A poststructural policy analysis of the United Kingdom's natural capital approach

The natural capital approach (NCA) has increasingly become mainstream in environmental governance. This approach involves highlighting the economic value of the natural environment in order to make better informed decisions. Despite its mainstreaming and growing appeal, critical voices endure. These critiques frame natural capital in the context of global neoliberalisation, primarily focusing on its adverse implications for the Global South. By contrast, this thesis examines the role NCA has in a national, developed, Western setting – where the issues created by global power imbalances and neo-colonialism are less pertinent. The UK is at the forefront of NCA, with its 25 Year Environment Plan outlining its ambition to embed the approach into environmental decision-making. This thesis adopts a poststructural approach in order to examine the underlying assumptions, constructions, and moral framework of the UK’s NCA. It constitutes a policy analysis that employs the tools of the ‘What’s the Problem Represented to be?’ approach to three distinct sites of analysis - nature, instrumentation, and justice. Findings point to how NCA rests on a number of contingent assumptions, produces specific problematisations, subjects and objects, and ultimately derives from a presentism ethic.

Radioactive Contamination, Superfund Remediation, and Green Gentrification in San Francisco’s Hunters Point

Bayview-Hunters Point, a neighborhood in southeastern San Francisco, has long been one of the most impoverished and polluted areas in the city. In an example of environmental racism, much of the African American community in San Francisco was segregated to Bayview-Hunters Point by racist housing policies and practices. This neighborhood was home to the Hunters Point Naval Shipyard (HPNS), which was widely polluted with hazardous wastes from shipyard operation as well as radioactive contamination from the Navy Radiological Defense Laboratory established on this property. The former HPNS was made a federal Superfund site in 1989 and has been in remediation by the Navy since, with the goal of eventual transfer of the land to the city of San Francisco for redevelopment into residential and commercial areas. Throughout the history of the HPNS, government agencies have obscured both radioactive contamination and the nearby disadvantaged community in pursuit of military and economic power. As a result, the forces of redevelopment have outpaced remediation in Hunters Point. In this thesis, I argue that in continuing the environmental racism marginalizes the community in Bayview-Hunters Point and working to hide the contamination at the nearby Superfund site government agencies, primarily the Navy and city government, have fostered the conditions for green gentrification to occur, which could have ill effects on both the longstanding community and new residents.

“I Can’t Breathe”: The Rise of Asthma in Black Urban America

This dissertation examines how debates about racial susceptibility to asthma changed from 1880 to 1990 alongside a growing disparity in Black and white asthma morbidity. At the turn of the century, doctors believed asthma was exclusive to whites, due to the stresses of urban life on their delicate constitution. But by 1960, the first year the CDC’s National Center for Health Statistics collected asthma data, the rate of asthma mortality in Blacks was nearly twice that in whites. After neglecting asthma in Black communities for sixty years, doctors scrambled to articulate its manifestation in urban communities of color. In those decades, the urban American landscape dramatically evolved, as the Great Migration brought six million African-Americans to Northern cities, but segregation and other racist policies created black metropolises laden with dilapidated public housing, high rates of unemployment, and environmental toxins from garbage dumps, waste plants, train tracks, and bus depots. Growing racial tensions and expanded funding opportunities during the Civil Rights Movement spurred an overwhelming production of research on asthma and race, with explanations ranging from meteorological episodes, environmental pollution, and indoor allergens to biological, genetic, and even psychological factors. Although research primarily focused on psychosomatic, environmental, and genetic causes, Black activists and community leaders used asthma data to mobilize for social equality in housing, neighborhoods, health, and education. At the cross-section of the history of medicine, social history, and environmental justice history, this dissertation examines the changing debates on racial susceptibility to asthma, the effects of the Great Migration and segregation on Black health, and both tensions and alliances between doctors, patients, and activists battling asthma in Black urban communities.

