Šalia tradicinių informacijos srautų vis didesnę reikšmę ir vietą užima elektroninė informacija, tačiau informacijos amžiaus paradoksas yra tas, kad didesnė dalis elektroninės informacijos yra sunkiau prieinama nei anksčiau sukurtoji arba neprieinama visiškai. Elektroninė informacija kuriama, valdoma, perduodama ir saugoma naudojant dinamiškas, greitai kintančias informacinių technologijų priemones. Dėl greito technologijų senėjimo informacija, sukurta jas naudojant, prarandama arba tampa sunkiai prieinama ir dėl to negalima naudoti. Informacijos elektroninėje aplinkoje atsiradimas ir sklaida neišvengiamai keičia požiūrius ir sampratas. Atsiranda būtinybė peržiūrėti ir pateikti naujus archyvų veiklos organizavimo principus bei metodus. Dokumentų saugojimas paprastai yra apibrėžiamas kaip archyvo veiklos uždavinys, įgyvendinamas per archyvo vykdomas funkcijas, kurių tikslas – apsaugoti dokumentus nuo sugadinimo, sunykimo ar praradimo, sudaryti prieigos prie saugomų dokumentų galimybes, kad būtų tenkinami visuomenės socialiniai, teisiniai, kultūriniai, informaciniai poreikiai, taip pat išsaugoti dokumentus ateities kartoms kaip kolektyvinės atminties šaltinius. Documentary heritage in the form of records or documents (archives) is an essential part of this memory. Over the last decade, the social role of local cultural institutions of all kinds has changed. A shift from the use of information on traditional paper-based carriers to electronic formats has taken place. The implementation of technology has brought about the modernisation of basic work processes and widened the range of services and channels of access. Memory institutions such as archives are adjusting themselves to the digital age. Originally, any computer data were considered as something internal — the final data output was always on paper. However, the development of computer networks have resulted in that in most cases it is much more convenient to distribute electronic documents than printed ones. And the improvements in electronic display technologies mean that in most cases it is possible to view documents on screen instead of printing them . The technological development has allowed the creation and enforcement of digital documents. The electronic documents have their validity and enforcement recognized in several countries, including Brazil. One of the elements that enforced the consolidation of the electronic document in our law was the creation of the digital signature trough the digital certificates. That has granted to the digital documents legal certainty in regard to its authorship and origin. The usage of technological methods in corporate acts ensure a higher participation of the administration boards members and shareholders, besides the highest agility in decision making. The adoption of electronic mechanisms to hold such corporate acts, probably, would overcome the issues related to the absence, however the holding of corporate acts only in electronic format may, in some cases, create some uncertainty. The Brazilian corporate law sets forth several procedures and formalities which should be observed and, consequently, may compromise the validity and enforcement of corporate acts only in electronic format, especially the shareholders meeting. Notwithstanding such procedures and formalities, there is still a structure issue in regard to the registries of commerce, which may difficult the settlement of corporate acts only in electronic format / A dinâmica global atual exige decisões rápidas e precisas. O avanço tecnológico permitiu a criação e efetiva implementação de documentos digitais. Os documentos eletrônicos possuem a sua validade e eficácia reconhecida em diversos países, incluindo o Brasil. Um dos fatores que assegurou a consolidação do documento eletrônico em nosso ordenamento foi a criação da assinatura digital, por meio de certificados digitais. Isso assegurou aos documentos digitais segurança jurídica quanto a sua autoria e origem. A utilização de meios tecnológicos em atos societários assegura maior participação dos membros da administração e acionistas, além de maior agilidade na tomada de decisões. A adoção de mecanismos eletrônicos para a realização de tais atos, provavelmente, supriria questões relativas ao absenteísmo, no entanto, a realização de atos societários, essencialmente eletrônicos, pode, em alguns casos, gerar insegurança jurídica. A legislação societária brasileira estabelece diversos ritos e formalidades que devem ser observados e, portanto, podem comprometer a validade e eficácia dos atos societários essencialmente eletrônicos, em especial da assembleia geral eletrônica. Não obstante tais ritos e formalidades, ainda existe uma questão estrutural junto aos registros de comércio, que podem dificultar a implementação dos atos societários em formato totalmente eletrônico

