Who makes community change for whom: the lived experience of civic leadership by citizens in a midwestern rural community

This descriptive case study examines citizen perspectives of civic leadership in a rural Kansas community to better understand how citizens: 1) understand civic leadership, 2) are involved in civic leadership activities, 3) perceive their ability to participate in civic leadership, and 4) classify opportunities for civic leadership in their community over time. The community identified is a purposeful selection of a community identified as having strong civic leadership characteristics. Through individual interviews; focus group interviews; field observations; and supporting physical artifacts, this study triangulates findings to get a “picture” of citizen perspectives of their capacity for civic leadership. The study provides insight into how citizens perceive their ability to participate in the leadership of the community and to what degree they feel their participation is important and effective in bringing about change. Findings include that citizens identified civic leadership as action based in personal commitment and applied to community betterment. Avenues to engage in civic leadership include service through community organizations or local government, or by initiating action to address emerging issues. Not all citizens expressed full confidence and ability in making community change, and while several income levels demonstrated mixed results, only the lowest income study participants all expressed mixed combinations of ability and/or confidence in making community change. Case study discussion considers connections between civic leadership and community development and civic leadership activities in light of community power and community capacity building.

Exiting foster care: a case study of former foster children enrolled in higher education in Kansas

Franklin Spikes / In the United States, foster care is provided to children to avert maltreatment and abuse of children in distressed families by providing a temporary home or a foster home. Courts with jurisdiction over families have been charged by Congress to find appropriate homes when necessary circumstances occur. In fiscal year 2009, there were 423,773 children in foster care (U.S. Department of Health and Human Services, 2010). When the term “foster child or foster care” is used, most individuals view the term as negative. Most statistical data reaffirms this belief and casts a negative light on the foster care system in the United States. Foster children exit the foster care system and face higher rates of substance abuse, unemployment, and incarceration, and lower educational attainment. Though foster children do suffer from uncertainty of shattered relationships, there are success stories that arise from foster care. This study examines the discovery of strengths and emerging possibilities in the State of Kansas foster care system and the conditions that make them possible. This study identifies and examines success stories of 15 former foster children in the State of Kansas and analyzes how to build on those success stories. This case study uses qualitative methods such as audio-taped interviews and an interview protocol with a pre-determined set of open-ended questions. This study identifies stories of effectiveness in the State of Kansas foster care system.

Kansas school district leaders' handbook for maximizing nontraditional donations and grant funding

Miller / The purpose of this study was to research, develop, and validate a handbook of effective strategies that Kansas school district leaders can use to increase their ability to maximize their school districts’ nontraditional funding. Kansas School District Leaders’ Handbook for Maximizing Nontraditional Donations and Grant Funding was developed using the research and development methodology as recommended by Gall, Borg, and Gall (2007) through a seven-step development cycle. The review of the literature, the needs assessment, and the proof of concept survey provided information for developing the outline and initial prototype for the final handbook. Non-educators in Kansas who had significant success in acquiring nontraditional funding and fostering entrepreneurial leadership throughout the state served as experts for the preliminary field test. Revisions were then made based on their feedback. The main field test was conducted with a representative group of Kansas superintendents, who were the potential users of the guide. These two groups of experts provided feedback by using a Likert scale and survey responses about the content and format of the handbook. Final revisions were based on the main field test evaluators’ feedback. The conclusions from the research project were: (1) there was a strong need for Kansas school district leaders to be educated regarding the proactive steps they can take in order to increase the possibilities for additional grant and donation funding for their school districts; (2) since Kansas’ state educational funding had been significantly reduced in Kansas during the years between 2008-2012, schools districts were forced to look at non-traditional options that could ease the strain on the districts’ general fund or provide additional resources for the schools during a downturn in the economy; (3) the development of a comprehensive handbook that blended theory, research, and practice for instructional leaders on how to conduct effective campaigns on acquiring additional revenue could be used to develop a mindset for Kansas school leaders to one that was focused more on the principles of entrepreneurial leadership.

