For in such was made an economic valuation of the companies with focus in the beneficiary s optics using an adaptation of the Discounted Cash Flow method to measure the impact of the tax incentives in the value of the companies, this study selected the textile industry segment located in the State of Rio Grande do Norte, Brazil. The results indicated that such incentives created addition in the value of the companies, however the inexistence of incentives would not be enough to a negative decision of investment in the Rio Grande do Norte. The smallest difference between the value with and without incentive observed was 8.9%, and the biggest 31.7%, and the average of value aggregation with the tax incentives represented 18.9% / Este estudo tem como objetivo principal verificar o efeito dos incentivos fiscais e financeiros concedidos pelos Estados brasileiros, em especial a redu??o de ICMS, na decis?o de investimento das entidades, que tem, nos ?ltimos anos, levado as empresas a decidirem seus novos projetos em fun??o da regi?o que tiver melhor infra-estrutura, al?m de menor gasto tribut?rio. Para tanto, foi efetuada a avalia??o econ?mica das empresas, com foco na ?tica do benefici?rio, utilizando-se uma adapta??o do m?todo de Fluxo de Caixa Descontado, para mensurar o impacto dos incentivos fiscais no valor das empresas, sendo selecionado o segmento da ind?stria t?xtil, localizado no Estado do Rio Grande do Norte, Brasil. Os resultados encontrados indicam que tais incentivos provocam acr?scimo no valor das empresas, entretanto a inexist?ncia de incentivos n?o seria suficiente para que a decis?o de investimento no Rio Grande do Norte fosse negativa. The regulatory framework excised in 80 s decade established the public policy for the natural environment, which also brought new advance topics about that, triggering a numbers of actions that turned not only for bureaucratic structure and prevention, but also for solutions to the degradation and natural resources depletion. With the advent of the specific watershed source protection laws and the São Paulo State law number 13.579/09, that cares about Billings reserve area, it is notable an advance related to management issues of development and protection of the characteristics of its location. The government used practices of the law against environmental crimes as some public policy tools tactics to contain actions refers to the environment damaged. The objective of this research, is to analyze some possible discrepancies between the financial penalties applied when occurs environmental infractions and the Models of environmental evaluation assets, to affect a simulation of deploying a hotel within protected areas and recovery watershed source at São Bernardo County located in São Paulo State. The development of this research it was based on Modified Replacement Cost (MRC) to dimension the possible impacts brought from the Enterprise Lodge Inn and its respective economic values. After, the environment impacts were related to county laws to determined values with possible fines applied to the damage caused by those companies. Among the results raised, it was verify a significant discrepancy between economic valuation and the fines applicable, which means the impacts of fines applied against impermeability of soil and groundwater contamination becomes respectively with the different total amounts of R$ 804.922,78 and R$ 453.333,33. In the beginning of the methodology used in this research, it could notice that the fines applied in cases of damage to the environment sometimes doesnt achieve the objective of the protection, which is to inhibit the action of the offender, because the real economic cost doesnt measure the value of the penalty by the time is applied / O crescimento desordenado e a ausência de políticas públicas mais eficientes levaram a uma diversificação quanto ao uso dos recursos naturais, principalmente no que se refere à água para o saneamento básico. O marco regulatório estabelecido na década de 1980 registrou as políticas públicas para o meio ambiente, que trouxeram avanços sobre o tema, desencadeando uma série de ações voltadas tanto para a estrutura burocrática e da prevenção, quanto solução para os problemas de degradação e esgotamento dos recursos naturais. Com o advento das leis específicas de proteção aos mananciais e mediante a lei 13.579/09 do Estado de São Paulo que trata sobre a área da Billings, percebeu-se um avanço na questão do gerenciamento para proteção e desenvolvimento de acordo com as características da região. Instrumentos de políticas públicas para conter as ações referentes aos danos causados ao meio ambiente, como a lei contra crimes ambientais foram às ações práticas do Estado para conter tais ações. O Objetivo desta pesquisa é analisar as possíveis discrepâncias entre as penalidades financeiras aplicadas na ocorrência das infrações ambientais e os modelos de valoração dos ativos ambientais, utilizando a simulação de implantação de um hotel em áreas de proteção e recuperação de manancial no Município de São Bernardo do Campo no Estado de São Paulo. O desenvolvimento da pesquisa se baseou no método de custo de reposição (MCR) para dimensionar os possíveis impactos gerados por um empreendimento hoteleiro e seu respectivo valor econômico. Posteriormente, os impactos ambientais foram relacionados com a legislação do município para determinar os valores das possíveis penalidades aplicáveis ao dano causado. Dentre os resultados levantados, verificou-se uma significativa discrepância entre a valoração econômica e as multas aplicáveis, sendo que nos impactos referentes a impermeabilidade do solo e contaminação do lençol freático, com diferenças superiores em relação às penalidades de R$ 804.922,78 e R$ 453.333,33 respectivamente. A partir da metodologia aplicada na pesquisa, observou-se que as penalidades incidentes em casos de danos ao meio ambiente, muitas vezes não atinge o objetivo, que é inibir a ação do infrator, pois o real custo econômico não é medido na aplicação do valor da multa.

