Manövertänkande inom armén : "nytt" namn på gammalt tänkande?

Militärstrategisk doktrin gavs ut 2002 och där kunde man för första gången läsa att Försvarsmaktens agerandeskall utgå från manövertänkande. Ett begrepp som varit känt sedan 1980-talet då bl.a. William S Lindetablerade det i samband med skrivandet av doktriner för amerikanska marinkåren. Här i Sverige har vi använtoch pratat om det sedan 1990-talet, men inte formellt uttryckt oss så i våra reglementen och styrandedokument.Med utgångspunkt från tiden efter andra världskriget och fram till millenniumskiftet gör denna undersökningennedslag vid tre tillfällen under perioden. Dessa nedslag markerar samtliga olika skiften för Försvarsmakten ochArmén. Det är 1950-talet som innebar en fortsatt kvantitativ utveckling av Armén på grund av efterdyningarnafrån upprustningen under andra världskriget. 1970-talet som utgjorde inledningen på den nedmontering avFörsvarsmakten som beslutades i och med FB 1968. 1990-talet som innebar en ökad mekanisering av Arménvilken möjliggjorde större rörlighet, eldkraft och skyddsförmåga i och med införskaffandet av Stridsvagn 122,Stridsfordon 90 och olika fordon från forna Warszawapakten.Med hjälp av utvalda indikatorer på manövertänkande och ett antal av de för tiden styrande dokumentenkommer undersökningen ta reda på i vilken mån det inom Armén existerade manövertänkande föreformuleringen av Försvarsmaktens doktriner. Denna litteratur utgörs av allt från den politiska ochmilitärstrategiska nivån med exempelvis Försvarsbesluten, ner till den enskilde soldaten och Svensk soldat.Resultatet visar att det förekommit ett manövertänkande inom Armén och att detta har uttryckts på olika sätt idet material främst reglementen som undersökningen bygger på. / The Military Strategic Doctrine was published in 2002 and it stated for the first time, that allactivity performed by the Swedish Armed Forces was to be influenced by the concept ofManeuver Thinking. A concept known since the 1980s and established, among others, byWilliam S. Lind in connection with his work concerning new doctrines for the U.S. MarineCorps. In Sweden we have talked about the concept since the 1990s, but we have not madeany formal expression of it in regulations and governing documents.Taking a starting point in the time after the Second World War and moving forward to the endof the 20th century this investigation will take a closer look at three occasions, which all markimportant events for the Swedish Armed Forces and the Army. First the 1950s, which meant acontinuing quantitative development as a consequence of the rearmament during the SecondWorld War. Second the 1970s, which was the beginning of the disarmament by the SwedishArmed Forces that is still in progress, as a result of the Defence Resolution in 1968. Finally,the 1990s, which meant an increased mechanization of the Army with the procurement of theLeopard 2 Improved, Combat Vehicle 90 and various vehicles from the former Eastern states.By using some specifically selected indicators representing the concept of Maneuver Thinkingand a number of governing documents and regulations from the three chosen periods, thisinvestigation will be able to find out to what degree the concept of Manoeuvre Thinkingexisted in the Army before it was formalized in The Military Doctrines. The literature anddocuments that are to be investigated consist of everything from the political and militarystrategic level and the Defence Resolutions down to the common soldier and his instructionsin the “Soldier’s Handbook” (Svensk soldat).The results prove that there has been a concept of Maneuver Thinking within the Army and ithas been expressed in different ways, especially in the investigated Army regulations. / Avdelning: ALB - Slutet Mag 3 C-upps.Hylla: Upps. Luftmakt och manöverteori, mer än bara understöd

Manövertänkande utgör enligt den Militärstrategiska doktrinen grunden för Försvarsmaktens agerande ialla militära operationer.Manövertänkande och manöverteori är dock svårt att spåra i samband med flygstridskrafter och luftmaktsteori.Är det så att manöverteori och luftmaktsteori inte är förenliga? I så fall skulle det få konsekvenser för densvenska luftmaktsdoktrinen.