Mit der Validierung des Umweltmanagementsystems nach der EG-Öko-Audit-Verordnung (EMAS II) ist die TU Dresden die erste Technische Universität Deutschlands, die den Prozess der Einführung und Umsetzung eines Umweltmanagementsystems nach EMAS II erfolgreich durchlaufen hat. Im Rahmen des Öko-Audits an der TU Dresden wurden Checklisten zur Hilfestellung für die Durchführung der Umweltprüfung und Umweltbetriebsprüfung entwickelt. Die Durchführung der Umweltprüfung und Umweltbetriebsprüfung an der TU Dresden beschränkten sich zunächst auf das Kerngelände. Mit der Veröffentlichung der Checklisten sollen die gewonnenen Erfahrungen an der TU Dresden anderen Hochschulen und Bildungseinrichtungen vermittelt werden.

Die vorliegende Ausgabe beschäftigt sich mit dem Thema "Aufbau eines integrierten Umweltmanagementsystems im universitären Bereich" und beinhaltet die Umsetzung der EG-Verordnung Nr. 761/2001 zum Aufbau eines Umweltmanagementsystems im Rahmen des Forschungsprojektes "Multiplikatorwirkung und Implementierung des Öko-Audits an Hochschuleinrichtungen nach EMAS II am Beispiel der TU Dresden" und unter Berücksichtigung der TU-spezifischen Rahmenbedingungen. Wesentliche Zielstellung der Arbeit ist die Konzeption eines "integrierten" Umweltmanagementsystems durch die Verknüpfung der Bereiche Umweltschutz, Gesundheitsschutz und Arbeitssicherheit sowie der Einbindung der im Rahmen der EMAS-Validierung entstehenden zusätzlichen umweltbezogenen Aufgaben in die vorhandenen Struktureinheiten der TU Dresden. Acht Hauptkapitel befassen sich dabei neben der Betrachtung von Zielen, Aufgaben und Anforderungen eines Umweltmanagementsystems in Theorie und Praxis (Ergebnisse anderer (Fach-) Hochschulen) mit dem Aufbau und der Weiterentwicklung von einzelnen Komponenten des Umweltmanagementsystems der TU Dresden. Hierzu zählen bspw. die Aufbau- und Ablauforganisation, das Umweltinformationssystem sowie zyklische, in regelmäßigen Zeitabständen zu wiederholende bzw. zu aktualisierende Elemente. Den Abschluss der Arbeit bilden verallgemeinerungswürdige Erfahrungen für Bildungseinrichtungen im Aufbau eines Umweltmanagementsystems. Darüber hinaus entstanden durch die Mitarbeit innerhalb der Projektgruppe Öko-Audit praxisorientierte, TU-bezogene Ergebnisse. Hierzu gehören die Bewertung der Wesentlichkeit von Umweltaspekten, das Umwelthandbuch und Umweltkennzahlensystem der TU Dresden.

The adoption of formal environmental management systems (EMS) according to EMAS (Eco-Management and Audit Scheme) represents a voluntary approach that aims to increase corporate environmental performance. Though EMAS can offer several advantages for organizations, registration numbers are falling. In the hospital sector, the dissemination of EMAS is low. The question arises as to what hinders hospitals when planning, implementing, and maintaining such voluntary environmental management initiatives. The results from interviews with environmental managers in EMAS registered hospitals reveal problems such as high initial effort for creation of the required documents, or lacking knowledge and staff awareness. The barriers are presented in a model synthesizing the problems chronologically on the organizational, group, and individual level. The challenges for the adoption of EMAS as a voluntary environmental management approach in hospitals are discussed. This paper contributes by creating an understanding of the barriers organizations might face when implementing an EMS. Thus, measures to actively manage and overcome barriers can be developed by organizations, consultants, reviewers, policy makers, and researchers.

Environmental management is one of the voluntary tools for environmental policy, which provides instructions to organizations, how they can coordinate their products, activities and services to minimize their negative environmental impacts. This work describes and compares two basic approaches for environmental management system (EMS) implementation - ISO 14001 Standard and EMAS II Regulation in terms of requirements for an organization. Attention is paid to advantages and disadvantages of EMS implementation in an organization too. In analytical part of this work, environmental management is analyzed in light of a number of certified and certifying organizations, after that follows cost-benefit analysis of EMS focused on organizations and SWOT analysis. The goal of this work is to find out on the basis of the results of these analyses, whether environmental management system implementation is a competitive advantage of an organization, or not.

Do standardised environmental management systems (EMS) lead to improved environmental performance? This depends on to what extent these systems lead to changes in important flows of material and energy, which for manufacturing companies, in turn, mean that the product development process is important. Consequently, it appears vital to investigate the connection between EMS and ‘Design for the Environment’ (DFE), i.e. the connection between these management systems and concepts that deal with environmental issues in product development. This paper presents product-oriented environmental management systems (POEMS), including characteristics of existing models, experiences from projects where these models have been tested and experiences concerning the product connection in ‘normal’ EMS. It includes a discussion of important factors influencing to what extent DFE activities are integrated into EMS and/or the outcome of such integration. There are many motives for integrating the two concepts. Firstly, DFE thinking might enrich EMS by contributing with a life-cycle perspective. If EMS encompassed products' life cycles to a greater extent, they would be a better complement to the often facility-oriented legal requirements and authority control. Secondly, EMS might remove the pilot project character of DFE activities and lead to continuous improvement. Thirdly, integration could lead to successful co-operation, both internally and externally. However, existing studies show that there is a mixed picture concerning the extent ‘normal’ EMS currently encompass products.

The main objective of this thesis is the description of the current actions of European graphic industry to reduce the environmental impact. The revision of the current situation is carried out by reviewing European legislation, private and public initiatives, and actions taken within the national legislation of European Union. Thus, a description of the opportunities and challenges of the European graphic industry is implemented. Moreover, a study of implementation of practices to reduce environmental impact is carried out in a graphic company, called El Tinter. Results of this thesis indicate that the European graphic industry has developed a large number of innovations in order to ensure the sustainability of the industry, but there are remaining issues which require greater accomplishment. In conclusion, it is important to note that the overall environmental impact of the European graphic industry represents the addition of the individual impacts of stakeholders involved, so the final decrease depends on the sum of collective actions.
