Isomorphism, institutional entrepreneurship and total quality management (TQM) : a case study in the implementation of quality management standards and excellence models in South African developmental local government

Within the new constitutional order, South African local government has been afforded specific status and is protected as a distinctive sphere of government in terms of the Constitution Act 108 of 1996. Municipalities are no longer a mere function of national or provincial governments. In addition to this entrenched status, the Constitution and other developmental local government legislation vests local government with specific functions and responsibilities as part of the process of building a new democracy and promoting socio-economic development and upliftment. Consequently, local government managers are under constant pressure to improve the performance and quality of service delivery. They are expected to satisfy a number of stakeholders, achieve increases in efficiency, as well as attain developmental service delivery goals as contained in their Integrated Development Plan (IDP). Quality management standards and excellence models in support of the total quality management (TQM) philosophy are relatively new public management approaches that changes traditional organisational decision-making practices to deliver services to its customers in more effective and efficient ways. In essence, quality management standards and excellence models are performance management methodological practices, techniques and tools designed to meet and exceed public requirements. It accomplishes this through determining what constitutes excellence in customer service, and then empowering employees to a never-ending search for quality improvement in the delivery of services, in terms of the continuous improvement and continuous process improvement philosophies, of which total quality management (TQM) is premised on. Consequently, quality management standards and excellence models (such as the ISO 9001: 2008 QMS, ISO 14001: 2004 EMS, EFQM and SAEF Excellence Models) as methodological practices, techniques or tools in support of the critical factors (CFs) of the total quality management (TQM) philosophy, namely: (1) customer-based approach, (2) senior management commitment and leadership, (3) quality planning, (4) management based on facts, (5) continuous improvement, (6) involvement of all members of the organisation, (7) education and training, (8) teamwork, (9) communication systems, (10) learning, (11) process management, (12) co-operation with suppliers, and (13) organisational awareness and concern for the social and environmental context, can provide a framework by which to achieve the goals of effective and efficient service delivery in developmental local government, as they foster a culture of performance and accountability. Local government managers could use these quality and excellence methodological practices, techniques and tools, as a starting point to improve efficiencies in their municipalities, as the programmes afford them an opportunity to systematically evaluate the municipality and determine what leads to organisational success and deliverables. Institutional theory suggests that organisations are both influenced by and can influence the society in which they operate. Institutional theorists believe that the motivation for a change in internal practices might not only be performance related, but may primarily be to enhance or maintain the legitimacy of the respective institution. Institutional theory also focuses on the social contract that exists between the institution and society. This social contract is believed to represent the expectations of society. From an institutional point of view, it has been suggested that institutions may change and adopt the norms of society to appear legitimate to that society. This infers that when societal norms and values change, institutions will be expected to change. These societal pressures combined with legislative changes, require institutional entrepreneurs to respond to these isomorphic pressures, and will work to preserve the institution's legitimacy by incorporating, or at least appearing to incorporate, new practices, norms and values. The aim of this research study was to analyse within an institutional theory framework, the implementation of quality management standards and excellence models in support of the total quality management (TQM) philosophy and developmental local government within two South African municipalities. The research investigation has been undertaken within the social constructionist paradigm and using the case study method. Interviews and documents were the data sources and thematic analysis was used as a tool to analyse the data by applying a theory-driven coding procedure. The findings from the two research sites, namely Makana Municipality in Grahamstown and Drakenstein Municipality in Paarl reveal that the implementation of quality management standards and excellence models in support of the total quality management (TQM) philosophy in both municipalities was not a smooth process and there were many challenges such as political instability, lack of commitment on the part of the senior leadership and management, staff and skills shortages, resistance by staff to implementation and resource constraints. Institutional theory has proved to be useful in understanding why the Makana and Drakenstein Municipalities implemented quality management standards and excellence models. Because of coercive, mimetic and normative isomorphic pressures affecting the Makana and Drakenstein municipalities, change was imperative if these institutions were to remain relevant and legitimate in order to address its service delivery mandate of effectiveness and efficiency. Institutional theory provided a theoretical lens to understand and appreciate the pressures that affected the municipalities because of its new developmental mandate as encapsulated in new municipal legislation. It also assisted in understanding how institutional entrepreneurs responded to these pressures to conform. The implementation of quality management standards and excellence models in the Makana and Drakenstein municipalities was adversely affected by volatility amongst the political leadership of both municipalities. The successful implementation of these standards and models would require collective action from the political, bureaucratic and procedural entrepreneurs in order to enhance effective, efficient and accountable service delivery. However, in both the Makana and Drakenstein municipalities, institutional entrepreneurs, namely councillors and officials were not working together as a collective to implement quality management standards and excellence models. Evidence has shown that the absence of stable political leadership and noncooperation and collaboration amongst institutional entrepreneurs contributed significantly to the non-institutionalisation of quality management standards and excellence models in these Municipalities. This implies that legitimacy has not been achieved, due to institutional entrepreneurs not collaborating and collectively working with each other to implement the quality management standards and excellence models. Thus, this research study suggests that the strategic and collective role of the political and administrative leadership as institutional entrepreneurs is critical if the municipality is to achieve its aims and objectives, namely effective, efficient, and accountable service delivery in developmental local government. Recommendations in respect of future research and to practitioners have also been offered.