O objetivo principal da presente pesquisa foi estimar o valor monetário de visitação do Parque “PHILLIPE WESTIN CABRAL DE VASCONCELOS” e adjacências da ESALQ/ USP localizado no Município de Piracicaba do Estado de São Paulo. Para tanto, foi aplicado o método de valoração contingente, adotando-se o modelo de referendo com distribuição de probabilidade logística. O levantamento de dados foi efetuado no período de agosto a setembro de 2004, realizando-se 207 entrevistas, extraindo-se uma amostra para aproveitamento de 202 observações. O valor médio da disposição a pagar foi estimado em R$ 14,53 por mês. O beneficio econômico total foi estimado em R$ 37.487,40 por mês, considerando o numero total estimado de 2.580 visitantes mensais. Tais valores demonstram o considerável beneficio econômico que os atributos do Parque da ESALQ/ USP geram para toda a população local. Tais resultados podem ser utilizados para auxiliar no planejamento de políticas de visitação ordenada do lugar, além de auxiliar na justificativa do investimento na manutenção e preservação do lugar. O estudo constatou os motivos para não aceitação do valor de pagamento mensal. O valor sugerido, a restrição orçamentária e a imputação de que a manutenção e preservação de áreas naturais publicas é responsabilidade do governo, são algumas das principais razões. / The main objective of the present research was to estimate the monetary value of visitation of Park "PHILLIPE WESTIN CABRAL OF VASCONCELOS" and adjacencies of ESALQ/USP located in the City of Piracicaba, State of São Paulo. For which, the method of contingent valuation was applied, adopting the model countersignature with distribution of logistic probability. The data-collected was over the period between August and September 2004. The sample totaled 207 interviews, out of which, 202 were used in the estimation procedures. The average value of the willingness to pay was estimated to be R$ 14,53 per month. The total economic benefit was calculated to be R$ 37.487,40 per month considering a total monthly visitation of 2.580. Such values demonstrate a considerable economic benefit that Park of ESALQ/USP generates for all its visitors. Such results can be used to assist in the planning of visitation policies and to justify the investment in the Park’s maintenance and preservation. Also, the main reasons for payment refusal were: suggested value; the income restriction; and the perception that the maintenance and preservation of public natural areas are responsibility of the government.

