An assessment of the extent of empowerment through community participation : a Kwazulu-Natal rural development comparison

Thesis (PhD)--Stellenbosch University, 2001. / ENGLISH ABSTRACT: The aim of this study was to assess the extent of the relevance and success of the empowerment model in facilitating and promoting rural development in South Africa. The assumption was that through active participation communities are able to gain control over their lives and are empowered to promote development successfully. In undertaking this study, the researcher initially reviewed literature on rural development, and thereafter presented and discussed various development methodologies used for realising community development, participation and empowerment. Three case studies selected for an indepth study were distinguishable as follows: the first case that could be regarded as "finished and unsuccessful", the second one that could be classified as "finished and successful", and the third one that could be labelled as "new and ongoing" with respect to rural development projects in the respective communities. A comparative analysis of the three case studies was undertaken with the purpose of establishing the "success" and "failure" in the projects designed to enhance community development and participation. The study shows quite clearly that development projects do not operate in a vacuum but are components of national, social and economic development policies, strategies and programmes for which governments often bear some degree of final responsibility. The success of development projects depends to a large extent on a number of issues, of which community participation and empowerment are the most important. Unless the community actively identifies itself with the project or at the least is involved from day one, in the decisionmaking process of the proposed project, it will be very difficult, if not impossible to achieve the project's developmental objectives. On the basis of the empirical findings, it was revealed that the prerequisites for a successful community development project depend on: a) the encouragement of active involvement, community participation and empowerment of communities for the purpose of enabling them to meet their needs, problems and aspirations; b) the completion in full of the cycle of the development methodology; c) the identification and handling of obstacles in the development cycle as the project unfolds to successful completion; d) the promotion of a facilitative role with regard to capacity building and skills transfer by development personnel; and e) the development of capacity for communities to take control over events influencing their lives (e.g. knowledge, skills, information, networks and support structures to mention a few). In conclusion, it is stressed that the development of people as individuals and as collective groups was central to community development. In doing so, a shift which placed heavy emphasis on resource management and service delivery to capacity building and skills transfer has to take place in order to promote development and social change, making communities progressively minded, desirous of improving their living conditions and capable of doing so through adopting a co-operative way of life for promoting group interests of the community as a whole. From the lessons learned in this study it was shown that the process of rural development can be promoted in a successful manner through the empowerment model which stresses community involvement and participation. / AFRIKAANSE OPSOMMING: Die doel van hierdie navorsingsprojek was om vas te stel wat die omvang van toepaslikheid en sukses van die bemagtigingsmodel is, in die fasilitering en bevordering van plattelandse ontwikkeling in Suid-Afrika. Die veronderstelling was dat