The professional role of the correctional officer in the rehabilitation of offenders

Corrections has always been conventionally known as an occupational discipline and not a profession. The organization of corrections has been spoken of as a penitentiary, bearing in mind that the models of the buildings were meant for punishment; with correctional officers recognized as guards. The role of the guards was that of the keeper of the keys and their duty was mainly custodial in nature. The occupation was mainly attractive to white males with a record of unemployment and not much education. The occupation was stable, and did not require for any extra skill. Certain researchers believe that the selection methods for prison warders were extremely relaxed with a small amount of empirical validity. There was also thinking that a correctional officer needed a 20/20 vision and an IQ of an imbecile. Conversely, it has been perceived that a correctional officer can be the most significant individual in the offender’s life, having an influence in refining or declining the success of the different treatment programs that an offender undergoes (Josi & Sechrest, 1998, p. 3). Corrections is a human service occupation. Therefore, human service workers need to have knowledge of human behaviour and be able to assess their perspectives on any behaviour wisely and thus formulate reliable estimations. This will give them the opportunity to enjoy suitable decision making powers and formulate a trend on professional behaviour. Their knowledge of human behaviour will also strengthen the capability to foresee behaviour and give special knowledge to prevent any hesitancy(Williamson, 1990, p. 43). The role of the correctional officers (security staff) has intensely changed over the past few decades.The correctional officer is in today's corrections, expected to balance security and still be responsible for changing the behaviour of offenders constructively (Josi & Sechrest, 1998, p. 11). In order to have a comprehensive understanding of the distinctive and contradictory role of the correctional officer, it is very important to appreciate the changes that have transpired in penal philosophy all through the centuries. Throughout the research, the researcher will make an effort to capture the heritage of corrections and the evolving systems of punishment of Europe, the United States of America and South Africa and look at the applications of the rehabilitation concept and how the Correctional Officer has been utilised as a skilled and knowledgeable professional in the whole process. The aim of the research being to determine the effect that correctional and professional officers have on rehabilitation of offenders and determine the process by which the Correctional environment can be transformed to a true profession of highest integrity and competence. Objectives for the study will be: • To analyse the history and development of Corrections internationally and its philosophical background • To examine the impact of the history of rehabilitation in the South African Corrections system, from the development of the first prisons in 1652 to the demilitarisation of prisons system in the 1990s, right through to the actualisation of the South African White Paper on Corrections, 2005 • To critically examine the professional status of the Corrections occupation against other existing professions. The issues on education, training, credentialing, autonomy, code of ethics and special expertise are some of the aspects that will be looked at as the primary criterion for professions • To explain the conception of rehabilitation and its development and application both internationally and nationally • To critically look at the importance of Corrections system while highlighting the mandated role of the Correctional officer and the duality of the role of balancing security and rehabilitation. The study will contribute on the basis of knowledge in particular regard to Education and Training of Correctional Officers. A model will be developed for South African Correctional Services Systems and predominant focus will be on the performance and education and training of Correctional Officers in South Africa. / Penology / D. Performance management development system in Limpopo Region of the Correctional Services Department

The main research question was "what does the current performance management development system in the Department of Correctional Services in the Limpopo region look like?" Exploring the experiences of adult offenders living with HIV on pre-antiretroviral therapy program at the Losperfontein Correctional Centre

Text in English / The aim of the study was to explore the experiences of adult offenders living with HIV (OLWHIV) not qualifying for antiretroviral therapy (ART). Such offenders are put on the pre-antiretroviral therapy (pre-ART) program after HIV diagnosis. Follow up of OLWHIV is done every six months to ensure prompt treatment. Research objectives include exploration of experiences of OLWHIV on the pre-ART program, the accessibility of the program and the challenges thereof. An exploratory, qualitative study with face-to-face interviews was conducted. Purposive sampling of the eight participants was done to conduct the study. Seven out of eight participants accessed the pre-ART program well but had little knowledge of the pre-ART program. Furthermore, participants experienced little support from partners and health care workers. The study showed institutional constraints such as poor diet, shortage of staff and humiliation from Correctional officers. Participants portrayed commitment in the support group irrespective of the challenges experienced. The study further showed that the self-care theory could enhance the pre-ART program but that institutional constraints deterred the progress. Participants made recommendations such as strengthening of partnerships for support groups, good diet, and an increase of staff capacity. Summaries in English and Afrikaans / This research project was undertaken to establish what influence the lack of discipline amongst prisoners and members of Correctional Services has on the rehabilitation of offenders. A complete literature study was done to investigate the current lack of discipline amongst prisoners and members. Discipline is also brought into relationship with community based sentences such as Correctional Supervision as well as the involvement of the community in the release of prisoners. Positive rehabilitation can lead to crime prevention but the Department of Correctional Services and the community will have to take hands to reach this common goal. This subject needs further research in order to make recommendations to promote rehabilitation of off enders and to uplift the standard of discipline within the Department of Correctional Services. / Hierdie ondersoek is onderneem om die invloed van gevangenes en personeeldissipline binne die Departement Korrektiewe Dienste in verband te bring met die invloed wat dit het op die rehabilitasie van oortreders. 'n Volledige literatuurstudie is gedoen om die huidige tendens van swak dissipline onder gevangenes sowel as lede te ondersoek. Die dissipline word ook in verband gebring met gemeenskapgebaseerde vonnisse soos byvoorbeeld Korrektiewe toesig sowel as die betrokkenheid van die gemeenskap by die vrylating van oortreders. The public service anti-corruption strategy : a case study for the Department of Correctional Services

