Riglyne vir onderrig en begeleiding binne andragogiese konteks

Dit is nie oordrewe om te beweer dat die Suid-Afrikaanse onderwyssisteem tans midde-in 'n krisis staan nie. Dat ook die tersiere onderwyssektor ten nouste deur die omvang van hierdie krisis geraak word, kan nie betwis word nie. Die dilemma soos wat dit huidig binne die onderwys manifesteer, is direk herleibaar tot die jarelange apartheidsbeleid van die verlede. Dit is besonderlik die tersiere onderwyssektor wat 'n onvoldoende verrekening van die behoeftes van die gemeenskap weerspieel - veral die onderwysgerigte probleme en uitdagings binne die breer Afrikakonteks. In 'n poging om die onderwysspeelveld gelyk te maak, is indringende veranderings en hervormings besig om plaas te vind aan die bree onderwysfront. Verskeie onderwysimperatiewe tree na vore:Regstellings met betrekking tot die diskrepansie in onderwysstandaarde; Die toekomstige onderwysbehoeftes van die groeiende bevolking wat geakkommodeer moet word; Opgeleide mannekrag wat voorsien moet word ten einde 'n lewensvatbare en progressiewe ekonomie te verseker Die eiesoortige probleme van groot massas individue wat ongeskoold is of wat beskik oor 'n minderwaardige skoolopleiding, wat aangespreek moet word. Een van die grootste struikelblokke wat staan in die weg om die voorgenoemde probleemareas daadwerklik aan te spreek, is dosente aan tersiere onderwysinstansies se oenskynlike gebrek aan toereikende onderrig- en begeleidingsvaardighede. In die literatuurstudie is verskeie navorsingsbevindinge aangehaal wat daarop dui dat die meerderheid dosente vasgevang is in 'n nimmereindigende gejaag na die verwerwing van kwalifikasies en die publisering van navorsingsresultate - ongelukkig ten koste van doeltreffende onderrig en begeleiding van studente. Hierbenewens het dit ook aan die lig gekom dat meer as 80% van alle dosente aan geselekteerde tersiere onderwysinstansies in Suid-Afrika, oor geen vorm van formele onderrigkwalifikasies beskik nie.n Vraelys is ontwikkel ten einde te bepaal tot watter mate bevestiging vir die literatuurbevindinge in die praktyk gevind kon word en ook om dosente se algemene persepsies te toets met betrekking tot die doseerprofessie in sy geheel. Daar is veral klem gele op die onderskeie komponente van dosentskap - begeleiding en onderrig, navorsing, administrasie en gemeenskapsdiens. Drie bree kategoriee dosente is betrek by die studie, naamlik diegene verteenwoordigend van: Histories Afrikaanse Instellings; Histories Engelse Instellings; en Histories Swart Instellings. Uit hoofde van die bevindinge van die empiriese ondersoek, is praktykgerigte riglyne vir onderrig en begeleiding binne andragogiese konteks neergele. / It is not an exaggeration to maintain that the educational system in South Africa finds itself in the midst of a crisis. It can furthermore not be denied that tertiary education in particular is profoundly involved in this crisis. The dilemma which presently manifests in the educational sector is without doubt the result of the prolonged apartheidspolicy of the past. The tertiary sector, in particular, reflects an inadequate consideration of the unique needs of the broader community. In an effort to level the educational playfield, incisive changes and reconstruction are currently taking place in the broader educational sector. Various educational imperatives emerge:Affirmative action with regard to the discrepency in educational standards have to be addressed; The future educational needs of the growing South African population have to be accommodated; Qualified manpower that has to be provided so as to ensure a viable and progressive economy; The unique problems of large numbers of individuals who are unskilled or who are in possession of an inferior school education, have to be considered. A major obstacle in the way of addressing the aforementioned problem areas, is lecturers' apparent lack of sufficient teaching and accompaniment skills. Various research findings are quoted which point to the fact that the majority of lecturers are trapped in a spiral of obtaining qualifications and publishing