The concern with the formal record of the grounds, opinions and actions of administrative acts public, materialized in administrative proceedings, leads to large volumes of paper documents, generated and handled daily, presenting challenges in transport, accommodation, storage and retrieval of these documents. Through analysis of volumes, times and expenses involving the physical administrative processes of the state of Goiás and the General of the State of Goiás Comptroller, and with the support of a modeling and process simulation tool, it became clear how the electronic administrative process can contribute to reducing paper costs and greater speed in the processing of the administrative process. Added to this, the electronic process, based on computerized system can provide administrators greater management of the processes with greater control of the status and terms related thereto, as well as contributes to increased organ transparency. This study aimed to identify how the current administrative process based on paper, can be converted to electronic through the presentation of a deployment plan for the electronic administrative procedure before the General Comptroller of the State of Goiás (GO-CGE). For making the diagnosis, it was used the documentary analysis of the corporate database of administrative procedures, provided by the Protocol of Electronic System (SEPNET) of the State of Goiás. The results indicated reduction opportunity in the processing time of the administrative procedures up to 72,5 % of total time in the state of Goiás and average reduction of up to 149 calendar days in processing times in CGE-GO. Moreover, the savings in paper volume in the state of Goiás can reach up to 10 million pages in administrative processes annually. In the case of CGE-GO, it was found possible to reduce the printing costs between R$ 5,420.28 and R$ 25,552.77 per year. Was also identified potential gains for the service of Public Transparency, offering greater publicity of the processes. This work generated as product the deployment plan model the electronic administrative process, which is one of the requirements needed for acquiring for free of the electronic process software that has been adopted by the Federal Government of Brazil. / O presente trabalho tem como questão central discutir o processo administrativo nas organizações públicas e propor um modelo de plano de implantação do processo eletrônico no órgão Controladoria Geral do Estado de Goiás. A preocupação com o registro formal dos fundamentos, pareceres e ações das atos da administração pública, materializados em processos administrativos, conduz a grandes volumes de documentos em papel, gerados e manipulados diariamente, apresentando desafios no transporte, acomodação, conservação e recuperação destes documentos. Por meio de análise dos volumes, tempos e gastos envolvendo os processos administrativos físicos do Estado de Goiás e da Controladoria Geral do Estado de Goiás, e com o apoio de ferramenta de modelagem e simulação de processos, ficou evidente o quanto o processo administrativo eletrônico pode contribuir para a redução dos gastos com papel e para maior celeridade na tramitação dos processos administrativos. Somado a isso, o processo eletrônico, baseado em sistema informatizado, pode propiciar aos administradores maior gestão sobre os processos, com maior controle dos status e prazos relacionados aos mesmos, bem como contribui para aumento da transparência do órgão. Este trabalho teve como objetivo identificar de que forma o atual processo administrativo, baseado em papel, pode ser convertido para eletrônico por meio da apresentação de um plano de implantação do processo administrativo eletrônico na Controladoria Geral do Estado de Goiás (CGE-GO). Para elaboração do diagnóstico, foi utilizada a análise documental sobre a base de dados corporativa dos processos administrativos, alimentada pelo Sistema Eletrônico de Protocolo (SEPNET) do Estado de Goiás. Os resultados indicaram oportunidade de redução no tempo de tramitação dos processos administrativos em até 72,5% do tempo total no Estado de Goiás e de redução média de até 149 dias corridos nos tempos de tramitação na CGE-GO. Além disso, a economia com papel no Estado de Goiás pode atingir até 10 milhões de páginas nos processos atuados anualmente. No caso da CGE-GO, apurou-se possibilidade de redução nos gastos com impressão entre R$ 5.420,28 e R$ 25.552,77 ao ano. Verificou-se também potencial de ganhos para o serviço da Transparência Pública, oferecendo maior publicidade dos processos. Este trabalho gerou como produto um modelo de plano de implantação do processo administrativo eletrônico, que é um dos instrumentos necessários para obtenção gratuita do software de processo eletrônico que vem sendo adotado pelo Governo Federal do Brasil.

