Accordingly, the present research aimed to analyze how bibliographic records of theses and dissertations of the Federal University of Santa Catarina (UFSC) on areas of literature and cinema will be affected with the RDA standards. To answer the questionings conducted in this study, it is outlined as specific objectives: develop bibliographic records of theses and dissertations at the UFSC RDA standard; compare the cataloging elements in AACR2 and RDA standards; analyze bibliographic records of theses and dissertations of UFSC in the fields of literature and cinema according to RDA standards; identify and propose consistent elements for the description of bibliographic records of theses and dissertations UFSC according to the RDA standard; analyze bibliographic records of theses and dissertations of UFSC, specifically with regard to the entities-relationships; and verify in the national and international literature practical implementation of the new code that enable to identify advantages and disadvantages of RDA. The research is a qualitative, exploratory and descriptive study, using the method of case study and, according to its purpose, it can be an applied research. The results of the study were analyzed from the user tasks perspective and pointed out that the bibliographic description presents significant changes in referring to the format, content and media of a resource. Based on the analysis of the records and the results obtained, it can be concluded that the cataloger needs to spend more attention, knowledge and time practicing, suggesting to this professional the need for continuing education. / O Resource Description and Access (RDA) é a nova diretriz para a catalogação desenvolvido para substituir o Código de Catalogação Anglo-Americano, segunda edição (AACR2) com a finalidade de melhorar a recuperação da informação. Nesse sentido, a presente pesquisa objetiva analisar como os registros bibliográficos de teses e dissertações da Universidade Federal de Santa Catarina (UFSC) das áreas de literatura e cinema serão afetados com os padrões do código RDA. Para responder aos questionamentos realizados neste estudo delinearam-se como objetivos específicos: elaborar registros bibliográficos de teses e dissertações da UFSC no padrão RDA; comparar os elementos catalográficos nos padrões AACR2 e RDA; analisar os registros bibliográficos de teses e dissertações da UFSC nas áreas de literatura e cinema de acordo com os padrões do RDA; identificar e propor elementos consistentes para a descrição dos registros bibliográficos das teses e das dissertações da UFSC conforme o padrão RDA; analisar os registros bibliográficos das teses e das dissertações da UFSC, especificamente no que se refere às entidades-relacionamentos e verificar na literatura nacional e internacional implementações práticas do novo código que possibilitem identificar vantagens e desvantagens do RDA. A pesquisa caracteriza-se como qualitativa de caráter exploratório e descritivo, além disso se utiliza do método estudo de caso e de acordo com sua finalidade é uma pesquisa aplicada. Os resultados do estudo foram analisados sob a perspectiva das tarefas dos usuários e apontou que a descrição bibliográfica apresenta modificações significativas correspondentes ao formato, conteúdo e mídia de um recurso. Com base na análise dos registros e dos resultados obtidos, pode-se concluir que o catalogador precisa despender mais atenção, conhecimento e tempo na sua prática o que sugere a esse profissional a necessidade de educação continuada.

Are the Interests of Women Included in Times of Crisis? : A comparative study of the substantive representation of women during the COVID-19 pandemic in the Southern African Region

This study set out to answer how and to what extent the gendered effects of the COVID-19 pandemic are addressed in parliamentary debates in the Southern African regional context. As both the proportion of women in parliament and the level of democracy have been established by previous research as important conditions for women to be able to act for women as a group, four countries with varying combinations of these factors are examined. By conducting both a quantitative and a qualitative text analysis on Hansards from South Africa, Botswana, Zimbabwe, and Zambia, the study analyses the extent to which the gendered effects of the pandemic are addressed and how they are addressed respectively. The results reveal that a combination of a high proportion of women in parliament and a high degree of democracy is the most favourable condition for enabling the substantive representation of women. A democracy with a low proportion of women in parliament is shown to be more allowing for the substantive representation of women than an electoral autocracy with a high proportion of women in parliament. Moreover, the qualitative frame analysis sheds light on the different issues which are in focus on the framing of the gendered effects of the pandemic in different parliaments depending on their level of democracy. Particularly, the issue of gender-based violence in relation to the COVID-19 pandemic is found to have reached the political agenda in the democratic cases, whereas MPs in the less democratic parliaments are more likely to feminize their cause by focusing more on traditionally feminine policy issues such as the health effects of women within the context of the pandemic.

