A process evaluation of the implementation of the HIV/AIDS counselling and testing (HCT) program for employees at a selected public hospital in KwaZulu-Natal (KZN).

AIM The aim of the study was to conduct a process evaluation of the implementation of the HIV/AIDS counselling and treatment program (HCT) for employees to ensure the delivery of standardised, high quality and ethical HIV counselling and testing services at a selected Regional Hospital in KwaZulu-Natal. METHOD A quantitative, non-experimental descriptive evaluative design was used to conduct the study. The study consisted of a two (2) questionnaire survey of a sample of 140 participants; One for the staff working in the HCT clinic (n=8) to evaluate the implementation of the HCT activities and the other for the staff that are employed at the selected public hospital (n=132) to evaluate their knowledge, attitudes and practise towards the HCT program. A checklist of the venue was also completed to evaluate the resources available at the HCT clinic. Informed consent was obtained from each participant. SPSS version 19 was used for data analysis. RESULTS The study revealed that the implementation practises of the HCT program were not according to the National Policy for HIV Counselling and Testing Guidelines (Department of Health, 2009) with regards to the availability of resources at the HCT clinic such as HIV test kits, chairs, gloves and sharps containers were available. Privacy was maintained while resources including condoms; directions such as posters to the clinic; pamphlets and reading material were unavailable. Nurse’s knowledge and attitude was neutral. There were no correlations between nurses that attended a HIV course and those that did not. The distribution of knowledge was the same across all categories of experience and level of education. The majority of nurses had an HIV test voluntarily and found out the results. The finding of the study does not indicate whether or not the HIV test was done at the staff HCT clinic or elsewhere. A small minority reported that they tested for employer and insurance purposes. A significant proportion of participants did not test because they were afraid that a person they know may test them and tell others and also because they did not think that the medical and nursing staff kept their testing information confidential. CONCLUSIONS AND RECOMMENDATIONS For the HCT program to be successfully implemented, resources and supplies must be available at the HCT clinic should an employee wish to use its services. It is recommended that funds be made available and budgeted for to increase the supplies of HIV test kits; provide condoms, books, pamphlets and reading material at the clinic. The researcher also recommends courses be offered to nurses that are interested; include HIV/AIDS courses in the curriculum of nurses attending the college; provide in-service education/training for employees regarding the HCT program, its resources and activities; provide anti-retro viral treatment (ART) to employees at the HCT clinic in order to decrease untimely AIDS deaths. / Thesis (M.N.)-Unversity of KwaZulu-Natal.

This thesis examines the legal protection of public employees who are HIV-infected or have AIDS in Canada and the United States. Emphasis is placed on the dealing with mandatory HIV-testing schemes in each country. To this end, the first section presents medical facts about the disease itself, the transmission risks, and testing methods as ethical considerations about HIV-testing schemes. The second section addresses the protection standards guaranteed by the Constitution of the United States and compares them to the standards set out by the Canadian Charter of Rights and Freedoms . Finally, the third section compares protection offered under the Rehabilitation Act of 1973, the Americans with Disabilities Act, and the Canadian Human Rights Act.

The interdependent relationship which exists between personality characteristics of adolescents and their achievements in oral examinations have been investigated. The following related aspects were studied in the literature: * * * The role of oral evaluation in English. Personality characteristics which are meaningful to achievement in oral work. Ways to measure personality with special reference to the High School Personality Questionnaire. An empirical study inter alia revealed the following: {i) Low oral achievers are emotionally less stable than high achievers. (ii) Verbal intelligence, emotional instability, anxiety experience and introvertedness play an influential role in achievement in oral work. (iii) Girls tend to achieve better in oral work in the secondary school than boys. The educational implications of the investigation relate to the adequate becoming-adult of the adolescent. Factors predicting success in the final qualifying examination for chartered accountants

Anyone desiring to qualify as an accountant or auditor is required to pass an examination as approved by the Public Accountants' and Auditors' Board to establish whether candidates have attained the required standard of academic knowledge in terms of the syllabi laid down by the Board, as well as whether they are able to apply that knowledge in practice (P AAB, 1995). However each year many students fail this very important examination. The reasons for this are not clear and the purpose of this research is to determine whether: personality; vocational interests; intelligence; matriculation Mathematics and home language (English/ Afrikaans) results, predict success in the QE, by comparing a group of successful and unsuccessful QE candidates. The logistic regression, discriminant analysis and t-test statistical procedures, indicated that: warmth (A), liveliness (F), rule-consciousness (G), social boldness (H), apprehension (0), self-reliance (Q2), perfectionism (Q3), tension (Q4), computational interest, social services interest, mechanical interest, Mental Alertness and matriculation home language, are significant factors to consider when identifying candidates likely to be successful in the QE. / Industrial and Organisational Psychology / MCOM (Industrial Psychology)