Air Pollution, Politics, and Environmental Reform in Birmingham, Alabama 1940--1971

This dissertation contends that efforts to reduce air pollution in Birmingham, Alabama, from the 1940s through the early 1970s relied on citizens who initially resisted federal involvement but eventually realized that they needed Washington's help. These activists had much in common with clean air groups in other U.S. cities, but they were somewhat less successful because of formidable industrial opposition. In the 1940s the political power of the Alabama coal industry kept Birmingham from following the example of cities that switched to cleaner-burning fuels. The coal industry's influence on Alabama politics had waned somewhat by the late 1960s, but U.S. Steel and its allies wielded enough political power in 1969 to win passage of a weak air pollution law over one favored by activists. Throughout this period the federal government gradually increased its involvement in Alabama's air pollution politics, culminating in the late 1960s and early 1970s with the enactment of environmental laws that empowered federal officials to pressure Alabama to pass a revised 1971 air pollution law that met national standards. After the passage of this law, but before the appointment of an air pollution control board to enforce it, a federal judge temporarily shut down Birmingham-area industries at the request of the Environmental Protection Agency, the first time that the agency had used such emergency powers. Over time, grassroots activists in Birmingham came to the realization that their efforts were doomed to fail, or at least to be significantly delayed, without the aid of the federal government. For nearly twenty-five years after the enactment of the 1945 smoke ordinance, supporters of air pollution control wanted the state government to deal with the problem of air pollution, with the federal government only providing technical expertise and funding for scientific research. But with their defeat in the 1969 legislative session, when the industry-backed air pollution bill passed, clean air campaigners in Alabama realized--and publicly stated--that only pressure from Washington would force Montgomery to clean up Alabama's air.

Equitable opportunity for participation in environmental decision-making is central to arguments for environmental justice, yet remains an under-explored area in the literature. This thesis investigates engagement on environmental health issues in the Latin American community of Toronto. Drawing on an environmental justice framework, the objective of this study was to better understand barriers and facilitators to environmental action in this community, while exploring underlying definitions of environmental health, environmentalism, and community engagement. In-depth interviews were carried out with representatives of agencies serving the Latin American community; qualitative data from focus groups and interviews with community members was also used. Results identify social inequality and the whiteness of the mainstream environmental movement as pervasive barriers to participation, and suggest the utility of linking environmental and social justice concerns for community mobilization. The findings of this research contribute to an emerging discourse on environmental justice and racism in Canada.

Park Access and Distributional Inequities in Pinellas County, Florida

Although environmental justice research has traditionally focused on environmental disamenities and health hazards, recent studies have begun to examine social inequities in the distribution of urban amenities such as street trees and parks that provide several direct and indirect health benefits to local residents. This thesis adds to this knowledge by evaluating distributional inequities in both distribution and access to parks in Pinellas County, the most densely populated and one of the most racially segregated counties in Florida. An important objective was to determine if neighborhoods with lower levels of park access are more likely to contain a significantly higher proportion of racial/ethnic minorities and low-income residents. The analysis uses precise locations of parks, street network data, and block group level census socio-demographic information. Parks are classified into three categories based on park size (acres). For the first research question, park service areas are constructed to determine the socio-demographic composition of residents closest to each park based on a 400-meter walking distance along the road network. Park service areas allow the calculation of potential park congestion, in acres per person, and the analysis of statistical associations between socio-demographic characteristics and park acreage. The results indicate less congested parks and higher acreage for racial/ethnic minority residents and those below poverty level, with respect to White residents and those above the poverty level. The second research question examines inequities in the geography of park access as measured through the creation of network-based buffer zones based on walking distances from each park. Statistical analysis, including basic comparisons and a multivariate least squares regression, indicate significantly lower accessibility to parks for residents who are Hispanic and 65 or more years in age. Parks are significantly more accessible to neighborhoods containing a higher proportion of individuals in poverty, vacant houses, and those within the cities of Clearwater or St. Petersburg. This research contributes to a growing body of literature on park inequity by using walking distances on local streets to define park service areas and focusing on an urban area (Pinellas County, Florida) that has not been examined in past studies of environmental justice.