Magistrinis darbas „Elektroninių dokumentų surinkimas ir klasifikavimas įmonės klientų atsiliepimų monitoringo sistemoje“ yra monitoringo sistemos dalis, skirta įvairioms įmonėms efektyviau tvarkyti klientų atsiliepimus (elektroninius dokumentus). Tai galima atlikti pritaikius ir sujungus keletą efektyvių algoritmų į vieną bendrą sistemą, modelį. Šiame modelyje panaudotų algoritmų pagalba galima rankiniu ar automatiniu būdu surinkti elektroninius dokumentus, suklasifikuoti juos į atitinkamas kategorijas ir nukreipti nagrinėjamus dokumentus atitinkamai atsakingam žmogui. Sukurtas modelis turėtų paspartinti įmonės paslaugų tobulėjimą, sutrumpinti reakcijos laiką į klaidų pranešimus ar nusiskundimus. Pagrindinės sistemos galimybės ir privalumai: • Gana paprastas sistemos valdymas; • Pritaikyti 2 algoritmai elektroniniams dokumentams surinkti; • Dokumentų klasifikavimo rezultatų tikslumui užtikrinti pritaikyti raktinių žodžių svorių nustatymo algoritmas ir pakartotinis patikslinimas 10% ribose. Magistrinio darbo pirmajame skyriuje, iškelta įmonių klientų atsiliepimų surinkimo ir klasifikavimo problema. With this point of vision the Nacional Agency of Suplementary Health of Brazil (ANS) established a procedure called Intermediation Preliminary Notification (NIP), which allows the regulatory agency intermediate conflicts between beneficiaries and health care providers more quickly. From the perspective of healthcare companies these notifications can mean a high cost if not answered promptly. The aim of this work is to present a solution through the implementation of a computerized system requests management and workflow, so that healthcare companies can have ways to ensure the process of responding to requests with a quick information retrieval, allowing answers to ANS, others agencies and the media, timely whenever necessary. This work demonstrates that the implementation of a computerized system contributed to the efficiency of service and improvement of the quality of the services provided by the health care company, presenting significant results in quantitative terms, as well as providing indicators that allow managers to perform real-time monitoring, historical reporting, and quick retrieval of documents. It was used the methodology of action research (Martins & Theóphilo, 2009) in this work and it could contribute to the improvement of services and reduction of risks arising from primary intermediation notifications in healthcare companies. / A Mediação Ativa de Conflitos foi definida como um conceito e um método de solução de conflitos que visa o consenso e a facilitação do diálogo entre as partes. Com esta visão a Agência Nacional de Saúde Complementar (ANS) estabeleceu um procedimento chamado Notificação de Intermediação Preliminar (NIP), que permite à agência reguladora intermediar e mediar conflitos entre os beneficiários e as operadoras de saúde com mais agilidade. Sob a ótica das operadoras estas notificações podem significar um elevado custo caso não sejam respondidas tempestivamente. O objetivo deste trabalho é apresentar uma solução, por meio da implantação de um sistema informatizado de gestão de solicitações e fluxo de trabalho, para que operadoras de saúde possuam meios de garantir o processo de atendimento às solicitações com uma rápida recuperação de informações, permitindo respostas a ANS, respostas a demais órgãos reguladores e resposta a mídia, tempestivamente, sempre que necessário. Como resultado este trabalho demonstra que a implantação de um sistema informatizado contribuiu para eficiência do atendimento e melhoria da qualidade dos serviços prestados de uma operadora de saúde, tendo apresentado como resultados significativos em termos quantitativos, além de proporcionar a apresentação de indicadores que permitem aos gestores fazer a monitoração da operação em tempo real, relatórios históricos e rápida recuperação dos documentos do processo. Neste trabalho foi utilizada a metodologia de pesquisa-ação (Martins & Theóphilo, 2009) e o resultado deve contribuir para as operadoras de saúde que buscam melhorias dos serviços prestados e diminuição dos riscos decorrentes das notificações de intermediação preliminar.

The thesis describes the design and implementation of an application for processing electronic publications (collections of conference papers, comprehensive manuals, or even classical electronic books) in order to enrich their internal navigation by hyperlinks between their related parts, respectively producing as representative as possible summarizations of given length. Unlike similar applications summarizations can be based not only on the sentences, but on elements of other categories like paragraphs, sections and the like.The main emphasis was put on ease of use, platform independence, and multilingual support. The application provides a flexible environment that can be customized to user's needs.

Ein Werkstattbericht: die Übernahme unstrukturierter Dateisammlungen im Stadtarchiv München

Das Stadtarchiv München hat seit 2016 ein digitales Archiv in Betrieb und übernimmt seitdem elektronische Unterlagen aus der Stadtverwaltung der Landeshauptstadt und von privater Seite, letzteres aber noch eher selten. Die häufigste Form der digitalen Abgabe sind dabei unstrukturierte Dateisammlungen. Diese können in der Regel nicht ohne Vorarbeit ingestiert und im digitalen Magazin gesichert werden. Der Beitrag möchte zeigen, vor welche Herausforderungen uns unstrukturierte Dateisammlungen bei der Archivierung stellen, und wie wir solche Abgaben im Stadtarchiv München, unterstützt von zahlreichen Tools, im sogenannten PreIngest analysieren, bewerten und für den Ingest aufbereiten. / The Munich City Archives have a digital archive in operation since 2016 and since then take over digital data from the city administration of the state capital and from private sources, although the latters still are rare. The most common form of digital accessions are unstructured file collections. As a rule, these cannot be transferred into the archives’ repository without preparatory work. The article attempts to show the challenges unstructured file collections present us with when archiving, and how we analyze and evaluate such accessions in the Munich City Archives, supported by numerous software-tools, in the so-called pre-ingest and how we prepare them for the ingest.