La France s’inscrit dans une vision idéalisée de la criminalistique dont la force probante apporterait les réponses incontestables au procès pénal. Cette croyance est historique et s’appuie sur les travaux des pionniers français qui ont ouvert la voie à ce que d’aucuns ont appelé, par abus de langage, l’apport de la preuve scientifique. Mais le paysage de la criminalistique n’est pas aussi simple que les acteurs au procès pénal le supposent. Le système criminalistique existant, la formation des intervenants, la connaissance de la valeur informationnelle de la trace avec sa vie juridique comme sa traçabilité scientifique, parfois soumise à un cadre normatif extérieur au droit, sont autant de domaines rarement abordés. À travers les différentes matières composant la criminalistique, en percevoir le contenu et leur puissance scientifique, mais également leurs limites, apportent un éclairage particulier de ce qu’est l’interprétation des résultats analytiques en France, et ce qu’elle devrait être quel que soit le moment judiciaire qu’exige le déroulement de la procédure pénale. Cette présentation met en exergue l’existence de la réalisation d’actes scientifiques souvent négligés et qui vient relativiser la notion d’examens scientifiques et d’expertises pourtant sacralisés par le droit et la jurisprudence. Cette étude de la criminalistique dans le procès pénal, met en évidence la perception qu’en ont les acteurs, la compréhension réciproque difficile avec les experts, mais également celles d’organismes plus institutionnels, montrant que les intérêts sont parfois divergents entre une vision comptable de la justice et celle de la recherche de la vérité, pourtant inscrite dans les textes. Une présentation de la perception comme de la mise en œuvre de la criminalistique en droit comparé à travers la procédure et la jurisprudence accusatoires donne un éclairage sur des débats juridiques qui frappent à la porte de notre système inquisitoire par l’introduction toujours plus engagée du contradictoire. Mieux comprendre les sciences introduites au procès pénal et les rendre accessibles devrait donner aux acteurs une capacité de discernement et d’interprétation plus pertinente, notamment pour les juges qui doivent à partir de toutes ces connaissances, indices et réponses scientifiques en construire la preuve pénale. / France believes in an idealized vision of forensic science, the probative force of which would provide incontestable answers to the criminal trial. This belief is historical and is based on the work of the French pioneers who paved the way for what some have called, by abuse of language, the contribution of scientific proof. But the forensic landscape is not as simple as the actors in the criminal trial assume. Existing forensic systems, training of stakeholders, knowledge of the informational value of the trace with its legal life as well as its scientific traceability, sometimes subject to a normative framework outside the law are all rarely dealt with. Through the various subjects of forensic science, by perceiving their content and their scientific power, but also by their limitations, they shed particular light on the interpretation of analytical results in France and what it should be the judicial time required for the conduct of criminal proceedings. This presentation highlights the existence of the realization of scientific acts often neglected and that relativizes the notion of scientific examinations and expert appraisals yet sacred by law and jurisprudence. This study of criminalistic in the criminal trial highlights the perception of the actors, the difficult mutual understanding with the experts, but also those of more institutional administrations, showing that the interests are sometimes divergent between an accounting vision Justice and the search for truth, which is nevertheless inscribed in the texts. A presentation of the perception as well as the implementation of forensic science in comparative law through accusatory procedure and jurisprudence sheds light on legal debates that strike the door of our inquisitorial system by the increasingly engaged introduction of contradictory. A better understanding of the sciences introduced into the criminal process and making them accessible should give the actors a more relevant capacity for discernment and interpretation, in particular for judges who must draw up the criminal proof from all these scientific knowledge, answers and evidences.

Culturally Competent Evaluations

Significant growth in the number of English language learners (ELLs) in U.S. schools is anticipated to continue, demanding that educators and evaluators have the skills necessary to distinguishing language difference from disability and provide appropriate services to these students. However, little research exists examining the role of evaluator's cultural competence in evaluating ELLs for special education; furthermore, what does exist shows that many evaluators report low levels of self-efficacy as it relates to assessing ELLs. The first chapter of the dissertation reports on a review of 21 articles conducted to address best practices for evaluating culturally and linguistically diverse (CLD) learners, evaluator self-efficacy, and recommendations for conducting culturally competent assessments and evaluations. The majority of the articles identified in this review focused on recommendations for best practices for conducting evaluations rather than reporting empirical findings related to the topic. Only one study was identified that focused on appropriate training needed by evaluation staff to effectively discriminate between language difference and a disability. Based on the findings of this review, additional research, using a rigorous methodology is needed. Addressing that need, the second chapter reports the results of a study conducted to examine the effectiveness of Project PEAC3E (Preparing Evaluators to Accurately Conduct Culturally Competent Evaluations), a reform-oriented professional development model, using case-based activities designed to increase evaluators' sense of self-efficacy, cultural competence, and the accuracy of evaluator eligibility decisions for English language learners (ELLs). The study found that Project PEAC3E was effective in increasing evaluator self-efficacy.

Management entails achieving our goals through other people with the effective use of available resources. This study investigated the influence of the management of teaching and learning on the matriculation results of grade 12 learners in schools under Moroke Circuit in Limpopo Province, having considered the instructional and transformational leadership activities of the school leaders. The literature that has been consulted, explains the concept of the management of teaching and learning, the instructional and transformational leadership of the school principal, approaches used by the school leadership to ensure effective management of teaching and learning, the role of all stakeholders in ensuring effective management systems and positive and/or negative influence of the management of teaching and learning on matriculation examination results. Two schools from the rural area of Limpopo Province were selected for the purpose of gathering information relating to the management activities of the schools, educators’ roles, the roles of the parents and those of learners in ensuring good results in the matriculation examination. Good leadership has a recognisable influence on the performance of learners in their academic work. Therefore, the presence of this was explored in the schools selected as sample for this study. All the above topics have been explained in full taking into consideration data gathered from the two schools selected for the study. The study has revealed that effective management of teaching and learning promotes discipline in the school and impacts positively on the matriculation examination results. However, poor management of teaching and learning affects the performance of learners negatively. The conclusion is, therefore, that effective management of teaching and learning is inevitable in every school that aims at performing high in the matriculation examination every year. Recommendations have also been given as to how the management of teaching and learning can be improved upon in order to influence the matriculation examination results of our schools positively. / Educational Management and Leadership / M.