deur aktiewe deelname gemeenskappe in staat sal wees om beheer oor hulle lewe te verkry, en bemagtig sal wees om ontwikkeling suksesvol te promoveer. Met die aanvang van die navorsing, het die navorser eerstens relevante literatuur oor die plattelandse ontwikkeling nagegaan en daarna is verskeie ontwikkelingsmetodes (nasionaal en internasionaal), wat gebruik word vir die realisering van gemeenskapsontwikkeling, betrokkenheid en bemagtiging, aangebied en bespreek. Die drie gevallestudies wat gekies is vir die indiepte ondersoek, word as volg onderskei: die eerste geval kan beskou word as "voltooid en onsuksesvol", die tweede een kan geklassifiseer word as "voltooid en suksesvol", en die derde een kan beskou word as "nuut en in proses" met verwysing na plattelandse ontwikkelingsprojekte in onderskeie gemeenskappe. 'n Vergelykende analise van bogenoemde gevallestudies is onderneem met die doelom die sukses en mislukking van projekte wat ontwerp is om die gemeenskapsontwikkeling en deelname vas te stel. Dit is gevind dat ontwikkelingsprojekte nie in 'n lugleegte geskied nie, maar komponente is van nasionale, sosiale en ekonomiese ontwikkelingsbeleid, strategiee en programme waarvoor die regering meestal 'n mate van finale verantwoordelikheid dra. Die sukses van ontwikkelingsprojekte hang tot 'n groot mate af van 'n aantal kwessies, waarvan gemeenskapsbetrokkenheid en bemagtiging waarskynlik die belangrikste is, tensy die gemeenskap aktief identifiseer met die projek, of ten minste betrokke is van die begin af in die besluitnemingsproses van die betrokke projek, sal dit baie moeilik indien nie onmoontlik, wees om die projek se ontwikkelingstellings te bereik. Die literatuuroorsig het getoon dat die gebruik van ingevoerde westerse norme, standaarde, ontwerpe, regulasies, ens. In die fasilitering van gemeenskapsontwikkeling, in die besonder in plattelandse gebiede, dikwels tot gevolg het dat die projek vervreemding by die plaaslike omgewing veroorsaak. Vir die sukses van die fasiliteringsproses, was vasgestel dat klem op die aanmoediging van, betrokkenheid en deelname by die gebruikers van 'n gevestigde fasiliteit, bekwaamheid oordra en die onderskraging van die projekte inisieer. Op grond van die empiriese bevindings is vasgestel dat vereistes vir 'n suksesvolle gemeenskapsontwikkelingsprojek afhang van: a) die aanmoediging van aktiewe betrokkenheid, gemeenskapsdeelname en bemagtiging van gemeenskappe ten einde hulle in staat te stelom hul behoeftes, probleme en aspirasies te volvoer; b) die voltooiing van die siklus van die ontwikelingsmetodologie; c) die identifisering en hantering van slaggate in die ontwikkelingsiklus soos die projek ontvou tot die suksesvolle voltooiing daarvan; d) die promovering van 'n raadgewende rol ten opsigte van die kapsiteit uitbouing en bemagtigingsoorplasing by die ontwikkelingspersoneel; en e) die ontwikkeling van kapasiteit vir gemeenskappe om beheer uit te oefen oor gebeure wat hul lewens beinvloed (bv. kennis, bemagtiging, inligtingnetwerke en ondersteuningstrukture, om maar 'n paar te noem). Ten slotte is beklemtoon dat sentraal tot gemeenskapsontwikkeling, die ontwikkeling van mense as individue en as kollektiewe groepe is. Daardeur vind 'n groot klemverskuiwing plaas vanaf hulpbronbestuur en dienslewering tot kapasiteituitbouing en bemagtigingsoorplasing. Dit moet plaasvind ten einde ontwikkeling en sosiale verandering te promoveer en gemeenskappe in 'n vooruitstrewende gesindheid te plaas, begeerte na verbeterde lewensomstandighede, en die vaardigheid om dit te doen deur aanvaarding van 'n gemeenskaplike lewenswyse, vir bevordering van die groepsbelange van die gemeenskap as 'n geheel. Community-driven educational and training model for sustainable community development resulting in sosio-economic upliftment in the Western Soutpansberg

