Yes / The purpose of this research is to establish the necessary and sufficient conditions for food safety and security during pandemic outbreaks, focusing on the case of COVID-19 to ensure resilience of the food supply chain. The study emphasises on the complexity theory of fuzzy set Qualitative Comparative Analysis (fsQCA), to establish a result-driven definition of Industry 5.0 (I5.0) during and post pandemics. The results of this study revealed that a combination of conditions derived from pandemic policy related reforms and I5.0 enablers will assist manufacturers and suppliers in establishing food safety and security during and post the COVID-19 era in a developing economy. Food safety and security being the goal, based on a survey of 140 food companies, this study provides insights to manufacturers and policymakers to enable selective implementation of I5.0 enabling technologies and pandemic policies.

Frameworks of Recovery: Exploring the Intersection of Policy & Decision-Making Processes After Hurricane KatrinaMosby, Kim 20 December 2017 (has links)
This study seeks to understand how local and national newspaper articles and African American residents frame obstacles to returning to New Orleans after Hurricane Katrina. It explores how recovery planning processes and policy changes influenced the decision-making processes of African Americans displaced to Houston through a content analysis of the media and qualitative interviews with displaced and returned residents. The study shows the media and participants framed disaster recovery policies as creating opportunities and gaps in assistance that varied by location. Participants described how policy decisions that created gaps in assistance compounded the difficulty of returning for working- and middle-class African Americans. The findings suggest planners and policy makers need to consider how disaster recovery policy changes may intersect to create obstacles that impede residents' ability to return and rebuild after disasters.

The purpose of this research activity is to determine how cultural astronomy manages
natural disasters in the local communities. Study Area: Mahikeng in North West
Province among the Barolong boora Tshidi.
Indigenous people have contributed the least to world greenhouse gas emission and
have the smallest ecological footprints on Earth. Yet they suffer the worst impacts not
only of climate change, but also from some of the international mitigation measures
being taken. Impacts on climate change affect people negatively, these may include
droughts, floods, increased diseases in people, plants as well as animals, biodiversity
extinct, high mortality rate, increased food insecurity to mention a few.
This study aims to describe how knowledge of cultural astronomy manages natural
disasters within our local communities. In this dissertation the history of Barolong using
their knowledge of cultural astronomy to manage natural disasters is gradually fading
away because of non-recognition of our knowledge custodians as they do not hold any
formal education and those who have it only ended at primary level.
Democracy brought a sense of mental decolonization unto us as South Africans. This
brought light to some of our village members to acknowledge their identity which
includes their customs and beliefs. This study unearthed that local communities have
the rich indigenous knowledge to sustain their lives that is how some villages are able to
prepare and manage natural disasters without the knowledge of cultural astronomy
only. They practice other measures which also sustain them and are also easy to be
passed on orally from generation to generation. In Barolong communities the knowledge
of sky readers is regarded to be very important, it is information that can be relied on
because sky readers are always correct. In addition, African traditional religious nature
and structure endorses the practice to be acknowledged and be taken as African
identity.
In the light of the above, and after taking comments by the members of the
communities, recommendations are made for an integrated study framework between
the local knowledge and modern technologies or information of astronomy. It is also
recommended that there should be proper documentation which is not distorted before

This study focuses on records management in support of service delivery in the public health
sector of Limpopo Province, South Africa. The study sought to investigate whether the
current records-keeping practices support or undermine service delivery and the e-health
readiness level. Mixed methods were used for the survey. Questionnaires, observation and
interviews were used to collect data. Purposive sampling method was used to identify
interview participants and stratified random sampling for questionnaire participants. The total
population of the study was 324 from which 210 participants were sampled. The response
rate was 77% (162).
The study discovered that records management negatively affected timely and effective
health care services. This resulted in long patient waiting times and patients being treated
without their medical history records. The study recommended the introduction of an
electronic records management system capable of capturing and providing access to a full
patient record and tracking paper record movement. / Information Science

Dynamic Response Recovery Tool for Emergency Response within State Highway Organisations in New ZealandPedroso, Frederico Ferreira Fonseca January 2010 (has links)
This thesis reports the research efforts conducted in order to develop the Dynamic Response Recovery Tool. The DRRT was developed as a decision support tool under a holistic approach considering both emergency management research and transportation studies. The proposed system was assessed by a series of case studies in order to identify its efficiency and suitability for roading organisations.
Knowledge developed from two novel research approaches are comprehensively described throughout the thesis. Initially, we report on the observation of three emergency exercises and two real events in New Zealand. This set of activities indicated the complex and dynamic environment in which emergency management takes place as well as organisational settings and management structures implemented to better respond and recover from disasters events. Additionally, a secondary approach was designed to overcome limitations identified in the observation method. In this context, a game-based scenario simulation was developed and conducted with twelve participants. With a focus in resource deployment decisions during emergencies, the game simulated an earthquake scenario in which participants had to allocate physical resources to fix damage created in a road network. Simulations indicated that Naturalistic Decision-making processes were used to respond to the scenario. Thus, resource allocation followed planning priorities defined previously the simulation, which further considered individual experiences and knowledge.
Taking advantage from the findings achieved and knowledge developed by the observations and game simulations, the DRRT was designed using the conceptual background identified in the literature review. The DRRT was conceptualised as a logistics sub-system as part of the broad field of Disaster Management. In particular, the DRRT was geared towards supporting decision-making by providing procedural recommendations and identifying optimum physical deployment strategies. In order to assess the proposed system, an Information Technology application was built according to the DRRT’s specifications.
A series of eleven individual and three group simulations was performed in order to assess the DRRT. Data collected through the application indicated that the DRRT enhanced decision-making during extreme events. In specific, case study participants using the system at greater levels achieved better decision-making accuracy than those disregarding completely or partially the system. Case studies also indicated that emergency management knowledge was represented by the application and its logistics model provided participants with vital information to optimise resource allocation.