Är de förenliga, i så fall på vilket sätt, och får det konsekvenser för luftmaktsdoktrinen?Detta är utgångspunkten för denna uppsats som syftar till att studera hur luftmaktsteori förhåller sig tillmanöverteori.I uppsatsarbetet har en induktiv metod använts med en kvalitativ inriktning.Uppsatsen visar att de bägge teorierna är förenliga fast deras inbördes relation är komplex.Den strategiska luftmaktsteorin uppvisar sådana likheter att den självständigt kan anses utgöra exempel påmanöverteori. Den taktiskt/operativa luftmaktsteorin utgör självständigt en motsats men utgör en viktigkomponent för en framgångsrik manöverstrid för markförband.Resultatet av undersökningen gällande luftmaktsteorins relation till manöverteorin påverkar den svenskaluftmaktsdoktrinen. Som en konsekvens av resultatet föreslås att tre förhållanden borde framhållas bättre;1. Luftmaktens strategiska förmåga; 2. Samverkan med och understöd av markförband; 3. Effekter ochfördelar av ett offensivt uppträdande. I uppsatsen rekommenderas dessutom att manövertänkande tonasner i de svenska doktrinerna.Som skäl till att luftmaktsteori och manöverteori kan förefalla oförenliga anges tre anledningar;1. Terminologin skiljer mellan arenorna och inom militärteorin; 2. Den fysiska dimensionen kan uppfattassom särskiljande; 3. Optimeringstänkande inom respektive arena kan leda till ett negativt konkurrensförhållande. / The Maneuverist Approach, according to military strategic doctrine, is the basis forthe Swedish Armed Forces’ actions in all military operations.Maneuver warfare theory is difficult to trace in air operations and airpower theory.Is maneuver warfare theory not consistent with airpower theory?In that case, there would be consequences for the Swedish Airpower Doctrine.Are they consistent? If that is the case, in what way and what consequences would there be for theSwedish Airpower Doctrine?This is the starting point for this essay, whose aim is to investigate how airpower theory relates tomaneuver warfare theory.The essay shows that the theories are consistent, but in a complex way. The strategic airpowertheory shows so much resemblance that it could be an example of maneuver warfare theory initself.The tactical/operational airpower theory itself represents a contrast but it is essential for maneuverwarfare of the ground forces.The result of my survey concerning the relationship of the two theories, is that they affect SwedishAirpower Doctrine. Three facts should be stressed further; 1. Airpower strategic ability; 2. Theneed for cooperation between ground forces and air forces; 3. Advantage of an offensive appearance.Three reasons are given as an explanation to why the theories could look separate from one another;1. Terminology differs between the arenas and in military theory; 2. The physical dimensioncould be regarded as separate; 3. Undsättning, en skyldighet eller förmån : Sverige och Personnel Recovery?

Syftet med denna uppsats är att undersöka varför Personnel Recovery som officiell funktion inteutvecklats och implementerats i det svenska försvaret. Den belyser också frågan som underlag fören diskussion om behovet av Personnel Recovery och dess utformning i Sverige.Graham Allisons teorier om organisatoriskt beslutsfattande har utgjort den vetenskapliga ramenför att förklara vad som kan ha påverkat beslutsprocesserna. Metoden har varit att pröva femstycken hypoteser kring varför försvaret inte utvecklat och implementerat Personnel Recovery. Ihypoteserna finns tankar kring rationalitet, standardiserat agerande, rivalitet, ekonomi och externtstöd. Hypoteserna har prövats mot resultatet från en kvalitativ granskning av olika källor, texteroch intervjuer. Hypoteserna har även prövats mot Allisons teorier.Arbetet visar att Personnel Recovery inte utvecklats i Sverige på grund av att försvaret inte settbehovet av ett utvecklat koncept. Som organisation är försvaret medveten om den ökade internationaliseringenoch att det medför att personal och förband kommer att verka i höga konfliktnivåeroch ställas inför hot, kopplade till nya krigföringsformer. Utvecklingen har dock inte lettvidare till ett samlat grepp och långsiktigt koncept kring Personnel Recovery inom försvaret. Försvarethar i stället hanterat relaterade frågor utifrån gällande organisatoriska förutsättningar ochförprogrammerade mönster. Denna programmering bygger på standardiserat agerande och gamlavärderingar. Organisationen är reaktiv och löser de uppkomma problemen för stunden, därför saknasi nuläget ett helhetsgrepp och en långsiktighet kring Personnel Recovery. Hypotesen som berörorganisatorisk tröghet är den som bäst kan förklara uppsatsens frågeställning.Positivt är dock att förståelse för behovet av Personnel Recovery kan skönjas i Försvarsmakten. / The aim of this study has been to examine why Personnel Recovery, as an official concept, hasnot been developed and implemented by the Swedish Armed Forces and, furthermore, to shedlight on the question as a basis for discussion about the need for Personnel Recovery and its formationin Sweden. Graham Allison’s