Thesis (MPhil (Sustainable Development Planning and Management))--Stellenbosch University, 2008. / This thesis used the Logical Framework Approach to create a project proposal for the establishment of a community-driven educational and training model for sustainable community development based in the Western Soutpansberg in the Limpopo Province. The project aims to provide much-needed socio-economic upliftment to this area, which is characterized by many large poor local communities with relatively few employment opportunities. The proposed programme focuses on the formation of the Soutpansberg Centre for Sustainable Development. This Centre is intended to be a demonstration model for land and agrarian reform based on sustainable development principles, indigenous knowledge and appropriate technologies. It would serve as a working example of how the reform process could be accelerated thus making a significant impact particularly on the lives of the rural poor and landless in the surrounding area. The research that was undertaken for this proposal entailed assessing and building on available primary data and information. It was informed by existing documentation, research and interviews with key stakeholders. The intention is for this project to become a reality in the near future and therefore it was necessary to create a document that is both viable and practical taking into consideration and assessing the various elements involved in such a sustainable development initiative.

A guideline framework for transformation to a LED approach in local government : the Frances Baard district

It is about a systemic approach that manages community governance in such a way to achieve shared community goals and objectives. The intent to promote LED has become an established feature in the Frances Baard district, but certain constraints such as resource and skills constraints, lack of communication and lack of guidance from the other spheres of government, hinder the delivery of LED at Local Government level. LED is immersed in a line function environment that institutionally cannot support or sustain it, unless broader institutional reform takes place to bring the LED Approach into the mainstream of municipal and community decision making in terms of locating LED higher up in the municipal hierarchy. There is confusion between the roles and responsibilities of the Frances Baard District and local municipalities in terms of who should facilitate and guide the economic development in the municipal area. The assessment of these difficulties and confusions in terms of the institutional operations in the Frances Baard Local Government will identify and develop important operational guidelines for the district and local municipalities to overcome these shortcomings that occur within their organisations.

Assessing community participation in development planning and service delivery : a case study of the Omusati Regional Council

It is a means of empowering people by developing their skills and abilities to enable them to negotiate with the development delivery system and to equip them to make their own decisions in terms of their development needs and priorities. The aim of the study is to asses community participation in the development planning and service delivery system by the Omusati Regional Council. As a government institution at the grass root level, it has a task to deliver required basic services through development programmes and projects. Interviews and participatory observation, including project visits were the methods used to collect information on the implementation of community participation in the decision making processes, and project implementation by the Omusati Regional Council. The study is structured into six chapters. Chapter 1 deals with the general introduction, background to the study, the statement of the problem, the hypothesis, objective of the study, perceptions, research methodology, significance of the study and organisation of the study. Chapter 2 discusses the theory and philosophy of community participation. It conceptualizes the key terms of community participation in development planning, such as sustainable development, integrated development planning and projects, decentralised development and the building block of development integrated rural development, basic service delivery and indigenous knowledge systems. Chapter 3 highlights the policy framework on community participation in terms of international, national and regional development planning policy documents. Chapter 4 is concerned with the local context of study (Omusati Regional Council), while Chapter 5 presents the data results, interpretation and analysis. Chapter 6 reflects the conclusion and the way forward.

Evaluating local economic development in the City of Cape Town

Thesis (MA (Public and Development Management))--University of Stellenbosch, 2006. / Great pressure is placed on national government to initiate a way of achieving greater economic growth as well as alleviating poverty. A mandate has therefore been given to local government to play a fundamental role in achieving this. Local Economic Development (LED), a relatively new approach to development, is currently seen as a prominent strategy to tackle the problem of unemployment and poverty in South Africa and provide a bottom-up approach to economic development. It forms part of the economic and social development mandate given by national government to local authorities. However, although policies are in place, LED strategies have produced very few success stories for various reasons, such as the lack of capacity within municipalities as well as resource constraints. It is also alleged that LED is incorrectly interpreted and therefore also incorrectly implemented. Because of the presumed effects of LED in terms of economic growth and social upliftment, pressure is placed on municipalities to get appropriate strategies into place as soon as possible. A literature review is presented which covers the theory of LED by looking at the global perspectives of the concept and nature of LED, the history and concept of LED, the different LED approaches and strategies, and key actors within LED. LED is then evaluated within the context of development in order to establish a link between LED and poverty alleviation. LED is also evaluated within the South African context, specifically with regards to the policy context, the historical approach and the challenges to LED implementation in South Africa. An investigation into the background of the City of Cape Town served as the point of departure to evaluate LED implementation. The issue of regional planning for LED integration between urban and rural areas is also discussed. The challenges to economic and social improvement in the City of Cape Town are also highlighted and the current draft Strategy for Economic and Human Development in the City of Cape Town was evaluated. This was done to investigate the LED approach and specific interventions of the City of Cape Town Municipality in terms of the Comprehensive Approach Model, a model formulated in the thesis. This was done to establish whether it is likely to succeed or not, and therefore the thesis specifically explored the priorities and the fundamentals outlined by the Strategy. Thereafter its possible implementation was assessed according to the organisational structure and how it affects the operationalisation of the Strategy in terms of planning, the process itself, and the monitoring and evaluation of the process. Finally, the challenges to the Strategy were discussed and recommendations were made. From the literature review it is clear that LED should lead to much more than merely economic improvement; this insight reinforces the socio-economic role of LED development intervention strategies. What is also evident in terms of LED in developing countries is that the approach has to establish a strategy which deliberately focuses on pro-poor LED implementation. It is often the way that the process is executed that brings the social focus of LED into perspective.