Avec pour cas d’étude les Programmes de mesures de la Directive-cadre « stratégie pour le milieu marin », cette thèse étudie les usages attendus et effectifs des évaluations économiques, et plus largement du langage économique, dans l’élaboration des politiques publiques d’environnement. En France, les Programmes de mesures ont été élaborés via des réunions rassemblant des membres des administrations centrales et déconcentrées ainsi que des parties prenantes, aussi bien au niveau national qu’à l’échelle des sous-régions marines. Une étude des incidences socio-économiques et environnementales des mesures nouvelles, présentée comme une analyse coût-efficacité, a été conduite par des bureaux d’études. Des observations directes ont été menées au cours de 27 de ces réunions.Une analyse de contenu des discours ainsi collectés montre un faible recours au langage économique (i.e. interventions et arguments économiques). Toutefois, la proportion de langage économique dans l’ensemble des discours augmente après la présentation des résultats de l’étude d’incidences. L’absence d’objectifs bien définis et majoritairement acceptés par les parties prenantes émergeant du processus d’élaboration des Programmes de mesures explique en partie la difficulté qu’a eue l’étude d’incidence à remplir son rôle d’outil d’aide à la décision. L’élaboration des Programmes de mesures a alors été analysée comme un processus de coordination entre agents, nécessitant l’émergence de représentations communes des problèmes d’environnement marin, dans un contexte de forte incertitude. Une analyse textuelle menée sur 25 extraits d’entretiens auprès de participants au processus d’élaboration des Programmes de mesures fait apparaître la coexistence de quatre représentations du Bon état écologique. / With a focus on the programmes of measures of the European marine Strategy Framework Directive, this work explores the expected and effective uses of economic valuation, and more widely of economic language, in support of the implementation of environmental public policy. In France, the programmes of measures were elaborated via meetings gathering central and decentralised administration members as well as stakeholders, both at national and sub-marine regions scales. A socio-economic and environmental impact assessment of new measures, presented as a cost-effectivness analysis, has been conducted by external consultants. Direct observations were conducted during 27 of those meetings. A content analysis of collected speeches shows that economic language (i.e. economic interventions and arguments) is hardly ever used. However the share of economic language within speeches increases once the impact assessment of new measures has been introduced. The lack of well defined and widely accepted objectives arising from the programmes of measures elaboration process partly explain why impact assessment struggled to find its place as a tool for supporting decision-making. The Programme of measures elaboration has then been analysed as a coordination process, requiring emergence of shared representations of marine environment issues, in a highly unpredictable context. The textual analysis of 25 interviews extracts, conducted with participants to the programme of measures elaboration process, highlights the coexistence of four representations of the Good environmental status.

Evaluation économique des changements des paysages littoraux : le cas du développement des parcs éoliennes dans la Mer Méditerranée / A welfare economic valuation of tourist preferences for the siting ofoffshore wind farms : the case of the French Mediterranean

Le gouvernement français s'est engagé sur un ambitieux objectif de développer l'éolien offshore pour atteindre une capacité de 6 GW d'ici 2020. La construction d'éoliennes terrestres, tout comme les éoliennes offshore, est très contestée en raison de leur impact visuel sur le paysage. Dans la région française du Languedoc Roussillon, les acteurs concernés (industrie touristique, commerces, pêcheurs, élus locaux), craignent que la construction de parc éoliens offshore aie des effets néfastes sur le tourisme, en donnant à la région une image industrialisée et « bétonnée ». Jusqu'à présent, en mer du Nord, il n'a jamais été mis en évidence que la construction de parcs éoliens offshore ait réellement affecté l'attractivité touristique des côtes environnantes. On peut se demander si ce constat peut être extrapolé à la cote méditerranéenne. Depuis une dizaine d'années, lorsqu'ont débuté les débats sur la possibilité d'exploiter les vents méditerranéens, beaucoup de préjugés sont apparus sur l'impact potentiel négatif que cela pourrait avoir sur le tourisme. La réticence a d'autant plus augmenté lorsque le Languedoc Roussillon a été inclus dans le zonage de l'appel d'offre concernant la construction de 2 GW de parcs éoliens.Il était donc pertinent de mener une enquête auprès des touristes du littoral pour évaluer comment l'installation de parcs éoliens, installés à des distances réalistes des côtés, pourrait affecter le tourisme balnéaire. Par ailleurs, il était également intéressant de proposer des stratégies que les stations balnéaires pourraient adopter pour augmenter le nombre de touristes et leurs profits, avec ou sans parc éolien. Pour répondre à ces questions, une enquête d'évaluation mobilisant la méthode des « choice experiment », a été réalisée durant l'été 2010, auprès de plus de 350 touristes, sur les plages languedociennes.Les