theories of organizational decision-making have been thescientific framework in order to explain what might have affected the decision-making processes.The method used to achieve this has been the examination of five hypotheses, which attempt toexplain why Sweden has not developed and implemented Personnel Recovery. The hypothesescontain ideas regarding rationality, standard operation procedures, rivalry, economics and externalsupport. The hypotheses have been tested against results of a qualitative examination of varioussources, original text and interviews. The hypotheses have also been tested against Allison’s theories.The study shows that Personnel Recovery has not been implemented in the Armed Forces becausenobody has seen the need to develop such a concept. As an organization the Armed Forces arewell aware of the increasing focus on international operations, and that this will put personnel andunits in high-risk conflicts and subject to threats characteristic of a new type of warfare. This typeof threat will involve an adversary trying to exploit personnel, primarily from the western world,in various ways via the media. The aim of such exploitation is to try and influence decision makers’thinking about current and future international operations.Indications that a Personnel Recovery capability should have been developed are evident and havebeen for some time. These indications have not prompted the Armed Forces to develop a conceptfor Personnel Recovery. The organization has not had the ability to interpret and manage theseindications correctly, which is a result of organizational inertia. The question has been dealt withby an organization characterized by standard operating procedures and standardized actions.These, in turn, often originate from thinking and values founded in the Cold War era. The ArmedForces therefore lack an official concept regarding Personnel Recovery. The hypothesis reflectingorganizational inertia is the hypothesis that best can answer why Personnel Recovery has not beenimplemented in the Armed ForcesNevertheless, on the positive side, there are signs that there is an increasing awareness of the needfor Personnel Recovery within the Swedish Armed Forces. / Avdelning: ALB - Slutet Mag 3 C-upps.Hylla: Upps. Profilering - ett vägval och vägen framåt : en uppsats om hur sociala och organisatoriska faktorer påverkar officerens val av profilering

Försvarsbeslutet 2004 (FB04) innebar en kraftig reducering av antalet förband. Som enkonsekvens av detta reduceras, från och med hösten 2006, antalet studerande från cirka 80 st till40 vid Försvarshögskolans chefsutbildning. Beslutsfattare har att besluta om vilka profileringsvalsom kommer att vara kvar för framtiden, beroende på att 40 studerande inte är tillräckligt mångaför att kunna genomföra samtliga profileringar. I dagsläget finns det nio profileringar att väljamellan: - säkerhetspolitik/strategi, operativa inriktningarna (mark, sjö, luft, info, log, und) samtmanagement och teknik. Syftet med denna uppsats är att analysera hur ett antal sociala ochorganisatoriska faktorer påverkar officerens val av profilering. Arbetet har bedrivits med hjälp aven enkätundersökning omfattande 316 officerare, från major till general nivå. Vald metod utgårfrån att officerare gör val av profilering påverkat av sociala och organisatoriska faktorer. Tillmetoden har rationell teori och behaviorism kopplats för att om möjligt kunna förklara vad somobserveras. Dessa två teorier förklarar på ett naturligt sätt individuella handlingar och beslut.Resultatet visar att officerares val av profilering främst påverkas av att det är ett intressant ämneatt läsa, att valet ger intressanta jobbmöjligheter och som förberedelser inför internationellainsatser. De officerare som väljer profileringarna Op Mark, Op Sjö och Op Luft är de som harstörst möjlighet att arbeta vid hemmaförbandet efter genomförd chefsutbildning. Behovet av civilmeritvärdering påverkar ett antal officerare att främst välja management och teknik. Statuspåverkar inte officerens val av profilering, det gör däremot karriär. / The Swedish Defence Review 2004 (FB04) involved a substantial reduction in military units. Thenumbers of students attending in the Advanced Command Programs at the Swedish NationalDefence College (SNDC) will reduce from 80 to 40 as a consequence of those reductions.Decision makers have to decide which of the subjects for specialized studies will remain, mainlybecause 40 students are not enough for all the subjects available. At the moment there are ninesubjects available: - Security policy, Strategy, Operational alignments (Land, Sea, Air,Information, Logistics