Co-operative governance in integrated development planning : local economic development in the Eastern Cape

Thesis (MPhil (Sustainable Development Planning and Management))--University of Stellenbosch, 2005. / The study evaluated co-operative governance in integrated development planning (IDP), with a focus on local economic development (LED). Literature review, survey questionnaires and semi-structured interviews were data gathering instruments. Co-operative governance entailed mutual understanding with inclusive decision-making between government spheres and government, business and communities. This was unsuccessful in IDP because of national government dominance, complex tools for co-operation, expert-controlled co-operative governance, finance-dominated planning, a lack of proactive municipal planning and dominance by empowered role-players. Four LED models, namely, a Western, Latin American, African and South African emerged. South Africa’s model is multi-sectoral with land management policy, investor promotion, institutional development, financial and social investment strategies and sufficient policy and legislation. However, co-operative governance in IDP (LED) is dis-functional because of assumed equality of stakeholders. The study recommends a ‘Quilted Co-operative Development Planning Model’, which has a streamlined policy framework, efficient and effective management tools and organisation that promote bottom-up planning.

An evaluation of the performance of the Department of Agriculture in Limpopo Province in improving the livelihood of smallholder farmers during the period 1994-2004, with special reference to the Vhembe District

Thesis (MPA)--University of Stellenbosch, 2007. / ENGLISH ABSTRACT: This research work focuses on the role that the Department of Agriculture has played in the improvement of the livelihood of smallholder farmers in the Vhembe District, Limpopo Province, for the period 1994 to 2004. The research endeavours to determine what was done to improve the livelihood of smallholder farmers, and the extent to which smallholder farmers were developed. It determines the stage of development smallholder farmers are in after a decade of democracy. The study considers various variables that could be responsible for the good or bad performance of the Department of Agriculture in the Vhembe District. The Vhembe District was chosen because it consists of varied ecological and climatic regions, making it possible for various farming enterprises to flourish in one area. The research links the role played by the Department of Agriculture with the level of development of smallholder farmers in the District. It investigates the support that the Department of Agriculture provided through various strategic programmes, such as the Comprehensive Agricultural Support Programme, the Revitalisation of Smallholder Irrigation Schemes, training and development, and poverty-alleviation programmes, aimed at kick-starting micro-enterprises. The research identifies areas where the Department did not meet the expectations of the smallholder farmers regarding support. It outlines possible reasons for good and poor performance of the Department of Agriculture and its extension officers in the four local municipalities of the Vhembe District, namely Makhado, Musina, Mutale and Thulamela. This is based on data gathered through focus group discussions with various groups of farmers and extension officers. The research reveals that the budget allocation for agricultural development has never been enough to address the pressing and varied needs of smallholder farmers in the Vhembe District. The conclusion is reached that the support provided by the Department of Agriculture to improve the livelihood of smallholder farmers was inadequate. Another conclusion is that smallholder farmers are heavily reliant on the Department for almost all their farming needs. This dependency has led to many smallholder farmers not being able to creatively initiate any action that would ultimately empower them to become selfreliant. However, the research shows that a small percentage of farmers have realised the need to become independent in order to avoid lifelong dependency on the Department of Agriculture. The researcher concludes that, after a decade of democracy, there is still a great need for the Department’s support