Förekommer EBO i samband med Counter Insurgency operationer i Irak 2004?

Begreppet EBO har sedan 1991 gradvis växt fram som ett viktigt och centralt begrepp kopplat tillgenomförandet av operationer. Senaste exemplet är Operation Iraqi Freedom som började 2003 därförespråkarna anser att det fanns ett effektbaserat tankesätt från koalitionens sida i genomförandet. Detfinns dock många olika beskrivningar av vad begreppet egentligen innebär vilket gör att man kan diskuteraförekomsten av det effektbaserade tankesättet i en operation.Syftet med denna uppsats är att ge ett perspektiv på effektbaserade operationer samt att ge en fördjupadbeskrivning av uttrycket genom att ta fram kriterier som kan användas för att påvisa förekomsten avtankesättet i en specifik operation.Uppgiften besvaras genom att undersöka följande frågor.• Hur är det möjligt att förstå konceptet EBO i förhållande till begreppet Counter-insurgency?• Använder Koalitionen ett effektbaserat tankesätt när de genomför upprorsbekämpning i IRAKunder 2004?• Vilken effekt fick det effektbaserade tankesättet på operationerna?Resultatet av undersökningen visar att det förekommer effektbaserat tankesätt i de två COINoperationernai Haditha och Fallujah. Effekterna av båda operationerna är enligt amerikanska källorväldigt positiva vilket kan stämma i det korta perspektivet utifrån tilldelade uppgifter. Resultatet i detlångsiktiga perspektivet är mer tveksamt och svårt att bedöma. Hur länge konceptet EBO överlever innandet ersätts med något nytt är svårt att förutse men förmodligen kommer åtminstone vissa delar attöverleva. / The EBO concept has since 1991 step by step increased in importance as a term related tooperational war fighting. The latest example is Operation Iraqi Freedom 2003 where advocatesassert that the coalition uses effect based approach. There are many different approaches and waysof explaining the EBO concept, which can make it difficult on agreeing upon the existence ofEBO in a specific operation or not.The aim of this thesis is to give a perspective on EBO and examine the concept by extractingcriteria’s, which can be used to demonstrate the effects-based approach during a specificoperation.In order to accomplish this, the author is trying to answer these questions.How is it possible to understand the EBO concept related to COIN?Is the coalition using an effect-based approach during the COIN-Operations in Iraq 2004?If that’s the case, what kind of effect was achieved?The result from the thesis shows that an effects-based approach can be traced in the two COINoperationsin Haditha and Fallujah. According to the American sources the effects of theoperations are very positive which can be correct in the short-term perspective. The result in thelong-term perspective is more doubtful and difficult to examine.For how long the EBO concept will survive before it is replaced by something new is difficult toforesee, but probably will at least parts of the concept influence operational art for many moreyears. / Avdelning: ALB - Slutet Mag 3 C-upps.Hylla: Upps. Effektsbaserte operasjoner under Operation Iraqi Freedom : utvikling av militærteorin ; element i ny doktrine?