A linguagem do movimento na arquitetura contemporânea / The language of movement in contemporary architecture

Esta pesquisa caracteriza-se como um estudo de análise gráfico-conceitual acerca da importância de processos de ação criadora referenciáveis à questão do movimento por meio de formas de representação e de exploração do espaço e do tempo na Arquitetura. Aborda a questão da representação na linguagem arquitetônica, entendida como meio de relação entre tempo e espaço. Investiga como o movimento sendo uma possível síntese desta equação pode ser percebido, representado e interpretado na geração de um projeto arquitetônico. Reflete sobre a mudança de paradigmas que caracterizam a transição dos meios de representação e identifica as expressões de movimento na linguagem arquitetônica, assim como novos parâmetros de raciocínio projetual por meio da análise de projetos e métodos projetivos analógicos e digitais de arquitetos, designers e artistas. Contextualiza as manifestações de clara relação da Arquitetura com a compreensão do espaço, tempo e movimento e propõe-se como base de reflexão comparativa entre a modernidade e a contemporaneidade. / This research is characterized as a study of graphconceptual analysis concerning to the importance of processes of creative action related to the subject of the movement by means of representation forms and exploration of space and time in the Architecture. It introduces the representation in the architectural language, understood as the relationship between time and space. It investigates how the movement - being a possible synthesis of this equation - can be noticed, represented and interpreted in the generation of an architectural project. The dissertation contemplates the change of paradigms which characterize the transition of the representational methods, from analogical to digital movement expressions in the architectural language, as well as new parameters of projetual reasoning by means of the analysis of projects of architects, designers and artists. It contextualizes the manifestations of clear relationships in Architecture within the understanding of space, time and movement as a basis of comparative reflection between the modernity and the contemporaneity.

Performance measurement in the product development process

The intention of the programme was to evaluate Product Development (PD) strategies within the automotive industry and to identify areas in which improvements could be made in PD project performance that would also provide a business opportunity for the author's employer RLE International (RLE). The research is principally concerned with the automotive industry but also has broader applications within similar industries. The research was undertaken via three projects. Project 1 involved a study of the structure, drivers and trends within the automotive industry. The aim was to assess the implications for PD in the automotive industry and identify significant issues where opportunities for improvement existed. The outcome was a portrayal of an industry under extreme competitive pressure and waiting for something to change but without a clear future state. What was apparent was that the competitive pressures, and thus the need to deliver more products without significantly increased resources, were not going to abate in the near future. PD has to 'deliver more with less' but a definition of success and its associated measures in terms of the PD process is difficult to frame. Therefore, the aim of project 2 focused on performance measurement of the PD process by assessing four internationally diverse development projects carried out by the author's employer with four discrete customers. The projects were all different in their content and were carried out in different countries, i.e. USA, Germany, India and Sweden. Whilst customer specific and cultural aspects of the projects differed, the significant issue identified via the research was common across all the projects. Traditional Key Performance Indicators (KPIs) of cost, time and scope were used but failed to predict issues in project delivery. The key finding was that if project information did not flow as originally planned then resources were wasted resulting in time and cost over-runs. Project 3 researched alternative solutions to the issue of monitoring information flow and proposes a specific method of indicating the likelihood of success in a project by identifying new PD measurement techniques to be used within the automotive PD process. This new measurement criterion of information flow provides a predictive tool that significantly enhances the project control process. The predictive method of information flow tracking developed is new to the automotive PD profession. It was trialled on an existing project and was shown to identify specific issues with the Work-in-Progress (WIP) not found by traditional project management methods. The resulting indication of issues enabled the organisation's management to have a substantially different insight and understanding of project performance at a given point in time and therefore enabled immediate changes in resource allocation to improve project performance. The implementation of these changes as a result of the adoption of information flow monitoring resulted in significantly improved project KPI performance. The contribution of this new PD management method has the potential to significantly impact the competitiveness of any company involved in the design and development process. Its benefits include improved understanding of project performance indicators, powerful predictive attributes resulting in better utilisation of company resources and reductions in both project costs and lead times.