The South African Government in 2002 accepted the Public Service Anti-Corruption Strategy (PSACS) with the objective to reduce the manifestation of malfeasance in the public service. The PSACS identified various goals and objectives to be achieved at both the systemic and departmental levels. At the departmental level, the PSACS set out to increase the institutional capacity of departmental institutions, and encourage the management of risk and of discipline in the public service. Departments are required to establish the necessary capacity to formulate fraud prevention and anti-corruption policies, receive and manage allegations of corruption, and investigate allegations of corruption and detected risks at a preliminary level. To manage ethics departments should inter alia identify early signs of a lack of discipline, improve the accountability and capacity of managers to manage discipline, and encourage managers to act against transgressions. However, various authors have been critical of the formulation of policies and the establishment of structures as a policy response to public service corruption. In their view, such an approach often leads to a reduction in the efficiency and effectiveness of public programmes, and even creates opportunities for corruption. In response to such deficiencies, some argue that a compliance-based approach to public service malfeasance should be supplemented by a value-based approach with an emphasis on the development of internal selfcontrol of individuals, the promotion of trust among employees, and the promotion of a culture of responsibility. In this context, this researcher proposes that the promotion of an ethical culture could enhance the implementation of the PSACS. In this dissertation, this researcher set out to evaluate, among others, the ethical culture of the Department of Correctional Services (DCS). It was decided that a survey would be the most appropriate data collection method. A questionnaire was administered and the data was captured, analysed and interpreted. Various statistical tests were performed and the findings suggest inter alia that the promotion of an ethical culture coincides with lower levels of observed malfeasance. Consequently, when greater clarity of operational and ethics policies is obtained, an increase occurs in both the severity and frequency of penalties for malfeasance, and officials gain greater access to resources and time to execute their responsibilities, the level of observed malfeasance is likely to be reduced. This report is the result of a literature study and questionnaire which gave insight on the role of Department of Correctional Services in the rehabilitation of child molesters. Correctional Services has adopted a new approach, where offenders need to change their negative behavior and be rehabilitated. Corrections have a societal responsibility towards the community to guide the offender on his rehabilitation path. This study was conducted to give a better understanding of rehabilitation to child molesters. It seems that child molesters will re-offend if they are not included in a thorough treatment programme. The purpose of this research is to determine if the Department of Correctional Services delivers on its legal and social responsibility towards the rehabilitation of child molesters. It is evaluated against international benchmarks. In this study the researcher gathered information on the profile of a child molester, the programmes currently available in Correctional Services, and also the involvement of the community in this process. Corrections cannot work alone, and needs the help of the community and leaders in the community to assist it in this process. Correctional Services faces many challenges in order to succeed in the rehabilitation of offenders. Currently there is a shortage of social workers and psychologists in the Department of Correctional Services, and the Department cannot, therefore, fully succeed in its rehabilitative role. Another aspect is that treatment is voluntary, and offenders can decide if they want to become involved or not. A mixed method research study on parole violations in South Africa

The researcher conducted a mixed method research study on parole violations from a South African perspective. In South Africa, there is limited research regarding the causes of parole violations. Thus, the study is mainly descriptive, but also exploratory in nature and considered a first of its kind. The study aimed to explore parole violation as a phenomenon through the perceptions, opinions, attitudes and incident recall of re-incarcerated parolees. Furthermore, the study aimed to describe the causes for parolees to fail on parole. A two-phase sequential mixed methods research design was used that involved the collection and analysis of primarily quantitative data from self-administered questionnaires. These questionnaires were complemented by a qualitative data collection phase consisting of focus group interviews. A representative sample (n=111) chosen according to the various ethnic groups was drawn from a population of 1 111 adult male parole violators in the Gauteng region (aligned to the regional divisions used by the Department of Correctional Services and not to the provincial borders) for the quantitative phase. Non-probability sampling was used to select 22 participants who volunteered for the second, qualitative phase of the study (focus group interviews). Descriptive statistical analysis was used to analyse the data collected from the questionnaires. The data was analysed by means of frequencies (frequency tables and graphs) to describe one variable and cross tabulations (contingency tables) to show bivariate quantitative data. All the focus group interviews were recorded and transcribed verbatim for analysis. The transcripts provided a complete record of the discussions and helped to facilitate the analysis of the data according to identified, recurring themes. On release, many stigmatised and rejected parolees face widespread post-release challenges that prevent successful reintegration. The study revealed that poor pre-release planning and post-release support, a lack of education, unemployment, substance abuse, and a loss of family support are described as the main causes of parole violations. The recommendations from the research findings showed the importance of pre-release planning, risk assessment, employment, education, treatment for drug and alcohol abuse, community partnerships, family involvement, and graduated responses to parole violations that are fair, consistent, and legal. / Penology / D.Lit. et Phil. Penological investigation of the offender rehabilitation path

The thesis examine the process of rehabilitation offered by the Department of Correctional Service as from the time the offender is admitted (sentenced) until such time he is released back into society. Rehabilitation in the departmental context is based on four key delivery areas, which must be in place to ensure that offenders are rehabilitated. Faced with several challenges, e.g. demilitarization, structural defects of the facilities that are not conducive for rehabilitation or build for Unit management principles, career path developed for officials, and the transformation of the old penitentiary system to the new generation prison system, the department failed to achieve their objectives. The thesis will examine the current process of rehabilitation in the Department of Correctional Service, and identify areas of under performance to seek best practices to improve service delivery.