Assessing the Relationship Between Hotspots of Lead and Hotspots of Crime

Numerous medical and environmental toxicology studies have established a link between lead (Pb) exposure, crime, and delinquency. In human environments, lead pollution- like crime- is unequally distributed, creating lead hot spots. In spite of this, studies of crime hotspots have routinely focused on traditional sociological predictors of crime, leaving environmental predictors of crime like lead and other neurotoxins relatively unaddressed. This study attends to this gap in the literature by asking a very straightforward research question: Is there a relationship between hotspots of lead and hotspots of crime? Furthermore, what is the nature and extent of this relationship? Lastly, is the distribution of lead across communities relative to race, class, and/or ethnicity? To explore these issues, a series of thirteen research hypotheses are derived based on findings from previous lead and crime studies. To test these research hypotheses, data was collected from the city of Chicago's Community Areas (n = 77) in Cook County, Illinois. Information from a range of secondary sources including the U.S. Census, Environmental Protection Agency, Chicago Police Department, and City of Chicago are merged and analyzed. Cross sectional and longitudinal assessments are conducted, and results from a series of negative binomial regressions, fixed effects negative binomial regressions, and correlations are presented. Findings suggest the association between lead and crime appeared particularly robust with respect to rates of violent index crime, but less so for rates of property index crime. Contrary to what prior research suggests, the association between lead and crime appears stronger for rates of arrests for adult index crimes than rates of arrests for juvenile index crime arrests. This study concludes by discussing theory and policy implications alongside recommendations for future study.

A Modeling Investigation of Human Exposure to Select Traffic-Related Air Pollutants in the Tampa Area: Spatiotemporal Distributions of Concentrations, Social Distributions of Exposures, and Impacts of Urban Design on Both

Increasing vehicle dependence in the United States has resulted in substantial emissions of traffic-related air pollutants that contribute to the deterioration of urban air quality. Exposure to urban air pollutants trigger a number of public health concerns, including the potential of inequality of exposures and health effects among population subgroups. To better understand the impact of traffic-related pollutants on air quality, exposure, and exposure inequality, modeling methods that can appropriately characterize the spatiotemporally resolved concentration distributions of traffic-related pollutants need to be improved. These modeling methods can then be used to investigate the impacts of urban design and transportation management choices on air quality, pollution exposures, and related inequality. This work will address these needs with three objectives: 1) to improve modeling methods for investigating interactions between city and transportation design choices and air pollution exposures, 2) to characterize current exposures and the social distribution of exposures to traffic-related air pollutants for the case study area of Hillsborough County, Florida, and 3) to determine expected impacts of urban design and transportation management choices on air quality, air pollution exposures, and exposure inequality. To achieve these objectives, the impacts of a small-scale transportation management project, specifically the '95 Express' high occupancy toll lane project, on pollutant emissions and nearby air quality was investigated. Next, a modeling method capable of characterizing spatiotemporally resolved pollutant emissions, concentrations, and exposures was developed and applied to estimate the impact of traffic-related pollutants on exposure and exposure inequalities among several population subgroups in Hillsborough County, Florida. Finally, using these results as baseline, the impacts of sprawl and compact urban forms, as well as vehicle fleet electrification, on air quality, pollution exposure, and exposure inequality were explored. Major findings include slightly higher pollutant emissions, with the exception of hydrocarbons, due to the managed lane project. Results also show that ambient concentration contributions from on-road mobile sources are disproportionate to their emissions. Additionally, processes not captured by the CALPUFF model, such as atmospheric formation, contribute substantially to ambient concentration levels of the secondary pollutants such as acetaldehyde and formaldehyde. Exposure inequalities for NOx, 1,3-butadiene, and benzene air pollution were found for black, Hispanic, and low income (annual household income less than $20,000) subgroups at both short-term and long-term temporal scales, which is consistent with previous findings. Exposure disparities among the subgroups are complex, and sometimes reversed for acetaldehyde and formaldehyde, due primarily to their distinct concentration distributions. Compact urban form was found to result in lower average NOx and benzene concentrations, but higher exposure for all pollutants except for NOx when compared to sprawl urban form. Evidence suggests that exposure inequalities differ between sprawl and compact urban forms, and also differ by pollutants, but are generally consistent at both short and long-term temporal scales. In addition, vehicle fleet electrification was found to result in generally lower average pollutant concentrations and exposures, except for NOx. However, the elimination of on-road mobile source emissions does not substantially reduce exposure inequality. Results and findings from this work can be applied to assist transportation infrastructure and urban planning. In addition, method developed here can be applied elsewhere for better characterization of air pollution concentrations, exposure and related inequalities.