and Intelligence), Management and Military Technology. The purpose ofthis essay is to analyse how a number of social and organizational factors influence officers’choice of subject. The work for this essay has been carried out using a questionnaire completed by316 officers, from majors to generals. The method chosen for this purpose assumes that, anofficer’s choice is influenced by social and organizational factors. Rational Theory andBehaviorism has been linked to the method to be able to explain the findings. These two theoriesexplain in a natural way, individuals´ actions and decisions.The results show that officers choose subject mainly influenced by the subject being interesting tostudy, giving interesting job opportunities and as preparation for international missions. Officersthat choose operational study: Land, Sea and Air, are mainly those who have a fair chance ofworking at their parent unit after completing the course. The need for civilian qualificationsinfluences some officers to choose mainly Management and Military Technology. Organisk minröjning : ny förmåga eller teknisk vision? ; en studie av US Navy´s minröjningsförmåga efter Kuwaitkriget 1991

US Navy stötte under Kuwaitkriget 1991 på stora problem då de stod inför en motståndare som genomförde asymmetrisk krigföring med hjälp av sjöminor. Resultatet blev två min-sprängda fartyg och en inställd landstigningsoperation. Detta var inte första gången som USA ignorerat betydelsen av att kunna bedriva minkrig. USA håller nu på att transformera sin flotta från en renodlad ”Blue Water Navy” till att kunna uppträda i kustnära farvatten. US Navy måste därför kunna möta minhotet i dessa farvatten för att den operativa chefen skall få tillräckligt med handlingsfrihet med sitt förband. Nya doktriner har utvecklats och erfaren-heterna från Kuwaitkriget har gjort att man nu prioriterat upp minröjningsförmågan till en förmåga som skall innehas av alla enheter i en sjöstyrka, d v s förbandet skall inneha en organisk minröjningsförmåga. Detta är ett paradigmskifte jämfört med tidigare exklusiva dedikerade minröjningsenheter. Förutsättningen för att inneha denna organiska minröjnings-förmåga är utveckling av nya tekniskt avancerade minröjningssystem. Uppsatsen beskriver hur US Navy’s minröjningsförmåga utvecklats sedan Kuwaitkriget 1991. Fokus ligger på en beskrivning av de bakomliggande faktorerna till utvecklandet av det organiska minröjnings-konceptet samt en teknisk beskrivning av de organiska minröjningssystemet. I uppsatsen visas att införandet av ett organiskt minröjningskoncept ökar den operativa chefens handlings¬frihet samtidigt som det är viktigt att det dedikerade minröjningssystemet får leva kvar. Vidare visas att det är doktrinerna som styrt teknikutvecklingen även om tekniken inte ännu hunnit ikapp doktrinerna. / During the war in Kuwait in 1991, the US Navy had huge difficulties in defeating an oppo-nent who used asymmetric warfare using sea mines. The devastating result was that two naval ships were seriously damaged by mines and an amphibious assault was cancelled. This was not the first time that USA had ignored the importance of Mine Warfare. Changes in the world have forced the USA to start transforming their navy from a pure “Blue Water Navy” into a navy that can operate in littoral waters. To give the operational commander enough freedom of action in this environment, the US Navy must be able to deal with the mine threat in these waters. New doctrines have been developed dealing with manoeuvre from the sea to objectives inland. The lessons learned from the Kuwait War have resulted in a desire to make mine warfare a core capability in the US Navy and making an organic mine countermeasure (MCM) capability in expeditionary strike groups. This is a paradigm shift when compared to the present separate dedicated MCM capacity. However, organic MCM demands develop-ment of new advanced MCM systems. This essay describes how the MCM capability in the US Navy has developed since the Kuwait War in 1991. The main aim of the essay is to ex-plain why the US Navy had developed this organic MCM capacity and to describe the techni-cal MCM system needed for organic MCM. The essay shows that implementation of an or-ganic MCM concept will increase the commander’s freedom of action even though it is im-portant that dedicated MCM systems survive and that there is a proper balance between dedi-cated and organic MCM systems. It also shows that it is doctrine that controls the technical developments of new MCM products and not vice versa. Nytta med NATO architecture framework ur ett förbandsperspektiv!?