Factors affecting young prospective entrepreneurs in the Umdoni Local Municipal Area

Submitted in fulfillment of the requirements for the degree of Masters in Management Sciences: Business Administration, Durban, South Africa, 2017. / Given the current, global, economic situation, the status of youth entrepreneurship in South Africa is no different to that of the youth in other countries. It is debatable whether similar support and mechanisms used by other countries can be used without contextualising them for the South African environment. Cultural differences, level of education, different market standards, and a different socio-political environment are some of the factors that should be taken into consideration, when aiming to create an enabling environment that will open entrepreneurial opportunities for South African youth. A major threat for youth, especially in South Africa, is that if their needs and desires are not addressed, the youth will lose faith in starting their own entrepreneurial activities and in that way, become more dependent on the government to create employment opportunities for them. This situation certainly could add to the currently high unemployment rate and in the long-term, high youth unemployment could destabilise the country. This study is aimed at investigating entrepreneurship activities in a semi-rural area, with the aim of identifying the inherent weaknesses that prevent young people from pursuing entrepreneurial activities, as well as those enabling factors that can mitigate against these identified weaknesses. The study is conducted in the UGu District Municipality, specifically, the Umdoni Local Municipal area has been selected. A mixed methods research approach was used and 120 respondents from the selected municipal area participated in this study, including the municipal official. The study highlighted that access to financial support is one of the primary obstacles for the setting-up of a new business, since the majority of young people in the area tend to come from disadvantaged backgrounds. In addition, the research pointed to other challenges, including the business registration process, lack of adequate entrepreneurial training and mentoring programmes, the impact of crime in starting a fledging business and general support from government departments and agencies. Should these challenges not be addressed through an enabling environment, young people will, in the process, be discouraged from engaging in entrepreneurial activities. Given that the study was conducted in a semi-rural area, there are certainly greater challenges to the development of youth entrepreneurship. Therefore, the recommendations include municipalities creating a special relationship with government agencies to obtain greater assistance; that Government and its agencies consider setting up a designated fund to assist young people who want to open business in semi-rural and rural areas; that the administrative requirements for such a group of young entrepreneurs, in respect of funding, training, support, mentoring and business registration, be much more accessible and easier to obtain. / M

The impact of networking on access to finance and performance of SMES in Buffalo City Municipality, Eastern Cape, South Africa