A multiple-case study examining elementary principals in high-poverty schools with teachers integrating new literacies

They are accustomed to using the Internet, cell phones, instant messaging, social networking, but that does not mean they have a deep understanding of the reading skills necessary to be successful at online reading (Leu et al., 2013). Reading on the Internet requires critical literacy skills and requires a different set of reading comprehension skills when compared to traditional print (Coiro & Dobler, 2007; Eaglerton & Dobler, 2007; Henry, 2006; Karchmer-Klein & Shinas, 2012; Leu et al., 2008; Leu et al., 2013). The purpose of this study was to gain insight into the knowledge, dispositions, and actions of principals perceived to be most meaningful by both the principals themselves and the teachers under their supervision in high-poverty schools with classroom teachers integrating new literacies. This study also examined the dimensions of instructional leadership (Hallinger & Murphy, 1985) and how these dimensions intersect with knowledge, dispositions, and actions of principals. Using a qualitative design, specifically a multiple-case study, the researcher interviewed teachers and principals at four, high-poverty elementary schools to gain insight into the principals’ role in the integration of new literacies. This study provides a deeper understanding of the many components involved in the leadership of a high-poverty school with classroom teachers integrating new literacies. The findings of this study include that the principals were literacy leaders. They were knowledgeable about the curriculum; ensured teachers had the appropriate resources to integrate new literacies (Internet, iPads, laptops, and tablets); and had high expectations for teachers in terms of technology integration. The principals created equitable opportunities for all students to participate in the integration of technology and literacy. Finally, the principals in this study created a culture of trust and professional growth for teachers.

A study of perceptions of mothers, caregivers, and school-age children regarding educational experiences during maternal army reserve component deployments

Doctor of Education / Department of Educational Leadership / Trudy Salsberry / The purpose of this study was to gain better insight into the perceptions of mothers, caregivers, and school-age children in regard to educational experiences (defined as social, academic, and behavioral by Kansas Department of Education, 2012) during maternal Army Reserve component deployments. Since the September 11, 2001, attacks on the World Trade Center, reserve component deployments have become an integral part of the total military strategy. Because the reserve component could be trained and equipped for a fraction of the active forces, fiscal realities dictated moving routine operational responsibilities to the reserve component (National Guard and Reserve Equipment Report for 2013, 2012). As more citizen soldiers were called to active duty deployments, the effects on children who did not typically identify with being in a military family were particularly important to their well-being. This qualitative case study looked at perceptions regarding maternal reserve component deployments through the theoretical perspective lens of ambiguous loss and boundary ambiguity. “Ambiguous Loss Theory” was a type of family stress termed by Boss (1999) that identified the loss or absence of a family member or loved one that evoked emotional uncertainty and ambiguity in the family (p. 7). “Boundary Ambiguity” was how the family interpreted or perceived the situation of ambiguous loss (Boss, 2002). Research applying Boss’ Ambiguous Loss Theory showed that deployment of a family member in a military family was a major stress factor for military children and caused emotional uncertainty and ambiguity in the family (Faber, Willerton, Clymber, Macdermid, & Weiss, 2008; Huebner, Mancini, Wilcox, Grass & Grass, 2007). As mothers were still recognized as the primary caregivers of children in the United States (Galinsky, Aumann, & Bond, 2011), the absence of a mother due to deployment significantly shifted responsibilities not only to the new primary caregiver, but children also took on new responsibilities as well. Role ambiguity began prior to the deployment, continued during the deployment, and could have the most overwhelming effects post-deployment as family members reintegrated the deployed parent back into the family (Huebner et. al, 2007). Utilizing a qualitative multiple case study, the research was conducted from a social constructivist worldview. Criterion sampling was used to garner four total cases for the study Data from both interviews and documents were collected. The purpose of this study was to gain better insight into the perceptions of mothers/soldiers, caregivers, and school-age children regarding their roles in the educational experiences (defined as social, academic, and behavioral by Kansas Department of Education, 2012) during maternal Army Reserve component deployments. Based on the data, six themes emerged that addressed the overarching research questions of this study: • When deployed mothers/soldiers did not maintain a role in the child’s educational experiences, families perceived role definitions as difficult to establish. • Communication during deployment was a key factor in establishing roles of mother/soldier, child, and caregiver. • Clearly defined roles in educational experiences of the child were a key factor in reintegration. • Schools were perceived as a resource to families experiencing deployment. • Children perceived their roles as maintaining or improving their educational experiences as ways to support mother/soldier during deployment. • When roles in children’s educational experiences were not clearly defined, children perceived stress.