Life is unfair – but not without reason : A field study of Sri Lankan women’s struggle for equal political representation and influence

This study investigates resistance against female local government politicians in Sri Lanka during their first year and a half as members of local government councils, as a result of the 25 % gender quota introduced in 2018. Further, the study investigates these newly elected female politicians’ perceived ability to influence local government politics; experienced substantive representation. Through a minor field study, in-depth interviews were conducted to examine forms of resistance and perceived political influence of these newly appointed women. Several types of resistance were found and divided into three categories; Patronizing Behavior from Male Politicians; the Dispute Between Elected and Appointed Women; Public Distrust. Some evidence of the mandate effect and the label effect were detected, further hampering substantive representation. The study concludes that despite a significant increase in descriptive representation, substantive representation was not necessarily experienced by the interview subjects. Further studies are encouraged to deepen the understanding of the resistance towards appointed female politicians in Sri Lanka, and moreover the problematic effects of the implementation of gender quotas in highly unequal states.

Maternity Leave Policy in U.S. Police Departments and School Districts: The impact of descriptive and social group representation in a context of gendered institutions

United States federal law regulating leaves of absence for maternity-related purposes pales in comparison to other nations' policies, an observation only recently receiving attention from political scientists. Providing an understanding of how maternity leave is handled by individual organizations in the United States only, a quantitative study is conducted that examines local variation in policy formulation. Employee leave due to maternity is primarily a women's issue and its treatment will vary depending on the socio-political context that the policy dictating the leave is found in. Three main determinants of a policy's level of comprehensiveness are identified as being the political representation of women on local legislative bodies, the bureaucratic representation of women in their place of employment, and the level of women's movement activity in the community. Moreover, the gendered context of the organization is considered by comparing two historically distinct institutions on the gender continuum, public education and law enforcement. After analysis involving a national comparison of public school district and police department maternity leave policies, it was found that the presence of the women's movement in a community significantly impacts the dependent variable, policy comprehensiveness. The effects of political and bureaucratic representation, however, seem to differ between police departments and school districts. In consideration of the most comprehensive policies found, it seems police departments are highly influenced by larger proportions of women officers whereas women teachers might be at a disadvantage precisely because of their over-representation in school districts. Seemingly counterintuitive, this finding suggests that gendered institutions are predicated on more than just women's presence. Evidence that maternity leave policy in individual U.S. institutions is a product of the gendered culture of the organization was found by observing the differential impact of political and social variables on police departments and school districts.