This study investigates the impact of networking on access to finance and performance of small and medium enterprises (SMEs) in the Buffalo City Municipality in the Eastern Cape Province of South Africa. The objectives of this study are to examine (1) whether entrepreneurial characteristics of the SME owner and the firm characteristics of the SME are related to networking by SMEs, (2) whether networking is related to access to bank loans and trade credit by SMEs, (3) whether networking is related to the performance of SMEs and (4) whether access to debt finance by SMEs mediates the relationship between networking and performance of SMEs. The results reveal that the gender and education of SME owners and the age, size and legal status of SMEs are the entrepreneurial and firm characteristics that are positively related to networking by SMEs. In addition, the results indicate that there is a positive relationship between networking and access to finance and performance of SMEs. The results of this study further reveal that access to debt finance partially mediates the relationship between networking and performance of SMEs. Lastly, the study recommended that SMEs should network more to gain access to information, resources and contact sharing. This will increase the likelihood of SMEs obtaining finance, and will also improve the performance of SMEs.

Developing entrepreneurship through microfranchising: evidence from South African practices

PhD (Business Management) / Department of Business Management / Microfranchising’ is one of the new innovative entrepreneurial concepts that has gained traction in the past few years and potentially can provide a livelihood to the three billion people that live at the Bottom of the Pyramid (BoPInnovationCenter, 2020) on less than US$2 a day. While microfranchising is a strategy meant to rapidly scale-up entrepreneurship behaviour, very little is known about the microfranchising processes as well as its ability to enhance entrepreneurship in South Africa. Resultantly, the latter is ignored from entrepreneurship discussion and discourse at both academic and policy levels. To address this gap the study assessed microfranchising practices in South Africa, with the aim of proposing a microfranchising framework that will enhance entrepreneurship development. The study used the interpretivism research paradigm to achieve the study objectives. Primary and secondary data were employed to collect data on the microfranchising practices in South Africa. The study sampled five microfranchise entrepreneurs (four microfranchisee and one microfranchisor using the in-depth structured interview format while secondary data (microfranchisees and microfranchisors success stories) and was employed to collect data on the former and current practices of microfranchising in South Africa. The collected data was analysed using the ATLAS.ti. The study results show that microfranchisees exhibit traits of successful entrepreneurs. As a result, the study concludes that microfranchising can be used as a tool for entrepreneurship development using the proposed microfranchising framework developed in Chapter 6 of this study. The value of this work is among the first in seeking to propose a framework for developing entrepreneurship through microfranchising. The implication of the study is that it potentially provides policymakers with valuable tools to understand microfranchising practices and its efficacy in stimulating entrepreneurship development in South Africa. Exploring mentorship for fostering succesful youth entrepreneurship at Telkom, South Africa

South Africa, in general, is plagued by high unemployment, especially among the youth. The study explores how mentorship can be employed to foster youth entrepreneurship at Telkom, South Africa. The primary focus of the investigation was to establish whether mentorship could be the answer to the declining youth entrepreneurship in the city of Tshwane. The study was done by conducting a qualitative research, using the Telkom mentorship programme as the sample. The sample consisted of mentors and youth mentees from the Telkom mentorship database. Data was collected using semi-structured open-ended interviews. Data analysis was done using thematic analysis with Atlas Ti 8.0. The literature showed that mentoring has benefits for both mentors and entrepreneur mentees. It also showed that the government and private sectors can play a key role in youth entrepreneur mentorship. The findings of the study have proven that mentorship yields positive results for youth entrepreneurs, which supports the literature in this study. The findings of the study yielded five themes, which were: success factors for mentorship, inhibiting factors for mentorship, role of government in mentorship, role of private sector in mentorship and influence of mentorship on successful youth entrepreneurship. In addressing the objectives of this study, the findings have proven that there is a relationship between mentorship and successful youth entrepreneurship, as per the first objective. The role of government and the private sector were identified as key in the mentorship of youth entrepreneurs. The recommendations made in this study include improvements in the mentorship programme for mentees and mentors, initiatives by government that include more mentorship programmes and better communication as well as providing funding for mentorship programmes. Additionally, the private sector needs initiatives to make their programmes more accessible to the public. Motivation among entrepreneurs in rural South Africa: a comparative study