research findings. This process unfortunately impacts negatively on effective teaching and the accompaniment of students. ·A related finding confirms that more than 80% of all lecturers at selected tertiary institutions in South Africa are not in possession of a professional teaching qualification. A questionnaire was developed in order to establish to which degree confirmation could be found in practice for the literature findings and also to establish lecturers' general perceptions with regard to the teaching profession. Emphasis was placed on the different components of the lecturing task. Three broad categories of lecturers were involved in the study, namely those representing: Historically Afrikaans Institutions; Historically English Institutions; and Historically black institutions. The thesis argues that education is the core factor in knowledge and skills provision, which assist in production and economic growth and serves as a foundation to the realization of a developmental state. The thesis looks at the prospects of South Africa constructing a developmental state against its education system. The aim was to look at whether education policy in South Africa assists its quest to construct a developmental state. The research is guided by the specific research questions that wanted to look at different literature on what a developmental state is and what characterizes it. It further looked at whether education influences the construction of a developmental state and whether in South Africa education is responding well to the quest of constructing a developmental state. The study depends heavily on literature review, comparative study and interview. The literature study conceptualized and also presented characteristics of a developmental state from the perspective of Japan, South Korea and Taiwan (The Asian Tigers) and the South African context. Japan and South Korea’s perspective was compared with the South African one. The literature review also indicated the role of education in economic growth. The findings of this research from the comparative analysis indicated that South Africa is taking a totally different approach in its process of constructing a developmental state. Its process is underpinned by democratic values, non-industrialization approach, weak bureaucracy and interventionist approach. The process of constructing a developmental state is supported by various mechanisms and policies such as the New Growth Path (NGP). The challenge with the NGP is that it conceded to the fact that there is a serious need to improve in education and levels of skills in the country as they are a fundamental prerequisite for achieving many of the goals in the growth path. The contention is that both basic and higher education must equip all South Africans to participate in the country’s democracy and economy and must do more to meet the needs of national and international development imperatives. Again, the success of the NGP depends on major improvements in education (both basic and higher education) and skills levels which education is presently not providing. Education and skills are preconditions that should prepare South Africans to participate in economy so that the country should realize “broad-based development” through any means that will ensure economic growth. However, the education system and the skills based in the country are not responding well to assist in the fully realization of the NGP. This has negative effect to the prospects of growing the economy. The research highlights the relevance and role education plays in the economic development of a country. It highlights the challenge South Africa is faced with in its quest to construct a developmental state particularly with its education policies. With education being regarded as a significant propeller of economic growth, South Africa falls short in comparison to other countries, particularly the Asian Tigers. South Africa falls short mainly in the provision of education that provides the skills required in the modern economies. This means that there is a gap the education system