in order to improve the livelihood of smallholder farmers. There is also a need to conduct a skills audit, which will help the Department to place officials according to their areas of expertise, and to capacitate officials who may be lacking some skills through various capacity-building programmes. The research revealed that there may be officials who are morally corrupt in their behaviour and conduct. This has resulted in inefficiency and poor service delivery to farmers. On the other hand there are officials who perform exceptionally well and whose behaviour is beyond reproach. The researcher concludes that these exceptional performers should be recognised and rewarded for their good performance, while those with unsatisfactory performance should be dealt with according to the disciplinary code and procedures of the public service. The need is identified to channel resources to smallholder farmers who will utilise them effectively. This would promote self-sufficiency in the long term. In channelling these resources, the Department should also consider the promises made, with the view to fulfil them as far as possible. The researcher concludes that in order for smallholder farmers to realise their potential they have to change their lives through agriculture. They need to become more organised in order to speak with one voice. They also need to participate in secondary agriculture, where they are able to access more markets, not only as producers but as agro-processors as well. With appropriate and consistent support by the Department of Agriculture in the Vhembe District, smallholder farmers’ livelihood could be improved, which will lead to economic development of the local municipality, the district, the province and ultimately South Africa as a whole. / AFRIKAANSE OPSOMMING: Hierdie navorsingstudie fokus op die rol wat die Departement Landbou gespeel het in die verbetering van die lewensbestaan van kleinboere in die Vhembe-distrik, Limpopo, vir die tydperk 1994 tot 2004. Die navorsing poog om te bepaal wat gedoen is om die lewensbestaan van kleinboere te verbeter, en in watter mate daar tot die ontwikkeling van kleinboere bygedra is. Daar word ook bepaal in watter ontwikkelingsfase kleinboere hulle ná ’n dekade van demokrasie bevind. Die studie ondersoek verskeie veranderlikes wat vir die goeie of swak prestasie van die Departement Landbou in die Vhembe-distrik verantwoordelik kan wees. Die Vhembe-distrik is gekies omdat dit uit verskillende ekologiese en klimaatstreke bestaan, wat verskeie boerdery-ondernemings in staat stel om in een gebied te gedy. Daar is ook ’n behoefte aan ’n vaardighede-oudit wat die departement sal help om amptenare na gelang van hulle kundigheidsgebied te plaas, en om deur verskeie kapasiteitsbou-programme daardie amptenare wat sekere vaardighede kortkom, op te bou. Die navorsing het onthul dat daar moontlik amptenare is wat moreel korrup in gedrag en optrede is. Dit het ondoeltreffendheid en swak dienslewering aan boere tot gevolg. Tog is daar amptenare wat besonder goed presteer en wie se gedrag bo verdenking is. Die navorser is van mening dat hierdie goeie presteerders erkenning moet ontvang en vir hulle goeie prestasie beloon moet word, en dat diegene wat ontoereikend presteer ingevolge die staatsdiens se dissiplinêre kode en prosedures hanteer moet word. Daar is ’n behoefte om hulpbronne te kanaliseer na kleinboere wat doeltreffend daarvan gebruik sal maak. Dit sal op die lang termyn selfvoorsiening bevorder. In hierdie opsig moet die departement poog om die beloftes wat hulle gemaak het, so ver moontlik na te kom. Die navorser kom tot die gevolgtrekking dat, vir kleinboere om hulle potensiaal te verwesenlik, hulle hul lewens deur landbou moet verander. Hulle moet beter georganiseer wees sodat hulle uit een mond kan praat. Hulle moet ook by sekondêre landbou betrokke raak waar hulle toegang tot Met die gepaste en konsekwente steun van die Departement Landbou in die Vhembedistrik kan die lewensbestaan van kleinboere verbeter word, wat ekonomiese ontwikkeling van die plaaslike munisipaliteit, die distrik, die provinsie en eindelik Suid- Afrika as geheel tot gevolg sal hê.

Building sustainable communities through participation : analysing the transition from participatory planning to implementation in the case of the Grabouw Sustainable Development Initiative