A Organização da Informação engloba os processos necessários sob o ponto de vista informacional à construção e gestão de sistemas documentários. Nela localizamos a Representação Descritiva que se ocupa dos registros de informação destes sistemas e de seus pontos de acesso, no que tange aos aspectos da descrição formal. Para sua funcionalidade, é esperado que os registros dos sistemas documentários apresentem características que garantam aderência entre as entidades e as necessidades de informação que buscam representar. A hipótese principal de trabalho é a de que é preciso resgatar e reforçar o aspecto intelectual do processo de elaboração de registros de informação de sistemas documentários. Deste modo, o trabalho objetiva contribuir para a ressignificação da Representação Descritiva no que se refere à elaboração de modelos de registros de informação dos sistemas documentários, no contexto da Organização da Informação enquanto conjunto de fundamentos, métodos e instrumentos voltados à construção e gestão de sistemas documentários. Para tanto, realiza pesquisa exploratória sobre conceitos e processos documentários que cobrem o conhecimento sobre Representação Descritiva, visando identificar, caracterizar e discutir seus aspectos nucleares e definitórios. Considerando que os registros de informação se configuram como estruturas coerentes entre si, baseadas em tipologias documentais e previsão de necessidades de informação, conclui que a Representação Descritiva, conjuntamente com a Representação Temática, se ocupa da forma e do conteúdo que constituem estas estruturas. nÃo hà / A pesquisa objetiva definir estratÃgias de conversÃo de registros bibliogrÃficos do formato MARC 21 para os esquemas de metadados MARCXML, Metadata Authority Description Schema (MADS) e Metadata Object Description Schema (MODS), por meio dos cabeÃalhos de autoridade de nomes e assuntos como categorias de anÃlise. Procedeu-se ao mapeamento dos subcampos com seus respectivos valores e o posterior cotejamento com as tags dos esquemas de metadados alvo da conversÃo. A pesquisa de carÃter exploratÃria e descritiva propiciada por levantamentos bibliogrÃficos e documentais adota a observaÃÃo sistemÃtica como tÃcnica viabilizadora da etapa empÃrica. Aborda o modelo entidade-relacionamento adotado pelosFunctional Requirements for Bibliographic Records (FRBR) como ferramenta para modelar o relacionamento entre os atributos dos metadados em estudo e o formato MARC com as prescriÃÃes dos Functional Requirements for Authority Data (FRAD)para os dados de autoridade de nome pessoal e os Functional Requirements for Subject Authority Data (FRSAD) para os dados de autoridade de assuntos tÃpicos. A anÃlise preliminar demonstrou que a flexibilidade dos esquemas permite tratar redundÃncias e ambivalÃncias na representaÃÃo de nomes pessoais e seus atributos.Permite, ainda,a abordagem por meio de remissivas e qualificadores apropriados com Ãnfase nos aspectos ligados a sinonÃmia e polissemia dos cabeÃalhos de assuntos. Analisa a flexibilidade notacional de esquemas correlatos como o Metadata Encoding and Transmission Standard (METS) na esteira da perspectiva de recursos de informaÃÃo interoperÃveis. Insere o vocabulÃrio Dublin Core na discussÃo e codificaÃÃo de metadados descritivos, o que possibilitou mapear limites e possibilidades deste vocabulÃrio no contexto bibliogrÃfico. Os resultados das conversÃes realizadas ilustraram o papel estratÃgico do modelo entidade-relacionamento como paradigma conceitual adotado pelos FRBR e, subsidiariamente pelos FRAD e FRSAD, na conduÃÃo das etapas de mapeamento e codificaÃÃo dos dados de autoridade de nome pessoal e assunto tÃpico de MARC para MADS e MODS. Foi observado que todos os campos e subcampos MARC analisados,alÃm de encontrarem seus equivalentes nos esquemas XML correspondentes, sÃo acrescidos de atributos relacionais que demonstraram efetividade nos vÃnculos que associam autores a papÃis assumidos nos recursos. Sugere, a partir da literatura consultada e dos resultados verificados na etapa empÃrica, pesquisas que visem contemplar estratÃgicas de conversÃo de metadados com Ãnfase nos grupos 2 e 3 dos FRBR. / The objective of this research is to define strategies for converting bibliographic records from MARC 21 format to MARCXML, Metadata Authority Description Schema (MADS) and Metadata Object Description Schema (MODS) metadata schemas, through name and subject authority as analysis categories. The mapping of the subfields with their respective values and the subsequent collation with the tags of the metadata schemes target of the conversion were done. The exploratory and descriptive research provided by bibliographical and documentary surveys adopts systematic observation as a technique that enables the empirical stage. It ad-dresses the entity-relationship model adopted by the Functional Requirements for Biblio-graphic Records (FRBR) as a tool to model the relationship between the attributes of the metadata under study and the MARC format with the requirements of Functional Require-ments for AuthorityDescription (FRAD) and the Functional Requirements for Subject Authority Data (FRSAD) for the topics subject authority data. The preliminary analysis showed that the flexibility of the schemas allows to treat redundancies and ambivalences in the representation of personal names and their attributes. It also allows the approach through appropriate refer-ences and qualifiers with emphasis on aspects related to synonymy and polysemy of subject headings. It analyzes the notational flexibility of related schemas such as Metadata Encoding and Transmission Standard (METS) in the wake of the perspective of interoperable infor-mation resources. It inserts the Dublin Core vocabulary into the discussion and coding of de-scriptive metadata, which made it possible to map the limits and possibilities of this vocabu-lary in the bibliographic context. The results of the conversions carried out illustrated the stra-tegic role of the entity-relationship model as a conceptual paradigm adopted by the FRBR and, in a subsidiary way, by the FRAD and FRSAD, in the process of mapping and coding the personal name and subject matter authority data from MARC to MADS and MODS. It was observed that all the analyzed MARC fields and subfields, besides finding their equiva-lents in the corresponding XML schemas, are added with relational attributes that demon-strated effectiveness in the links that associate authors to roles assumed in the resources. It concludes that the applied conversion strategies extract the semantic value of the relational paradigm advocated by the FRBR as a key element for the reach of expressiveness, internal coherence and sophistication of the syntactic and semantic relations so dear to the effectiveness of the catalogs. It suggests, from the literature consulted and the results verified in the empiri-cal stage, researches that aim to contemplate strategies of metadata conversion with emphasis in groups 2 and 3 of FRBR.

