A comparative assessment of the socio-economic dimension of Niger delta militancy and Boko Haram insurgency: towards the security-development nexus in Nigeria

Thesis Submitted for the Degree of Doctor of Philosophy (PhD) In the Department of Development Studies, Faculty of Arts at the University of Zululand, 2019. / This study critically explores, in comparative terms, the socio-economic dimension (drivers and effects) of Niger Delta Militancy and Boko Haram insurgency, within the ongoing debate on the nexus between security and development. Using the mix of Root Cause and Rational Choice theories (2RCs), the study through qualitative methods, demonstrates the relative implication of socio-economic causes and effects of both insurgencies, based on evidence from interviews, available video documentaries and literatures. Acknowledging the weak, however irrefutable, connection between security and development, the study underscores that the social and economic dimension of both insurgencies must be factored into a long-term recovery plan, despite the seeming religious façade of Boko Haram. The study demonstrates that while poverty, for instance, is necessary but insufficient in explaining conflict, its persistence amidst affluence and economic growth suggest that it significantly determines the hopelessness, angst and lack of trust in the system that often nudges some citizens to seek alternative means of redress. Such means may be ethnonationalism or religion as suggestive of the Niger Delta militancy or Boko Haram insurgency respectively. In addition, both insecurities have been hijacked by certain individuals for self-benefiting ends. This hijack is somewhat driven by personal rational calculus and oiled by the pan-Nigeria “socio-economic neediness” among the masses. In this regard, while the masterminds manipulate this ‘socio-economic neediness’, the lower ranks (of these insurgencies) derive immediate economic or political benefits from participation through criminality. Meanwhile, the study found that socio-economic causes are more easily identifiable in the Niger Delta insurgencies as compared to Boko Haram’s, especially from the standpoint of legitimate grievances. For the Boko Haram insurgency, the socio-economic underdevelopment in the northern region are ideologically manipulated to mobilise wide support for the insurgency through monetary inducement, leveraging on the vulnerability of the populace. This is especially compounded by the lower level of education among it ranks of foot soldiers and general level of human underdevelopment across the region. The implication of Nigeria’s mono-cultural economy for the country’s development trajectory and the current instabilities are explored to illuminate what, why, and how the resultant socio-economic underdevelopment could be related to both insurgencies. Accordingly, the popular criticism of the socio-economic dimension that often allude to the relatively higher level of vii poverty in other parts of the north compared to Borno is critically revisited. This is done by demonstrating that Boko Haram is hardly a Borno or North-east phenomenon exclusively. Indeed, the historical and ideological resonance of Islamic extremism of Boko Haram, across the entire northern region, strongly reinforces this view. The study further demonstrates how the protracted insurgencies, among other agitations in the country continue to inhibit Nigeria’s overall development, creating an endless circle of conflict. Hence, in contributing to the attainment of a durable and sustainable resolution, this study advocates that adequate and improved redress of the socio-economic dimension, among the other notable undeniable dimensions must take place. In this regard, the study critically engages the mix of defence, diplomacy and development (the 3D) as used in other conflict regions in the world, to decipher possible ways forward. Minding context dependence of such policy frameworks and the difficulty with transferability however, the study ultimately seeks only to draw adaptable lessons, especially its accents on inter-agency cooperation (human and material resource) in comparable insurgencies. Herein lies the security-development nexus in Nigeria, given the deepening human insecurity and underdevelopment spawned by both insurgencies