Com esta finalidade, os engenheiros têm buscado no Controle de Processos soluções para sistemas não lineares e/ou transientes. Sistemas de controle avançados, baseados em Redes Neurais Artificiais (RNA), por serem adequados para modelar relações não lineares, podem ser indicados como soluções para estes casos. Neste trabalho, as equações algébricas de um modelo neural foram implementadas numa planilha do Microsoft Excel. O modelo neural foi treinado com o algoritmo de Levenberg- Marquardt, utilizando o toolbox de redes neurais do MATLAB e os pesos e bias encontrados foram inseridos na planilha. O monitoramento do sistema foi feito através de uma rede digital Fieldbus, configurada através do software Syscon. O sistema supervisório utilizado foi o Indusoft Web Studio, sendo a comunicação entre estes dois programas feita através do protocolo Ole for Process Control (OPC). A atualização das variáveis de entrada do modelo neural foi realizada através do sistema Open Data Base Connectivity (ODBC), responsável pela troca de informações entre o Indusoft e o Excel. A variável controlada um instante de amostragem à frente é automaticamente calculada a cada instante de amostragem e usada como função-objetivo no Solver do Excel (minimizar o erro quadrático). Restrições foram adicionadas ao método do gradiente descendente generalizado para que uma solução adequada fosse encontrada dentro de uma faixa de valores da variável manipulada. Como caso-estudo, este sistema de controle alternativo foi utilizado para controlar a temperatura interna de um tanque de precipitação de bromelina com etanol a frio, para evitar desnaturação da enzima. O processo de precipitação a partir de caldo de abacaxi foi realizado num tanque encamisado operando em regime de batelada alimentada, com agitação constante. O controle da temperatura do meio precipitante é feito através da manipulação da rotação da bomba de fluido refrigerante (propilenoglicol). Dados experimentais (75% do banco de dados de ensaios em malha aberta) foram utilizados para treinar a rede feed forward multicamadas. As variáveis de entrada da RNA, atualizadas a cada 4 segundos, são: temperatura do etanol, temperatura do meio precipitante (variável controlada), temperaturas de entrada e de saída do propilenoglicol, nível de líquido, rotação da bomba de propilenoglicol (variável manipulada) e degrau na bomba de propilenoglicol. Na camada intermediária, a função de ativação tangente hiperbólica foi aplicada a 14 neurônios. A variável de saída da rede é a temperatura do meio um instante de amostragem à frente, com a função de ativação linear. Testes offline com dados não vistos no treinamento mostraram que a RNA foi capaz de prever a temperatura do tanque, já que os coeficientes angular e linear dos gráficos de dispersão (saída calculada versus saída real) aproximavam-se de um e zero, respectivamente. O controlador alternativo foi implementado e os resultados experimentais mostraram sua efetividade em manter a temperatura do meio em torno do set-point (5°C). / Abstract: Intelligent systems, based on Artificial Neural Networks (ANN) have been studied as alternative solutions for ill-defined plants or nonlinear and transient systems, due to the worldwide market requirements for high standard products and safe and environmentally friendly processes. In this work, the algebraic equations of a neural model were implemented in a Microsoft Excel worksheet. This ANN was previously trained with Levenberg-Marquardt algorithm, using the ANN toolbox of MATLAB and the optimized weights and biases were inserted in the worksheet as well. By means of a digital Fieldbus network architecture, configured by Syscon Software, the data acquisition and process control were performed. The Indusoft Web Studio was employed as supervisory software and the communication between these two softwares was achieved through Ole for Process Control protocol. Since the data acquisition system is supposed to update the ANN input variables in the worksheet, information is exported from Indusoft to Excel through Open Data Base Connectivity system, which was properly configured. The onestep-ahead controlled variable is automatically predicted every sample time and then used in the objective function of the Excel Solver (quadratic error minimization), implemented via Visual Basic programming. Restrictions were added to the quasi-Newton optimization method so that a smooth solution could be found inside a suitable range of the manipulated variable. As a case-study, this alternative system was implemented to control the temperature of a bromelain precipitation tank. The bromelain recovery from pineapple juice was carried out in a fed-batch stirred tank, using precipitation with ethanol at low temperature to avoid protein denaturation. The coolant (propylene glycol) flow rate was manipulated through a variable speed pump. Experimental data (75% of the database from open-loop tests) was used to train a multi-layered feed forward ANN. The ANN input layer variables, updated every 4 seconds, were chosen as follows: ethanol temperature, bulk temperature (controlled variable), coolant inlet temperature and coolant outlet temperature, liquid volume, pump flow rate (manipulated variable) and pump flow rate variation. In the hidden layer a hyperbolic tangent function was applied to 14 neurons. The output variable was the one-step-ahead bulk temperature, using the linear activation function. Offline tests with unseen data proved that the ANN successfully predicted the tank temperature, as the linear fitting slope coefficient of the dispersion plots (network output versus target vector) was close to the unity and the interception coefficient was around zero. The alternative controller was implemented and experimental results showed its effectiveness in maintaining the bulk temperature around the set-point (5°C). From the present results it was clearly shown that this methodology is a promising new way to face complex process control problems and the tendency is to increase their range of applicability in industrial processes. / Mestrado / Sistemas de Processos Quimicos e Informatica / Mestre em Engenharia Química