in South Africa is failing to fill. Therefore the prospects of constructing in a developmental state in South Africa will continually face challenges if the education system within the country is not turned around to provide for the required skills. / AFRIKAANSE OPSOMMING: Die verband tussen onderwys en ekonomiese vooruitgang is al deeglik gedebateer. Hierdie tesis voer aan dat onderwys die kernfaktor is in die voorsiening van kennis en vaardighede wat vervaardiging en ekonomiese vooruitgang aanhelp en dien as die grondslag vir die totstandkoming van ’n ontwikkelingsstaat. Die tesis kyk of dit moontlik is vir Suid-Afrika om ’n ontwikkelingsstaat tot stand te bring met sy huidige onderwysstelsel. Die doel was om te sien of die huidige onderwysbeleidsrigting Suid-Afrika kan meehelp in sy soektog om ’n ontwikkelingsstaat daar te stel. Die navorsing word gerig deur spesifieke navorsingsvrae wat verskillende literatuur ondersoek het om te bepaal wat ’n ontwikkelingsstaat is en hoe dit gekarakteriseer word. Dit kyk ook verder of onderwys die daarstelling van ’n ontwikkelingsstaat beinvloed en of Suid-Afrika se onderwysstelsel goed reageer in strewe na die daarstelling van ’n ontwikkelingsstaat. Die studie steun sterk op die beskouing van literatuur, vergelykingstudies en onderhoude. Die literatuurstudie het ’n begrip en kenmerke van ’n ontwikkelingsstaat vanuit die perspektief van Japan, Suid-Korea en Taiwan (Die Asiaatiese Tiere) en die Suid-Afrikaanse verband voorgelê. Japan en Suid-Korea se perspektief was vergelyk met die van Suid-Afrika. Die literatuur beskouing het ook die rol van onderwys in ekonomiese vooruitgang aangedui. Die bevindings van hierdie navorsing nadat ’n vergelykende analise uitgevoer is, het aangedui dat Suid-Afrika ’n heel ander benadering volg in sy ontwikkelingsstaat daarsetellings proses. Die Suid-Afrikaanse proses word onderstut deur demokratiese waardes, nie-nywerheidsbenadering, swak burokrasie en ’n intervensionistiese-benadering. Die proses tot ’n ontwikkelingsstaat word ondersteun deur verskeie meganismes en beleidsrigtings soos die nuwe groeibaan (New Growth Path [NGP]). Die uitdaging met die NGP is dat dit alreeds onderskryf het dat daar ’n ernstige behoefte is aan ’n verbeterde onderwysstelsel en vaardigheidsvlakke in die land, want dit is grondvereistes om baie van die doelwitte in die NGP te bereik. Die standpunt is dat beide basiese- en hoëronderwys alle Suid-Afrikaners sal moet toerus om deel te neem in die land se demokrasie en ekonomie en sal meer moet doen te voldoening aan die behoeftes van nasionale en internasionale ontwikkelingsnoodsaaklikhede. Weereens, die sukses van die NGP maak staat op groot verbeterings in die onderwysstelsel (beide basiese- en hoëronderwys) en vaardigheidsvlakke wat die onderwysstelsel tans nie verskaf nie. Onderwys en vaardighede is voorvereistes om Suid-Afrika voor te berei om deel te neem in die ekonomie en derhalwe die land in staat te stel om “breed-gebaseerde ontwikkeling” te bereik op ‘n manier wat ekonomiese vooruitgang verseker. Die land se onderwysstelsel en vaardigheidsbasis reageer egter swak om die volle bereiking van die NGP te ondersteun. Dit het ’n negatiewe uitwerking op die vooruitsigte van ekonomiese vooruitgang. Die navorsing lig die belangrikheid en die rol wat onderwys in die ekonomiese ontwikkeling van ’n land speel uit. Die uitdagings wat Suid-Afrika het word uitgelig in sy soektog om ’n ontwikkelingsstaat op te stel veral ten opsigte van sy onderwysbeleidsrigtings. Met onderwys wat as ’n beduidende drywer geag word ten opsigte van ekonomiese vooruitgang, skiet Suid-Afrika te kort vergeleke met ander lande, veral met die Asiatiese Tiere. Suid-Afrika skiet hoofsaaklik ook te kort met die voorsiening van onderwys wat die vereiste vaardighede moet ontwikkel wat ’n moderne ekonomie benodig. Dit beteken dat daar ’n leemte in die Suid-Afrikaanse onderwysstelsel is. Die vooruitsigte om ’n ontwikkelingsstaat in Suid-Afrika te vestig sal voortdurend voor uitdagings te staan kom totdat die onderwysstelsel van die land reggeruk word om die vereiste vaardighede te ontwikkel.