Begrepet effektsbaserte operasjoner blir referert i stadig større grad i artikler og publikasjoner,som et mulig operasjonskonsept for framtiden. Innholdet i begrepet er imidlertid ikke nytt iforhold til målsetningen med anvendelsen av militær makt. Bruk av det militære maktmiddel haralltid hatt som målsetning å oppnå en effekt der motstanderens vilje påvirkes. USA har de siste 15år vært involvert i flere større fellesoperasjoner i rammen av koalisjon eller allianse. Utviklingeninnen militærteorien og doktrine fra Desert Storm i 1991 og frem til Iraqi Freedom i 2003 har avenkelte blitt betegnet som at man har beveget seg fra en metodisk tilnærming, til en integrert brukav maktmidler der effektene av de enkelte virkemiddel har vært det sentrale, i stedet for fokuset påå ødelegge motstanderens militære kapasiteter.Hensikten med denne oppgaven er å redegjøre for begrepet Effects Based Operations og kommefram til hva som danner kjernen i dette operasjonskonseptet. Videre å belyse hvorvidt teorien bleanvendt i praksis under Operation Iraqi Freedom. Dette skal gi et grunnlag for å peke pårelevansen av, og mulige konsekvenser for det norske forsvaret ved å innføre et effektsbasertoperasjonskonsept på det fellesoperative nivå.Oppgaven besvares gjennom å svare på tre spørsmålsstillinger:Hvordan beskrives begrepet EBO? Ble EBO benyttet i planleggingen og gjennomføringen avOperation Iraqi Freedom? Hvilken relevans og konsekvenser kan EBO, med dagens teoretiske ogpraktiske tillempning, kunne ha for det norske forsvar? / The term Effects-Based Operations is increasingly referred to in articles and publicationsas a possible operational concept for the future. However, the essence of the term is notnew in the history of the use of military power. The use of the military instrument hasalways had the aim of creating an effect on an adversary in order to influence hisbehaviour.During the last 15 years the USA has been involved in several large joint operations withinthe framework of a coalition or an alliance. The evolution in military theory and doctrinefrom Operation Desert Storm in 1991 to Operation Iraqi Freedom in 2003 has been viewedas a shift from a methodical approach to an integrated use of all means of power.Consideration of the effects of each means has become essential, rather than a focus on thedestruction of an adversary’s military capabilities.The aim of this study is to describe the term Effects-Based Operations and the elementswhich constitute the essence of the concept and, furthermore, to investigate whether thetheory was used in practice during Operation Iraqi Freedom. The findings should give anindication of the relevance and possible consequences for the Norwegian Armed Forces ofimplementing an Effects-Based concept at the joint level.To accomplish this aim, the study will answer the following questions:- How is the term Effects-Based Operations described?- Were Effects-Based Operations used in the planning for, and execution ofOperation Iraqi Freedom?- What are the relevance and possible consequences for the Norwegian ArmedForces of implementing Effects-Based Operations, in its current theoretical andpractical status?This study indicates that there is still differences in the understanding of Effects-basedOperations, but the following elements seem to be essential: a clear link between strategyand tasks, and an attack on the adversary’s will where the adversary is seen as a ComplexAdaptive System. In addition, all available means including civilian means of powershould be brought into the campaign. Bearing these characteristics in mind, Operation IraqiFreedom cannot be seen as an Effects-Based Operation; however, elements can be seenboth in the planning and execution of the operation. The study concludes that Effects-Based Operations are relevant to the Norwegian Armed Forces because of the focus on thecomplex nature of today’s battlefield. The consequences of implementing the concept,however, indicate a need to decide how the political and strategic level is willing to letcivilian agencies cooperate with the military. In addition, one has to gain knowledge, notonly of the theoretical and practical implications of effects, but also of how to approach theconcept. Effects-based operations : genomslagskraften hos nya försvarskoncept

Sveriges försvarsmakt skall verka som en dämpande kraft i nära samarbete med andraeuropeiska länder inom ramen för EU Headline Goals. Om en inom- eller mellanstatligkris skulle inträffa efter 2008 inom en radie på 6000 km från Bryssel kommer svenskaförband att använda nya metoder för krigföring vilka är under utveckling inom EU ochNATO.I uppsatsen analyseras Effects Based Operations påverkan på den svenska doktrinen förgemensamma operationer syftande till att ta fram möjliga principer för hur nyaförsvarskoncept bör påverka svensk doktrin.En kvalitativ innehållsanalys har valts för att uppnå syftet med uppsatsen. Metoden harvarit en kombination mellan textanalyser och semistrukturerade intervjuer i syfte att få enbred bild av EBO och dess påverkan på DGO.Uppsatsens resultat pekar på att doktrinarbetet står under stark påverkan av nya konceptvilket gör att försvarsmakten ständigt måste förhålla sig till detta på ett formaliserat sätt.Resultatet visar också att DGO innehåller stora drag av ett effekttänkande men attbegreppsapparaten inte är samstämmig med EBO.De viktigaste förändringarna i ett doktrinarbete inför 2008 bör innehålla några av de delarsom konsituerar EBO på ett tydligare sätt. Tankesättet kring effektänkandet finnsnärvarande men det är terminilogin kring EBO som saknas. / The Swedish Armed Forces will act as a containment force in close co-operationwith other European countries within the framework of EU Headline Goals. If aninter or intra state crisis arises after 2008 within a 6000 km radius of Brussels,Swedish units will use new methods of war fighting, which are currently beingdeveloped in the EU and NATO.This essay analyses the influence of Effects Based Operations (EBO) on the SwedishArmed Forces’ joint doctrine with the aim of identifying possible principles for theinfluence of new defence concepts on Swedish doctrine.A qualitative method was chosen to disclose the aim of the study and the method ofanalysis used is a combination of textual analysis and semi structured interviewswith the aim of getting a broad picture of EBO and their affect on doctrine.The results of this essay indicate that doctrinal development is greatly influenced andthat the Swedish Armed Forces must establish a more formal standpoint on the issue.The results also show that Swedish joint doctrine contains many characteristics ofEBO thinking even though the concepts are different.The most important changes in doctrinal development before 2008 shouldincorporate some of the elements of EBO in a more coherent manner.