A framework for exploiting electronic documentation in support of innovation processes

Likewise, the importance of having the required information accessible to the right employees at the right time is well-appreciated. More specifically, the dependency of effective, efficient innovation processes on the availability of information has been pointed out in literature. A great challenge is countering the effects of the information overload phenomenon in organisations in order for employees to find the information appropriate to their needs without having to wade through excessively large quantities of information to do so. The initial stages of the innovation process, which are characterised by free association, semi-formal activities, conceptualisation, and experimentation, have already been identified as a key focus area for improving the effectiveness of the entire innovation process. The dependency on information during these early stages of the innovation process is especially high. Any organisation requires a strategy for innovation, a number of well-defined, implemented processes and measures to be able to innovate in an effective and efficient manner and to drive its innovation endeavours. In addition, the organisation requires certain enablers to support its innovation efforts which include certain core competencies, technologies and knowledge. Most importantly for this research, enablers are required to more effectively manage and utilise innovation-related information. Information residing inside and outside the boundaries of the organisation is required to feed the innovation process. The specific sources of such information are numerous. Such information may further be structured or unstructured in nature. However, an ever-increasing ratio of available innovation-related information is of the unstructured type. Examples include the textual content of reports, books, e-mail messages and web pages. This research explores the innovation landscape and typical sources of innovation-related information. In addition, it explores the landscape of text analytical approaches and techniques in search of ways to more effectively and efficiently deal with unstructured, textual information. A framework that can be used to provide a unified, dynamic view of an organisation‟s innovation-related information, both structured and unstructured, is presented. Once implemented, this framework will constitute an innovation-focused knowledge base that will organise and make accessible such innovation-related information to the stakeholders of the innovation process. Two novel, complementary text analytical techniques, Latent Dirichlet Allocation and the Concept-Topic Model, were identified for application with the framework. The potential value of these techniques as part of the information systems that would embody the framework is illustrated. The resulting knowledge base would cause a quantum leap in the accessibility of information and may significantly improve the way innovation is done and managed in the target organisation. / AFRIKAANSE OPSOMMING: Die belangrikheid van innovasie vir die daarstel van „n volhoubare mededingende voordeel word tans wyd erken in baie sektore van die bedryf. Ook die belangrikheid van die toeganklikmaking van relevante inligting aan werknemers op die geskikte tyd, word vandag terdeë besef. Die afhanklikheid van effektiewe, doeltreffende innovasieprosesse op die beskikbaarheid van inligting word deurlopend beklemtoon in die navorsingsliteratuur. „n Groot uitdaging tans is om die oorsake en impak van die inligtingsoorvloedverskynsel in ondernemings te bestry ten einde werknemers in staat te stel om inligting te vind wat voldoen aan hul behoeftes sonder om in die proses deur oormatige groot hoeveelhede inligting te sif. Die aanvanklike stappe van die innovasieproses, gekenmerk deur vrye assosiasie, semi-formele aktiwiteite, konseptualisering en eksperimentasie, is reeds geïdentifiseer as sleutelareas vir die verbetering van die effektiwiteit van die innovasieproses in sy geheel. Die afhanklikheid van hierdie deel van die innovasieproses op inligting is besonder hoog. Om op „n doeltreffende en optimale wyse te innoveer, benodig elke onderneming „n strategie vir innovasie sowel as „n aantal goed gedefinieerde, ontplooide prosesse en metingskriteria om die innovasieaktiwiteite van die onderneming te dryf. Bykomend benodig ondernemings sekere innovasie-ondersteuningsmeganismes wat bepaalde sleutelaanlegde, -tegnologiëe en kennis insluit. Kern tot hierdie navorsing, benodig organisasies ook ondersteuningsmeganismes om hul in staat te stel om meer doeltreffend innovasie-verwante inligting te bestuur en te gebruik. Inligting, gehuisves beide binne en buite die grense van die onderneming, word benodig om die innovasieproses te voer. Die bronne van sulke inligting is veeltallig en hierdie inligting mag gestruktureerd of ongestruktureerd van aard wees. „n Toenemende persentasie van innovasieverwante inligting is egter van die ongestruktureerde tipe, byvoorbeeld die inligting vervat in die tekstuele inhoud van verslae, boeke, e-posboodskappe en webbladsye. In hierdie navorsing word die innovasielandskap asook tipiese bronne van innovasie-verwante inligting verken. Verder word die landskap van teksanalitiese benaderings en -tegnieke ondersoek ten einde maniere te vind om meer doeltreffend en optimaal met ongestruktureerde, tekstuele inligting om te gaan. „n Raamwerk wat aangewend kan word om „n verenigde, dinamiese voorstelling van „n onderneming se innovasieverwante inligting, beide gestruktureerd en ongestruktureerd, te skep word voorgestel. Na afloop van implementasie sal hierdie raamwerk die innovasieverwante inligting van die onderneming organiseer en meer toeganklik maak vir die deelnemers van die innovasieproses. Daar word verslag gelewer oor die aanwending van twee nuwerwetse, komplementêre teksanalitiese tegnieke tot aanvulling van die raamwerk. Voorts word die potensiele waarde van hierdie tegnieke as deel van die inligtingstelsels wat die raamwerk realiseer, verder uitgewys en geillustreer.