This study examined the motivation of entrepreneurs in starting a business. More specifically, it aimed to identify whether entrepreneurs have common motives for starting their own business, and to determine whether men and women have different reasons for becoming entrepreneurs. The empirical study was conducted on a sample of 101 entrepreneurs. A motivation scale and open-ended questions were used to measure motivation. The results indicated that men and women have various reasons for starting a business, and are primarily motivated by the need for independence, need for material incentives and the need for achievement. The need to contribute to the community was not an important motive. The effect of the interventions of the South African Breweries' Kickstart Youth Entrepreneurship Programme on entrepreneurial and small business performance in South Africa

The purpose of the study is to determine the effectiveness of the interventions used by the South African Breweries (SAB) KickStart Programme to establish and grow entrepreneurial small businesses among young South Africans. South Africa has an extremely high unemployment rate, low economic growth and a dismal Total (early-stage) Entrepreneurial Activity (TEA). With regard to established businesses (older than three-and-a-half years), the GEM report of 2005 ranked South Africa the lowest of all the countries surveyed. The SAB KickStart Programme comprises five phases: an awareness campaign, recruitment and training, a business plan competition for grants, success enhancement and national awards. The following interventions form part of the programme: the General Enterprising Tendency (GET) test; two-week live-in business management training; funding and mentoring; and a national competition for prize money. At every stage, adjudication is based on business plans and presentations. The evaluation of the effectiveness of an existing entrepreneurship programme, the SAB KickStart Programme, has several advantages, in so far as it determines whether the programme does indeed attain its objectives, and could help to improve the structuring of such programmes for future use by other corporations in South Africa. The population for the study comprised all the participants of the SAB KickStart Programme, from 2001 to 2006. A questionnaire was developed and a response rate of 28.5% was realised. Analysis of variance (ANOVA) was applied to the turnover and percentage profit figures of respondents to investigate the significance of the type of SAB KickStart support afforded. The results were confirmed by the Bonferroni multiple comparison of means test. The deduction is that funding and mentoring, after training, adds value to the programme. Eighty per cent of the SAB KickStarters were still operating their initial businesses, which they owned when they started on the programme, while a further six per cent had started another business, hence a "failure" rate of only 14 per cent. Many other meaningful findings emerged. Female entrepreneurs' cellular phone habits in Zambia and South Africa

The findings in this study are therefore crucial to the body of knowledge on programmes that seek to uplift women's lives through the deployment of ICTs, since current policies do not make full provision for the use of mobile phones in female entrepreneurship. Information on female entrepreneurs and cellular phones was collected in the literature review. The scrutiny of various literature sources and the analysis of the responses from the interviews with the female entrepreneurs were carried out to arrive at answers to the following research questions: 1. Can telecommunications (specifically, cellular phones) increase the participation of women in the economy? 2. What are the consumer habits of female entrepreneur cellular phone users in Zambia and South Africa? 3. Are the communication needs of business women in Zambia and South Africa adequately met? 4. What are the obstacles that female entrepreneurs in Zambia and South Africa face in the use of cellular phones? 5. What are the similarities and differences in the consumer habits of female entrepreneur cellular phone users in Zambia and South Africa? In order to gather information on the consumer habits of female entrepreneurs in Zambia and South Africa, a survey was conducted of 100 female entrepreneurs. The female entrepreneurs identified in this survey consist of female business owners with no more than 50 employees each, from Gauteng Province in South Africa, and Lusaka Province in Zambia. The female entrepreneurs were identified through the accidental sampling technique, and a structured questionnaire was used to collect information from them. The findings of the investigation reveal that cellular phones have the potential to increase the participation of women in mainstream economic activity, since they are a useful means of communication that allow women from diverse backgrounds to communicate easily for both business and social purposes. Accordingly, national policy-makers in South Africa and Zambia need to investigate further the potential of using cellular phone or similar technology to empower small-scale businesswomen. The investigation also shows that the cellular phone consumer habits of female entrepreneurs in Zambia and South Africa differ when it comes to using cellular phones for business and social communication purposes. More Zambian women indicated that they use their cellular phones in business operations, while South African women showed a tendency to use their phones more for social purposes. The results of this investigation further illustrate that despite the importance in value which the mobile phone has for women entrepreneurs in both Zambia and South Africa, the communication needs of women's entrepreneurship are not adequately met. The main obstacles in meeting the communication needs of female entrepreneurs in Zambia and South Africa are inadequate network coverage and high prices. The study shows that a number of women (52,2%) indicated that they are inhibited from effective communication services and therefore resort to borrowing other people's mobile phones. The lack of empirical studies on the use of telecommunications by female entrepreneurs in both Zambia and South Africa attests to the fact that women's entrepreneurship is still an area that requires in-depth investigation. The role of innovation in economic development