L’urbanisation des pays développés et en voie de développement entraîne des effets négatifs liés à la pollution de l’air, aux émissions de gaz à effet de serre et à la congestion dans les villes. Cette thèse étudie les effets des formes urbaines sur la pollution, la congestion, les distances domicile-travail et le bien-être des citadins. Nous construisons un modèle théorique de ville polycentrique incluant des choix de localisation résidentielle avec la présence d’externalités négatives de pollution et de congestion provenant des flux de transport, où la localisation des lieux d’emploi est déterminée de manière endogène. Une analyse empirique des déterminants spatiaux des distances et des temps de déplacement domicile-travail est menée avec les aires métropolitaines françaises comme cas d’étude. Cette thèse souligne la nécessité d'une approche prudente pour mettre en œuvre certaines politiques urbaines qui garantiraient un développement durable des villes. Une ville polycentrique peut être une ville souhaitable ou non en fonction (i) de l'accessibilité des lieux d’emplois, (ii) de la qualité de l'infrastructure routière (vitesse élevée ou non), (iii) de la densité d'emploi dans les villes et de (iv) la répartition de la population et des emplois. Cette thèse démontre également le rôle significatif de la demande de logements endogène sur les structures urbaines en présence d’une externalité négative de congestion des transports non tarifée. Certains projets de densification urbaine devraient reconsidérer et quantifier les externalités négatives (congestion et pollution) qui surviennent lorsque la population augmente dans une ville. Ces externalités sont des coûts indirects dus à l'ajustement de la demande de logements et de transport à long terme. / Urbanization in developed and developing countries has major drawbacks regarding air pollution, Greenhouse Gas (GHG) emissions and congestion externalities due to transport in car-based cities. In this thesis, we study the effects of urban design on pollution, congestion, traveled distances and welfare. We build a theoretical model of residential choices with pollution and congestion externalities arising from commuting, where the location of jobs within the city is endogenous. Finally we collect data from French metropolitan areas to conduct an empirical analysis of spatial determinants of commuting time and distances. This thesis highlights the need of a cautious approach to implement some urban policies that would guarantee a sustainable development of a city. A polycentric city may be a desirable city or not depending on the (i) accessibility of workplaces, (ii) the quality of road infrastructure (high speed), (iii) the employment density and (iv) the distribution of population and workplaces in cities. This thesis also demonstrates the significant role of the housing demand on urban structure when the latter is endogenous in a context of unpriced transport congestion. Some urban densification project might reconsider and quantify the negative externalities (congestion and pollution) which arise when the population grows within any city. These externalities are indirect costs due to the adjustment of the housing and transport demand in the long run.

Dimensões do desenvolvimento rural : uma análise dos PROINFs no Território Bico do Papagaio do Tocantins

Esta tese é resultado de pesquisa que teve o objetivo de compreender o processo de desenvolvimento do Território Bico do Papagaio, no estado do Tocantins (TBP-TO), com base na implantação de projetos PROINFs, vinculados aos Programas PRONAT e PTC, visando explicitar efeitos, avanços e limites das políticas públicas territoriais em regiões com baixos índices de desenvolvimento. Nesta pesquisa utilizou-se de múltiplas estratégias para a coleta e análise de dados, seguindo os princípios e técnicas da triangulação, que constitui uma das formas de combinar métodos qualitativos entre si e de articular métodos quantitativos e qualitativos. Foi realizada, por meio de estudo de caso, em sete projetos implantados no TBP-TO. Uma questão importante, do ponto de vista metodológico, foi a oportunidade de fazer uma imersão no contexto investigado, observando e participando diretamente com os atores envolvidos na implantação e execução dos projetos PROINFs no referido território. Lançou-se mão de informações obtidas por