Higher Education-in-prison Programs: a Multisite Case Analysis of Partnerships Between Higher Education Institutions and Prisons in New York State

For nearly three decades, the United States of America has been the consistent leader in incarceration rates worldwide. A number of structural social problems have contributed to this reality (e.g., the school-to-prison pipeline, the 1994 Crime Bill, and aggressive surveillance and policing of poor and minority neighborhoods). Recently, a number of structural solutions have presented themselves in effort to decarcerate prisons and consider pathways for returning citizens with emphasis on housing, healthcare, and education. This dissertation focuses on the education component with an eye toward higher education-in-prison programs (HEPPs). The last decade denotes an inflection point for mass incarceration and HEPPs in part due to increased funding from public and private sectors as well as bipartisan support for making higher education accessible for incarcerated people. In the midst of cross-sector support for these programs, the colleges and universities providing the core elements – teaching and learning – have been mostly silent actors. This study looks at partnerships between prisons and higher education institutions and centers the voices and narratives of higher education faculty and administrators responsible for leading HEPPs. Drawing on the civic mission of higher education, as well as participants’ conceptions of their work, this study considers how faculty and administrators describe the intent and function of their HEPPs and the extent to which they align with the civic mission of higher education. Through a qualitative multisite case analysis of three higher education institutions in New York State, the findings of this study reveal that these programs view themselves as being responsive to historical structures of inequity in higher education and broader society. They also conveyed a desire for their programs to become an institutionalized component of their college or university. There were five patterns, across cases, that provided insight into these programs and multiple levels including: (1.) program professionals, (2.) program place and space, (3.) programs in service to the institutional mission and civic mission, (4.) program attentiveness to external factors, and (5.) program conceptualization: the two-way partnership misnomer. These patterns might also prove relevant to university partnerships more broadly. The study concludes with implications for theory, practice, and future research related to HEPPs with emphasis on the need to situate all aspects of these programs not, as they often are, in economic and workforce metrics, but rather in the experiences of faculty, staff, and students participating in college-in-prison as well as returning citizens attending college.

The impact of organizational decline on African American students in Massachusetts four-year public institutions of higher education

The impact which organizational decline in higher education has on African American students and institutional management of organizational decline can influence the access and success of African American students on predominantly White campuses. With higher education fighting for continued existence as a result of enrollment reductions and a shrinking economy, and the growing disparity between African Americans and White Americans, the press for survival prevails for both institutions and cultures. This study examined the effects which institutional decline in public higher education has upon African American students. Specifically, the study focused on how educational administrators and African American students in four Massachusetts institutions of higher learning described and explained the extent of the decline and their perceptions of its short-term and long-term effects. Various approaches and strategies utilized during decline and how they promoted or impeded an institution's ability to support goals and action related to participation of African American students were explored in the study. Attention was given to the different perceptions surrounding these issues in order to present a holistic and in-depth understanding of the dimensions of decline as it impacts African American students. Focus group interviews were used to explore and identify the complexity of these issues. The findings of the study indicate that the perceptions of both students and educational administrators were that African American students had been affected by the impact of organizational decline in terms of reduction and elimination of programs and services which are used and needed by this student population to access higher education as well as to survive in college environments which are hostile and unfriendly. The exploratory nature of this study, through the perceptions and reflections of African American students and educational administrators responsible to and for this population, should deepen the understanding within the academy regarding access and success of African American students during an era of decline.

Parent involvement in a post-Proposition 2 1/2 era: The effects of politics and education funding on parent involvement in an urban setting: A case study

