The implementation of environmental education policy in Namibia: perceptions of a range of decision-makers

This study is the first cycle of an action research project that focuses on the implementation of the Environmental Education Policy in Namibia. Perceptions of Namibian decision-makers were sought with regard to their understanding of the concepts ‘environment’ and ‘environmental education’, as well as to identify environmental problems and obstacles to the implementation of the Environmental Education Policy. The approach of coming up with options to address the identified problems/obstacles/constraints, was employed in this study. To this effect, interviews, a workshop, observations and reflections on the process of implementation resulted in a wealth of data. The findings shed light on possible solutions to address the identified problems and obstacles. The results revealed that community participation, skills development and the proper co-ordination of environmental education activities are imperative in addressing the obvious policy-practice gap. Decision-makers uncovered the fact that the socio-economic situation of our people necessitated pulling our resources together and working as a team. The overall perceptions are that the environment is everyone’s business and that we should zealously use it and carefully guard it, not only for ourselves but also, for the benefit of coming generations.

A study of perceptions, knowledge and understanding of desertification and its causes among decision makers in northern Namibia

This study was aimed at investigating the perceptions, knowledge and understanding of desertification and its causes among decision makers in northern Namibia. The focus of investigation was on desertification and its major causes as identified in the general literature, viz. deforestation, overgrazing and overcultivation. Particular attention was given to the socioeconomic and cultural factors which are behind these perceived 'ecological' causes of desertification. Furthermore, the respondents were also engaged in the generation of solutions to the problem of desertification and its causes. Data collection was based on semi-structured interviews with the regional governors, councillors and chief headmen from the four northern regions. A qualitative approach was adopted for the research and findings are essentially descriptive and qualitative. It is anticipated that the study will make an important contribution to the current debate on desertification in Namibia, specifically with regard to the perceptions, knowledge and understanding of desertification and its causes among the decision makers in northern Namibia.

Investigating the incorporation of education about, in/through and for the environment in the Geography junior phase curriculum: a case study of three Namibian schools

This study was carried out to investigate how education about, in/through and for the environment is incorporated in the Namibian Geography Junior Phase curriculum in three schools in Oshana Education Region. Education about, in/through and for the environment are three forms of environmental education identified by Fien (1998). This study is a qualitative, interpretive case study. It reviews the activities, content knowledge, methods, competencies and resources and describes how they were used by teachers in fostering education about, in/through and for the environment in the curriculum. Data was generated through document analysis, observations and semi-structured interviews. The results were interpreted and discussed in relation to the research question which is: How is education about, in/through and for the environment incorporated in the Geography Junior Phase curriculum? Key findings of the study suggested that teachers incorporated education about, in/through and for the environment in their teaching. Teachers used the prescribed syllabus to structure their environmental learning lessons. Most methods, resources and activities used by the teachers promoted education about the environment. The study also found that most types of knowledge about the environment were covered by the teachers. This enabled learners to examine the complexity and interrelatedness of natural systems. The study found that the way the resources were used exclusively supported education about the environment. Linking learning to local context in this study encouraged education in/through the environment and enhanced the learning process through real life experience. The study also found that, although teachers taught their learners for the environment, they did not empower them in taking actions towards environmental problems. Based on the insights offered by this research, the study identified further support required by teachers and made recommendations for effective incorporation of about, in/through andfor the environment in the curriculum.

Environmental youth clubs in Namibia : what role do, could or should they play in environmental education?

Although the existence of wildlife clubs in Africa dates back to the start of the environmental movement in the 1970s, youth involvement through environmental clubs only commenced in Namibia in 1992. I became involved with the clubs in 1995 when I was employed by the Rossing Foundation Environmental Education Project to encourage, support and coordinate environmental clubs in Namibia. During the last three years the number of Namibian clubs has increased from 20 to ±85, and they are now established in most geographical regions of the country. During my involvement with the clubs I became increasingly interested in the philosophical underpinnings of youth movements like clubs and started questioning what we could expect from the youth and what could be achieved through the clubs. One of my main concerns was whether youth could make a significant improvement to the quality of their lives and their environment through these clubs. The aim of my research was therefore to describe and reflect critically on the role of environmental youth clubs in environmental education in Namibia. My study was guided by a socially critical orientation which emphasises the construction of meaning through social dialogue and critical reflection. I chose an interpretative research strategy and generated data mainly through semi-structured interviews, participant observation, a focus-group discussion and a workshop. Due to the focus of the research I purposefully selected the sample of existing youth clubs to be included in the study. The iterative strategy of gathering and interpreting data in successive cycles allowed for continuous reflection throughout the research process. It also allowed me to identify key patterns and trends in analysing and interpreting the data. The study findings suggest that environmental clubs do playa role in learning about environmental issues; in developing personal and social identity, confidence and a sense of purpose in society; in establishing new and supportive relationships between teachers and learners and with other community resourde people; in creating opportunities and enabling exposure to diverse learning environments, options and alternatives; and ih fostering the orientation and skills needed to effect meaningful d1'inges in the environment. The findings also suggest that environmental clubs could make a significant contribution to environmental education, providing that they incorporate a socially critical orientation, gain greater recognition from significant adults and education officials, collaborate with other projects and organisations, and use guidelines of models such as the action research framework to ensure relevant and effective action projects. The main challenges to environmental clubs in Namibia include changing perceptions that youth do not have much to contribute; improving relationships between clubs, schools and communities; dealing with the tension between the possible disempowering effect of central control and the need for more formalised structures in order to gain official recognition; and developing strategies to ensure the clubs' sustainability in the future.