Sedan ett antal år håller Försvarsmakten på att utveckla Försvarsmaktens Arkitektur och Försvarsmaktens Arkitekturramverk. Försvarsmaktens Arkitekturramverk skall vara ett stöd och styrning för Förvarsmaktens förändring och vidareutveckling, både nationellt och internationellt, samt spegla version 3 av NATO Architecture Framework. Ett försvarssystem vilket är utvecklat och används vid internationella insatser idag är Internationella Korvettstyrkan.Oförståelse för när, var och hur ett arkitekturramverk skall användas går att identifiera inom Försvarsmakten. Ett sätt, för att bringa förståelse för vad ett arkitekturramverk innebär, är att studera dess nytta. Denna uppsats har till syfte att visa på eventuell nytta med NATO Architecture Framework utifrån Internationella Korvettstyrkan. Med en definition av begreppet nytta analyseras vilka intresseområden inom NATO Architecture Framework som berör Internationella Korvettstyrkan och vad detta innebär för Internationella Korvettstyrkan.Resultat och slutsatser visar att nyttan med NATO Architecture Framework för Internationella Korvettstyrkan är att, internationell interoperabilitet och möjlighet till samordning med andra nationer underlättas med ett gemensamt beskrivningssätt för system. / For several years the Swedish Armed Forces have been developing the Swedish Armed Forces’ Architecture and Architecture Framework. The Framework will provide support and direction for the Armed Forces’ change and development in the future, both nationally and internationally, and will mirror Version 3 of the NATO Architecture Framework. One element of the Armed Forces that has been developed for, and is used on, international operations is the International Corvette Force.There is a lack of understanding of when, where and how an architecture framework should be used within the Armed Forces. One way of increasing understanding of the implications of an architecture framework is to study its benefits. The aim of this thesis is to show the possible benefits of the NATO Architecture Framework for the International Corvette Force. After defining the term “advantage”, there will be an analysis of those areas of interest within the NATO Architecture Framework relevant to the Corvette Force and their implications for the Force.The results and conclusions show that the benefits of the NATO Architecture Framework to the International Corvette Force are that international interoperability and the ability to co-operate with other nations are made easier through use of a common method for the description of systems. / Avdelning: ALB - Slutet Mag 3 C-upps.Hylla: Upps. Kan iranska aktörer påverkas? : USA:s förmåga till strategiskt inflytande ur ett fältperspektiv

Sedan 1979 när den amerikanska ambassaden i Teheran ockuperades av studenter och personalentogs som gisslan under 444 dagar har kontakterna mellan Iran och USA varit ansträngda. Iran harbland annat pekats ut av president George W Bush som ”en av ondskans axelmakter”. Syftet meddenna uppsats är att undersöka vilka metoder för amerikanskt strategiskt inflytande som haranvänts av USA mot Iran och haft framgång. Den valda metoden är kvalitativ textanalys. Utifrånfrågeställningen:Vilken/vilka typer av strategiskt inflytande har varit effektiva för att påverka styret av Iran?granskas tre fall av informationsoperationer (militär-, politisk- och mediaoperation) genomfördamot Iran mellan 1979 och 2006. Aktörerna ayatolla, parlament, president, prästerskap ochmedelklass beskrivs utifrån Pierre Bourdieus fältteori för att belysa vilka metoder som varitändamålsenliga och framgångsrika från USA:s sida. Granskningen visar att USA:s främsta väg tillframgång har varit psyops och mjuka metoder mot utvalda grupper medan direkt konfrontation iform av hårda politiska påtryckningar och hot om, eller bruket av militära medel inte i sammautsträckning varit framgångsrika. / Since 1979 when students occupied the American embassy in Tehran and the entire U.S.legation was taken hostage for 444 days, diplomatic relations between Iran and the U.S. hasbeen strained. Iran has also been pointed out as one of the countries “in the axis of evil” bypresident George W Bush. The purpose of this thesis is to examine what means and methodsof Strategic Influence that has been successfully used by the U.S. against Iran. Qualitative textanalysis has been the chosen method. To answer the question:What means of Strategic Influence has been effective in the attempt to influence thegovernment of Iran?Three cases of accomplished or ongoing information operations (one military-, one political-,and one media-operation) performed 1979-2006 is presented. Using the Field theory of PierreBourdieu the following actors on the Iranian field is introduced; Ayatollah, President,Parliament, Priests and the Middleclass in order to examine what methods have been usefuland successful from a U.S. perspective. Har FN blivit bättre på att etablera fredsfrämjande operationer i Afrika?

