A Study of the Transition of Youth from a Detention Center Education Program to a Standard School Education Program in Selected Southeastern States

The purpose of this study was to examine the factors which facilitate the successful transition of youth from a detention educational program to a mainstream educational program. The study investigated the following components: (a) informal or formalized transition programs, (b) the practices used to assist youth at the detention level transition to the educational mainstream, (c) program components used at the detention level to successfully transition youth to the educational mainstream, the importance of personnel in assisting youth in their transition, (d) factors which contribute to the successful transition from detention to the educational mainstream, (e) program components effective in moving youth from a detention education program to the educational mainstream, and (f) whether or not a detention education program with a formal or informal transition program makes a difference in recidivism rates. A survey questionnaire was sent to 143 detention center administrators in the Southeastern United States . Descriptive data were run on all items in the survey. Cronbach's alpha test of reliability was used to assess internal consistency. Pearson correlation was used to compare consistency between independent and dependent variables. Finally, an independent sample t-test was conducted to examine if mean differences exist on Total Returned to a Detention Center by Transition Program. Transitioning from a detention facility to the community is a difficult process. By making available to youth a comprehensive program during periods of incarceration, and collaborating with the local educational agency, youth are often better able to make the adjustment. This study emphasized that in order for youth to be successful once they leave a correctional facility, a linkage must exist among all stakeholders. / Ed. D.

Institutionalizing Juveniles: An Analysis By Social Disorganization Controlling For Arrest Rates

Ecological studies of crime explore how crime and delinquency are distributed within a geographical area. The most famous of these studies was done by Shaw and McKay (1942). The present study analyzes juvenile incarceration data by geographic location, measures of social disorganization, gender and race for the years 1993, 1994, and 1995 for each county and independent city in the Commonwealth of Virginia. Regression analysis indicated that a rural/urban difference does not exist for all incarceration categories used in the study. When the control measure of arrest rate was added to the regression, no rural/urban difference was found. The percent non-white yielded the only consistently significant variable related to incarceration rates, except female incarceration for which no independent variable was found to have a significant relationship. / Master of Science

Change in Family Structure and Rates of Violent Juvenile Delinquency

This paper addresses the question: Have the changes in family structure in the U.S. become a catalyst for juvenile delinquency? For this research, I use existing statistics for my three independent variables: divorce rates, rate of working mothers with children under age 18, percent female-headed households. My dependent variable, juvenile violent crime rates, is measured using data from the Office of Juvenile Justice and Delinquency Prevention. My control variables consist of the following: percent of population aged 15-25, unemployment rate, incarceration rates, drug rates, rates of gun ownership, police employment, percent of those with weekly religious service attendance, percent of persons who have a "great deal" of confidence in the Executive branch of the United States, and percent of people who can trust others. I examine Gottfredson and Hirschi's self-control theory (1990) as a possible theoretical explanation of the correlation between changes in family structure and juvenile delinquency. Previous research has shown with less supervision, monitoring and punishing the child, low self-control results leading to delinquency. My population includes all individuals in these statistics. I use a time series analysis, spanning from 1980 to 2006, to show the changes in rates over time and the correlations between family variables and juvenile delinquency. / Master of Science