résultats de cette enquête, présentés au chapitre 3, montrent que les coûts liés à la nuisance visuelle s'annulent lorsque le parc éolien est installé à des distances comprises entre 8 et 12 km de la côte. L'enquête a également mis en évidence une forte demande pour la mise en place de démarches éco responsable (favorisant les produits locaux, le vélo, les transports publics et les économies d'eau et d'énergie) par les stations balnéaires. Ainsi, nos résultats montrent que la nuisance vécue par l'installation d'un parc à 8 km de la cote serait compensée par la mise en place simultanée d'une « démarche verte ». Par ailleurs, la construction de récifs artificiels associé au parc éolien, qui permettrait l'accès à des loisirs récréatifs (plongée sous marine par ex.) générerait, d'après nos résultats, une augmentation des dépenses des touristes, si ce parc était installé à une distance d'au moins 5 km de la côte.De nos résultats émergent deux principaux constats :- L'implantation d'une éolienne à 12 km de la côte, sans aucune évolution de la station par ailleurs, n'aurait pas d'incidence négative sur le tourisme.- Si la station balnéaire met simultanément en place des actions environnementales et des activités récréatives, le parc éolien peut alors être conçu à partir d'une distance de 5 km de la côte.L'écart entre le Consentement à Payer pour un bien et le Consentement à Recevoir une compensation pour renoncer à ce même bien est un phénomène très largement mis en évidence en économie de l'environnement. Dans une seconde partie de la thèse, nous prenons en compte dans nos estimations économétriques cet écart entre les pertes et des gains dans la fonction d'utilité. En tenant compte de cette asymétrie, nous estimons une réduction de moitié de la nuisance vécue par rapport aux éoliennes si le parc éolien est déjà installé. D'un autre côté, les bénéfices liés aux activités récréatives et à une démarche éco responsable sont perçu comme plus élevés si ces activités étaient déjà mises en place. / The French government has committed itself to an ambitious target of boosting the offshore wind power capacity to reach 6 GW by 2020. Wind turbines onshore as well as offshore are highly contested on visual grounds. Affected stakeholders, ranging from business and property owners, fishermen and elected municipal planners, fear significant negative economic impacts on their ‘business' or their ‘property'. In the French Mediterranean region of the Languedoc Roussillon, the expectation is that the tourist industry will be chagrined in the presence of an offshore wind farm – giving a windy and cemented image of the region. Since talks began about 10 years ago, on the potential for ‘harvesting' the winds of the Mediterranean Sea, many postulates have been made with regard to the impact on coastal tourism. In particular, resistance mounted when plans to include the Languedoc Roussillon in the 2011 tender for the construction of 2 GW wind power capacity were materialising. In this light, it was considered of pertinence to investigate how offshore wind farms, installed at realistic distances from the coast (5, 8 or 12 km), would affect coastal tourism. Additionally, it was considered of interest to help define strategies that coastal community resort may adopt to boost visiting numbers or profit margins with or without wind farms. To answer these questions a full-scale choice experiment valuation survey with over 350 tourists was undertaken in the summer of 2010 on Languedoc beaches.Our survey results show (in chapter 3) that average visual disamenity costs tends to zero, when an offshore wind farm is installed somewhere between 8 and 12 km from the shore. We also find that there is considerable demand for “sustainable” coastal community resorts that favours local produce, bicycling, public transport, energy and water saving devices. Thus, our estimates show that a wind farm installed 8 km from the shore could be ‘compensated for' through the simultaneous ‘greening' of the coastal community resort. If in addition a wind farm is associated with artificial reefs and recreational user access, our results point to an actual rise in tourist related revenues when the wind farm is located min. 5 km from the coast. The policy recommendation is thus two fold: Everything else equals, a wind farm located 12 km offshore will have no negative incidence on tourism. With simultaneous application of a coherent environmental policy and wind farm associated recreational activities, wind farm siting can be conceived from 5 km and outwards.In a latter stage (chapter 5) we explicit account for the well-established fact that humans' over-estimate losses compared with equal-sized gains, in our econometric estimations. By incorporating so-called gain-loss asymmetry in the utility function, we observe that the WTP to remove wind farms had they already been installed is half the compensation required to accept their presence during a vacation. The disamenity costs associated with wind farm installation are thus of a significantly smaller magnitude had the wind farms already been installed. On the other hand, the welfare benefits associated with eco-efficiency and wind farm associated recreational activities are larger had they already been invigorated. The verdict is that asymmetry should be accounted for, or at least recognised in stated preference valuation studies that simultaneously use utility increasing and utility decreasing attributes.