observações, entrevistas, participação em reuniões, seminários, conversa com diferentes atores territoriais, moradores e membros do colegiado, gestores e beneficiários destes projetos. Os resultados levaram a uma compreensão das diferentes dimensões do desenvolvimento territorial e seus efeitos na vida dos beneficiários e na região. Os indicadores de desenvolvimento territorial, do ponto de vista econômico, foram avaliados entre ruins e críticos, dando a entender que a operacionalização da política territorial no TBP-TO reflete a própria história das relações de poder e dominação já existentes. Por outro lado, do ponto de vista social, foi observado o empoderamento da sociedade civil, especialmente nos casos das duas Escolas Família Agrícola (EFAs). Nesse sentido, esta tese contribuiu, não só para entender as dimensões do desenvolvimento territorial, seus desafios e possibilidades, mas para demonstrar que se não houver maior diálogo entre poder público (nas esferas municipal, estadual e federal), sociedade civil e os beneficiários dos projetos, o desenvolvimento territorial pode ficar comprometido. Diante dos resultados da pesquisa conclui-se que, nesse momento de retrocesso da política de desenvolvimento territorial, é necessário repensá-la, especialmente em relação ao exercício do poder e à autonomia dos Colegiados Territoriais. A organização dos colegiados territoriais e a união de seus membros em torno de objetivos comuns podem ser consideradas o motor propulsor da consolidação das EFAs, possibilitando a educação profissional de seus jovens. Esta organização é o maior indicador de desenvolvimento, na dimensão social, observado na pesquisa. / This thesis is the result of research that aims to understand the development process of the Parrot´s Beak Territory in the State of Tocantins (PBT-TO), based on the implantation of PROINFs projects, linked to PRONAT and PTC programs with the goal of clarifying effects, advances and limits of territorial public policies in regions with low levels of development. In this research, it was used multiple strategies for data collection and analysis, following the principles and techniques of triangulation, which is one of the ways to combine qualitative methods among themselves and to articulate quantitative and qualitative methods. The research was done through the case study in seven projects implanted in PBT-TO. An important thing, from the methodological point of view, was the opportunity to do an immersion in the context investigated by observing and participating directly with the actors involved in the implementation and execution of the projects PROINFs, in that territory. It was used the information obtained by observations, interviews, participation in meetings, seminars, talking with different territorial actors, residents and members of the board, managers and beneficiaries of these projects. The results led to an understanding of the different dimensions of territorial development and its effects on the lives of beneficiaries and in the region. The indicators of territorial development, from an economic point of view, were evaluated between bad and critical, implying that the operationalization of territorial policy in the PBT-TO reflect the history of the relationships of power and domination that exists. On the other hand, from the social point of view, it was observed the empowerment of civil society, especially in the cases of the Escolas Família Agrícola (EFAs). In this sense, this thesis has contributed not only to understand the dimensions of territorial development, its challenges and opportunities, but to demonstrate that if there is no greater dialogue between public authorities (in all spheres: Municipal, State and Federal), civil society and the beneficiaries of the projects, the territorial development may be compromised. On the research results it is concluded that, in this moment of backsliding of territorial development policy, it is necessary to rethink it, especially in relation to the exercise of power and the autonomy of Territorial governance bodies. The Organization of territorial governance bodies and the Union of its members around common goals, can be considered the impeller motor on consolidation of EFAs enabling professional education of their young. This organization is the greatest indicator of development in the social dimension, observed in the survey.