Kalla krigets avslut markerade en skiljelinje i antalet FN fredsoperationer i världen. Då denbipolära världen upphörde 1989-91 utlöste den i sin tur en rad av inomstatliga konflikter på mångahåll i världen, men inte minst i Afrika Uppsatsen avser att behandla FN och dess förmåga attkunna ingripa med militära medel i afrikanska konflikter. Den observation som ligger till grundför ämnesvalet är att det verkar vara svårt att mobilisera vilja och handling att ingripa i afrikanskakonflikter. Även när man beslutat om FN-insats tar det oftast lång tid och det är svårt att fåkvalificerade förband att ställa upp, såvida det inte finns koloniala band som gör att enskildanationer snabbt ingriper. Vad beror denna svårighet på? FN har försökt analysera och bestämmavad som krävs för att organisationen ska bli en trovärdig och kraftfull aktör för att hanterainomstatliga och mellanstatliga konflikter i världen. Brahimirapporten utgavs 2000 av enexpertgrupp för FN:s fredsoperationer. Denna rapport ligger fortfarande till grund för hur FN börutveckla sin förmåga till effektiv konfliktlösning och genomförande av fredsfrämjandeoperationer. Uppsatsens problem utgörs därmed av frågan; hur kan fredsfrämjande operationer iinomstatliga konflikter bli framgångsrika?Syftet med uppsatsen är att undersöka huruvida FN-operationen i Liberia (UNMIL) kan sägasutgöra en ideal fredsfrämjande operation med utgångspunkt i Brahimirapportens centralarekommendationer, samt om operationen därmed kan sägas vara framgångsrik. / The end of the cold war marked a clear change in the number of Peace SupportOperations around the world. When the bipolar world of the East and the Westended between 1989 and 1991 it triggered a chain of intra-state conflicts in manyareas in the world, not least in Africa. This study is trying to deal with the UnitedNations (UN) and its capability to intervene with military means in Africanconflicts. The observation that caught the interest of this subject is the notion thatthe UN has serious difficulties to mobilise political will and action to be able toengage in African conflicts. Even when the UN has decided on establishment ofPeace Support Operations, it normally takes a long time to deploy and it is hard toreceive qualified military units, unless colonial ties justifies the quick response ofindividual nations. What explains this difficulty? The UN has tried to analyse anddetermine what is required of them in order to become a credible and forcefulactor in the management of inter- and intra-state conflicts around the world. TheBrahimi Report was released in 2000 by an expert panel for UN Peace Operations.This report still forms the foundation for how the UN should adjust and developits capability for effective conflict prevention, conflict management and executionof Peace Support Operations. Förekommer EBO i samband med Counter Insurgency operationer i Irak 2004?