In the age of the risk society, when several actors at an international, national, and local level converge in order to find solutions that help mitigate the global effects of natural disasters, there is a need to study the patterns for communicating and interacting with the public that eventually feel the impact of crises. In the richer parts of the world ICTs have facilitated a framework for having instant information regarding threats that make crisis management a discipline that is centered more in preparing and planning, rather than mitigating actual crises. In developing countries, the contextual idiosyncrasies of each nation provide a fragmented array of settings that prevents a rapid flow of information in the event of natural disasters. The phenomenal growth of mobile telephony use and its rapid diffusion in developing countries offers a game changing scenario where crisis managers could benefit from new applications and functionalities of mobile devices. In a confluence of multidisciplinary nature, this study aims to explore the role of mobile technology and internet in crisis management, as well as the state of accessibility of mobile technology when addressing the general public in Ghana. This study follows a three-pronged approach with the aim of answering its research questions. First, a qualitative study of the communication processes between crisis managers and the public and the role of mobile technologies during those processes. Second, a quantitative study of the uses of mobile internet and the current mobile internet infrastructure. Finally, a study on the accessibility level of Ghana’s national crisis management organization’s website. Several conclusions can be drawn from this study. Mobile technologies have an important role in the communication process of crisis managers and the public, however the use of internet still has no part in the flows of communication due to deficits in infrastructure and socio-economic factors, leading to a disconnection between international risk policy requirements and local needs. The lack of resources is seen as the biggest challenge for crisis managers; a challenge that leads to issues of trust in the public and non-compliance. Finally, while there have been improvements in accessibility efforts, there is still a wide gap between international web accessibility best practices and the one provided by authorities in Ghana.

Experiences of social vulnerability in indigent households related to water service delivery in kayamandi, StellenboschHarris, Winston J. January 2013 (has links)
The extent of a community experiencing social vulnerability depends on the community’s ability to access resources that may contribute to coping mechanisms (either within the household or provided externally by a responsible authority) that decrease the impacts and effects of a disaster. Therefore, the purpose of this research was to identify the existence of social and institutional mechanisms that aim to reduce experiences of water inaccessibility and the causes of social vulnerability, and increase coping mechanisms within Kayamandi. Kayamandi is a low income residential community on the north-westerly periphery of the greater Stellenbosch town in the Western Cape. The research attained responses through questionnaires and surveys from residents, community organisations and responsible personnel. These surveys allowed the researcher to produce raw attribute data for each household that assisted in spatially representing vulnerable households and informing the five priority areas of the Hyogo Framework for Action. Contributing to this method of attaining information, secondary geographic data collection was obtained through the Stellenbosch Local Municipality, the National Geospatial Information Directorate and the National Demarcation Board.
The findings of this thesis established that household and public water infrastructure
contribute to the risk of experiencing social vulnerability that affects economic standings and quality of health within the community. Contributing to this and due to Kayamandi’s politically sensitive and historically fractioned community, social cohesion has also been noted as an area of vulnerability. Although these vulnerabilities are experienced, residents are able to implement technical, social and municipal reliant coping mechanisms. However, although efforts from Stellenbosch Local Municipality do respond to most of the key indicators within the Hyogo Framework for Action, the study found no concrete efforts within the Stellenbosch Local Municipality that illustrate integrated mechanisms to reduce