This master's thesis focuses on the valuation of the Municipal Library in Prague, the cultural institution allowances organization. Its aim is to estimate the value up for the date of 31th October 2013 for the purpose of its founder, Prague - the capital city, and to compare the measured value with the level of annual non-capital contribution for the Municipal Library from its founder. The valuation was performed by using the contingent valuation method, which is based on random sample of the questionnaire survey respondents who express their preferences. They are gradually guided to be able to provide the maximum price that they would be willing to pay for use of services and to be able to work out what financial compensation they would be willing to accept for the decrease in their quality life. The starting point of this thesis is to determine the prognosis of the number of registered readers, borrowings, economy of the Municipal Library, its market position and other requisites. This thesis is one of the few which contains valuation in the cultural sector in the Czech Republic.

A community-based approach for evaluating tradeoffs across marine ecosystem services in Oregon

As competing uses of our coastlines increase, natural resource agencies are employing marine spatial planning (MSP) to designate areas for different uses or activities in order to reduce conflicts while achieving ecological, economic and social objectives. A central challenge of implementing MSP is development of a rigorous approach for analyzing tradeoffs across the provision of ecosystem services (i.e., the benefits humans receive from nature). This study develops an operational approach to this problem that is founded on community-based methods, ecological production theory, and multi-criteria decision analysis (MCDA). The approach merges ecological models with surveys to identify marine ecosystem services for use in tradeoff analysis. The approach allows for a single set of marine ecosystem services to at once be valued by local stakeholders and measured by biologists, thus connecting social and biological monitoring efforts. To develop the approach in a real-world context, I examined ecosystem services associated with nearshore marine ecosystems in Oregon, where marine reserves are being introduced for biodiversity conservation. I worked with stakeholder focus groups in three Oregon communities to identify 24 marine ecosystem services. I then linked the ecosystem services with ecological indicators, which I then consolidated to derive 11 items for use in a survey-based tradeoff analysis exercise. I administered the survey to a nonrandom sample of stakeholders in Oregon (n=31), from which their relative preferences and preference weights for ecosystem services were derived. The weights and preference measures may then be used in MSP decision-making. Furthermore, I grouped the stakeholder survey data in three ways: by location of residence (coastal vs. non-coastal), by eight categories of affiliation (e.g., business owners, conservationists, commercial and recreational fishers, etc.), and by resource use patterns. I then analyzed the various groupings of stakeholders for within- and between-group homogeneity of preferences. Results of the analyses showed that there are statistically significant variations in preferences within and between most groupings. Capturing the variations in stakeholder preferences is important when developing policies that affect different stakeholder groups. Thus, when implementing the survey instrument, I suggest random sampling of stakeholders stratified by location, affiliation, and resource use. This study provides one of the first examples of a systems-based approach to ecosystem service valuation operationalized to inform MSP, and novel features of the approach have a number of implications for advancing marine research and management. First, by using stakeholders to identify ecosystem services, the approach allows for a tailored implementation of ecosystem-based management at the community level. Second, by integrating ecological and economic information on the provision and value of ecosystem services, the approach provides relevant data for MSP decision-making during the siting, evaluation, and monitoring stages. And third, by applying both stated-preference and MCDA methods, the approach may capture the array of values represented by diverse stakeholder groups. / Graduation date: 2013
