantera dem. Många av riskerna är också väldigt osannolika. Olyckor som resulteras av transport av farligt gods på vägnätet är exempel på sådana risker. Dessa risker utreds idag ofta av konsulter på företag som har specialiserat sig på ämnet. I avsaknad av specifika nationella kriterier för acceptabla risknivåer förhåller de sig dels till lagstiftning (till exempel Plan- och bygglag), dels till regionala riktlinjer och utvärderingar. Syftet med utredningarna är att beskriva riskerna med transport av farligt gods nära den plats där ny bebyggelse planeras, att bedöma huruvida riskerna kan accepteras samt i de fall riskerna bedöms som oacceptabelt höga även presentera förslag på åtgärder för att minska dem. Syftet med uppsatsen har varit att undersöka hur dessa föreslagna åtgärder motiveras, med utgångspunkt i fem etiska teorier. Genom en kvalitativ innehållsanalys där de etiska teorierna har införlivats visar uppsatsen att riskutredningarna och de förslag på åtgärder som presenteras främst bygger på de etiska teorierna utilitarism och teorin om det sociala kontraktet. Detta har konstaterats genom att tre teman identifierats och analyserats: risksamhället, ekonomiska argument och antropocentrism. Vidare har syftet varit att ge förslag på hur riskreducerande åtgärder kan motiveras utifrån etiska teorier som inte visat sig synliga genom den kvalitativa innehållsanalysen. I uppsatsens diskussionskapitel beskrivs hur deontologisk etik, dygdetik samt miljöetik kan användas för att motivera riskreducerande åtgärder på andra sätt. Slutligen konstateras i uppsatsens diskussion och slutsatser att de studerade utredningarna delar tre metodologiska utmaningar. Bland annat finns en motsättning mellan utredningarnas probabilistiska förståelse för risk och hur vissa riskreducerande åtgärder motiveras. En rekommendation görs att konsultföretagen diskuterar dessa utmaningar och deras implikationer för trovärdigheten i utredningarna. / Complex risks in today’s society are characterized by uncertainty, inequality in terms of exposure, and a lack of resources to handle all risks. Because of this, trade-offs have to be made in terms of what risks can be accepted and how society’s resources for risk management should be allocated. Added to this, many of the risks are very improbable. An example of such risks are accidents resulting from transportation of dangerous goods. In Sweden, these risks are often analysed by consultants at companies that have specialized themselves in this field. As there are no nationally determined criteria for when these risks are at acceptable levels, these consultants relate to legislation, regional policies, and evaluations. The purpose of these analyses is to describe the risks of constructing buildings near roads where dangerous goods are being transported. The purpose is also to assess whether the risks can be accepted, and if not, provide recommendations for measures to reduce the risk levels. The purpose of this thesis was to investigate how these recommendations are motivated, with ethical theory as departure point. Through a qualitative content analysis (where five ethical theories were integrated) the study shows that it is mainly utilitarianism and social contract theory that underpin the assessments and recommendations. This is concluded through the identification and analysis of three key themes: risk society, economic arguments, and anthropocentrism. A second purpose was to provide alternatives to how risk reducing measures can be motivated. The discussion provides thoughts and examples on how deontology, virtue ethics and environmental ethics can be used to find other ways to motivate risk reducing measures. Finally, the thesis concludes that the six assessments studied share three methodological challenges. For example, there seems to be a contradiction between on the one hand a probabilistic understanding of risk, and the way some of the risk reducing measures are motivated. As a result, this thesis recommends that consultancy companies discuss these challenges and the implications of them on the credibility of the assessments.