The focus of the study is to explore Geographic patterns and Disasters Management
in the context of Alexandra Township situated in the Johannesburg Metro. The
research evaluates if the Disaster Management Unit in Johannesburg municipality is
prepared in terms of policies, community campaigns on flood disasters as well as
forming organizations that will assist in times of disaster. It also refers to other
South African townships with regard to where most affected townships are located,
how the community is affected and how the local government responds. Disaster
management infers preparedness for disaster; therefore, measures of preparation
from the local government need to be in place to reduce extreme losses, pro-active
policies should be in place to guide officials on how to manage disasters affecting
their areas. The South African local government as the third sphere of government is closest to the people and mostly responsible for the community’s wellbeing. It is for this reason that local governments should have a strategy on how to deal with disaster. Having experienced natural disaster incidents, most countries in the world have been compelled to develop legislations, disaster management and mitigation plans that guide them on how to prevent and respond to disasters. In view of a several unimagined disaster incidents in South Africa, the researcher maintains that the concept and practice of disaster management is rather new in South Africa, and many local governments do not have well-informed strategies to manage natural disasters. Unlimited rain caused by climate change, the position of residence and overpopulation can be major attributes to disasters hazards. Floods can easily flow into residential dwellings and destroy the property, not only that, but it can also result in the loss of lives and enhance the spread of diseases. It becomes more of tragedy as most people living in these areas are poor and have all their belongings in the same place which makes them even more vulnerable to disaster. The location of Stjwetla settlement along the Alexandra Township riverbanks becomes relevant at this point in case. The residents of Stjwetla are exposed to flood threats, they are very much aware of the risk associated with the low-lying geographical patterns, overpopulation and the riverbanks. However, they still occupy the disaster prone sites because they cannot afford elsewhere. Stjwetla is an illegal settlement where no one pays rent; there is a serious lack of basic municipal services such as water and electricity in the area. The residents claim to have arrived in this area simply because Johannesburg seems to offer informal job opportunities; therefore, they anticipate good opportunities in terms of employment. Most of them are from Limpopo province and have more than twenty years residing in Stjwetla, and are still unemployed. The community has formed rescue groups that help in times of regular disasters such as floods and fire. The rescue groups also mediate between the community and the northern Johannesburg municipal Disaster and Emergency Unit. The Disaster and Emergency Unit have formed good relations with the community
leaders for support and emergency response. Other organizations, for instance Red
Cross Society make regular input, by offering food and clothes to the people
affected. Red Cross Society and other organizations work together with the local
government to help Stjwetla residents deal better with disaster effects. However, the residents feel that other government departments, such as social development, health and housing must assist as well. Competition, Compromises, and Complicity: An Analysis of the Humanitarian Aid SectorBare, Fiona 01 January 2017 (has links)
This paper analyzes humanitarian assistance to complex humanitarian emergencies to understand why suboptimal outcomes result even when humanitarians have ethical principles and good intentions. It focuses on the International Committee of the Red Cross, the United Nations, and Médecins Sans Frontières to understand their core principles before looking at how these principles operationalize during emergencies. Challenges arise due to complex relationships with donors, local actors, and recipients, along with issues of marketization and competition. This paper’s case studies of the post-genocide Rwandan refugee crisis and post-9/11 Afghanistan explore how humanitarian principles clash with such dilemmas. In the end, humanitarian organizations are often unable to adhere to principles in the midst of crises and make compromises of competition and complicity that lead to suboptimal outcomes for the people they are trying to help. Looking to modern emergencies in Syria, Yemen, and South Sudan, it is critical to understand these dynamics and seek to improve institutions of humanitarian aid to make assistance actually beneficial for those in need.

A Longitudinal Study: The Impact of a Comprehensive Emergency Management System on Disaster Response in The Commonwealth of The BahamasHughey, Erin P 28 August 2008 (has links)
Global trends show increasing losses from disasters as the number of people at risk grows by 70 to 80 million per year (United Nations, 2004). Although the frequency of natural disasters may be constant the human interaction with the given hazard has shifted through changes in development practices, environmental protection as well as the distribution of population and wealth. In an effort to combat the negative social, economic, and environmental impacts of hazards, strategies for identifying vulnerable populations and implementing mitigation measures is a high priority in hazards research. However despite our best efforts disasters have and will continue to negatively impact communities resulting in loss of life and property. To that end nations must establish effective emergency response capabilities to meet the needs of all residents potentially at harm.
This study examined the establishment of a comprehensive emergency management (CEM) system in the nation of The Bahamas. Employing a longitudinal study design to examine the six study hurricanes: Andrew 1992, Floyd 1999, Michelle 2001, Frances 2004, Jeanne 2004, and Wilma 2005. The goal of this research was two fold; first, to test Quarantelli's (1997a) methodology for evaluating the management of disaster response to determine if it could be operationalized and second, to compare response operations under CEM with response operations prior to its implementation.
Mixed methods were used to collect and analyze data. Data for the study were collected over a six-year period from 2001-2007. The following data collection techniques were employed for this study: (1) archival research, (2) structured surveys, (3) semi-structured interviews, and (4) participant observation. Data were analyzed in using three key tools: First, the surveys and closed-ended questions associated with the interviews were analyzed using standard statistical techniques. The data were then applied to 8 of the 10 criteria for measuring the management of national disaster response operations as outlined by Quarantelli (1997a). Finally, data were applied to the Model of Community Response to Disaster (Hughey, 2003).
Results indicated that Quarantelli's (1997a) model for evaluating the management of disaster response could be operationalized. Findings also revealed an association between the implementation of a CEM system and improvements in disaster response within The Bahamas.