Minority Voices: The Representational Roles of African American and Latino Legislators during State Legislative Deliberations

In this dissertation I systematically examine African-American and Latino legislator behavior in a legislative setting. The project specifically examines whether and how minority legislators represent and influence African American and Latino policy interests during the legislative process. I perform an analysis of minority legislator participation rates on bills and develop an original measure of substantive representation using patterns in legislative speech of state representatives’ language during committee hearings. I build on existing theory in the representation literature and offer new hypotheses for expanding the scope of how substantive representation is defined and investigated, namely through an empirical investigation of the link between deliberation and descriptive representation. Second, I collect an original data set and develop an original measure of substantive representation to test these hypotheses with participation rates and a linguistic frame based content analysis approach of minority and non-minority representatives’ language on bills for racial perspectives during state legislative committee hearings on several policy issue areas including, but not limited to education, healthcare, and immigration. Third, I offer a critical test of hypotheses to test whether African American and Latino representatives’ (1) participate more when the legislation is deemed minority interest in comparison to their non-minority counterparts? (2) their behavior (or deliberation style) is different from non-minority legislators? (3) impact the deliberation style of non-minority legislators? The analysis draws on original data collected through committee hearing tapes and online video archives of Texas committee hearings in multiple policy areas, and the findings indicate that minority legislators do indeed provide a voice for minority constituents, providing more minority interest language on minority interest bills in comparison to their non-minority colleagues, especially when the legislation is threatening to minority populations. These results support the argument that minority legislators do indeed substantively represent minority constituents at levels greater than non-minority representatives during the legislative process.

For this, it sought to analyze the most relevant archival description norms for the area; Apply standards of representation to describe three-dimensional documents in personal archives, and elaborate the metadata for the descriptive representation of the medals. This is an exploratory research, with a qualitative approach, for which data collection techniques were used for observation and documentary analysis. As a data collection instrument, a documentary descriptive form was elaborated, consisting of metadata, used in the descriptive representation of each medal. In order for the metadata delimitation to be done in order to represent the threedimensional documents, recommendations followed by established descriptive representation standards, such as ISAD (G), NOBRADE and AACR2, followed. References to the descriptive representation of the information, archival description and personal archive of Bellotto (2006), Camargo and Goulart (2007), Schellenberg (2005), Santos (1999) and others were used. On the life and the collection of JSL, the study refers to the considerations of Oliveira (2009). The descriptive representation of three-dimensional objects (medals), within the scope of the José Simeão Leal Archive (AJSL), aimed to contribute to facilitate its access and use and keep alive the memory of its owner, considering the important contribution given by José Simeão Leal to Brazilian culture. / Esta pesquisa objetivou propor a representação descritiva de documentos tridimensionais, especificamente as medalhas recebidas por José Simeão Leal (JSL). Para isso, buscou analisar as normas de descrição arquivísticas mais relevantes para a área; aplicar normas de representação para descrever documentos tridimensionais em arquivos pessoais e elaborar os metadados para a representação descritiva das medalhas. Trata-se de uma pesquisa exploratória, com abordagem qualitativa, para cuja coleta de dados foram empregadas as técnicas de observação e de análise documental. Como instrumento de coleta de dados, foi elaborado um modelo de ficha descritiva documental, constituído de metadados, usados na representação descritiva de cada medalha. Para que a delimitação dos metadados fosse feita, a fim de que eles representassem os documentos tridimensionais, seguiram-se recomendações trazidas por normas de representação descritiva consagradas, como a ISAD (G), a NOBRADE e a AACR2. Utilizaram-se referências sobre representação descritiva da informação, descrição arquivística e arquivo pessoal de Bellotto (2006), Camargo e Goulart (2007), Schellenberg (2005), Santos (1999), entre outros. Sobre a vida e o acervo de JSL, o estudo se reportou às considerações de Oliveira (2009). A representação descritiva dos objetos tridimensionais (medalhas), no âmbito do Arquivo José Simeão Leal (AJSL), pretendeu contribuir para facilitar seu acesso e uso e manter viva a memória de seu titular, considerando a importante contribuição dada por José Simeão Leal à cultura brasileira.