The aim of this study is to determine the role that innovation plays in economic development and how an economic environment can be created that is conducive to innovation. The urgent need for development in large parts of the world indicates the importance of the increase in innovative activities because innovation is indicated as the “engine of growth and development”. It was found that innovation takes place within an innovation system and should be studied from a system perspective. The system perspective implies that there are different participants and that these participants function individually but that they also interact (wittingly or unwittingly) with one another. The innovation system is defined as a system that includes the participants or actors and their activities and interactions, as well as the socio-economic environment within which these actors or participants function, which determine the innovative performance of the system. A system approach is therefore necessary to study the influence of innovation on development. The role that innovation plays in economic development has been established by means of the historical patterns of economic development and major innovations as well as an analysis of literature of empirical studies. The historical pattern indicates the importance of innovation for economic development, but literature revealed the complexity of the relationship due to the non-linear relationship among different actors or participants in an innovation system. The main determinants of innovation was identified and a conceptual, descriptive model for an innovation system was developed, indicating the different participants, their roles, the interaction among them, and the economic environment within which the participants function. The model was applied to the Mpumalanga province in South Africa as case study. Strengths and weaknesses were identified in the Mpumalanga innovation system and recommendations were made for the improvement of the Mpumalanga innovation system which in turn should lead to an improvement in the economic development of the province. / Economics / D.Comm. Entrepreneurial intent of final-year commerce students in the rural provinces of South Africa

Owing to the fact that entrepreneurship is widely considered to be a mechanism for reducing unemployment, the purpose of the study was to assess whether final-year Commerce students in the predominantly rural provinces, the Eastern Cape Province and the Limpopo Province, have the intention to start their own businesses.The study draws heavily from entrepreneurial intent models and focuses on the relationship between three key variables, namely, exposure to entrepreneurship education, awareness of entrepreneurial support and social capital to establish whether they are related to the intention of final-year Commerce studentsto start their own businesses. The literature review concentrated on entrepreneurial intent and entrepreneurial intent models; government entrepreneurial support initiatives in South Africa and in other countries and their role in the development of entrepreneurial intent, emergence of new ventures and the growth of small, medium and micro enterprises (SMMEs); entrepreneurship education and its role in enhancing entrepreneurial self-efficacy, entrepreneurial competencies and entrepreneurial intent;the influence of social capital on entrepreneurial intent and the different stages on the new venture life-cycle; and concludes with the link between entrepreneurship and the establishment of SMMEs. A survey was conducted among National Diploma (ND): Internal Auditing, Cost and Management Accounting and Financial information systems students (IAUD, CMA and FIS) (who had six months exposure to entrepreneurship education), ND: Entrepreneurship/Small Business Management (E/SBM) (who had three years exposure to entrepreneurship education) and ND: Management (without exposure to entrepreneurship education). The respondents for the study comprised 355 final year students of which 276 were from Walter Sisulu University in the Eastern Cape Province and 79 were from Tshwane University of Technology (Polokwane Campus) in the LimpopoProvince.Data was analysed using descriptive statistics and nonparametric statistics. The findings reveal that the majority of the respondents had the intention to start a business in the future.The entrepreneurial intent of the ND: E/SBM students was v stronger than the entrepreneurial intent of the ND: IAUD, CMA and FIS students and ND: Management students.