Intuitive decisionmaking: tacit knowing in action by U.S. Armed Forces officers in 2011

Doctor of Education / Department of Educational Leadership / Sarah Jane Fishback / This qualitative inquiry was a naturalistic exploration of participants’ perception or understanding of their intuitive decisionmaking processes. A bounded case study explored how a purposeful sampling of U.S. Armed Forces officers−primarily U.S. Army officers−perceived or understood intuitive decisionmaking in the context of their experiences in contemporary military missions. The purposeful sample was comprised of ten volunteer participants attending their professional Intermediate Level Education (ILE) course in 2011 at the U.S. Army Command and General Staff College. The review of relevant literature used Polanyi's (1958) theory of tacit knowing and personal knowledge [intuition] in making decisions as a philosophical and psychological baseline. U.S. Army doctrine promoted implicit [intuitive] and analytical [deliberate] decisionmaking. Army doctrinal guidance stated that in situations severely constrained in time and requiring an immediate decision, Army leaders rely significantly on intution. A complementary concept advocated creative and critical thinking in order to adaptively solve problems. However, minimal emphasis on intuitive processes and rescinding the term intuitive decisionmaking in Army doctrine indicated a significant gap in Army leader development. This research augmented professional literature on the art and science of military leadership and decisionmaking in the second decade of the 21st century. The exploratory study encouraged further research on how U.S. Armed Forces officers perceive discrete elements or emergent patterns among complex environmental stimuli; understand their tacit knowledge to sense situational cues affecting a problem; and develop their intuitive acumen as a complement to experience and learning toward professional expertise. The participants’ candid insights on their lived and vicarious experiences in intuitive decisionmaking suggested similar leadership value to the adult education community. Other practical benefits included an improved self-efficacy of participants to trust their personal intuition and expertise, and to further explore their tacit knowledge for effective day-to-day living in an ever-changing complex and uncertain world. The experiences of participants indicated the believability of Polanyi’s premise that “we can know more than we can tell.” (Polanyi, 1964, p. x).

Exploring inter-organizational relationships in historically black colleges and universities: cooperation, coordination, and collaboration

The continued threat to historically black college and universities (HBCU) survival, due to the lack of resources they need to operate and compete, is at the forefront of concerns for many HBCU presidents and supporters. Research suggests that to have success in acquiring more resources, universities will need to work with their alumni associations and foundations. The purpose of this qualitative, multi-case study was to contribute to the limited research on the relationships among HBCU leaders responsible for growing resources. Numerous aspects contribute to increasing alumni giving and this study will contribute to that knowledge. The discussion of inter-organizational relationships and how the processes of cooperation, coordination, and collaboration transpire should be a part of the dialogue. Exploration of these relationships and processes can highlight possible solutions and deficiencies in the success of institutional advancement. Sites for this study were purposefully selected to examine these inter-organizational relationships. Data included in-depth interviews and related documents and artifacts. Thirty patterns and three themes emerged from the data analysis. The three themes include an understanding that (a) “working together” enacts cooperation, coordination, and collaboration; (b) human capital and organizational structures affect coordination and the ability to reach goals; and (c) the goal for increased resource capacity focuses the efforts of cooperation, coordination, and collaboration. This study extends the discussion to looking at inter-organizational relationships as another perspective to enhance resources. This investigation also introduces dialogue about alumni association and foundation volunteerism as an important component in developing effective solutions. The understandings portrayed in the identified themes will help university officials, practitioners, advancement volunteers, and supporters of higher education enhance their institutional advancement strategies and help set forth norms for productive behaviors.

