Globální finanční krize a kroky Fedu a ECB při jejím řešení v letech 2008–2015 / The Global Financial Crisis and Steps of the Fed and the ECB during its Solution in the Period of 2008–2015

This thesis comprehensively summarizes the global financial crisis. Its main causes consist of government support for home ownership, artificially set interest rates, and the conduct of economic actors in the context of financial innovation. Thus, this thesis considers external interventions into the economy as the primary causes of the crisis. Furthermore, chronologically summarized are the steps taken by the Federal Reserve System (Fed) and the European Central Bank (ECB) during the crisis itself. In a short period of time, these central banks exhausted the standard tools of monetary policy, which led to the use of unconventional measures. The Fed mainly used quantitative easing, while the ECB used a set of various tools available to help solve problems on multiple fronts - especially the debt crisis in the Eurozone countries. With the exception of a description of the chain of events leading to the financial and economic crisis, the main contribution of this thesis lies in mediation and confrontation of views by selected economists from various spectrum of opinions in regards to the steps of the Fed and the ECB in their solutions to the crisis. This discussion reveals that the biggest concerns associated with these interventions consist of price bubbles, inflation, distortion in market mechanisms, Europe's unsustainable integration at the monetary level, and the inexorable rise of the another crisis caused by the failure to solve the real causes of the last crisis. Finally, the opinions of the author of this thesis match with the conclusions and recommendations that arise from this discussion.

The European Central Bank implements its monetary policy within the Euro Area -- the biggest project of monetary union in the history. This fact itself draws our attention and gives rise to the questions about the efficiency of the adopted steps in the scope of fulfilling the main objective -- price stability. However when evaluating the overall economic balance we are not only interested in price stability. This paper is focused on ECB monetary policy from a theoretical point of view as well as through comprehensive analysis of its practical effects on economic performance. External and internal balance indicators help us to evaluate the ECB's achievement from 1999 till now. Therefore we can see the origins of the current miserable state of the common currency not in the bad decisions undertaken by the ECB, but in the general conditions, which enabled the formation of the EMU on a very unstable foundation.

Construction of legitimacy through contestation of norms and ideas - Legitimacy of the European Central Bank’s crisis governance

The purpose of this thesis is to study the social construction of the legitimacy of the European Central Bank (ECB). This research addresses the research gap in literature on the legitimacy of the ECB. The research conceptualizes a constructivist concept of legitimacy as contestation that is shaped by norms and ideas. The theoretical framework is applied in a case study of the ECB’s policies during the European sovereign debt crisis. The textual data consists of statements by significant political actors in European economic governance. A qualitative content analysis is applied as a method of analysis. The main findings of the research are that the dominant legitimacy discourse during the European sovereign debt crisis was shaped by ordoliberal norms. Those norms were challenged, due to their moral commitments, by a communitarian democratic discourse. The thesis argues that the dominant legitimacy discourse establishes a wider framework of legitimacy for the EMU as a whole and does not only legitimate the policies of the ECB. In addition, the thesis contributes to the understanding of the role of norms and ideas as constitutive of legitimacy. In relation to the field of Global Politics, this study introduces a case of legitimacy in supranational global governance.

Legal and economic aspects of the institute of the lender of last resort Abstract The master thesis deals with the legal and economic aspects of the institute of the lender of last resort, as a key institute that helps ensure the stability of financial markets. The thesis is divided into four parts. The first part is focused on the economic aspects of this institute, especially deals with the general definition of the term lender of last resort and its historical genesis, as well as the principles and forms of assistance of the lender of last resort. The key knowledge of this part is the Thornton-Bagehot doctrine of the lender of last resort. The second part of the thesis deals with the legal regulation of the lender of last resort in the Czech Republic. The third part is aimed at relevant European legislation and provides a summary of the relevant case law of the Court of Justice of the European Union, namely the cases Pringle, Gauweiler and Weiss. The fourth and final part of the thesis outlines the legal framework of this institute in the USA. 1 Abstract The thesis analyses and critically appraises within a broad context legal disputes concerning the activity of the ECB during the European debt crisis. The analysis is based on legal norms regulating the European monetary union and the political and economic circumstances of their creation. The thesis consists of seven chapters. The first chapter concerns the history of genesis of the Economic and Monetary Union. The second chapter portrays the institutional status, objectives, tasks and instruments of the ECB. It also depicts the components of ECB independence as its key atribute. The third chapter adds some economic thought and theories connected to monetary unions. The theory of optimum currency areas is introduced as well as the costs and benefits of membership in a monetary union. The fourth chapter contains a brief account of the beginnning of the European debt crisis and the measures taken by Member States and the ECB in response to it, particularly the EFSF and ESM mechanisms of financial stability and non-standard monetary policy measures of the ECB. The master thesis focuses on the economical development of Europe after the fi-nancial crisis and the steps used by the ECB needed for the recovery of the Europe-an economy. The empirical part analyzes the quantitative easing of the ECB and its delayed impact on inflation. The second part of the empirical master thesis re-searches the quantitative easing of the ECB and its impact on the rentability of commercial banks in the Eurozone (Deutsche Bank, BNP Paribas) and identifies factors with the strongest impact on the chosen commercial banks as well. The rentability analysis of commercial banks and the impact on inflation is made by a regression time-series analysis.

Is Monetary Policy Climate Neutral? : Focus on ECB’s quantitative easing.

Climate change is a major concern impacting every aspect of life including economics. Therefore, it seems interesting to discuss the role of monetary policy in global warming mitigation. Previous papers hint that monetary policy, especially the European Central Bank’s quantitative easing, may have a bad impact on the environment. Here we will check this statement using two simple linear regressions to see if quantitative easing has an impact on carbon emissions and firm’s willingness to pollute, in the Eurozone. We find that quantitative ease has no or very small effect on these environmental features. Finally, we will give an overview of the discussion around how quantitative easing and central banks’ actions can actively reduce climate change.

The thesis examines an impact of quantitative easing in Euro area. European central bank conducted unconventional monetary policy in reaction to global financial crisis’ aftermath. Quantitative easing, arguably the most controversial measure, is aimed to provide commercial banks with excessive liquidity and subsequently persuade an increase in provided loans and thus stimulate GDP. The thesis links to previous literature on quantitative easing effect with up-to-date dataset and examines the impact of quantitative easing through bank lending channel. The thesis identifies and describes heterogeneity of quantitative easing’s effect among Euro area countries.

Supervisory competences of the European Central Bank within the system of Banking union Abstract The thesis theme "Supervisory competences of the European Central Bank" aims the goal of the thesis towards the exact explanation of the ECB's supervisory powers and to definition of the circumstances and the scope of the ECB's competences within the Framework of the Single supervisory mechanism . The thesis also sets a hypothesis to be confirmed that the performance of the supervisory powers has changed and strengthened the position of the ECB among the other EU institutions. Implementace šifrovacích algoritmů v jazyku VHDL / Implementation of Encryption Algorithms in VHDL Language

This thesis deals with design and implementation of AES and DES encryption architectures for embedded systems. Architectures are implemented in VHDL language and design for FPGA technology. The proposed implementations are mapped on the Xilinx Spartan 3 technology. Both architectures are applied in simple ECB (Electronic Codebook) scheme with cache memories. A maximum throughput of design DES architecture 370 Mbps is achived with clock frequency of 104 MHz. The throughput of AES architecture at the maximum clock frequency of 118 MHz is 228 Mbps. Compared to software implementations for embedded systems, we achieve significantly higher throughput for both architectures.