Parent involvement in political activities is a rare form of parent participation. Most parents who take an interest in schools become involved with their child's classroom, attend school functions and activities, assist with fundraisers, attend PTA meetings. As the process for funding public school education has become more difficult and as decisions about education become more political, some parents have reacted to that trend and have become involved in the politics themselves. Changes in laws and education funding formulas in Massachusetts over the last decade has caused parents to become more protective, more vigilant of the school budget process, and of the way politicians position themselves on school issues. This is the case study of six parents who have been involved in schools and community politics over a decade in Millville, a community in western Massachusetts. The population of Millville is mainly elderly and White, while the school population is more than seventy percent minority, the majority of whom are Puerto Ricans. This has caused a clash of culture, age, and priorities. The schools have become a political battleground, and with parents no strangers to those battles as they fight to protect the rights of children to an equitable education. The involvement of these parents has been directly influenced by the enactment of a tax limitation proposal known as Proposition 2 1/2. A document review reveals the nature of the political climate of the Commonwealth during the last decade as it influenced local and state decision making about public schools and the funding of them. This study explores for what reasons parents participate in parent involvement through governance activities; how the climate of the last decade has influenced the types of activities in which parents engage; why parents make governance activities their priority; how their earlier experiences in parent involvement were similar to or different from the types of activities they find themselves engaged in now; how their earlier impressions of their involvement different from the current climate for parental involvement; and what types of parent involvement, given the current political climate of the Commonwealth, are most important now.

A comparative study of women in management in higher education in South Africa and the United Kingdom

Despite a growing body of literature on women in leadership, few studies have empirically investigated the leadership and management experiences of female academic heads of department. It is against this background that this study investigated the experiences of these women in universities in South Africa and the United Kingdom. The position of women in higher education in these countries, together with the status of their representation in senior positions in the academe and obstacles to their advancement into such positions was reviewed. The study was carried out within the framework of a cross-sectional survey research design employing both quantitative (questionnaire) and qualitative (interview) data collection methods. The study consisted of thirty two female participants who were either currently or previously heads of academic departments in universities. For the interview a separate group of nine female academic heads of department, from the same universities as the participants in the survey, were selected. Purposeful sampling was used to select all the participants. A structured, pre-coded questionnaire was used to collect quantitative data from one group of twenty three female participants with a minimum of two years' experience in the position. A video conference focus group interview was used to obtain in-depth (qualitative) information on a number of selected issues. The quantitative data was analysed using a relevant statistical package. Key-findings from both survey and interviews were then co-ordinated. The major findings indicated that, apart from lack of mentorship and formal preparation for the position, the women did not experience any major obstacles prior to becoming head of department. The women were confident about several skills related to managing an academic department. They were not certain, however, about stress management, delegation and entrepreneurial skills. Leadership style tended toward 'interactive leadership' which is considered appropriate for today's leadership in organisations. The findings suggested that institutional and other barriers to women's advancement still exist, and that the challenges and demands women experience may be a source of stress and tension for them. Recommendations, using these findings, were made for aspiring women managers, for institutions, for policy makers and for future research. / Educational Studies / D. Ed. (Education Management)

Preliminary studies attested extensive theoretical and bibliographic production alluding to public basic education and often in higher education. In the light of dialectical perspective sought the construction of theoretical and conceptual frameworks that guide studies on University Management in Brazil (2003-2013); with the objective to identify and analyze these concepts in Official Documents; Articles in the journal evaluation; Posters presented at the Symposia of the Congress of ANPAE; the contribution of the theory of Leontiev Activity; the similarities between the different theoretical contributions. The construction of the object was marked by a literature review on the portals of CAPES and Google and theoretical contributions from three fields Scientific: Administration (Chiavenato - 2014 and Silva - 2001); Education (Paro-Sander- 1986 and 1995) and Psicologia - Activity Theory (Leontiev, 1983) .The empirical and theoretical corpus was built for six Official Documents (LDB 1961 Law n.5540 - 1968 Constitution 1988 LDBEN 1996 , PNE-2001-2010 and Decree n.3860-2001), on 13 articles of the journal Evaluation and by 18 Posters annals of Symposia of the Congress of ANPAE (2003-2013) .DOS theoretical fields of Administration, Education and Psychology - Activity Theory, we identified 94 terms- concepts depicting the Administration and the university management, with 06 common: autonomy, institutional assessment, democratization, strategic planning, quality and quality education. About the Author-s Works cited as theoretical contributions were identified 89, 39 in Articles 51 and 09 in Pôsteres.