O presente trabalho examina a amplitude do fenômeno do Processo Judicial Eletrônico e as perspectivas de resposta à sociedade com relação à razoável duração do processo e sua celeridade pela utilização dos meios eletrônicos. Com este objetivo, analisa as possibilidades de acesso à justiça e os desafios do desenvolvimento de um novo método que permita aperfeiçoar a participação dos sujeitos processuais para que os escopos jurisdicionais sejam plenamente atingidos. Neste sentido, observa as reconfigurações que as opções políticas realizadas a partir do início deste século engendram, tanto nos princípios processuais em face às garantias constitucionais, quanto na jurisdição e suas interdependências com outros aspectos do direito processual civil. Subsidiariamente, contextualiza o desenvolvimento da atuação estatal no ciberespaço, as estratégias formuladas e a inserção do Poder Judiciário nesta seara. Ao concluir, verificar-se-á que o Processo Judicial Eletrônico é um método em construção que, já dentro do caráter atual de forma autorizada pela Lei nº 11.419/06, quando complementada pela legislação e regulamentação correlata, possibilita maior transparência e participação, tendente a prover efetividade à prestação jurisdicional na sociedade pós-moderna. / This paper investigates the extent of the digital process phenomenon and the perspectives of its impact on the society concerning the examination of the case in a reasonable period of time and its celerity upon the employment of electronic means. In view of this, this study aims to analyze the possibilities of access to justice and the challenges imposed by the development of a new method which enables the improvement in the participation of all related parties in the judicial proceedings so as to fully accomplish the scope of the jurisdictional function. As follows, it examines the reconfiguration engendered by the political options which have been taking place since the beginning of this century both in the procedural principles in light of constitutional guarantees and in the jurisdiction and on its correlation with other aspects of civil procedure. Alternatively, this dissertation contextualizes the progression of the governmental interaction on the cyberspace, the conceived strategies and the insertion of the Judiciary in this field. In conclusion, it will be possible to establish that the digital process is still under development, but even under its current status, as authorized by Law 11,419/06 and complemented by other corresponding regulations, is nonetheless able to ensure more transparency and a higher level of participation, tending to provide effectiveness to the jurisdictional function in the postmodern society.

Einsatz digitaler Menschmodelle zur fähigkeitsgerechten Arbeitsgestaltung für leistungsgewandelte Mitarbeiter

Die steigende Anzahl leistungsgewandelter Arbeitnehmer ist eine zunehmende Herausforderung für produzierende Unternehmen. Zur Sicherstellung eines wertschöpfenden und fähigkeitsgerechten Einsatzes erlangt daher eine prospektive und korrektive Arbeitsgestaltung an Bedeutung. Insbesondere in der frühen Phase der Prozessplanung sind digitale Menschmodelle zur Absicherung ergonomisch günstiger Arbeitsplätze und -prozesse geeignet. Die Abbildung leistungsgewandelter Mitarbeiter in digitale Menschmodelle und Planungstools der digitalen Fabrik ist jedoch aktuell nicht hinreichend berücksichtigt. Zur Unterstützung einer fähigkeitsgerechten Arbeitsgestaltung mit digitalen Menschmodellen sind diese um Leistungseinschränkungen zu erweitern.