Managing racial integration in South African public schools : in defense of democratic action

The main argument of this study defends a deliberative conception of racial integration that builds on previous, more limited, conceptions such as assimilation, integration, multicultural education and antiracist education. In this work I further narrate my story in relation to encounters with issues of race, thereby contextualising the topic. I argue that philosophy of education can be used as a tool to explore and illuminate the educational dimensions of a major philosophical problem, that is, racial integration. I further offer a historical account of racial integration, mapping three interrelated phases of such integration in South African public schools, namely the colonial/apartheid period, the democratic period and the post-democratic period. The dissertation also offers a conceptual account of the major theoretical understandings that constitute racial integration. It furthermore investigates racial integration as it is currently unfolding in South African public schools and simultaneously points out the limitations of this project. I argue how and why the lack of effective and genuine racial integration results in social injustice. Moreover, I advance an argument for deliberative racial integration in South African public schools; a notion that, it is hoped, could address some of the weaknesses associated with the present form of racial integration in South African public schools. The study also identifies the implications of deliberative racial integration for school governance, management, leadership, and teaching and learning. / AFRIKAANSE OPSOMMING: Hierdie proefskrif behels 'n ondersoek na die gebrek aan rasse-integrasie in openbare skole in Suid-Afrika. Die hoofargument in die studie is 'n verdediging van .n beraadslagende begrip van rasse-integrasie wat op vorige, meer beperkte, begrippe soos assimilasie, integrasie, multikulturalistiese onderwys en anti-rassistiese onderwys voortbou. Ek konseptualiseer die onderwerp aan die hand van 'n narratief van my eie ervaring ten opsigte van aangeleenthede wat met ras verband hou. Ek argumenteer dat filosofie van die onderwys aangewend kan word om die onderwysdimensies van 'n beduidende filosofiese probleem, naamlik rasse-integrasie, te ondersoek en te belig. Ek bied verder 'n historiese oorsig van rasse-integrasie deur te verwys na die koloniale/apartheidstydperk, die demokratiese tydperk en die postdemokratiese tydperk. Die proefskrif bied ook 'n konseptuele verslag van die vernaamste teoretiese beskouinge wat rasse-integrasie uitmaak. Education policy development in South Africa, 1994-1997.

Black South Africans have been exposed to an unequal and divided education system. It has been expected that the basis for an equitable education system would be laid in the post apartheid period. In this thesis I have provided an analysis of education policy development in South Africa between May 1994 and mid-1997. My main aim has beento understand the policy vision that the post apartheid state has enacted as the basisfor educational reconstruction.<br /> <br /> The conceptual framework of this thesis is located in the academic fields of Education and Development and Policy Sociology. I have focused on the interaction between the broad delimitations set by the structural, economic and political dimensions in society on the one hand, and the political and policy dynamics that have given education policy its specific meaning on the other hand. The role of the government in enacting a specific policy vision has been at the centre of my analysis.<br /> <br /> The government has effected a conservative vision with the adoption of the Growth, Employment and Redistribution (GEAR) macroeconomic strategy. GEAR has targeted the development of an export-based global economy along post fordist lines. Predicated upon an emphasis on fiscal discipline, the dominant policy orientation has supported equity but without an emphasis on redress. This approach has not provided the necessary basis for education reconstruction.<br /> <br /> The National Qualifications Framework (NQF) and Outcomes-based education (OBE) embody a definite '/ision in terms of which education policy would be aligned with economic development. This vision is based on the false assumption that education should playa fundamental role in producing the sophisticated labour demands of a globally competitive economy. The logic of both GEAR and the NQF is internally inconsistent and the relationship between these two policy frameworks is unsustainable.

Ideology and its influence on educational leadership, structure and process : with reference to a dominant and dominated ideologies in South Africa.

This study examines the concept of ideology and then surveys the relationship between ideology and education. Particular forces that help to shape ideologies which affect education are indicated. The focus then moves to an investigation of the influence of ideology on visible elements of the educational system: leadership, structure and process. It is contended that ideology as a world-view, based on prescriptive group beliefs and assumptions which are rationalized in terms of ontology, axiology and epistemology, is translated into action within social apparatuses, such as schools. It is argued that ideology does have a disguising motive in that through its slogans and rhetoric it attempts a justification of itself. In essence it deals with issues of power and control. These contentions are examined through a detailed analysis of the concept and function of ideology to determine its locus of inference and definition to be used in this work. Ideology is then considered from the perspective of its relationship with education. The concept of leadership and concepts of organizational models, such as bureaucracy, are examined in general terms and then in relation to ideology, with the major focus on the influence of ideology on educational leadership, structure and process. These elements are shown to be important and visible reflections of an ideology in action. There is shown to be a strong degree of congruence between theoretical ideology and ideology in action. From an international survey, the focus of the study moves to South Africa. The historical milieu which has helped to create the ideology of Afrikaner Nationalism, based on twin pillars of domination and segregation, is reviewed before this 'dominant' ideology is analysed in relation to education and the visible elements of educational leadership, structure and process. It is contended that this complex ideology has been associated with issues of power and control and has caused widespread harm through its translation of belief into action in terms of social engineering. Its ontology, axiology and epistemology are questioned. In contrast, a liberal-humanistic type of ideology is analysed in action in white English medium schools. It is shown how this 'dominated' ideology has withstood Afrikaner hegemony in many essentials. Although it is postulated that in South African black education, no institutionalized ideology can be investigated, a theoretical or aspiring ideology which has considerable black support, that of People's Education, is reviewed. Finally, it is contended that ideologies need to be analysed and differences in beliefs and assumptions, even the use of slogans, to be acknowledged before negotiations can produce any acceptable synthesis for South African education. It is argued that new styles of leadership, new structures and new processes are needed before the State President's 'democratic goal' can even begin to be realised. Ideological influences in the national curriculum statements for the further education and training band.