Key decision-makers' perceptions of sustainable sea fisheries in Namibia and the implications for environmental education programmes

This study investigates key decision-makers' perceptions of sustainable sea fisheries in Namibia, and explores the possibilities for the future development of education programmes that focus on "sustainability" in the fisheries sector. The concept of "sustainability" and its application in the context of a biological resource, namely sea fisheries, was examined. A series of questions were raised concerning sustainable fisheries: intergenerational implications of patterns of resource use, equity concerns, time horizons, and the protection of marine biodiveristy, among others. Examples from the Namibian and the European Community Sea Fisheries Industries are used to illustrate these issues. In spite of divergent views on what "sustainability" means, the study leads to certain findings that have broader policy implications. Data was collected from semi-structured interviews undertaken with six (6) key decision-makers in the Sea Fisheries Industry of Namibia, then analysed and assessed. The perceptions of key decisionmakers were determined by qualitative analysis in the interpretive paradigm. The data indicated some agreement in terms of what the key decision-makers think about the sustainable utilisation of the fisherjes resources. It is almost impossible to have complete agreement, because the decision-makers are from different contextual backgrounds. Those who make the decisions are more concerned about "how to manage" and those who act on the decisions put more emphasis on economic self-interest. Although the interviewees' perceptions of sustainable fisheries was imperfect, there was broad support for its aims and principles. The study also revealed that the achievement of sustainable sea fisheries development in Wamibia will require broader educational and public awareness programmes to enhance participation in decision-making debates. Formal and informal marine environmental education, from the perspective of "Responsible Fishing" has been emphasised.

Towards supporting tutoring in a semi-distance environmental education course: a Namibian case study

Tutors are key supporters within semi-distance education and as such comprehensive support of tutoring is necessary to provide the best possible support to learners. This case study investigates how tutoring can be better supported within a semi-distance part-time professional development course in environmental education. The course, aimed at adults working in environmental education fields, is seen as an important strategy for helping participants become critical, reflexive and active environmental education practitioners who can start working on solutions to environmental issues. This study found that most challenges to successful tutoring lay in the availability and competence of human resources within Namibia. Additionally improvement in the management of tutor and learner support systems, information, guidance and enrolment and finally of learning resources is seen as essential to better support a successful tutoring process. An alternative model of tutoring is offered as a way of overcoming the major tutoring challenges outlined in this study. / Educational Studies / M.Ed.

Towards the incorporation of environmental education in the Namibian Secondary School Curriculum

Environmental education (EE) as an approach to all education is needed to be incorporated in all the subjects of the school curriculum. In Namibia, there are Ministerial documents that support the incorporation of education About, In/ Through and For the environment within the curriculum. Even though there are documents that support this, EE continues to suffer barriers that hinder its effective incorporation into the curriculum. The findings reveal that EE in Namibia is incorporated into the traditional environmental subject homes only. The barriers that prevent the incorporation of EE into the Namibian broad curriculum for secondary schools are, amongst others, the lack of adequate teacher education programmes and the lack of interdepartmental collaboration at school level. These barriers and many others have been identified and discussed in detail in this investigation. The incorporation of environmental education for sustainability in the Namibian colleges of education

The study explores the incorporation of Environmental Education (EE) for sustainability in the Namibian Colleges of Education. The thrust is held in this study because of the view that the incorporation of EE promotes sustainable development. Cross-curricular teaching is the preferred model for the incorporation of EE in the Namibian Colleges of Education because it brings all teacher educators to contribute to the teaching of environmental education themes just as sustainable development requires all players to incorporate its principles in core operations of institutions. The study explores the global environment crisis, the environmental degradation in Africa in general and Namibia in particular. Education is seen as an instrument that could be used to address the environmental problems that affect the ability of the ecosystem to regulate climate, to provide resources and to support natural and human life in the broader environment. The study presented the EE goals such as the ecological foundation, the conceptual awareness: issues and values, investigation and evaluation as well as the environmental action, training and application. The study explores theoretical perspectives for the incorporation of EE, theories of modern environmentalism and theories of sustainability as well as policies that were undertaken in Namibia to incorporate EE in the Namibian Colleges of Education. The methodology of research is both quantitative and qualitative and is rooted in the classical and grounded theory approaches to research. The documentation of data and the questionnaire were used as techniques and tools to collect both direct and indirect data. It emerged from the findings of the study that the ecological foundation and the conceptual awareness subgoals are part of EE teaching while the investigation and evaluation as well as the environmental action, training and application subgoals are not part of EE teaching in the Namibian Colleges of Education. The findings of the study reveal that teacher educators in the Namibian Colleges of Education have a variety of understandings and perceptions about the incorporation of EE in the Namibian Colleges of Education. The findings also show that the barriers that affect the incorporation of EE in the Namibian Colleges of Education are institutional, dispositional and situational. The recommendations of the study support the clarification of the concept of cross-curricular teaching in light of the emerging paradigm of sustainable development. They also promote the re-orientation of the administration, the curriculum and teacher educator attitudes in the Namibian Colleges of Education. / Educational Studies / D. Ed. (Didactics)