Thesis ((MPhil (Sustainable Development, Planning and Management))--University of Stellenbosch, 2010. / ENGLISH ABTRACT: Through the development of sustainable communities, a transformation process can be incited towards a more sustainable way of life. An important prerequisite of this transformation process is behavioural change. This thesis is based on the supposition that participation can contribute to behavioural change. Behaviour which supports the functioning of sustainable systems, is essential in the long term success of sustainable communities. To sustain this behaviour and create a sense of ownership, participatory processes need to encompass the initial phases of development (planning) as well as the implementation and management phase (governance). To secure the participatory involvement in the implementation phase anchor points need to be created in the planning phase, which enable participation of community members in the implementation phase. By means of a case study this thesis has analysed the role of participation in the pilot project in Grabouw, a medium-sized town in the Western Cape, South Africa. The key objective was to establish whether and in what manner, the participatory planning process anticipated the involvement of community members in the implementation phase. Research shows that in some occasions, participation is defined as an instrument to effectively manage contingencies and facilitate the implementation of government decisions. However, the case studies of Grabouw and Porto Alegre, illustrate that community participation can also be organised in such a way that it enables community members to be involved in a meaningful way in decision-making processes, enabling them to shape their own environment. Defined this way active participation is not merely an instrument but an integral part of a complex system encompassing opportunities for social learning. Active participation can incite a process of „conscientization‟ and empowerment, stimulating people to become aware of sustainable challenges and adapt their behaviour accordingly. This viewpoint on participation is in line with the multi-dimensional nature of sustainable development and based on the need to facilitate a continuous evolving learning system. Furthermore it supports the notion that sustainable development is not a fixed objective but a moving target. Within this perspective sustainable communities need to be flexible entities able to evolve in accordance with increased understanding of the complex interrelated issues of sustainable development. / AFRIKAANSE OPSOMMING: ‟n Transformasieproses, gerig op ‟n meer volhoubare lewenswyse, kan deur die ontwikkeling van volhoubare gemeenskappe aangemoedig word. ‟n Belangrike voorvereiste vir so ‟n transformasieproses is gedragsverandering. Gedragsverandering is nie ‟n individuele oefening nie, maar is stewig veranker in sosiale prosesse en word daardeur beïnvloed. Om gedragsverandering op groter skaal te stimuleer, is dit nodig dat individue as katalisators van gedragsverandering optree. Deelname speel ‟n vername rol om volhoubare gemeenskappe as platforms vir volhoubare gedragsverandering op te stel. Die bestaande verskeidenheid tussen die verskillende vlakke van deelname bemoeilik die opstel van een duidelik omlynde definisie van deelname. Die regering en ander gemeenskapsrolspelers het die waarde van deelname besef en dit het algemene gebruik geword om lede van die gemeenskap by die beplanning en/of beheer van volhoubare stedelike ontwikkeling te betrek. Kompleksiteit-teorie bied ‟n waardevolle perspektief in die strewe na dieper verstandhouding rondom die geleenthede en beperkinge van deelname. Hierdie verhandeling het deur middel van ‟n gevallestudie die rol van deelname in die loodsprojek op Grabouw, ‟n medium-grootte dorp in Wes-Kaapland, geanaliseer. Die navorsing wat vir dié verhandeling gedoen is, het deel uitgemaak van ‟n evaluasiestudie wat deur die Ontwikkelingsbank van Suider Afrika bekend gestel is en deur die Omgewingsevaluasie-eenheid aan die Universiteit van Kaapstad (UK) uitgevoer is. Die navorsing het getoon dat in sommige gevalle deelname gedefinieer word as ‟n instrument om omstandighede doeltreffend te beheer en die toepassing van regeringsbesluite af te glad. Die gevallestudies van Grabouw en Porto Allegre wys egter daarop dat deelname ook op so ‟n manier georganiseer kan word dat dit lede van die gemeenskap in staat stel om op betekenisvolle wyse by besluitnemingsprosesse betrokke te raak en sodoende hulle eie omgewing rangskik. Aktiewe deelname wat so gedefinieer word, is nie ‟n instrument nie, maar ‟n integrale deel van ‟n komplekse stelsel wat geleenthede vir sosiale leer omsluit. Aktiewe deelname kan ‟n proses van „gewetensprikkeling‟ en bemagtiging aanmoedig, wat mense stimuleer om bewus te word van volhoubare uitdagings en hulle gedrag dienooreenkomstig aan te pas. Hierdie siening oor deelname is in lyn met die multi-dimensionele aard van volhoubare ontwikkeling en gebaseer op die behoefte om ‟n voortdurende ontwikkelende leerstelsel te fasiliteer. Voorts ondersteun dit die denkwyse dat volhoubare ontwikkeling nie ‟n vasgeankerde doelwit is nie, maar wel ‟n bewegende teiken. Binne hierdie perspektief behoort volhoubare gemeenskappe buigsame entiteite te wees wat daar toe in staat is om met toenemende insig van die komplekse verbandhoudende aangeleenthede rondom volhoubare ontwikkeling, te groei.