A multi-case study of secondary principal practices supporting co-teaching in the context of the least restrictive environment

Salsberry / Educational leadership is challenged with meeting the requirements of No Child Left Behind (NCLB) of 2001 and Individuals with Disabilities Education Improvement Act (IDEIA) of 2004. The focus on accessibility and accountability is resulting in an increase in the number of students with disabilities receiving specialized instruction within the least restrictive environment (LRE) of the general education classroom. To support students in the LRE, many schools are implementing the service delivery model of co-teaching, or pairing a special educator with a general educator, to provide core instruction with appropriate special education services to students with special needs. The purpose of this case study was to investigate what practices of principals are deemed most supportive to teachers engaged in a co-teaching service delivery model. The qualitative, multi-case study was designed to analyze perceptions of district level general education administrators, district level special education administrators, building principals, co-teaching coaches, and co-teaching partners who participated in the Kansas Co-Teaching Initiative. Data were obtained primarily through interviews of the participants. Demographic surveys, building schedules and field notes served as additional information for analysis and the interpretation of the data. The over-arching research question for this study was: “What practices of principals provide the most meaningful support to collaborative co-teaching in the context of the least restrictive environment?” Sheard and Kakabadse’s nine Key Elements of Effective Teams (2002, 2004) formed the framework for the study. These key elements also guided the research sub-questions. Data collected through the study revealed sixty patterns across the key elements of effective teams. When analyzed, the patterns yielded three themes: 1) principals arranged and protected time during the daily schedule for collaboration between co-teaching partners, 2) principals paired co-teachers together with careful consideration for compatibility, and 3) principals established and maintained a culture of professional growth.

Lived experiences of two pre-service teachers from a midwestern rural university during internships

Mercer / This phenomenological study explores the lived experiences of two elementary pre-service teachers in a Mid-western rural university in an attempt to heighten the quality and depth of those experiences as they pertain to pre-service teacher preparation prior to student teaching. The study analyzed the pre-service teachers’ descriptions of their lived experiences in elementary schools during internship experiences and how those experiences contributed to their personal growth as educators. Flick’s (2009) recommendations for phenomenological data analysis of personal journals and face-to-face interviews was used as a methodological framework for exploration of the two pre-service teachers’ lived experiences while Van Manen’s (1990) journal and interview methodologies were used for data collection. The findings were represented in thematic format and revealed transformational learning experiences for both participants. The six phenomenological themes captured the essences of teacher and student relationships and how classroom experiences contributed to personal learning opportunities for the pre-service teachers. Moreover, the findings of this study bolstered the necessity for pre-service teachers to reflect upon and evaluate interpersonal and intrapersonal lived experiences as they relate to the basic tenets of phenomenology in order to gain a fuller appreciation for how lived experiences of pre-service teachers, and their students, contribute to professional growth and improved decision-making skills. This study argues for a more attuned investigation of the basic tenets of phenomenology to increase student achievement through improved teacher and student relationships, and to enhance pre-service teachers’ personal and professional learning.

Exploring teacher emotional intelligence and its impact on school climate

Children come to school from a variety of backgrounds and experiences. These issues, as well as numerous others, provoke emotions that run rampant—sometimes out of control and sometimes minimized to the point of being destructive. In turn, the school climate and learning environment is affected. Teachers need support to enhance their understanding of emotional intelligence (EI). Application of EI competencies can positively influence school climate. The purpose of this intrinsic case study was to understand the perceived impact of enhancing teacher knowledge and application of emotional intelligence on school climate. The study explored teacher emotional intelligence, school climate, and the intersection of the two. Emotional intelligence instruction and education were provided to the teacher research participants during the study to support their personal growth. This study provided an understanding of the impact of teacher emotional intelligence on school climate. Results indicated that teacher emotional intelligence can be developed or enhanced and that it does affect their perception of the school climate. The impact was reflected in greater teacher awareness, intentional application of EI strategies, recognition of the benefits of EI on school climate, acknowledgement of factors impeding EI and school climate, and an altered perception of their role in the school climate. The study revealed a continued need for emphasizing and enhancing teacher emotional intelligence as a means of improving school climate. Utilizing a model such as the Six Seconds Model for Emotional Intelligence proved worth the time and effort because it enhanced teacher EI and changed teacher perceptions of school climate. A need for additional time and continued EI training was also noted as a means for additional growth in a more positive school climate.
