M.Ed. (Educational Management) / The provision and management of education for Blacks in South Africa is currently a complicated and problematic matter. Of all the challenges which face the Department of Education and Training, it seems the demographic factors create the most problems and offer the greatest challenge. The number of pupils handled by the Department necessitates that the Department reorganise its management system so that a more effective service can be offered. It is especially difficult to plan an action at Head Office and execute it in an isolated location in another province. Service and planning should be closer functionally and thus serious attention should be paid to the decentralisation of as many sections of the Department as possible. Educational Auxiliary Services is a service which represents an integral part of the educational system. It was established to render assistance to educationalists, parents, teachers and others involved on a differentiated and coordinated basis. Since it is impossible for the five specialists of Educational Auxiliary Services at Head Office to be physically present in every region in need of assistance, it is important that serious thought be given to decentralisation of the Service, so that specialist personnel for each component is available in the regions. In the overseas countries decentralisation and centralisation in education is also being considered. The conclusion is, however, that such structural changes in the educational system cannot be separated from a country's political system as it is manifested in the Central Government...

The purpose of this study is to examine educational aid´s perceptions of social inclusion in the compulsory school for pupils with learning disabilities in training school classes. The chosen method of this study is a qualitive research approach. Five educational aid´s currently working with pupils with intellectual disabilities in the compulsory school for pupils with learning disabilities have been interviewed. A relational and categorical models of special education has been used to analyze the interviews and a comparison between the relational, categorical approach, the thoughts of the educational aids and the regulatory documents from the Swedish National Agency for Education is taking place in the study. The result of the study shows that most of the educational aid´s in the study thinks that they can both support and obstruct social inclusion for pupils with learning disabilities. The study also shows that pedagogical guidance and discussions in the work crew about social inclusion are important to promote social inclusion. The educational aid´s believe that the pupils have little interest in participate in social interaction with other pupils. Furthermore the paraprofessionals believe that the teachers should have a comprehensive view over the pupils and their school day and that the educational aid´s thinks that they have a closer relation with the pupils because they spend more time with them than the teachers do. The informants indicated that learning environments, the ability to back away, and cooperation within the teaching team are important factors to promote social inclusion. / Syftet med studien är att undersöka några elevassistenters uppfattningar om social delaktighet i grundsärskolan med inriktning mot ämnesområden. Den valda metoden i denna studie var en kvalitativ forskningsansats. Fem elevassistenter som arbetar med elever i grundsärskolan med inriktning mot ämnesområden har blivit intervjuade. En relationell och kategorisk modell av specialundervisning har använts för att analysera intervjuerna och en jämförelse mellan det relationella, kategoriska synsättet, tankar från elevassistenterna och Skolverkets styrdokument sker i denna studie. Resultatet visade att merparten av elevassistenterna ansåg att de själva både kunde underlätta oh vara till hinder för den sociala delaktigheten för elever med utvecklingsstörning. Att handledning och diskussion om social delaktighet var viktiga faktorer samt att elevassistenterna ansåg att elever med utvecklingsstörning själva hade ett begränsat intresse av att inleda socialt samspel med andra elever. Studien visade även att pedagogisk handledning och diskussioner inom arbetslaget om social delaktighet är viktiga faktorer för att öka social delaktighet. Elevassistenterna ansåg att eleverna hade lågt intresse av att delta i sociala interaktioner med andra elever. Vidare så framhöll elevassistenterna att en lärare bör ha ett helhetsgrepp över eleverna och undervisningen och elevassistenterna anser att de har en närmare relation med eleverna då de spenderar mer tid med dem än vad lärarna. Elevassistenterna indikerade att lärmiljö, förmåga att backa undan och samverkan inom arbetslaget som viktiga faktorer för att öka social delaktighet.

Educación socialista, ayuda y cooperación internacional en el Tercer Mundo. Las becas oficiales de la Isla de la Juventud cubana (1977-2012)