Assessing community participation for sustainable development : the Galanefhi water supply project

The creative initiative, local knowledge, and inputs of communities were not considered as a development resource. Hence, development programmes were not participatory, and could not solve social problems, rather they contributed to poverty and dependency. This condition gave rise to new thinking that unless communities participate in development efforts, no social transformation can be achieved. Moreover, the scarcity of resources in developing countries called for the mobilization of all stakeholders' resources in the cause of development action. As a result, community participation emerged as a new paradigm of development. Development has become a humanizing process; projects are people-driven; and communities are the subjects of development projects. Nevertheless, in order for community participation to meet the challenges of development, this has to be a multidimensional approach that integrates the building blocks of development. Against this background, in the context of water supply, the experience of developing countries indicates that the effectiveness of water supply projects is improved when communities participate in all phases of water supply projects. Moreover, community owned and managed water supply projects are better constructed, cost effective, and successful than government subsidized projects. Nevertheless, the role of government in enabling and supporting is essential. The study is an evaluation research, which aims to assess whether community participation is in place, and whether the delivery of water supply is enhanced as a result of community participation. The study area is in Galanefhi, a sub-region in Eritrea. At eleven villages in the sub-region, water supply projects that were constructed in the past twelve years are assessed to evaluate if community participation is in place and its effect on the water supply system. During the course of this study, interviews were conducted with 221 respondents of both sexes from the age of 28 years using open and closed-ended questionnaires. In addition, discussions were conducted with community representatives and government officials on issues of community participation and safe water delivery. Findings of the study indicate that the level of community participation differs within the villages and from one phase of the project to another. There is more community participation in implementation and less in planning. Decision-making is dominated by the water committees and local officials. The major missing ingredient is the level of capacity building. Communities' capacity to manage and operate the water supply system is limited. The institutional and administrative frameworks of the villages regarding water supply is weak. The regional and sub-region authorities' capacity that implements and oversees water supply projects is not strong. Communication between the grassroots and central authorities is not good. This is aggravated by natural conditions like climate and environment, and by the lack of skilled human resources, financial drawbacks, and lack of coordination. Nevertheless, overall assessment shows that water supply projects that enjoy more community participation are more successful and sustainable and more capable of meeting communities' expectations. Therefore, sustainable clean and adequate water delivery can be achieved through community participation in collaboration with all stakeholders. The recommendations which are provided give some insights on how to implement community participation as a strategy on the ground. / AFRIKAANSE OPSOMMING: In die verlede was ontwikkelingsprojekte dikwels onsuksesvolomdat ontwikkeling oorheers is deur die bo-na-onder ("top-down") strategie wat die hoof voordeeltrekkers uitgesluit het uit die proses van ontwikkeling. Die skeppende inisiatief, plaaslike kennis en die insette van die gemeenskappe is nie as 'n hulpbron beskou nie. Dus was die ontwikkelingsprogramme nie deelhebbend van aard nie en kon hulle nie sosiale probleme oplos nie. Dit het eerder bygedra tot armoede en afhanklikheid. Hierdie toestand het gelei tot 'n nuwe denkrigting, naamlik dat, tensy gemeenskappe deelneem aan ontwikkelingspogings, geen sosiale transformasie sal plaasvind nie. Weens die skaarsheid van hulpbronne in ontwikkelende lande is die mobilisasaie van al die deelhebbers se hulpbronne nodig vir ontwikkelingsaksie. Teen hierdie agtergrond, en in die konteks van watervoorsiening, het die ondervindings in ontwikkelende lande aangedui dat die effektiwiteit van watervoorsieningsprojekte verbeter as die gemeenskap deelneem aan al die fases van die projek. Ook is watervoorsieningsprojekte wat deur die gemeenskap besit en bestuur word, beter gebou, meer koste-effektief, en meer suksesvol as projekte wat deur die regering subsideer is. Nietemin is die rol van die regering onontbeerlik waar dit die projekte moontlik maak en ondersteun. Hierdie studie is evaluasie-navorsing wat ten doel het om vas te stel tot watter mate gemeenskapdeelname bestaan en of die voorsiening van water verbeter het as gevolg van die deelname. Die studiegebied is in Galanefhi, 'n substeek van Eritrea. Daar is by elf dorpies in hierdie streek tydens die laaste twaalf jaar watervoorsieningspunte opgerig. Hierdie projekte is evalueer om vas te stel hoeveel gemeenskapdeelname daar was en die effek daarvan op die watervoorsiening. Tydens die studie is onderhoude gevoer met 221 respondente, mans en vrouens, bo 28. Daar is gebruik gemaak van vraelyste. Besluitneming word oorheers deur waterkomitees en plaaslike amptenare. Daar is me 'n hoë vlak van vermoë-bou me. Die vermoë van die gemeenskap om die watervoorsieningsisteem te bestuur is beperk en die administratiewe raamwerk van die dorpies betreffende watervoorsiening is swak. Die vermoë van die owerhede op streek- en substreekvlak, asook die kommunikasie tussen die sentrale owerhede en die gewone inwoners is nie na wense nie. Hierdie toestande word vererger deur die klimaat en die omgewingsfaktore, die gebrek aan geskoolde werkers, finansiële probleme en die gebrek aan koërdinasie, Nietemin is daar in die algemeen vasgestel dat die watervoorsieningsprojekte waar daar meer gemeenskapsdeelname was, meer suksesvol is, en beter aan die gemeenskap se verwagtinge voldoen. Die waterpunte word ook langer in 'n goeie werkende toestand gehou. Dus kan die voorsiening van genoeg skoon water bereik word deur die deelname van die gemeenskap en die samewerking van al diegene wat belang het by die projek. Aan die einde van die studie word daar aanbeveel hoe om gemeenskapsdeelname op grondvlak te implementeer.