An analysis of the economic dimension of the conflict in the Democratic Republic of Congo with recommendations for track one diplomacy

The economic dimension of conflicts has enjoyed increasing attention in research dealing with the dynamics of contemporary conflict. The nexus between natural resources, economics and conflict has played a defining role in a number of Africa’s most intractable conflicts during the 1990s and early 2000s. The underlying assumption of this study is that the economic dimension of conflict can be hugely informative in terms of an understanding as to why peace agreements fail and in that sense can contribute to the resolution of conflicts if taken into account during the formulation of peace agreements. This study explores the ways in which conflict theory has dealt with the conflict-economics nexus, analyzing the extent to which theory illuminates the conflict reality in the Democratic Republic of Congo (DRC) during the period August 1998 to August 2004. It determines to what degree peace agreements in the DRC have taken the economic dimension and insights gained from the academic exploration of this topic into account during the negotiation and formulation of these agreements. Análise da sustentabilidade energética em empreendimento eólico: uma aplicação em Barra de Camaratuba

But the wind industry in the State of Paraiba is facing several problems that could threaten the sustainability of this sector, limiting the growth of this source in the state. This work has as problematic and objective to identify the level of sustainability of wind power venture Barra of Camaratuba-PB. So this applied study, of quali-quanti approach, and considering the purposes, exploratory, descriptive, with case study and statistical analysis. Data collection instruments is: search bibliographic, interviews, direct observation, document analysis and questionnaire. For data analysis was used the techniques of triangulation of data, Spearnam correlation test and analysis of fractals sustainability and analysis Swot. When investigating the community Barra of Camaratuba-PB identified the predominance of illiterate residents and of without qualification. The main economic activities of the region are fishing and agriculture. By applying fractals sustainability, it was found that the Economic-Social correlation obtained the highest number of corrections between variables, characterized as the main indicator for assessing the socio-economic sustainability of the community. The wind farm project has not generated employment and income, by contrast, increased local inequality. Had negative effects we on social, economic and environmental aspects: prevent the continuation of agricultural and livestock activities, withdraw the "man of the field", caused deforestation and / or suppression of local landscape and changes in the dunes. According to Agência Reguladora de Energia da Paraíba (ARPB), the state of Paraiba's has main bottleneck logistics infrastructure. About Superintendência de Administração do Meio Ambiente da Paraíba (SUDEMA), highlighted the lack of specific professional and regulations to guide the implementation of wind farms in the state of Paraiba. Therefore, it is concluded that there is sustainability of wind power venture Barra Camaratuba-PB. / O Brasil tem potencial eólico a ser explorado e capaz de diversificar a matriz energética nacional. Porém, o setor eólico no Estado da Paraíba vem enfrentando diversos problemas que podem ameaçar a sustentabilidade desse setor, limitando o crescimento desta fonte no Estado. Esta pesquisa tem como problemática e objetivo identificar o nível de sustentabilidade do empreendimento eólico de Barra de Camaratuba-PB. É caracterizada por sua natureza aplicada, de abordagem quali-quantitativa, considerando fins, exploratória e descritiva, e os meios, bibliográfico, estudo de caso e de análises estatísticas. Os instrumentos de coleta de dados abrangeram a: pesquisa bibliográfica, entrevista, observação direta, análise documental e o questionário. Para a análise dos dados, foram utilizadas as técnicas de triangulação dos dados, teste de correlação de Spearnam e a análise dos fractais da sustentabilidade, e análise Swot. Ao investigar a comunidade de Barra de Camaratuba- PB, identificou-se a predominância de moradores semianalfabetos e a falta de qualificação da mão de obra. As principais atividades econômicas da região são a pesca e a agricultura. Ao aplicar os fractais da sustentabilidade verificou-se que a correlação econômica-social obteve maior número de correções entre as variáveis, caracterizando-se como o principal indicador para avaliar a sustentabilidade socioeconômica da comunidade. Ao contrário do esperado, o empreendimento eólico não gerou emprego e renda, contrariamente, aumentou a desigualdade local. Teve efeitos negativos nos aspectos sociais, econômicos e ambientais: impediu a continuidade das atividades agrícolas e pecuárias, afastou o homem do campo, provocou desmatamento e/ou supressão da paisagem local e alterações nas dunas. Segundo a Agência de Regulação do Estado da Paraíba (ARPB), o principal gargalo é a infraestrutura logística. Sobre a Superintendência de Administração do Meio Ambiente (Sudema), evidenciou-se a falta de profissionais e normativas específicas que norteiem a implantação dos empreendimentos eólicos no Estado da Paraíba. Portanto, conclui-se que não há sustentabilidade no empreendimento eólico de Barra de Camaratuba-Pb.

Ett begrepp som framträder ofta i globala diskussioner om världen är begreppet hållbar utveckling. Begreppet handlar om att kunna tillfredsställa människors grundläggande behov utan att påverka framtida generationers möjlighet till att få sina behov tillfredsställda. Begreppet har fått en högre status både på global nivå men har även lyfts fram i förskolans värld. Tidigare forskning kring arbetet med hållbar utveckling inom förskolan visar att ekologisk hållbarhet framkommer mer än social och ekonomisk hållbarhet. Det skapar en problematik eftersom alla tre områden måste bearbetas enligt förskolans läroplan. På grund av det är syftet att utifrån ett värdegrundsperspektiv granska förskollärares arbete med social och ekonomisk hållbarhet i förskolan. För att besvara syftet utgår vi utifrån fyra frågeställningar. Frågeställningarna handlar om förskollärares utbildning inom ämnet, vilka för- och nackdelar som framkommer i arbetet med ämnet, på vilket sätt social och ekonomisk hållbarhet synliggörs samt hur de två områdena samspelar. För att besvara frågorna genomförs individuella intervjuer med sex förskollärare från olika förskolor. Resultatet visar att förskollärarna inte fått tillräckligt med utbildning om ämnet. Förskollärarna kopplar de två områdena till framtiden och vill att barnen ska bära med sig kunskaperna till skolan. Jämlikhet och jämställdhet framkommer i koppling till social hållbarhet och återvinning och återanvändning kopplas till ekonomisk hållbarhet. Resultatet visar också att de två områden inte samspelar med varandra hos fyra av förskollärarna. De samtalar också om hur de två områdena framkommer i undervisningen på förskolan. Rektorns ansvar och ekologisk hållbarhet är två områden som också lyfts fram i resultatet.