Die vorliegende Dissertation ist ein historiografischer Beitrag über ein internationales offizielles Stipendienprogramm sui generis in Form von Entwicklungshilfe im Bildungsbereich, das zwischen 1977 und 2012 auf der zweitgrößten Insel des kubanischen Karibikarchipels, der Isla de la Juventud, umgesetzt wurde. Auf der Grundlage von Archivquellen und Teilnehmerberichten wird die Motivation Kubas für die Organisation dieser Bildungshilfe diskutiert. Es wird gezeigt, dass Kuba seine Bildungshilfe auf die Bedürfnisse und Interessen der beteiligten Staaten und Personen ausgerichtet und dementsprechend strukturiert hat. Es wird nachgewiesen, dass neben der Bereitstellung von Ausbildungsmöglichkeiten massiv angelegte Stipendien für die Sekundarstufe I im Mittelpunkt des Programms standen und herausgearbeitet, dass diese Maßnahme angesichts der niedrigen Einschulungsraten in der Dritten Welt den entscheidenden Beitrag des Programms darstellte. Unter Berücksichtigung der wichtigsten Debatten über Entwicklungshilfe im Bildungsbereich stützt sich die Arbeit auf Studien über die Süd-Süd-Zusammenarbeit und die Geschichte der internationalen Stipendien, um zu argumentieren, dass Kuba sich sowohl in seiner ursprünglichen Motivation als auch in der Form der in der Umsetzung des Programms aufgebauten Beziehungen sowie in den Endergebnissen desselben am Prinzip der Solidarität orientierte. Die vorliegende Arbeit kommt zu dem Schluss, dass die kubanische Politik der Entwicklungshilfe im Bildungsbereich die “nationale Entpersönlichung” der Geförderten überwinden konnte. Mit anderen Worten, die Teilnehmer des Programms auf der Insel der Jugend kehrten mit einem Gefühl der Zugehörigkeit zu ihrer Nation in ihre Heimatländer zurück und brachten dabei die in den ʽoffenen Lehrplänenʼ erworbenen Fähigkeiten und die in den ʽungeschriebenen Lehrplänenʼ vermittelten Einstellungen mit, welche in verschiedenen Arbeitskontexten relevant sind. / This dissertation is a historiographical contribution on a sui generis international scholarship program in the form of educational development aid that was implemented between 1977 and 2012 on the second largest island of the Cuban Caribbean archipelago, the Isla de la Juventud. Based on archival sources and reports of participants, Cuba’s motivation for organizing this educational aid is discussed. It is shown that Cuba structured its educational assistance according to the needs and interests of the countries and people involved. It is evidenced that, in addition to the offer of specialties, the program focused on the massive granting of scholarships for lower secondary education and that this measure represented the decisive contribution of the program in view of the low schooling rates in the Third World. Taking into account the main debates on development aid in education, the paper draws on studies of South-South cooperation and the history of official international scholarships to argue that Cuba was guided by the principle of solidarity both in its initial motivation and in the form of the relationships established in the implementation of the program, as well as in the final results of the program. This study concludes that the Cuban development aid policy in the field of education managed to circumvent the “national depersonalization” of the beneficiaries. In other words, participants in the Isla de la Juventud program returned to their countries of origin with a sense of belonging to their nation, taking with them the skills acquired in the ʽopen curriculaʼ and the attitudes conveyed in the ʽnon-written curriculaʼ, which are relevant in different work contexts.

Para isso, foi realizada pesquisa qualitativa por meio de entrevistas semiestruturadas com custodiados alunos e não alunos dessas penitenciárias e com os profissionais responsáveis por essa implementação dos seguintes órgãos: Secretaria de Estado de Educação do MS, Secretaria Estadual de Educação de SP, Agência Estadual de Administração do Sistema Penitenciário do MS, Secretaria de Administração Penitenciária de SP – e aos seus órgãos vinculados: Escola Estadual Polo Professora Regina Lúcia Anffe Nunes Betine - MS, Escola Estadual Domingos Cambhiagi - SP e Fundação Professor Doutor Manoel Pedro Pimentel - SP. A partir daí, a pesquisadora buscou compreender a implementação da educação no Instituto Penal de Campo Grande e na Penitenciária I 'Mário Moura Albuquerque' de Franco da Rocha – SP referente ao período temporal correspondente ao das entrevistas – ano de 2017, abarcando também 2015 e 2016. / This thesis goal is to investigate the implementation process of educational public policies - both formal and informal - for individuals deprived of freedom in Mato Grosso do Sul (MS) and Sao Paolo (SP) states. This analysis has as starting point the Brazilian legislation, mainly state legislations and field studies, with the purpose of verifying how the implementation of education is conducted to convicted male individuals in two state prisons: 'Instituto Penal de Campo Grande – MS' e Penitenciária I 'Mário Moura Albuquerque' de Franco da Rocha – SP. To accomplish this objective a qualitative research was conducted by using semi structured interviews with student inmates and non-student inmates as well as the personnel responsible for the implementation from the following state agencies: ‘Secretaria de Estado de Educação do MS’, ‘Secretaria Estadual de Educação de SP’, 'Agência Estadual de Administração do Sistema Penitenciário do MS', 'Secretaria de Administração Penitenciária de SP' – and associated institutions: 'Escola Estadual Polo Professora Regina Lúcia Anffe Nunes Betine - MS', 'Escola Estadual Domingos Cambhiagi - SP' e 'Fundação Professor Doutor Manoel Pedro Pimentel - SP'. From this perspective the researcher tried to understand the implementation of the educational policies at the 'Instituto Penal de Campo Grande' and at the Penitenciária I 'Mário Moura Albuquerque' de Franco da Rocha in the time frame corresponding to the interviews – 2017 – and also 2015 and 2016.