Craft and poverty alleviation in South Africa : an impact assessment of Phumani Paper : a multi-site craft-based poverty alleviation programme

Thesis (MA)--University of Stellenbosch, 2004. / ENGLISH ABSTRACT: The cultural industries have been identified by the South African government as having significant potential to generate employment and hence alleviate the wide spread poverty suffered by many in the country. They have invested in the cultural industries with a view to developing SMMEs that have the potential to generate sustainable livelihoods. Craft, in particular is seen as an ideal vehicle through which poverty alleviation can take place, due to the combination of low technology requirements with high levels of manual labour. This study looks at one such multi-site craft-based poverty alleviation programme, Phumani Paper, and assesses the impact that it has had on the poverty of its participants (so far). Drawing on relevant theory “poverty” is defined as a deficiency with regard to three aspects of people’s lives: income, “human development” and capacity building. The results of the study indicate that the program did contribute to human development, but that income generation was less successful. In this regard success seems to depend on conditions at three levels of a programme: the programme management, the project model and the individual participants. Strategic intervention on these three levels will ensure that the impact of craft on poverty is more effective. / AFRIKAANSE OPSOMMING: Die kulturele nywerhede is deur die Suid-Afrikaanse regering geïdentifiseer as ‘n potensiële bron van werkskepping om te help om wydverspreide armoede in die land aan te spreek. Die regering het op kulturele terrein belê in klein- en medium sakeondernemings met die hoop dat hulle kan bydra tot die skepping van volhoubare bestaansgeleenthede. Kunsvlyt word as ‘n ideale roete tot armoede verligting gesien a.g.v. die kombinasie van lae tegnologie vereistes en intensiewe handearbeid. Die studie kyk na een sodanige kunsvlyt-gebaseerde programme vir armoedeverligting, nl. Phumani Paper, en meet die impak wat dit (tot dusver) op die armoede van diegene gehad het wat aan die program deelneem. Gebasseer op relevante teorie word “armoede” in hierdie studie gedefinieer as 'n gebrek op drie terreine van mense se lewens: inkomste, “menslike ontwikkeling” en kapasiteitsbou. Die resultate van die studie toon aan dat die program bygedra het tot menslike ontwikkeling, maar dat die skepping van inkomste minder suksesvol was. Sukses in hierdie verband blyk af te hang van kondisies op drie vlakke van 'n program: die programbestuur, die projek-model en die individuele deelnemers.