The implementation of environmental learning in grade 8-10 Geography in the Caprivi region, Namibia

The Namibian curriculum is premised on the view that there is a need for a holistic development and preparation of learners for a knowledge-based society. The draft National Environmental Education policy, the basic education policy and curriculum development processes in Namibia devolved the power and responsibility to implement environmental learning practice to schools. This research focus on the extent to which schools coordinate environmental education (EE) activities, educators’ perception of their environment, knowledge of EE processes, assessment approaches, the out-door activities, learning support materials, community involvement and EE school policy issues. Wickenburg (2000:56) affirms that “for substantial learning to take place, stakeholders should work actively and establish local supportive structures for EE in Schools”. Educators are expected to deal with practical issues which create opportunities for learners to develop environmentally responsive knowledge, skills and attitudes. The research design is a mixed methods research approach, which includes aspects of the quantitative and qualitative approach. The methodology involved data collection methods such as interviews with educators and a local EE officer, focus group discussions with learners and a self-assessment questionnaire for educators. The data was then analysed and interpreted in relation to a set of theoretical perspectives. The research concluded that educators have knowledge of factual information about environmental learning topics such as population, biodiversity and environmental degradation. Educators have the comprehension of indigenous knowledge and continuously assess learners. Educators however, seldom communicated the way people’s cultural activities affect the environment and did not value cultural practice and indigenous knowledge. Many educators did not use the local environments to do practical activities with learners. Schools did not have EE school policy, rarely practised outdoor activities and local communities are not involved school EE activities. Learners are knowledgeable of their local environmental issues. Based on the finding of the research I came up with a list of recommendations to guide the process of implementation of environmental learning at schools. / (M. Ed. (Environmental Education))

Environmental education in Namibia : a case study of the biology teachers

The researcher seeks to understand how Biology teachers implement Environmental Education (EE) as part of the Biology curriculum as is mandated in the curriculum policy. Literature indicates that the EE curriculum and the science curriculum are underpinned by different philosophical and pedagogical perspectives. This prompts the research questions, and the subsequent research reported on in this thesis. During a case study guided by a qualitative interpretive paradigm, Biology teachers and Biology advisory teachers are interviewed about their experiences and actions and invited to make suggestions. In addition curriculum document analysis and observation are used. The data point to the aspects that can facilitate the implementation of EE in the curriculum, However the implementation of EE is associated with many obstacles and challenges. Teachers struggle to implement EE because of an inadequate understanding of EE and its underlying philosophy. Further enhancement of EE will also require the reduction of tensions between policy and practice, logistic barriers, and the gap between EE and science, while increasing the involvement of teachers in curriculum development, collegiality among teachers and principals, teachers and advisory teachers’ knowledge of EE, teachers and advisory teachers’ curriculum understanding and professional support. Teachers cannot achieve the objectives of EE unaided; therefore the establishment of EE co-coordinators in schools is suggested, since schools have failed to implement EE without such support. In addition, it is suggested that activity systems be studied in totality and that boundaries be crossed to enrich the outcome of EE. . Subject advisors are mandated by the government to support teachers experiencing problems, and it is suggested that ideas linked to the activity systems and activity theory be investigated and implemented to solve the problems. This should improve the implementation of EE as part of science teaching in the schools where the study was conducted and in other schools. / AFRIKAANSE OPSOMMING: Die fokus van hierdie studie was op biologie-onderwysers in geselekteerde Namibiese skole. Die navorser probeer om te verstaan hoe biologie-onderwysers Environmental Education (EE) implementeer as deel van die biologie van die kurrikulum wat in die kurrikulum beleid mandaat. Literatuur dui daarop dat die EE kurrikulum en die wetenskap kurrikulum word ondersteun deur "anders" filosofiese en pedagogiese perspektiewe wat die navorsing vrae gevra, en die daaropvolgende projek berig in hierdie tesis. Het egter Biologie-onderwysers se pre-diens onderwys sluit nie EE. Tydens 'n gevallestudie gelei deur 'n kwalitatiewe interpretatiewe paradigma, is biologie-onderwysers en biologie raadgewende onderwysers ondervra oor hul ervarings, aksies en voorstelle.