Since it assumed power in 1994, the government of South Africa had to meet the challenges of changing an education system that was established along racial lines. OBE and Curriculum 2005 were adopted into the school system. In the Further Education and Training Band Report 550 which was a 'cleansed' curriculum was introduced. The Framework for the Transformation of Further Education and Training in South Africa was published and promoted equality, economic competitiveness, redress, productivity and quality learning. On 28 October 2002 the draft National Curriculum Statements were published. The purpose of this study was to examine some of the policy intentions, influences and dominant ideologies in the FET policy documents. The study also examines the policy process and the recontextualization of policy discourses. A qualitative approach was used. Data was collected from questionnaires and interviews. The data obtained from the completed questionnaires and interviews was processed. The dominant ideology in the policy documents for English, Life Sciences, Mathematics and Physical Science were identified. The findings of the study shows that policy makers, designers and trainers adopted particular discourses that were at times aligned to the official policy discourse and at times they drew on new discourses based on their own histories, biographies and experiences of teaching in South African schools. Finally recommendations were made concerning the policy process in the form of three propositions: (i)Timing determined what was possible for the NCS: the policy development process was driven by a political need to deliver on a new curriculum; (ii) In a system that is not currently functioning efficiently, new policy initiatives exacerbate rather than reform the conditions on the ground; (iii) Government rationality was driven by a transformative agenda yet constrained by technicist management theories. / Thesis (M.Ed.) - University of KwaZulu-Natal, Pietermaritzburg, 2006.

The implementation of inclusion policy for learners with special education needs in primary schools in Fort beafort district :Towards a rights based approach to education

The implementation of inclusion policy for learners with special education needs as stipulated in the Education White Paper 2001has been an issue of concern for South African schools. This study sheds light on the implementation of inclusion policy for learners with special education needs in the selected primary schools in the Fort Beaufort District in the Eastern Cape Province in South Africa. The aim of the study is to examine the implementation of inclusion policy for learners with special education needs. The study was placed within the post-positivism paradigm and used a mixed method research approach that integrated concurrent procedures in the collection, analysis and interpretation of the data. Questionnaires were used to collect quantitative data while qualitative data were collected through interviews, and document analysis. A total number of 30 teachers completed the questionnaires. The researcher conducted interviews with ten principals and eight teachers. She also held interviews with four education district officials and one provincial official. Data were analysed by statistical and non-statistical procedures. The study revealed that the inclusion policy is being implemented in the selected schools. However, there are challenges that are being encountered. Firstly, some teachers have not received adequate training with regards to inclusive education policy. Staff development workshops put in place to address this challenge are minimal, and there is not enough joint effort being established by the different stakeholders with regards to support and monitoring the implementation process. Despite the challenges that accompany implementation of inclusion of learners with special education needs, as well as the difficult working conditions, this study reveals that there are pockets of good practice of inclusion policy in some of the selected schools in the Fort Beaufort District. For instance, it was found that teachers implement inclusion of learners with special education needs, even though the majority of them do not have qualifications in special education. It was also revealed that teachers used learner-centred teaching methods to accommodate all learners, which include group and individual teaching, group demonstration, discussions, question-and-answer sessions, and practical activities.