Begreppet EBO har sedan 1991 gradvis växt fram som ett viktigt och centralt begrepp kopplat tillgenomförandet av operationer. Senaste exemplet är Operation Iraqi Freedom som började 2003 därförespråkarna anser att det fanns ett effektbaserat tankesätt från koalitionens sida i genomförandet. Detfinns dock många olika beskrivningar av vad begreppet egentligen innebär vilket gör att man kan diskuteraförekomsten av det effektbaserade tankesättet i en operation.Syftet med denna uppsats är att ge ett perspektiv på effektbaserade operationer samt att ge en fördjupadbeskrivning av uttrycket genom att ta fram kriterier som kan användas för att påvisa förekomsten avtankesättet i en specifik operation.Uppgiften besvaras genom att undersöka följande frågor.• Hur är det möjligt att förstå konceptet EBO i förhållande till begreppet Counter-insurgency?• Använder Koalitionen ett effektbaserat tankesätt när de genomför upprorsbekämpning i IRAKunder 2004?• Vilken effekt fick det effektbaserade tankesättet på operationerna?Resultatet av undersökningen visar att det förekommer effektbaserat tankesätt i de två COINoperationernai Haditha och Fallujah. Effekterna av båda operationerna är enligt amerikanska källorväldigt positiva vilket kan stämma i det korta perspektivet utifrån tilldelade uppgifter. Resultatet i detlångsiktiga perspektivet är mer tveksamt och svårt att bedöma. Hur länge konceptet EBO överlever innandet ersätts med något nytt är svårt att förutse men förmodligen kommer åtminstone vissa delar attöverleva. / The EBO concept has since 1991 step by step increased in importance as a term related tooperational war fighting. The latest example is Operation Iraqi Freedom 2003 where advocatesassert that the coalition uses effect based approach. There are many different approaches and waysof explaining the EBO concept, which can make it difficult on agreeing upon the existence ofEBO in a specific operation or not.The aim of this thesis is to give a perspective on EBO and examine the concept by extractingcriteria’s, which can be used to demonstrate the effects-based approach during a specificoperation.In order to accomplish this, the author is trying to answer these questions.How is it possible to understand the EBO concept related to COIN?Is the coalition using an effect-based approach during the COIN-Operations in Iraq 2004?If that’s the case, what kind of effect was achieved?The result from the thesis shows that an effects-based approach can be traced in the two COINoperationsin Haditha and Fallujah. According to the American sources the effects of theoperations are very positive which can be correct in the short-term perspective. För att mycket snabbt kunna komma på plats vid en kris, har Europa inom ramen för EU börjat upprättasnabbinsatsstyrkor, såkallade EU Battle Groups. En EU Battle Group kommer att ha en mycket kort tid på sig frånbeslut till insats. I samband med att Sverige engagerat sig i EU militära samarbete tog Sverige huvudansvaret för enav de Battle Groups som skall upprättas, den såkallade Nordic Battle Group. Sverige har vid tidigare insatser visatatt det är mycket svårt att snabbt få förband på plats i ett insatsområde. Materielen är ofta det som varitgränssättande för när förbandet skall bli operativt vid en insats.Uppsatsens syfte är att ge ett svar på hur stridsfordon till svenska snabbinsatsförband som står i beredskap börförvaras för att skapa de bästa förutsättningarna vid en insats.Metoden för uppsatsen är ett antal frågeställningar, där svar söks genom en fallstudie med två olikaförvaringsprinciper. Kvalitativa intervjuer, studiebesök, litteratur- och dokumentstudier samt entillförlitlighetsförstärkande enkät har använts. Teoriansatsen som ligger till grund är, Förvarsmaktens riktlinjer förförvaring av förnödenheter och den israeliske militärlogistikern Moshe Kress, hur status på förnödenheterupprätthålls.Resultatet visar att svenska snabbinsatsförband bör ha stridsfordon förrådställda under beredskap. Men att hastridsfordonen ute vid förbandet är också en fullt möjlig förvaringsprincip.Det vetenskapliga bidraget i uppsatsen är att modellen kan ligga till grund för att jämföra förvaringsprinciper förannan typ av materiel till snabbinsatsförband. / In order to be rapidly in place in crises, Europe has within the framework of EU, started toestablish rapid reaction units, so-called EU Battle Groups. An EU Battle Group will have avery short time from decision to mission. As Sweden has become more involved in EUmilitary cooperation, it has assumed main responsibility for one of the Battle Groups to beestablished, the so-called Nordic Battle Group. Sweden has in earlier missions, shown that itis very hard to get units quickly in place in an area of responsibility. Equipment is often thecrucial factor in getting the unit operational in a mission.The purpose of this essay is to find an answer to how the combat vehicles for Swedish unitsshould be stored to get the best conditions for a mission when in the state of alert.The method for the essay is a number of questions, where the answers will be found thru acase study of two different principles of storage. Also, qualitative interviews, educationalvisits, literature and document studies have been used including a reliability reinforcementquestionnaire. The basis for the theoretical approach is the Swedish Armed Forces’ guidingprinciples for storage of supplies, and the Israeli military logistician Moshe Kress’s theory onhow to maintain the status of supplies.The result shows that Swedish units should have their combat vehicles kept in storage duringa state of alert.
